This organization en-US focuses very strongly on quality buildings so resien-US -en-US dents know that their buildings are safe, and we en-US have been recognized in that endeavor this year. en-US The Insurance Service Office has upgraded our en-US ranking from a residential 3.3, which actually en-US gives our property owners a discount on their en-US insurance. That means that no one in our region en-US has a better score than we do; its a great thing for en-US our county, and I just wanted to recognize the en-US hard work of our Department.en-US Ms. Olson explained that the ISO surveys and en-US grades every participating jurisdiction in the Uniten-US -en-US ed States on a three-year rotation. en-US Were tied with one [local] jurisdiction, and we en-US are better than most by far in the United States, en-US she gushed. LUCIE -For the last two en-US years, City Council members have en-US taken turns complaining about the Art en-US in Public Places Ordinance, with some en-US saying it needed substantial tweaking to en-US add clarification and ensure public arten-US -en-US works remain accessible to the public. en-US The Council did just that in a special en-US meeting held Aug. 20 after hearing en-US changes proposed by the Public Art en-US Advisory Board and approved by the en-US Planning and Zoning Board Aug. 21. en-US City Manager Russ Blackburn introen-US -en-US duced the topic that evening and admiten-US-en-US ted it had been on his plate since he en-US began with the city in 2016.en-US This has been a long time coming, en-US he said. One of the biggest en-US changes will involve how the fees are en-US currently assessed on a sliding scale en-US according to project size. Currently en-US projects that range from 10,000 square en-US feet to 50,000 square feet pay 0.5 peren-US -en-US cent, and projects over 50,000 square en-US feet pay 1 percent of their total project en-US costs to fund public art. Those under en-US 10,000 square feet that meet the citys en-US design standards currently pay nothing en-US into the fund nor provide artwork. en-US Larger projects are currently capped at a en-US maximum fee of $50,000, but that is en-US proposed to change as well. en-US The new proposal will change that en-USPort St. Lucie Council en-US members accept some en-US suggestions, reject en-US others and make final en-US adjustmentsen-USCity en-US tweaks en-US public art en-US ordinance en-USBy Donald Rodrigueen-USFor Hometown Newsen-USSeeen-US en-US INSURANCEen-US page 8en-US Seeen-US en-US ARTen-US page 9

In my own defense, Im en-US just one voice among most Americans that en-US feel that the majority of car dealers are en-US unethical and dishonest. The Gallup poll en-US on Honesty and Ethics in Professions has en-US been conducted every year since 1977 (40 en-US plus years) and car dealers have never en-US ranked above fourth from the bottom. Last en-US year they were next to last, just below en-US Congressman and above Lobbyists. All en-US other retailers except car dealers have en-US gotten smart to match the intelligence and en-US high demands of the 21st Century Amerien-US -en-US can consumer, but car dealers are still en-US selling cars the way they did in 1950.en-US The Big Sale Event. If you look online en-US or on TV, youll find that most car dealers en-US in your area are having a sale of some kind. en-US It may be because of a current holiday, too en-US large an inventory of cars, to reduce their en-US taxes, the manager is out of town, or some en-US other nefarious lure. Advertising 101 says en-US that you should give the prospective buyer en-US a motive to act. Unfortunately, it doesnt en-US matter whether the motive is real or not. en-US The fact is that most car dealers do not sell en-US their cars for less during sales events than en-US they do at any other time. I point this out en-US so that you dont rush your buying en-US decision. If you dont buy a car during the en-US tight time constraints of a phony sales en-US event, you can negotiate just as good a en-US price the next day. The exceptions to this en-US are legitimate rebates offered by the en-US manufacturer. These often expire at the end en-US of the month which is one reason why the en-US last day of the month really can be the en-US best time to buy a car.en-US The Price Im giving you is good only en-US today. If a salesman or sales manager tells en-US you that, it is probably only a tactic to push en-US you into buying the car. The only exception en-US would be the expiration of a factory en-US incentive. Once again, this is simply a tactic en-US to push you into buying before you have a en-US chance to do your comparative price en-US shopping.en-US I cant give you my best price, but if you en-US bring me another dealers price, I guarantee en-US Ill beat it.Car dealers are afraid to give en-US you their best price because they fear other en-US dealers will beat if by a few dollars and en-US theyll lose the