LUCIE -The City Council voted en-US unanimously June 25 to approve the transfer of en-US 1,247 acres of land west of I-95 from the Tradition en-US Land Company LLC to the city run Governmental en-US Finance Corporation so the city can begin its own en-US marketing efforts on the lagging Jobs Corridor en-US south of Tradition. en-US The Council officially accepted the firms land en-US offer March 29 after Tradition Land Company repen-US -en-US resentatives said it would not longer pay its properen-US -en-US ty taxes and Special Assessment District fees. Since en-US that time, Mayor Gregory Oravec said hes taken en-US some heat from negative press on the projected $22 en-US million Port St. Lucie is losing in SAD fees from the en-US deal, which only includes a partial $1.2 million en-US payment of the 2017 property tax bill. He believes, en-US however, the city could have done much worse en-US since the current deal comes with the sale of 1,200 en-US acres to Mattamy Homes for a low-density residenen-US -en-US tial development.en-US The reality is that the owner/developer, if they en-US have more assessments to pay than they could sell en-US any of the land for, then they would just walk away en-US sooner and the city would still be stuck with all of en-US it, he said. We wouldnt have a buyer stepping in en-US to buy the residential portion, and we wouldnt en-US have an additional $1.2 million to go towards the en-US current [taxes]. We would have all of the penalties en-US and fees associated with delinquent taxes and en-US assessments. en-US During that March meeting, City Manager Russ en-US Blackburn offered the Council the choice of accepten-US -en-US ing the transfer or letting the company default and en-US the land end up on the auction block for the tax en-US certificates. The latter option could have negatively en-US impacted the citys bond rating, and Port St. Lucie en-US would still have ended up with the SAD debt due to en-US a Covenant to Budget and Appropriate provision in en-US the original agreement. Councilman John Carvelli en-USPORT ST. LUCIE -A handful of city en-US residents complained to the City Council en-US June 25 about traffic woes ranging from en-US speeders on a Crosstown Parkway detour en-US to irritation with a cutting-edge traffic en-US light system installed a year ago in St en-US Lucie West.en-US Traffic problems did not officially show en-US up on the agenda, but three citizens came en-US up during the public speaking portion of en-US the meeting to air their complaints, which en-US triggered a volley of responses from en-US Council members. Southeast Fallon Drive en-US resident Mark McCorkle told the Council en-US that he had already gathered signatures en-US on a petition from other nearby residents en-US upset about cars speeding through the en-US area.en-US My concern tonight is safety, he said. en-US I have purchased a home two streets off en-US of Airoso on Fallon Drive, which I didnt en-US realize had become a speedway since en-US Crosstown Parkway had been closed off. I en-US have seen vehicles going down my street en-US at 60 or 70 miles an hour.en-US Dana Bennett, a retired police officer en-US and Wallace Terrace homeowner, echoed en-US those same comments.en-US Its a race track, he said. The other en-US night my wife and were out there and this en-US guy had to be doing 70 miles an hour -en-US its just crazy.en-US Mr. Bennet believes now that Port St. en-US Lucie residents have discovered the new en-US route that they may choose to not use en-US Crosstown Parkway once the roadway is en-US finally reopened. en-US I walk my dog on that street everyday en-US -Carter and Fallon, he said. But did you know that en-US according to the Centers for Disease Conen-US-en-US trol, drowning ranks fifth among the leaden-US -en-US ing causes of unintentional injury death in en-US the U.S., and is the No. 8 cause of death for en-US black youth in America? This statistic en-US astounded Sunshine Laundries co-owner en-US Tom Rhodes when he first heard it two en-US years ago during a Free Laundry Day event en-US in Atlanta, sponsored by the Coin Laundry en-US Associations Laundry Cares Foundation. en-US Living on the Treasure Coast, we just en-US take for granted learning to swim because en-US water is all around us, said Rhodes. But en-US one woman who was receiving free laundry en-US on that day came up to me with tears in her en-US eyes and said that because she was saving en-US money on her laundry, she could take those en-US dollars and now be able to afford to have her en-US son take swimming lessons.en-US The personal exchange stayed with en-US Rhodes as he returned home to Vero Beach, en-US and last summer he launched a scholarship en-US program to help underwrite the cost of en-US swimming lessons. Through a partnership en-US with St. Lucie County and the American en-US Red Cross, Sunshine Laundries is once en-US again providing 40 swimming scholarships en-US for lessons taken at St. Lucie County Aquaten-US -en-US ics Facilities. Lessons are normally $65 per en-US session; however with the scholarship proen-US -en-US vided by Sunshine Laundries, the cost is en-US only $15. en-USSunshine Laundries presented a $2,000 en-US check to Adam Jones, Aquatics & Safety en-US CoordinatorforSt. Lucie County Parks, en-US Recreation & Facilities, during a recent en-US County Commission meeting to kick off the en-US summer program. en-US 3 en-USTREASURE COAST -The U.S. Army Corps of Engien-US -en-US neers opened the floodgates of Lake Okeechobee disen-US -en-US charges anew July 9, sending massive amounts of en-US green-algae-laden water towards both the Caloosaen-US -en-US hatchee and St. Lucie River estuaries.en-US As of July 6, the lake level