Tourists are our bread and en-US butter, we need them. en-US Separating fact from truth these days with en-US all the advertisements and flyers is getting en-US more difficult. To really understand where en-US your representatives lie, you must do some en-US homework and find out how they have en-US voted in the past on issues that matter to en-US you. Depending on how much money they en-US have, they can advertise on television and en-US say pretty much whatever they want, truth en-US or not. en-US You can also look at their campaign en-US finance reports to find out who is supporten-US -en-US ing them. My wife, Nancy, en-US and I and six other Toyota dealers met at en-US the Newseum in Washington D.C. and en-US had lunch together at the Capital Grille en-US next door. This once in a lifetime experien-US -en-US ence was my reward for being one of the en-US top Toyota dealers in the USA, measured by en-US sales and customer satisfaction.en-US You might be too young to remember the en-US Wen-USatergate national scandal. Bob Wooden-US -en-US ward and another young reporter at the en-US Washington Post, Carl Bernstein, were the en-US reporters that broke the most important en-US political story of the 20th century which en-US led to the resignation of President Richard en-US Nixon. Bob Woodward has written several en-US books, won the Pulitzer prize, and is en-US generally regarded as the No. 1 investigaen-US -en-US tive reporter and political author in the en-US world. Even if you were too young to en-US remember that, youve recently heard of en-US him with his latest book, Fear, Trump in en-US the White House. Ive downloaded and en-US just begun to read it.en-US Now what on Earth can my conversaen-US -en-US tions with Bob Woodward have to do with en-US car dealerships? Im glad you asked! As en-US you know, Ive been on a crusade for many en-US years to make the dealer fee illegal in en-US Florida. In addition to the dealer fee issue, en-US I write a weekly newspaper column, a blog en-US [www.EarlStewartOnCars.com], and host en-US a weekly radio show [JVC radio WSVU; en-US 95.9, 106.9 FM & 960 AM 8-10 AM EST en-US Saturday] campaigning for truth, ethics, en-US and legality in advertising and selling cars.en-US The main reason my message is so slow en-US to reach the public is the refusal or en-US reluctance of the great majority of the en-US media to report the story. In fact, two en-US years ago, I was previously on another en-US radio station. The local car dealers en-US threatened the station owner that they en-US would stop advertising if they didnt fire en-US Earl Stewart. I was fired and off the air for en-US over year until JVC Broadcasting and en-US owners, Vic Canales and Matt Goldapper, en-US hired me back. I salute and thank these en-US gentlemen for their courage and journalisen-US -en-US tic ethics.en-US Why wont many TV and radio stations en-US and newspapers (fading from importance en-US in the digital age) report rampant, unfair en-US and deceptive selling and advertising pracen-US -en-US tices by many car dealers in Florida? Its all en-US about the money. Car dealers are responsien-US -en-US ble for about 20 percent of total retail en-US sales. As a group, theyre often the largest en-US single buyer of advertising in the media. en-US When the media runs a negative news or en-US editorial piece about car dealers, they risk en-US losing that advertising revenue. Newspaen-US -en-US pers are going out of business daily. Many en-US of our largest newspapers, the NY Times en-US for example, are teetering on bankruptcy en-US and local newspapers are even more en-US severely affected.en-US During my lunch with Bob Woodward, en-US he asked each of us what we considered en-US the single most important threat to the en-US United States and the world. My answer en-US was radicals inciting terrorism and the en-US threat of a new world order. Another en-US Toyota dealer was afraid of hyperinflation en-US brought on by this Administrations out of en-US control spending. After hearing all our en-US greatest fears,Bob Woodward told us his en-US greatest fear affecting the USA and the en-US world. He fears that the media is failing to en-US fulfill its vital role to report all the news en-US fearlessly, completely, honestly, and en-US ethically. We Americans take a lot of en-US things for granted and Im afraid that a en-US free, open, and honest media keeping our en-US government and corporations honest is en-US one of them. Most of the world doesnt en-US have a free press and its no coincidence en-US that those parts of the world without it en-US also dont have freedom.en-US Newspapers like the Hometown News, en-US Florida Weekly and radio stations like en-US WSVU should be admired and respected en-US for having the journalistic ethics and en-US courage to allow me to express my en-US opinions about unfair and deceptive trade en-US practices in the retail car business. My en-US local newspaper is not so inclined. For fear en-US of losing the advertising business of local en-US car dealers, they refuse to run any news or en-US Op Ed article with my name in it. This is en-US not just my opinion. Reporters have said en-US off the record that they cannot get en-US permission from their editors to do stories en-US