I en-US think Abe meant this to be a positive en-US assertion that government may get away en-US with deceiving us for a while, but in the en-US long run, truth justice and the American en-US way will prevailand I think he was right.en-US However, it doesnt work that way with en-US unethical car dealers and car buyers. It en-US always has been caveat emptor, or buyer en-US beware when it comes to buying or en-US servicing a car. Unfortunately for a buyer to en-US beware he must be aware that is to say en-US educated, mature, sophisticated and en-US experienced. This excludes a very large en-US segment of our population including the en-US very young, the very old, the uneducated, en-US those with low I.Q.s and those not profien-US -en-US cient in the English language. This is one en-US reason why our regulators and elected en-US politicians dont seem to care or act with en-US respect to the rampant unfair and deceptive en-US sales practices of a large number of Florida en-US car dealers? Most elected officials and en-US regulators are lawyers and are highly en-US educated and sophisticated. They dont have en-US a problem buying or servicing a car. In fact, en-US the car dealer that tries to take advantage of en-US a lawyer, regulator, or politician is asking en-US for trouble.en-US Ive been writing this column/blog and en-US broadcasting my radio show, Earl Stewart en-US on Cars, for about eleven years. I someen-US -en-US times feel that Im preaching to the choir en-US when it comes to advising people how to en-US avoid getting ripped off by a car dealer. You, en-US my readers and listeners, largely fall into the en-US category of the educated and sophisticated, en-US aware buyer. Most of you arent taken en-US advantage of when you buy or service your en-US car because you wont allow it.en-US Unfortunately, there are enough uneduen-US -en-US cated, naive, and otherwise vulnerable en-US consumers to feed those unethical car en-US dealers who prey on the defenseless among en-US us. All you must do is read, listen to or en-US watch some of the car ads. To the educated, en-US sophisticated buyer, these ads are funny; en-US that is until you remember that so many fall en-US prey to them, and are taken advantage of by en-US the car dealers.en-US For example, its hard for you or me to en-US believe that anybody would respond to an en-US advertisement without reading the fine en-US print. Many dealers today are advertising en-US prices that, when you read the fine print, en-US are understated by many thousands of en-US dollars. When you or I see a dealer stating en-US that the car price is plus freight, we are en-US educated enough to understand that the law en-US requires that the freight cost be already en-US included in the price. A shrewd buyer en-US knows that dealer list is not the same en-US thing as MSRP and that a large discount en-US from dealer list means absolutely nothing. en-US We know that the lowest price guarantee en-US is worthless if the dealer reserves the right en-US to buy the car from the other dealer that en-US offers a lower price.en-US There are those who argue that all buyers en-US have the responsibility to guard against en-US unethical sellers, to take care of themselves. en-US In fact, thats the literal translation of the en-US Latin legal term caveat emptor let the en-US buyer beware. Thats sounds good, but what en-US about the elderly widow whose husband en-US recently died and who never had to make en-US the decision on a major purchase in her en-US entire life? What about the young person en-US just out of school with no experience in the en-US real world? How about the immigrant who en-US struggles with English? Should we be en-US concerned about our underprivileged en-US classes who often drop out of school en-US because they must go to work to support en-US themselves or their family? You and I know en-US lots of good people who, for one reason or en-US another, simply cant cope with a slick car or en-US service salesman.en-US My bottom line is this; since we cant rely en-US on our regulators and politicians to protect en-US those who can be fooled all the time, en-US maybe we owe it to society to protect these en-US folks. If you know someone who is thinking en-US about buying a car or has a service problem en-US with her car and you feel she may not have en-US the ability to fend for herself with the car en-US dealer, offer your support. If youre one of en-US the people who needs support, ask someone en-US who can go toe to toe with a car dealer to en-US come with you when you are car shopping. en-US By the way, nobody, sophisticated or not, en-US should car shop alone. Two heads are en-US always better than one and its always a en-US good idea to have a witness to what was en-US said during a negotiation. The en-US frustration is usually mixed with confusion en-US because they figure that, since its a new en-US machine with gobs of ram and all sorts of en-US processor power, it should be much faster en-US than their old machine. en-US Now as a rule this is usually true their en-US new machine is actually much faster than en-US their old machine and if you set the two of en-US them up side by side youll see the new one en-US start up much faster, open programs much en-US faster and visibly outperform the old en-US machine with every test you throw at it. en-US That is until you start doing things that en-US depend upon a fast internet connection. en-US You know, things like watching a en-US YouTube video or waiting for a page like en-US the Yahoo portal to load. Then, if the en-US internet connection is not what it should en-US be, things grind to a halt and start working en-US at the same pace as the old machine.en-US When people start off by telling me that en-US watching videos over the internet is en-US frustrating because it pauses and skips, I en-US usually tell them about the old work around en-US of starting the video and then immediately en-US hitting the pause button for a while. (I en-US still use this technique just to make sure, en-US especially if its a long video Ill start the en-US video then pause it and go get a cup of en-US coffee or something. Then when I come en-US back Ill hit play and it usually plays en-US without a hitch). What were doing by en-US starting it and pausing for a while is giving en-US the data stream a good head start before en-US releasing the play head in the hopes that the en-US point of the video that we are watching en-US doesnt catch up with the data stream thats en-US downloading. If the internet connection is en-US slow and we hit play and dont hit the pause en-US button, the video will sometimes play faster en-US than the computer can download the data en-US that makes up the video and the whole en-US thing stops while it downloads a bit more. en-US This process is called buffering and has en-US more to do with the speed of the internet en-US connection than it does with the speed of en-US the computer. Pause the video and give the en-US data stream plenty of time to buffer and en-US when you hit the play button again the play en-US head wont have a chance of catching the en-US data stream and it should play smoothly. en-US With YouTube videos you can even see it en-US in action start a video and hit pause, then en-US watch and youll see a thin red line start to en-US grow from the left to the right even though en-US the video isnt playing. That line is an en-US indication of how much of the data stream en-US is downloaded and the trick is to make sure en-US its far enough ahead. Catch up to the line en-US and the video will pause and try to buffer en-US on its own but usually the automatic en-US buffering doesnt give the data stream en-US enough of a head start and the process en-US repeats itself over and over.en-US OK so we know that even a brand new en-US computer will come to a screeching halt if en-US its trying to do something over a slow en-US internet connection but how does one go en-US about testing that?