stood just over 14feet and en-US almost a foot higher than average for this time of year. en-US Army Corps spokesman John Campbell said the fresh en-US water discharges were necessary to protect the commuen-US-en-US nities bordering Lake Okeechobee from flooding. en-US The possible health and safety consequences of not en-US discharging water from the lake far outweigh the present en-US consequences of resuming the discharges, he said. If en-US the dike breaches, the potential for loss of life is much, en-US much greater.en-US Prior to the Corps latest decision, Rep. Brian Mast had en-US pleaded with Florida Army Corps Commander Col. en-US Jason A. Kirk in a July 5 letter to delay the discharges due en-US to a massive green algae bloom covering most of the en-US lakes surface.en-US Sending algae-laden water to the St. Lucie Estuary en-US would present a more imminent and dangerous threat to en-US public health and safety than anything else, he stated in en-US the letter.en-US The Army Corps first began releasing Lake O water to en-US the estuaries on June 1 in response to heavy rains in late en-US May. Those releases began to cause green algae buildup en-US as far away as Fort Myers and Downtown Stuart, where en-US the en-US Hometown Newsen-US found green algae blooms floating en-US in Frazier Creek and at the Sunset Bay Marina as recently en-US as July 8. The Corps reduced the discharges by 25 peren-US -en-US cent on June 22 in response to an emergency order by en-US Gov. Rick Scott issued two days prior directing the Florien-US -en-US da Department of Environmental Protection to urge the en-US Corps to slow the releases. On June 21, the South Florida en-US Water Management District implemented a series of new en-US measures designed to work in conjunction with others en-US already in place to help lower the lake level by moving a en-US larger quantity of water into the stormwater treatment en-US areas south of the lake. District Governing Board Chairen-US -en-US man Federico Fernandez stated that day he believed the en-US governors expedited process would cut through much en-US red tape and get the water level down sooner.en-US We are taking every opportunity to remove water en-US from the conservation areas through our regional flood en-US control system, he explained. These measures, comen-US -en-US bined with necessary actions by our federal partners, will en-US help reduce the water levels caused by the record-setting en-US rainfall we have seen so far this wet season.en-US Neither Mr. Fernandez nor the District media office en-US responded to email questions on deadline as to why these en-US late June measures had not had an effect or whether they en-US had even been put into place yet. The Director of Advoen-US -en-US cacy for the Coastal Conservation Association of Florida en-US welcomed the states latest efforts but admitted they en-US wouldnt be enough to solve the problem. en-US CCA applauds the effort to send more water south en-US and limit the water being sent to the St. Lucie and the en-US Caloosahatchee rivers, he said. We understand that this en-US is far from the solution, but every little piece helps.en-US St. Lucie County Commissioner Chris Dzadovsky en-US insisted July 8 the Corps needed to update its discharge en-US schedule known as the Lake Okeechobee Regulation en-US Schedule and stop focusing on making the lake capable en-US of holding more water. The ACOE does need to update the en-USLORS -which involves an Act of Congress en-US -but in the final analysis strengthening the en-US dike is for safety, not to hold larger amounts en-US of water over time, he said. Increasing the en-US depth of the lake will severely hinder the en-US ecosystem that is Lake Okeechobee. Killing en-US one for the other does not make logical en-US sense.en-US Both the Martin and St Lucie county en-US commissions sent resolutions to Tallahassee en-US in June urging the prompt completion of the en-US Indian River Lagoon South project. Comen-US -en-US missioner Heard warned her fellow comen-US -en-US missioners right before the unanimous en-US approval of the resolutionthat the CEPP en-US and EAA projects appeared to be crowding en-US the local canal portions of IRL South out of en-US the way.en-US So, it looks like C-23/C-24 may be slipen-US -en-US ping, and CEPP and EAA reservoir projects en-US may be leapfrogging over these, which is en-US really dangerous for us, she said June 12. en-US So I would urge that we write to our state en-US legislators and our federal legislators and let en-US them know in no uncertain terms that the en-US C-23/C-24 projects have to continue, they en-US have to be in design and they have to be en-US funded, because otherwise we are en-US over-promising and we are going to en-US under-deliver. We are not going to receive en-US the benefits from the EAA storage and we en-US are not going to receive the benefits from en-US CEPP storage if we dont do these projects en-US first. en-US St. Lucie County Commissioner Dzaen-US -en-US dovsky worried about the potential health en-US threats from the pollutants and latest en-US onslaught of green algae being released from en-US Lake Okeechobee and said prevention en-US would be less costly.en-US It is however the pollutants such as nitroen-US -en-US gen, phosphorous, heavy metals, pesticides, en-US herbicides, and the like, that are creating en-US life-threatening problems such as liver damen-US -en-US age, kidney damage, early onset of dementia en-US and Alzheimers, he said. The cost of keepen-US -en-US ing contaminants out of the system is far less en-US expensive than having to spend billions in en-US building STAs and treatment trains in en-US removing contamination. The people of en-US