business. Guess what! Thats en-US called the free market place and thats the en-US way all other businesses are conducted. The en-US only retailer that wont give you a final, en-US out-the-door price is en-US the car dealer. Theyre en-US still selling cars like en-US they were sold in the en-US middle of the 20th en-US century. Can you en-US imagine walking into en-US Target or Macys and en-US asking for the price of en-US dress or a TV set and en-US the sales person tells en-US you cant have it en-US unless you buy it right en-US now?en-US Take the car home en-US tonight and see how en-US you like it.Driving en-US the car, youre en-US considering buying, en-US home can be a good thing. It will give you a en-US lot better idea about how the car performs, en-US etc. However, there are two reasons the car en-US salesman offers this. One is that you must en-US leave the vehicle you might be trading in en-US with the car dealer. This means that you en-US cannot shop prices with other dealers. The en-US second reason is the psychological impact en-US of parking that new car in your driveway en-US where your family and neighbors can see it. en-US The slang expression for this is the puppy en-US dog. If you were to take home a little puppy en-US from the pet store, you and your children en-US would fall in love with her and could not en-US return her the next day. This same tactic is en-US used when a customer has questionable en-US credit. This is referred to as the spot en-US delivery and the dealer will have you sign en-US a form known as a Rescission Agreement. en-US You might not even realize that youve en-US signed it. It says that you must return the en-US car immediately if the bank rejects your en-US credit application. If you dont comply, en-US there are huge financial penalties.en-US Ill hold the car for you, but you must en-US give me a cash deposit.Deposits in Florida en-US are nonrefundable only if that is stated in en-US writing on the receipt for the deposit. en-US Always get a written receipt and not just en-US handwritten on the salesmans business en-US card. Read the receipt and be sure that it en-US does not say in the fine print that refunds en-US are nonrefundable. Its a good idea to give en-US them your credit card for the receipt en-US instead of cash or even a check. There really en-US was a law; but no more.en-US After I retired from the New York Police en-US Department, I took a job in 1992 as a law en-US enforcement officer here. At that time, the en-US Florida Motor Vehicle and Traffic Law proen-US -en-US hibited loud music emanating from a motor en-US vehicle, if the music or noise could be heard en-US within a distance of about 20 feet from the en-US vehicle. We enforced that law when necesen-US -en-US sary, writing a uniform traffic citation.en-US Unfortunately, as a result of a lawsuit en-US claiming the law was unconstitutional in en-US that operators of motor vehicles had a conen-US -en-US stitutional right to play music as loud as en-US they wanted to, the court hearing the case en-US agreed. That is why loud music from a vehien-US -en-US cle is not enforced. (Local noise ordinances en-US may apply if at night.)en-US Although I am still a law enforcement en-US officer in my 48th year, all I can do now en-US when some individual, who will likely go en-US deaf in 20 years, pulls next to my patrol car en-US with music blaring, is to look at the operator en-US with a serious face. That usually results in en-US the music being turned down.en-USEnforce littering en-US laws on the beachen-USUnbelievably we still need to remind peoen-US -en-US ple not to litter.en-US We need to take some tax money and post en-US signs at all beach entrance accesses, on the en-US lifeguard stands and throughout the beach. en-US These signs should remind people to clean en-US up their trash and to not use the beach as en-US their ashtray. The signs should also post the en-US minimum fines for littering and most en-US importantly, the law should be enforced by en-US police and beach patrol.en-US The fines collected would help offset the en-US cost of enforcing the no littering law, but en-US more importantly help clean up the beaches. en-US How disgusting is it to see children playing en-US in cigarette butts at the beach or to see all en-US the cigarette butts piled up in the high-tide en-US line.en-USRight of center is Nazismen-USFor those who claim that voting for any en-US candidates "anywhere left of center" means en-US your vote would be one step closer to socialen-US -en-US ism/communism: following that logic, voten-US-en-US ing for anyone anywhere right of center en-US would bring us one step closer to Nazism.en-USEnsure a seniors well-beingen-USHeat exhaustion can sneak up, causing en-US increased body temperature, rapid pulse, en-US headache and fatigue. If you dont get cool, en-US youll dehydrate, possibly suffer a stroke, or en-US worse, die.en-US Of 8,000-plus heat-related