about my company or me. I know one en-US reporter who quit his job for this very en-US reason. When I finally realized that the en-US newspaper had put a black out on any en-US news about me or my company, I met en-US personally with the publisher at the time en-US and he privately confirmed that he could en-US not risk losing car dealer advertisers by en-US reporting my views or even running en-USpositive news articles about me. I do have en-US to give him credit for being candid about en-US this. He equates the financial survival of en-US the paper with maintaining sufficient en-US advertising revenue. Survival is our en-US strongest instinct. Its a very rare person or en-US company that will put ethics ahead of en-US survival. Would you? Ironically, this en-US particular newspaper and most other en-US newspapers have lost car dealers and most en-US other advertisers to digital and TV. en-US Selling out their journalistic ethics didnt en-US work in the long run.en-US So, there you have it. What do you think en-US is the greatest threat to the USA and the en-US rest of the world? Im inclined to agree en-US with Bob Woodward. Who is going to en-US keep our politicians, Wall Street, corporaen-US -en-US tions [including car dealers] honest and en-US ethical if they know that nobody will ever en-US learn about their shenanigans in the en-US media? If the half-cent en-US sales tax measure is approved, it would proen-US -en-US vide nearly $10 million for the Board to en-US address critical infrastructure needs. The en-US third homestead exemption, if approved, en-US would reduce the countys revenue by $8 en-US million. When you take these two together en-US [rejection of the sales tax initiative and en-US approval of the homestead exemption], the en-US countys future revenue could vary by as en-US much as $18 million per year. We will literen-US -en-US ally be in worse shape than in the depths of en-US the great recession.en-US On the other hand, Ms. Hill emphasized en-US that the county would not have to increase en-US its millage rate as it did last year to help en-US Sheriff Ken Mascara fund salary increases en-US due to an 8.6 percent increase in the counen-US -en-US tys taxable property values. en-US For Fiscal Year 19, the tentative budget en-US includes leaving all of the millage rates the en-US same, which overall gives the county an en-US aggregate millage rate of 8.8934 mils, she en-US said. We focus on a $200,000 property en-US value [in the cities of Fort Pierce and Port en-US St. Lucie] as its the median value of a home en-US in St. Lucie County. With no change in the en-US millage rates, this property tax would en-US increase by $34.56, or a 2.8 percent increase. en-US For the impact on a non-homesteaded en-US property with no change in the millage rate, en-US these properties taxes would increase en-US approximately by $141.53.en-US Commissioner Chris Dzadovsky considen-US-en-US ered this years property tax increase minien-US -en-US mal considering the countys expenses with en-US hurricane damages during the 2017/18 Fisen-US -en-US cal Year.en-US I was struck by the fact that the increase en-US is 2.8 percent, where the Consumer Price en-US Index national average is 2.1, he said. So to en-US be able to fall within seven tenths of a peren-US -en-US centage point of the CPI with all of the chalen-US-en-US lenges that were facing, I thought that was en-US pretty amazing. en-US According to Ms. Hill, the additional en-US property tax revenue will result in a $1.5 en-US million increase in revenue for the new en-US budget, but she and other staff members en-US decided to squirrel away half of that amount en-US until they could see the results of the en-US November referendums.en-US During the Boards workshops in July, en-US the Board allocated some of this money, and en-US given the uncertainty the November ballot en-US brings, the remainder was placed in en-US reserves, she explained. In December, we en-US plan to bring back to the Board a budget en-US adjustment with recommendations on how en-US these funds should be utilized. In keeping en-US with the Boards commitment of public en-US safety as a high priority, 50 percent of the en-US funding available was allocated to the Sheren-US -en-US iffs Office in the recommended budget, en-USSeeen-US en-US BUDGETen-US page 10en-USBudgeten-USFrom page 1

So you have an initial deposit of en-US $100,000, and then after a 90-day due dilien-US-en-US gence period there will be a $200,000 second en-US deposit that will follow that, followed by a en-US 30-day closing, which will take you to about en-US January. en-US The high-tech structure has sat unoccuen-US-en-US pied since August 2015 after the company en-US failed to negotiate a $21 million bailout from en-US the city and been marketed by international en-US real estate broker Avison Young since it came en-US out of receivership last year. Only a handful en-US of offers have come in during that time, en-US including the RER Ventures proposal and a en-US competing offer from Georgia-based RTT en-US Molecular DX. The City Council ultimately en-US decided to accept the latter as a backup, en-US although some members of the Council en-US thought the proposal by Fort Pierce native en-US Robert Lloyd to use the