Florida have provided a clear message with en-US the 2014 Amendment 1 referendum with a en-US funding source to make a very focused en-US effort to implement CERP [Comprehensive en-US Everglades Restoration Plan] and the collecen-US -en-US tive components to clean up our waterways en-US and fix the plumbing once and for all en-US Martin County Commissioner Sarah en-US Heard said July 2 she doubted the newest en-US measures by the District would have any en-US effect. She insisted Florida must continue en-US with already approved plans for the Indian en-US River Lagoon project, a component of the en-US 2007 Water Resources Development Act en-US that includes a reservoir and STAs for the en-US C-44 canal, and both reservoirs and STAs en-US for the C-23, C-24 and C-25 canals.en-US We need to construct the projects in en-US CERP [Comprehensive Everglades Restoen-US -en-US ration Project] in a methodical, timely way, en-US she said. All of these critical projects are en-US programmed in the current Integrated en-US Delivery Schedule, a 15-year funded work en-US product schedule agreed to by both Florida en-US and the federal government. None of the en-US subsequent projects, like CEPP [Central en-US Everglades Planning Project] and the EAA en-US [Everglades Agricultural Area] reservoir, en-US will deliver the promised results that show en-US substantial improvements for the St. Lucie en-US and Indian River Lagoon estuaries until and en-US unless the IRL South projects are all comen-US-en-US pleted. en-US For her part, Commissioner Heard insists en-US the state must focus on keeping water from en-US overwhelming Lake Okeechobee to begin en-US with.en-US Additionally, Florida must create addien-US -en-US tional storage and treatment north of Lake en-US Okeechobee, she said.en-US Although Indian River County Commisen-US-en-US sion Chairman Peter OBryan said dischargen-US-en-US es from the lake do not affect his portion of en-US the Lagoon, he concurs with Commissioner en-US Heard on northern storage and believes en-US moving water south could potential help its en-US southern portion on the Treasure Coast. en-US As far as Lake O, storing more water to en-US the north to prevent it from flowing into the en-US lake would be a big positive, he said. Any en-US reduction in flow will help the lagoon down en-US in Martin and St. Lucie counties. There will en-US still be nutrients entering the lagoon from en-US the local watersheds, as well as from leaking en-US septic systems and fertilizer run off, but en-US stopping the flow will help keep the lagoon en-US brackish, which will prevent more blooms.en-US Indian River County is also working proen-US -en-US actively to address the other forms of polluen-US -en-US tion that negatively affect that portion of the en-US estuary.en-US We currently have four nutrient removal en-US projects running, Chairman OBryan en-US added. Later this fall we will be opening a en-US new 83-acre stormwater park. We should en-US also be completing a nutrient removal projen-US-en-US ect on the north relief canal. We are in the en-US midst of two septic-to-sewer projects, and en-USour Board has committed 20 percent per en-US year for the next five years of sales tax reveen-US -en-US nue to Lagoon projects. en-US About the latest discharges beginning July en-US 9, Commissioner Heard admitted the Army en-US Corps needs more authority to make its own en-US decisions.en-US The Corps doesnt have the discretion it en-US needs in order to prioritize public health en-US and safety, she said. The LORS schedule en-US dictates when and where it releases from en-US Lake O. Sen. Nelson said on Wednesday en-US (July 4) that he has a placeholder in the Senen-US -en-US ate WRDA bill. Use that placeholder to give en-US the Corps the ability to prioritize health and en-US public safety in order to manage Lake O.en-USDischargesen-USFrom page 3 Photo courtesy of Donald Rodrigue en-USMore Algae blooms at Sunset en-US Bay Marina.

According to the Palm en-US Beach newspapers May 10th headlines, en-US Brightlines upgrades are about to silence en-US train horns on FCC tracks in six out of seven en-US cities beginning really soon. Anybody liven-US-en-US ing within a mile of the tracks knows the en-US nightly assault on the ears hearing those en-US horns blaring in the silence of the night at en-US two, three and four oclock in the morning. en-US Many must be regretting the decision to en-US fight against the trains coming by here and en-US the silencing of the horns that would have en-US brought us. Now as these trains approach, en-US theyll keep mercilessly blaring their horns en-US as hard as they possibly could during the en-US wee hours of the morning just remind us of en-US our stupidity and the transfer of wealth to en-US the lawyers pockets fighting this losing war. en-US You aint stopping this train, sorry, aint en-US going to happen. That way, the panic en-US about high winds can be narrowed to a en-US small area instead of wide spread panic.en-USVote no!en-USVote No to Incorporate. I have been comen-US -en-US ing to Hobe Sound for forty years and it has en-US not changed much over time. Yes, there are en-US more homes and the shopping centers at en-US Bridge Road and US 1 but the quaintness of en-US Hobe Sound is still here. What are the proen-US -en-US ponents of incorporation going to save us en-US from? Martin County has been doing a good en-US job preserving Hobe Sound. In my opinion en-US there are hidden agendas with the people en-US pushing for incorporation. Taxes will go up en-US to pay for an additional layer of Governen-US -en-US ment that is not needed. Remember the old en-US saying If it isnt broken dont fix it en-USBe kind en-US to iguanasen-USIts important