fatalities en-US reported annually in the United States, 36 percent are among those age 65 and en-USolder, according to a Centers for Disease en-US Control Heat-Related Illness Survey. Hospien-US -en-US talizations for heat-related symptoms en-US increase for those older than 85.en-US Those with elderly friends, relatives or en-US neighbors are encouraged to take five minen-US -en-US utes to check in on them, particularly in en-US very hot weather. Studies show there are far en-US too few professional caregivers for aging en-US adults, a trend expected to continue for the next 10 years or more, so non-professionals en-USplay a vital role in keeping seniors safe. Given-US -en-US ing just a few minutes of your time to ensure en-US a seniors well-being can be highly rewarden-US -en-US ing. You might even save a life.en-USHelp to reduce media panicen-USYes, if you live in a coastal region in the en-US direct path of a major hurricane, you should en-US probably evacuate.en-US The media and governor had the entire en-US state worked up into a panic for last year's en-US "unprecedented" Irma. Sadly we did not en-US learn from "unprecedented" Matthew in en-US 2016. A hurricane slows down after it hits en-US land, If you live in Orlando and inland comen-US -en-US munities you probably don't need to evacuen-US -en-US ate. The Chicken Little local news and the en-US governor with their whole "get out now!" en-US and "you will die" was way over the top.en-US There were so many people evacuating en-US the highways were clogged for days and gas en-US stations ran out of gas. The people who en-US needed to evacuate, who kept cool and waiten-US-en-US ed to see where the storm was going to hit, en-US now had to hours and hours of traffic jams en-US and the possibility of going through the en-US storm out of gas on the side of the road.en-US Let's be a little smarter for the next one, en-US and by all means evacuate if you want to en-US play it safe, but please, don't let the media en-US sensationalism get us all worked up.en-USIrrigate politely, not the sidewalken-USReally people, your sidewalks are not en-US going to green up so would you stop sprinen-US -en-US kling them? Is this something that en-US youre going to be encouraging the public to en-US do?en-US Ms. Olson then emphasized that the en-US lower ISO rating would only affect county en-US residents who have recently built their en-US homes or are in the process of building curen-US -en-US rently. en-US This is something that new construction en-US receives, she said. A new construction will en-US receive this discount from the date of our en-US issuance of that moving forward. For those en-US who have new construction, they may want en-US to notify their insurance company, but for en-US those of us who own pre-existing homes or en-US businesses, this does not apply at this time.en-US Commissioner Chris Dzadovsky, who en-US also served on the Fire District Board, said en-US that all county homeowners should regularen-US -en-US ly contact their insurance companies to en-US ensure theyre getting the best rates from the en-US countys low ISO rating. The District earned en-US accreditation this last March, which could en-US further reduce county insurance rates.en-US Not only has our [Fire District] ISO raten-US -en-US ing gone from a 9 to a 3 this last few months, en-US we actually are accredited for the first time en-US in history, he said. Now the Fire District is en-US one of 200 or so accredited fire districts in en-US the nation or actually in the world. That en-US adds more value to that process and hopeen-US -en-US fully a reduction in fire insurance as well. So en-US you should always be contacting your insuren-US -en-US ance company to check and see whats going en-US on with the improvements in our communien-US -en-US ty.en-US Commissioner Dzadovsky also directed en-US homeowners to the countys website for en-US more information. en-US There is a letter on our website that talks en-US about the ISO rating that the people can en-US download and take to their insurer to get en-US those discounts, he added. en-US Insurance Services Office, Inc. is a subsiden-US -en-US iary of Verisk Analytics, is a provider of staen-US -en-US tistical, actuarial, underwriting and claims en-US information and analytics for the insurance en-US and investment markets. en-USInsuranceen-USFrom page 1 en-USMake me an offer and I will take it to my en-US manager for approval. This is a very en-US common tactic which you have probably en-US already encountered. Its not unethical. Its en-US simply part of negotiating. I point this out en-US so that you are fully aware that this is part en-US of the negotiating game. Be aware, that no en-US matter what price you offer, the manager en-US will ask you for more money. Even if you en-US offered a high price that would be a very en-US large profit for the dealer, the manager en-US would ask you for more money. The