building to combine en-US his research labs currently scattered between en-US Jensen Beach, Georgia and Canada better en-US than RER Ventures principle Chris Kallivoen-US -en-US kass plans to market the building as a biotech en-US destination. Some Council members and en-US staff, however, viewed Mr. Lloyds offer as en-US financially unstable even though he proposed en-US a much larger $11.5 million down payment. en-US Mr. Kallivokas proposal includes a balloon en-US payment on the $11.6 million in five years en-US and approximately $580,000 in annual interen-US -en-US est payments.en-US In almost every subsequent meeting since en-US the RTT Molecular DX offer came in, a en-US Council member has asked City Manager en-US Russ Blackburn if he has received any new en-US financial information on the proposal. Mr. en-US Blackburn admitted Sept. 10 nothing had en-US come in to-date.en-US Earlier today I did distribute to the Counen-US -en-US cil a series of correspondence relative to the en-US offer on the site from RTT Molecular, he en-US said. We have been working over the last six en-US weeks to identify whether that entity could en-US provide proof of funds. As of tonight, we canen-US -en-US not tell you they have proof of funds. I did en-US ask Avison Young to help them massage their en-US letter of intent, which eventually would en-US become a purchase and sale agreement. One en-US of the provisions was to identify whether or en-US not that entity could demonstrate the ability en-US to actually purchase the property financially. en-US The information I received is they could not en-US recommend that we go forward with that sale en-US at this point in time.en-US Mr. Blackburn explained that the RER en-US Ventures sale and purchase agreement conen-US -en-US tained only one minor change from the comen-US-en-US panys original letter of intent offer, which en-US was a negotiated payment of part of the deed en-US doc stamps. The firm had originally asked en-US the city to pay all the doc stamps.en-US The only thing that was different from the en-US LOI that was presented to the City Council en-US and approved at the June 27 meeting is the en-US fact that Mr. Kallivokas has agreed to conen-US -en-US tribute 50 percent towards the documentary en-US stamp taxes on the deed, and that amount is en-US based on the purchase price, which is $14.5 en-US million, so the total amount that would be en-US due from the city is about $101,500. en-US Councilwoman Stefanie Morgan, who en-US thought he Council was initially rushing the en-US decision and dissented on the July 23 vote to en-US have Mr. Blackburn covert the LOI into a en-US purchase and sale agreement, has always en-US wanted the purchaser pay all closing costs on en-US the deal and so peppered Ms. Goldstein Sieen-US -en-US gel with questions about whose responsibility en-US it really was.en-US Weve been going around and around en-US with this, she said. Usually in a real estate en-US transaction, the buyer will pay doc stamps on en-US the mortgage and tangible tax and mortgage en-US policy and would take care of those. So am I en-US reading this correctly, that this is stating that en-US youre wanting us to pay those?en-US The citys outside counsel reminded her of en-US the June 27 discussion and agreement.en-US Items were requested and set forth as the en-US general terms and conditions by the buyer en-US when he initially presented the letter of intent en-US to City Council for approval, so thats whats en-US being proposed here, she explained. But en-US with respect to any documents concerning en-US financing, the buyer will be responsible for en-US those costs. Here these are the responsibility en-US of the seller pursuant to what the city agreed en-US to in the LOI.en-US Were providing the survey for the due en-US diligence, but in the past when people wanted en-US updated surveys, they can go back to the en-US company and have the title survey done in en-US their name and they can pay for that, he said. en-US Were just giving it to them for the due dilien-US -en-US gence, correct?en-US Ms. Goldstein Siegel insisted the buyer en-US would be responsible for any additional costs en-US and she would strive to keep the citys costs to en-US a minimum.en-US We are giving it to them, and if there are en-US costs associated with that pursuant to paraen-US -en-US graph six of the LOI, the buyer would be en-US responsible, she emphasized.en-US Councilman Carvelli then addressed the en-US buyer directly.en-US I appreciate the work youve put into it, en-US he said nodding towards Mr. Kallivokas in en-US audience. I appreciate your investment in en-US the city and the interest youll be paying us en-US for five years. Seeing the bigger picture, I see en-USthe number at the end. I appreciate it very en-US much and I will be supporting this sir.en-US Mayor Oravec then expressed disappointen-US-en-US ment that Mr. Kallivokas could simply en-US change his mind after the due diligence perien-US -en-US od and get his $100,000 plus interest back en-US with no other obligation to the city. He had en-US bitterly complained in 2015 when a Hobe en-US Sound developer made an offer on the Digien-US-en-US tal Domain building without a deposit leaven-US -en-US ing the city with nothing