to remember that animals en-US like the iguanas and boa constrictors en-US invading Florida were once pets, en-US dumped when the novelty wore off. They en-US are here through no fault of their own and en-US should be dealt with humanely. Startling en-US people and eating plants surely shouldnt be en-US cause for a death sentence.en-US In general, iguanas want to stay away en-US from you as much as you want to stay away en-US from them. Make your property unappealen-US-en-US ing to iguanas. There are many plants and en-US ornamentals that iguanas do not eat. If you en-US have fruit trees, dont let dropped fruit stay en-US on the ground. Seal holes, cracks in the walls en-US and floors, and spaces around doors, winen-US-en-US dows, and plumbing. Make sure your en-US screens are secure and undamaged. Keep en-US brushy areas where iguanas like to nest to a en-US minimum. Hang cheap CDs as wind chimes en-US from trees or prized plants (the reflective en-US surfaces often scare iguanas away). Nonleen-US -en-US thal deterrent sprays are available at harden-US -en-US ware stores. Living in harmony with en-US free-roaming iguanas is possible without en-US having to bash their skulls in.en-USWalking dogsen-USLets be honest, people walk their dogs so en-US they can relieve themselves on other peoen-US -en-US ples property. You typically exercise this duty by en-US citing drivers of vehicles with faulty tail, en-US brake, and head lights, unsafe tires, or even en-US a non-compliant license plate frame.en-US My suggestion to you is to prioritize en-US citing drivers of vehicles with dangerous en-US safety recalls, especially Takata airbags. en-US There are more deaths and injuries from en-US defective Takata airbags in Florida than all en-US the other 49 states. This is because of en-US Floridas above average heat and humidity en-US which causes the airbag inflator to explode, en-US sending shrapnel throughout the inside of en-US the vehicle, killing and maiming passenen-US -en-US gers. Furthermore, 75 percent of the cars en-US on the roads with safety recalls have never en-US been repaired. Most of these dangerous en-US cars are older and are being driven by a en-US second, third, fourth or later owners. The en-US manufacturers of these cars are unable to en-US contact most of these endangered drivers en-US because of old, inaccurate addresses. en-US Theres also the apathy of many drivers to en-US take the time to bring their car in for repair. en-US Lastly, thousands of vehicles on the road, en-US especially those with defective Takata en-US airbags, have no fix available. The huge en-US Takata airbag recall demand has exceeded en-US the manufacturers capacity to build the en-US airbag inflators. Some vehicle owners are en-US waiting over a year for a replacement en-US airbag.en-US Your squad cars are equipped with en-US sophisticated computers which can en-US cross-reference the license plate number of en-US any vehicle on the roads and display the en-US VIN, vehicle identification number, aka en-US serial number. The NHTSA data base will en-US also tell you IF there is a fix available for en-US this recall.en-US I suggest that you first issue a warning en-US to all drivers of vehicles with unfixed en-US safety recalls, giving them 7 days to have en-US the vehicle repaired; if they fail to comply, en-US issue a suspension of their drivers license. en-US If the NHTSA database tells you that the en-US safety recall has no fix available, you en-US should require the driver to drive en-US immediately to the nearest dealership of en-US his vehicles make and rent a car or en-US receive a free loaner.en-US Thank you for taking the time to read en-US this letter. Im going directly to you, our en-US Florida law enforcement officers, because en-US our governor, legislators, and regulators en-US have all let us down. Clearly, it should be en-US illegal to sell a car with a dangerous safety en-US recall, but our governor and lawmakers en-US will not act. At the very least, it should be en-US required that the buyer of a car with a en-US dangerous safety recall be advised prior en-US to sale, this has not been done either. en-US Therefore, thousands of used cars with en-US dangerous safety recalls are being sold to en-US unsuspecting Floridians daily.en-US I believe you have the authority and the en-US responsibility to take dangerous vehicles en-US off the road and you can exercise this en-US authority under our existing laws without en-US waiting any longer for the politicians and en-US regulators to act. Furthermore, I believe en-US your action will put the pressure on the en-US politicians, regulators, auto manufacturen-US -en-US ers and car dealers to do the right thing. en-US The legislators and regulators have sat en-US on their hands because of the huge en-US lobbying efforts by auto manufacturers, en-US car dealers, and their associations. And the simplification on en-US this one came down to loss of complete conen-US -en-US trol of any action on the property and paying en-US the debts and assessments on it and the en-US taxes. So we would have gotten nailed en-US approximately $5 million a year out of the en-US budget and have no ability to do anything or en-US see anything happen over there. Now we can en-US at least -like Mr. Blackburns brought up en-US numerous times -help move that property en-US back to the private sector.en-US Councilwoman Jolien Carballo emphaen-US-en-US sized the Council was doing its best to win en-US with the hand it was dealt. en-US Ive had numerous conversations with en-US citizens, and I said it to them several times en-US we cant go back to the past, she said. These en-US decisions are so we can manage the circumen-US -en-US stances that have