en-US psychology behind this is that if you en-US suddenly accepted the offer, you may en-US frighten the customer by thinking he had en-US offered too much (which he would have). en-US When you negotiate, you must be well en-US versed on what is a good price for that car. en-US Start out below the best price you think you en-US can buy it for You can obtain fair prices for en-US all cars online with Kelly Blue Book (KBB.en-US com), Consumer Reports,, en-US The really big discount.Recently, a en-US friend showed me direct mail advertising en-US piece from a new car dealer with a coupon en-US good for $3,000 discount on any car in his en-US inventory. This is very common for online, en-US direct mail, and TV ads too. Federal law en-US requires new cars to have a price sticker on en-US the window named the Monroney label. A en-US discount from this suggested retail price en-US gives you a fair basis for comparison. en-US Unfortunately, most car dealers today, en-US increase the suggested retail price substanen-US -en-US tially with the use of an addendum to the en-US Monroney sticker often referred to as a en-US Market Adjustment Addendum. This en-US adjustment can be several thousands of en-US dollars. Be sure you know what the asking en-US price is for the car when you have been en-US offered a big discount.en-US Ill sell you the car for $100 over my en-US cost. The salesman will show you the en-US invoice of the car and add $100. The invoice en-US price of a car is NOT THE TRUE COST. en-US The dealer invoice contains thousands of en-US dollars in hidden rebates, holdbacks, en-US advertising kick-backs.The manufacturers en-US are colluding with the dealers in this en-US deception to raise the advertised and actual en-US selling price of cars.Any car dealer would en-US be delighted if he could sell every car at the en-US factory invoice amounthed make a en-US fortune.en-US The best protection from all the above is en-US to find a car dealer that you can trust. Ask en-US your friends about their experiences with en-US dealers and call the Better Business Bureau en-US and the County Office of Consumer Affairs. en-US Unfortunately, this is a very difficult thing en-US to do. I recommend two third-party buying en-US services,www.TrueCar.comandwww.en-US You must pay a fee to en-US become a Costco member, but theres no en-US charge for TrueCar. You can also buy en-US through Consumer Reports; they use en-US TrueCar as dealer and pricing source. If you en-US buy directly from a dealer, you better off to en-US negotiate the price completely online. en-US Remain anonymous so that you wont be en-US harangued by car salesmen. en-US 9 en-USand it will now be assessed based on the en-US total construction cost, so its going to be en-US based on the amount of your project, Ms. en-US Kean explained. So if a project exceeds $1 en-US million in total construction costs, it will be en-US subject to the citys public art requirement en-US at a 1 percent of total cost. Under the new en-US proposal, the cap would change to en-US $200,000. en-US Other new changes proposed by Ms. en-US Kean and the Advisory Board would en-US exclude all single-family development and en-US remove multifamily development of 10 en-US acres or less. Currently all multifamily projen-US-en-US ects pay the assessment, as well as sinen-US -en-US gle-family projects larger than two units. en-US Treasure Coast Builders Association en-US Executive Director Maddie Williams said en-US she agreed with most of the changes but as a en-US member of the Public Art Advisory Counen-US -en-US cil cast the lone dissenting vote on the new en-US fee cap. en-US The only concern that the Builders en-US Association would have is that they have en-US raised the cap from $50,000 to $200,000, so en-US as an Art Advisory Council member I agree en-US the construction industry should probably en-US contribute more but to increase it four en-US times what were currently paying was en-US excessive, she said. I think doubling it en-US maybe to $100,000 would be a little bit en-US more acceptable to the contractors who en-US have to contribute to the fund. en-US Councilwoman Stefanie Morgan conen-US-en-US curred with that assessment but believes all en-US commercial construction should pay, en-US regardless of value. en-US I totally agree with Maddie: I think that en-US $200,000 is quite a bit, so Im fine with a en-US $100,000 cap, she said. Under the public art en-US assessment where its saying assessed at 1 en-US percent of total construction costs where en-US total construction costs are equal to or en-US greater than $1 million, I would like to see en-US that as 1 percent period. I dont think we en-US need to have a minimum of a million dolen-US-en-US lars. For me, public art is for the entire puben-US-en-US lic, the entire community.en-US Mayor Gregory Oravec said he underen-US -en-US stand that rationale but he found it ironic en-US that Councilwoman