when he walked en-US away from the deal at the last minute. The en-US mayor then detailed the reasons he would en-US not support the RER Ventures proposal that en-US evening, including the fact that Hometown en-US News owner Vernon Smith had told the en-US Council on Aug. 13 about a potential conflict en-US of interest between Avison Young and the en-US purchaser.en-US After the vote and a short break, Mr. Kallien-US -en-US vokas himself addressed the Council, thanken-US -en-US ing its members for their consideration.en-US I hope that the due diligence period en-US proves to confirm my beliefs that this is a en-US good opportunity for us, and I hope that we en-US will stabilize the building and create some en-US good jobs in the community, he said. I look en-US forward to being a part of this community. en-US Mayor Oravec then confirmed his faith in en-US the developers ability to succeed on the projen-US -en-US ect despite his prior objections. en-US I think hes the real deal and the kind of en-US investor we want in the city, he said. As we en-US discussed on the break -my discussion over en-US the partner whos a partner in a deal -its a en-US separate deal, so there is no technical conflict en-US of interest based on the opinions weve en-US received, just to make it clear. Ive really struggled with that, in light en-US of whats going on in Tallahassee in regards en-US to the funding and the fact that the goveren-US -en-US nor is not getting support from the Legislaen-US -en-US ture in releasing additional funding. So I en-US was wondering if there would be consideren-US -en-US ation in giving the [other half]; its almost en-US like we were committed to let the Sheriffs en-US Office have that, and I fail to see if there en-US would be any harm to go ahead and put it in en-US now.en-US While Mr. Tipton left the final decision en-US up to the Board, commissioners were dividen-US -en-US ed on the issue. en-US Its kind of like you pay it today or you en-US pay it tomorrow, Commissioner Linda en-US Bartz said. If the intent was to give them en-US $450,000 in December, Im not sure theres a en-US reason for waiting until December. en-US Chairwoman Hutchinson agreed.en-US If Im making a commitment to say en-US youre going to get that money, I dont see us en-US going back and saying, give it back, no maten-US -en-US ter what the outcome is, she exclaimed. No en-US matter what, we will have to make changes, en-US and I dont see where holding on to it is en-US going to matter.en-US Commissioner Anthony Bonna rejected en-US that viewpoint, however, insisting that it en-US was time St. Lucie County stopped shoulen-US -en-US dering most of the cost of funding school en-US resource officers.en-US The county funding the program at the en-US 90 percent level as it has been done by prior en-US boards is not sustainable, so we absolutely en-US need to work with our partners, he said. I en-US dont share the perspective that we have en-US already committed to the $450,000; the en-US point was that we were going to consider in en-US December after the impacts whether or not en-US those resources were available to commit at en-US that time.en-US Commissioner Dzadovsky worried the en-US county was setting a negative precedent by en-US so freely offering its additional property tax en-US revenue to the Sheriff and reminded his felen-US -en-US low commissioners that they have supporten-US -en-US ed all the Sheriffs Office budgetary requests en-US over the years.en-US This Board of County Commissioners en-US for many, many years has funded the SRO en-US program and has assisted the School Disen-US-en-US trict, and as part of that, it has been a comen-US -en-US mitment from us, he explained. But if we en-US continue to provide the funding, what is the en-US impetus for our partners in each of the cities en-US and for the School District to come up with en-US additional monies? My thought is, if we put en-US up the money, whats the impetus for our en-US funding partners to participate? its not en-US about funding the Sheriff so much as maken-US -en-US ing sure our partners are that -partners. en-US Commissioners agreed to take up the disen-US-en-US cussion again during the final budget hearen-US -en-US ing Sept. 20 after they unanimously voted to en-US keep the millage rate at the 2017-18 level. en-USBudgeten-USFrom page 8

A en-US couple weeks ago I found myself in the en-US position to give you, my faithful and loving en-US readers, a great interview.en-US Over the Labor Day holiday weekend, I en-US was on a flight to Philadelphia. It just en-US happened that the next day, U.S. Ryder Cup en-US Captain, Jim Furyk was having a press en-US conference in the City of Brotherly Love en-US and my good friend, Ryder Cup, would be en-US on-hand. en-US After the U.S. Teams win at Hazeltine en-US National Golf Club in Minnesota two years en-US ago, RC has been traveling the U.S. en-US Enjoying the best that life here has to offer. en-US Knowing that his schedule would be filled en-US and a bit crazy, I decided to try to get in my en-US interview a day early.en-US I sneaked into the Philadelphia Marriott en-US and after a couple close calls with security en-US guards, I found him sitting in the corner, en-US gleaming bright and talking a nap.