been given to us. Moving en-US forward I want to thank the city manager for en-US a great job with leadership in this process.en-US According to the transfer agreement en-US negotiated between Tradition Land Compaen-US -en-US ny and the GFC, specific deed restrictions en-US and allocations will control development on en-US the parcels, which will include a maximum en-US of 786 multi-family residential units and 900 en-US apartment units; 2,582,851 square feet of en-US retail development; 4,296,480 square feet of en-US Research & Development/office space; en-US 3,838,336 square feet of warehouse/industrien-US-en-US al development; and 240 hotel units. The en-US Southern Grove Development of Regional en-US Impact agreement on the land also enables en-US the GFC the ability to shift some uses per a en-US specific matrix.en-US Only one member of the public spoke en-US during the hearing, Port St. Lucie broker en-US Adriana Riera, who backed the transfer of en-US the property but asked the Council to conen-US -en-US sider setting aside 500 acres for a Disen-US -en-US ney-style water theme park she believed en-US could bring new life to the city. She also en-US insisted the current process be more transen-US -en-US parent than the $13 million deal she said the en-US city made with Christ Fellowship for the foren-US -en-US mer Digital Domain building. en-US Since the closing is scheduled for this en-US Friday, its obvious that the negotiations have en-US been completed and a final decision was en-US already made and no dissenting voices en-US would be considered at this point, like [how] en-US the digital domain sale to Christ Fellowship en-US was done, she said. Now we do not want a en-US repeat of that. We the taxpayers and owners en-US must have true transparency and the real en-US participation and input of the development en-US of this opportunity. By doing so, investors en-US will be more interested in looking at this en-US area and know that the people support this en-US investment.en-US For his part, Mayor Oravec believed the en-US broker herself had a conflict of interest in en-US the Digital Domain sale that had tainted her en-US viewpoint.en-US I always err on the side of letting the paren-US -en-US ticipant in the meeting, the citizen, say whaten-US-en-US ever is on his or her mind, but that doesnt en-US necessarily mean that I believe the stateen-US -en-US ments were factually accurately, he en-US explained. In this case, I believe that Ms. en-US Riera represented a party who was interested en-US in Digital Domain, so I dont even know if en-US thats arms length.en-US Councilwoman Carballo then came to the en-US defense of the Council, insisting that public en-US input would be considered up until the very en-US last minute.en-US I think its important for the public to en-US understand that while negotiations take en-US place, the Council is the final say in regards en-US to any item that comes before the Council en-US for the public, and it is important to also en-US note that dissenting voices do matter, she en-US said. We do take those items into consideren-US -en-US ation up into the very minute that we vote en-US and I feel like its important to clarify that.en-US The Council also voted unanimously to en-US terminate a previous SAD agreement with en-US the Tradition Land Company so the citys en-US Legal Department could draw up a new en-US equalization agreement to ensure all future en-US buyers pay the assessments due on the propen-US -en-US erties. en-USCorridoren-USFrom page 1 en-US STATEWIDE To help Florida famien-US-en-US lies interested in applying for Florida Kiden-US -en-US Care, the Florida Healthy Kids Corporation en-US has recently debuted a free online eligibility en-US calculator. Its en-US now a shortcut, and I dont think these people en-US will ever go back once you open up Crossen-US-en-US town. en-US Mayor Gregory Oravec asked City Managen-US -en-US er Russ Blackburn to check into the comen-US -en-US plaints, admitting that Carter Avenue was one en-US of the citys first areas for consideration of en-US traffic calming devices.en-US So its not surprising that the issue would en-US then bubble up on Fallon, he said. en-US Port St Lucie resident Mark Gotz then en-US brought up two other issues, the first being en-US his irritation with the $400,000 high-tech en-US traffic control system installed a year ago this en-US month along Saint Lucie West Boulevard.en-US I dont know who is doing the experiment, en-US but I wish they would call it off, he fumed. en-US Ive been driving for more than 25 years en-US around most of this country, and theres a en-US standard way that lights work: You have your en-US turn lanes first, then you have your through en-US traffic on the main streets, and then the same en-US thing happens on the side streets. Well, I dont en-US know what you have done with the lights and en-US who put it together or whether you got a en-US young engineer thats trying something new, en-US but its anything but [that]; now you never en-US know when the left arrows coming on. en-US Councilman John Carvelli admitted hed en-US begun to receive a lot more complaints en-US because the boulevard is in his district, and en-US Mr. Blackburn emphasized city staff was en-US already looking at the issue due to complaints en-US by the mayor himself about the timing of the en-US lights at a particular intersection.en-US We do get what seems like spikes on St. en-US Lucie West Boulevard, he said. I know I had en-US a comment from the mayor over the weekend en-US about one of the long sequences of the lights. en-US Each time that we get those, we go back and en-US look and see what our performance is. I haven-US -en-US ent quite figured out how