Morgan rejected the en-US exclusion of smaller projects but accepted en-US the exemption of single-family home develen-US -en-US opers. en-US Im actually with you on the cap, and I en-US dont want to see it quadruple, but I have an en-US issue with carving out large-scale, sinen-US -en-US gle-family development, he said. I do en-US think that art is good for the whole commuen-US -en-US nity, and when large-scale builders come in en-US and build thousands of single-family units, en-US I think they should contribute to public art en-US in the same way that commercial does. Im en-US totally on board with having a carve-out for en-US infill, whether it would be two or 10 or en-US whatever the Council would decide.en-US Vice-Mayor Shannon Martin agreed en-US with lowering the maximum fee cap but en-US expressed uncertainty to begin with about en-US including single-family homes.en-US I agree with the cap being way too high, en-US she said. Id be fine with lowering it to en-US $100,000 or whatever Council wants to en-US lower it to if the majority of Council thinks en-US that is too high. For me, less is more, and en-US for me making it as least difficult as we can en-US is what I prefer.en-US Mayor Oravec then questioned Ms. Maren-US -en-US tin whether that exclusion would include en-US the citys largest homebuilders. en-US Just to be clear, youre okay if a Riveren-US -en-US land Kennedy develops $2 billion worth of en-US real estate and they would pay nothing into en-US the public art fund, he said. en-US No they should, absolutely, Vice-Mayor en-US Martin responded. en-US Mayor Oravec then proceeded to discuss en-US some items separately in order to build a en-US consensus. After Councilwoman Jolien en-US Caraballo insisted that todays elevated conen-US-en-US struction costs might not keep the little en-US guy out, the rest of the Council agreed, en-US with Councilman John Carvelli absent, to en-US go with a 1 percent fee across the board as en-US well as on renovations of more than 50 peren-US -en-US cent of existing structures. en-US The mayor then won consensus on en-US including single-family developments largen-US-en-US er than 10 units. Councilwoman Morgan en-US acquiesced when Ms. Kean confirmed 80 en-US percent or higher of developers opted to en-US pay into the public art fund rather than en-US develop their own artworks, which autoen-US -en-US matically earns them a 20 percent discount.en-US Then we have the cap of $100,000, en-US which could be brought down to $80,000 -en-US Im good, she said. en-US In addition to the aforementioned changen-US -en-US es, Ms. Kean explained that developers en-US would now get their Art in Public Places en-US compliance form at the certificate of occuen-US-en-US pancy stage instead of when applying for a en-US building permit, which would avoid the city en-US having to make some reimbursements for en-US developers who changed their minds after en-US paying the fee. Those who plan on doing en-UStheir own artworks will now be required to en-US put the funds for the work into an escrow en-US account going forward. en-US That would avoid the city having to give en-US reimbursements because people would en-US have a longer time to decide if theyre going en-US to provide public art or pay the fee, she en-US said. If you are going to do artwork onsite, en-US it would require that 1 percent be put into en-US an escrow account to basically verify that en-US the funding will be there and available en-US before you get your certificate of occupanen-US -en-US cy.en-US Another proposed change would not en-US affect developers but rather in the way some en-US of the funds are spent. The new ordinance en-US will require 15 percent of funds to be set en-US aside for maintenance of current artworks, en-US an area not addressed by the current ordien-US -en-US nance. Both Councilwoman Caraballo and en-US Mayor Oravec were encouraged by the en-US change but hoped additional conversations en-US in the future would lead to the possibility of en-US using Art in Public Places funds for either en-US museums or helping to restore the historic en-US structures slated for relocation to the new en-US historic park at the Riverwalk.en-US Were going to be relocating historic en-US homes from out west and putting them on en-US the river, the latter said. We have enough en-US money to stabilize them, but we dont have en-US enough thats set up so that they could be en-US refurbished and display the public art were en-US talking about. That seems like a hole in our en-US Public Art Master Plan. I appreciate that en-US you had the foresight to carve out 15 peren-US -en-US cent for maintenance in here, but what en-US about for the places that display the art? I en-US think thats worth a conversation in the en-US future and hearing from our stakeholders.en-US Councilwoman Caraballo concurred. en-US Is the architecture that we invest in those en-US homes considered art? she asked. Thats