to do better, but en-US were continuing to tweak it and trying to get en-US it as responsive as the system is programmed.en-US Even though many city residents may not en-US have known the In|Sync adaptive traffic conen-US -en-US trol system installed last summer would operen-US -en-US ate differently than other traffic signals, City en-US Transportation Engineer Heath Stocton did en-US write Mr. Blackburn and other officials last en-US July 20 explaining the difference, a descripen-US -en-US tion that was also published in the Hometown en-US News that month.en-US The system attempts to minimize the en-US overall delay at each intersection, so the interen-US -en-US sections function slightly different than a traen-US-en-US ditional intersection to which everyone is en-US accustomed, he wrote in a memo. For examen-US -en-US ple, most intersections will provide the left en-US turn arrow for the turn lane prior to showing en-US the green ball for through traffic. That is not en-US the case with the adaptive system: The en-US through lanes may get the green ball prior to en-US the turn arrow or the turn arrow could come en-US up before and after the green ball. In other en-US words, the same phase may come up multiple en-US times before other phases.en-US Mayor Oravec believes that other extenuaten-US -en-US ing circumstances may have added to the en-US inability of the system to function properly, en-US causing more consternation among area en-US motorists.en-US I personally took on the smart signal sysen-US -en-US tem, and it worked fine at the beginning, he en-US insisted. And then we had some issues due to en-US spring training and the Kings Isle light going en-US out and blowing up the whole system and en-US some other things. I did send Russ an email en-US over the weekend because I watched that Calen-US -en-US ifornia left [turn signal] two and a half cycles, en-US and really waiting two and a half cycles is en-US unacceptable.en-US Even so, Mayor Oravec believes the new en-US system is still more efficient than the old trafen-US -en-US fic signals that formerly controlled St Lucie en-US West Boulevard. en-US I think in the study that Mr. Stocton proen-US -en-US duced, it shows that the dominant east-west en-US movement is 30 percent more efficient under en-US the new system, he added. But Im wonderen-US -en-US ing if there arent certain days or something en-US happening to the system where it kind of goes en-US haywire; so we really do need to get a handle en-US on that because were losing credibility.en-US In addition to his complaints about St. en-US Lucie West traffic delays, Mr. Gotz also en-US expressed concerns about traffic safety along en-US Bayshore Boulevard due to the height of the en-US median landscaping. en-US Its getting very tall, and Bayshores a very en-US dangerous street from that standpoint, he en-US said. The landscape is up high, and drivers en-US cannot see cars when they come across. en-US Councilwoman Stephanie Morgan agreed, en-US saying she had also noticed the same median en-US problem on Airoso Boulevard.en-US I noticed in traveling it seems like theyre en-US getting overgrown, not only in the city but en-US also in the county, where it does impair the en-US sight when youre trying to take a turn there en-US in the middle, she said. It really does cause a en-US sight problem. Even pulling out of here from en-US City Hall onto Airoso to go left, you have to en-US keep inching up into the pedestrian area to en-US see beyond the trees. en-USMayor Oravec told the Council and the en-US audience that he had already written the city en-US manager about the issue and believed a soluen-US -en-US tion was already in the works in some areas. en-US As you know in writing I have asked you en-US [Mr. Blackburn] and staff to check all of the en-US clear sight triangles so basically everything en-US between three and eight foot has to be clear, en-US he emphasized. Thats in most codes and not en-US just ours. And as you travel the city you may en-US see some new sod near the end caps and thats en-US in response to that. You can still have a beauen-US -en-US tiful median with trees and sod at the end en-US caps.en-US For his part, Councilman Carvelli insisted en-US the city needed to also address the northen-US-en-US bound off ramp from I-95 and the intersecen-US -en-US tion of St. Lucie West and Peacock bouleen-US -en-US vards.en-US One of the things weve observed out there en-US is that theyre coming off of I-95... and people en-US are having to come off it and merge into the en-US left turn lane, he said. Its creating some difen-US-en-US ficult driving situations, and Ive been hearing en-US it a lot the last few weeks. I think that we need en-US to see some sort of a plan of action and look en-US at what the problem is and try to provide en-US some sort of a solution. en-US Mr. Blackburn responded that the Florida en-US Department of Transportation already has en-US improvements in the works for the off-ramp en-US area, and other improvements for the aforeen-US -en-US mentioned intersection were already incoren-US -en-US porated into the projects planned if voters en-US approve the half-penny surtax for capital en-US roadway projects this year.en-US If it were approved by the voters, were en-US adding turn lanes, a stacking lane and then en-US theres a FDOT project that adds capacity and en-US tries to address some of the issues of the turn en-US lane off of the interstate onto St. Lucie West en-US Boulevard, he said. And so between the two en-US projects together, it would make a significant en-US difference. en-USTrafficen-USFrom page 1

en-US 11 The importance of a en-USstrong passworden-USSen-UStrong password requirements (like en-US using upper and lower cases, at least en-US one number and maybe a special en-US character) cause a lot of frustration for en-US computer users. There is however, a way to en-US manage your passwords without sacrificing en-US security for convenience and the best part en-US is the solution is available for free. en-US Lets start at the beginning the computen-US -en-US ers login screen. Whether you are running en-US Windows, Mac, Linux or any of the other en-US operating systems out there, when the en-US system boots up it will look for a password. en-US Now sure, I know what some of you are en-US thinking, I dont have to enter a password en-US when my machine boots up so you must be en-US wrong. Well, that isnt entirely true, its just en-US that most machines will give the user the en-US ability to either auto logon or not require a en-US password at all at boot up. en-US This is one of those instances where en-US people will sacrifice security for conveen-US -en-US nience. People dont want to be bothered en-US entering their password every time so the en-US system gets set up without it. Sure its en-US convenient but the problem is now anyone en-US who sits in front of your machine and turns en-US it on will be able to get in and have access to en-US all your stuff. Many people choose to go en-US this route thinking that hey, Im the only en-US one that uses this machine so I dont need it en-US asking for a password every time but if we en-US are talking about a laptop (which is en-US portable) that can be a disaster waiting to en-US happen if it ever gets lost or stolen. en-US If its a desktop machine the argument en-US seems a little more valid but it wont protect en-US you if there is a break in or some other en-US unauthorized user gains access to your en-US machine (either physically or gets in en-US through the internet). The fact of the en-US matter is that if your machine is connected en-US to the network then there should be a en-US password in place to protect your files. en-US The next area where people sacrifice en-US security is in password strength. Weak en-US passwords are passwords that may be easy en-US to remember but they are often short en-US dictionary words that can be cracked in a en-US matter of minutes by any of the available en-US password cracking utilities that are out en-US there. Passwords like god, monkey, or en-US any other word found in the dictionary en-US may be short and easy to remember but en-US they are also the first things that these en-US password cracking utilities will try. Thats en-US why many sites (and programs) will insist en-US on including upper and lower cases, some en-US numbers and even a special character or en-US two. MonKey!387 is a hell of a lot harder en-US for someone to crack than just the word en-US monkey. Sure, it may be a little more en-US inconvenient but using a weak password en-US will just give you a false sense of security.en-US The next shortcut people take is in using en-US one password for everything. The reasonen-US -en-US ing people use for this one is well, I cant en-US remember a different password for en-US everything so I just use the same one en-US everywhere I go and never have a problem. en-US I will be the first to admit, using the same en-US password for the windows login, email, etc. en-US is convenient but a problem can arise if en-US your password does get cracked its a en-US common practice for hackers (when they en-US discover someone's user name and en-US password) to try that same username and en-US password pair everywhere. Again there are en-US tools out there that will allow someone to en-US enter a username and password and the en-US program then goes and tries them on en-US hundreds of sites (like AOL and Facebook) en-US and then provides the hacker a list of all the en-US sites where the password works. Using the en-US same password everywhere is one of the en-US ways hackers are able to take over all of the en-US services that you use. It may be a bit en-US inconvenient but using a different passen-US -en-US word for every site is a lot safer than using en-US one password everywhere. en-US Earlier in this column I mentioned that en-US there is a free solution out there that solves en-US these issues. Open up your browser and en-US pull up en-US www.keepass.comen-US. Keepass is a free en-US (open source) program that will allow you en-US to store and manage all of your passwords en-US in one place so you dont have to rely on en-US post it notes all over your desk. Use en-US Keepass to create unique strong passen-US -en-US words for all of your sites and you wont en-US need to sacrifice security for convenience. en-US Sean McCarthy fixes computers. en-US 15 standing views of the waterway to the east en-USand the west, dining is perfection.en-US Ive never been to Chucks when it wasnt en-US busy. Even a few minutes after opening, en-US vacationers and locals alike quickly fill up en-US spots at the bar and grab tables on the outen-US -en-US side deck to enjoy a meal and unwind with en-US the perks of island life. en-US My guest and I visited Chucks last week en-US in the early evening. We were lucky enough en-US to get a great table with views of the evening en-US sky. Even when the suns not shining, there en-US are plenty of things to watch on the lagoon. en-US Our meal began with Chucks incredible en-US clam chowder. This creamy, delicious chowen-US-en-US der is full of potatoes and clams. Herbs and en-US savory spices such as thyme and rosemary en-US push this starter over the top. If youre in the en-US mood for a great chowder, start with this en-US one. en-US Although I didnt pick the outrageous en-US oysters this time, a couple next to me did en-US and my oh my did they