en-US why I would like a deeper conversation on en-US what public art looks like and what these en-US funds would be used for.en-US Ms. Kean will now present the Councils en-US approved changes for the Art in Public en-US Places ordinance to the Public Art Advisory en-US Board and the Treasure Coast Builders en-US Association before bringing back a final en-US draft to the Council in the near future. en-USArten-USFrom page 1 Sevin Bullwinkle/staff photographer en-USThe Fighting Eagles Jean Portal No. 7 sidesteps a en-US tackle from the Falcons No. 21 Ben Linehan. Sometimes, nine holes is just en-US right. Throw in beautiful views and a breeze en-US off the ocean, and you have a perfect quick en-US round of golf.en-US Where does one go to find just such a en-US treat? My quest took me to Island Dunes en-US Country Club on South Ocean Drive in en-US Jensen Beach. Located about 3.5 miles en-US north of the round-a-bout at Jensen Beach en-US Boulevard and State Road A1A, this track en-US offers a nice get-away from the normal.en-US Island Dunes plays to a par of 31 from en-US four sets of tees and measures from 1,738 en-US yards to 2,126 yards long. There are four en-US par-4s and five par-3s. While there is no en-US driving range at the course, there are a few en-US sets of tees and nets for those wanting to get en-US in a few full swings before heading to the en-US first tee.en-US The first hole may the most difficult en-US par-3 on the course. Playing anywhere from en-US 113to 170yards and playing due east, you en-US can find yourself hitting anything from a en-US wedge to a middle iron or hybrid dependen-US -en-US ing on how the wind is blowing. One of my en-US buddies reports that when he plays a second en-US nine the wind sometimes picks up so much en-US in just a couple hours that he has to hit two en-US to three clubs more just to get to the green.en-US The second hole is your first par-4. In en-US addition to being the shortest of the par-4s, en-US this hole also has the widest fairway. If you en-US struggle to get the ball on the fairway here, en-US you need to watch out for the mangroves en-US and wetlands you will encounter over the en-US rest of your round.en-US The third hole is a beautiful par-3. en-US Measuring just 106 yards from the back, en-US there is no excuse for missing the green en-US here. If you do, you will find a challenging en-US pitch or chip or bunker shot to a severely en-US sloped green.en-US After a couple more par-3s and a short en-US par-4, you come to he most challenging en-US par-4 on the course, the 360-yard seventh. en-US You tee shot here must hug the left side of en-US the fairway or you will be blocked out and en-US forced to hit a blind approach to a small en-US green. Also, the longer your drive is, the en-US narrower the fairway becomes and the more en-US likely you are to find a bunker or waste area. en-US If you miss this green, you are better off if en-US your ball lands left or short of the green.en-US The par-3 eighth is Island Dunes en-US signature hole, and it is beautiful. In fact, en-US the ride along the raised wooden bridge en-US through the mangroves to the tee is GOLF en-USJAMES STAMMER en-USEscape for great, quick en-US round at Island Dunesen-USSeeen-US en-US STAMMERen-US page 15

Answers Located in the Classied Section soothing by itself. en-USPlaying to 145yards from the back tees, en-US your tee shot must carry the mangroves and en-US wetlands and land on a green that is only en-US about 45feet deep with the Indian River en-US sitting behind. Its an intimidating shot, as en-US you have to take in the wind, the carry over en-US the hazard, and yet try not to hit the ball en-US onto the beach beyond.en-US The finishing hole is a beautiful, but en-US frightfully narrow, 353-yard par-4 that runs en-US along the river. The more you hug the river en-US side of the fairway, the better your angle will en-US be for your approach. A quirky feature of en-US this hole is a short Green Monster wall en-US that runs along the mangroves down the en-US right side as you near the green. If you hit en-US your tee shot far enough, you can play the en-US carom and find your ball back in the en-US fairway with a short wedge to a well-proen-US -en-US tected green.en-US Island Dunes may not have monster en-US yardage to intimidate the best players, but it en-US does have very undulating greens and some en-US narrow areas that will penalize wayward en-US shots. Best of all, its an easy course to walk, en-US and with the breeze off the ocean or the en-US river, its a pleasurable way to enjoy a round. en-US There is also public beach access just a few en-US hundred yards away, so you can drop off the en-US non-golfers for some beach time while you en-US get in a quick nine.en-US For more information, contact Island en-US Dunes Country Club at (772) 229-2739.en-US James Stammer has been an avid golfer en-US and golf enthusiast for nearly 40 years.