look fantastic. The en-US fresh oysters on the half shell were topped en-US with sour cream, chopped onion and caviar. en-US With a dab of horseradish and cocktail en-US sauce, this combination of flavors marries en-US into a perfect union. They will be the first en-US thing I order on my next visit.en-US We ordered a serving of conch fritters en-US because Chucks knows the secret to the peren-US -en-US fect fritter... A crispy outside and a warm, en-US soft and chewy inside. The perfectly en-US browned fritters were served with a tasty en-US dipping sauce. The fritters were full of tenen-US-en-US der pierces of conch and were perfectly seaen-US -en-US soned. They are a must on any visit.en-US For my main course, I chose the grilled en-US shrimp. Eight plump shrimp are seasoned en-US and served on two skewers. The delicate en-US blend of spices didnt overpower the taste of en-US the fresh shrimp. A definite winner. The en-US skewers are served with two sides. I enjoyed en-US steamed broccoli and a hot parsley potatoes Chuck's en-USFrom page 13en-USwith my entree. en-US My guest chose a New York Strip and en-US fried shrimp. Chucks is well-known for en-US their fried shrimp, and this meal did not en-US disappoint at all. The shrimp are simply en-US amazing. They are perfectly seasoned, baten-US -en-US tered and fried, and served hot with cocktail en-US sauce.en-US The steak was tender, delicious and every en-US bite I had (even though it wasnt my meal, I en-US still had a few bites!) melted in my mouth. en-US Each dinner was served with a salad and en-US basket of fresh bread. en-US If you have room after your meal, try one en-US of the desserts at Chucks. The evening we en-US visited, peanut butter pie was on the menu. en-US This sweet delight was the perfect night cap en-US to a perfect evening.en-US The menu at Chucks is full of fresh seaen-US -en-US food and delightful landlubber items. It en-US doesnt matter if youre in the mood for en-US freshly caught fish, chicken or beef, your en-US meal will leave you anxious to return.en-US You really cant go wrong with a visit to en-US this local landmark.en-US Chucks Seafood is located at 822 Seaway en-US Drive in Fort Pierce. Great golf is waiting at The Deltona Club en-USTen-UShere are times when driving a en-US couple hours to play golf is a great en-US idea. There are also times when it is en-US not. Fortunately, for those that live in the en-US Deltona area, you have an award-winning en-US course that you can enjoy with just a very en-US short trip. en-US Anyone who knows me is aware of how en-US I feel about courses that wind their way en-US through a development, with houses en-US guarding the edges of every fairway. I en-US realize that many courses are an amenity en-US and designed to complement the developen-US -en-US ment, but I prefer trees and such over en-US pools and houses. en-US I was recently invited to play The en-US Deltona Club, a course that sits a short en-US drive northeast of Orlando and southwest en-US of Daytona, just a hop and a skip off en-US Interstate 4. The course is part of a en-US development, but you would never know en-US it. The course sits right in the middle, en-US utilizing the rolling hills and valleys to en-US create a wonderful experience.en-US The course, built in the 1960s, was en-US extensively renovated and updated earlier en-US this decade by award-winning architect en-US Bobby Weed, and was named 2013 No. 1 en-US Golf Course Renovation in Florida by en-US Golf Inc. Magazine. The Deltona Club en-US features five sets of tees, playing as short as en-US 4,678yards or as long as 6,988-yards.en-US Thanks to the terrain, there is a en-US wonderful variety of holes. You will find en-US yourself playing uphill and downhill, en-US along with an occasional side-hill lie. en-US Thanks to the beautiful, mature oaks, en-US pines and other trees, each hole is well en-US defined and framed.en-US I found the course to be well balanced, en-US with the most difficult holes split between en-US the two nines. With so many hills and en-US doglegs, the course requires you to think en-US your way around. The par-4 second hole en-US makes a 90 degree dogleg to the right en-US from the fairway. From the tee, you must en-US hug the right side and be careful not to en-US drive through the fairway to give yourself en-US the best approach shot to a green sitting en-US atop a hill. en-US The toughest hole on the course is the en-US long par-4 fourth. From the tee you face a en-US shot to a fairway that looks narrower than en-US it is. The fifth hole is a perfectly straight, en-US dowhill par-5 that plays shorter than its en-US posted yardage, because a solid drive will en-US roll forever.en-US One of the most uphill shots that I have en-US ever experienced came at the par-5 en-US seventh. The hole is quite short, playing en-US under 500yards from the tips, but the en-US green is difficult to hold and you cannot en-US see the putting surface from the fairway. I en-US managed to reach this baby in two, and en-US walked off with a nice birdie.en-US For some golfers, nothing is as exciting en-US as having a chance to en-US drive the green on a en-US par-4. Deltona features en-US two such holes, the first en-US of which is number en-US eight. Playing downhill en-US and downwind, I hit my en-US usual drive and found en-US myself just off the left en-US side of the green.en-US At the turn I enjoyed a en-US cold beverage, sandwich en-US and a tasty snack to fuel en-US me for the back nine. en-US The back nine is as en-US delightful as the front, en-US with holes weaving left en-US and right, and up and down the rolling en-US hills. There are several waste bunkers on en-US the course, and I managed to find a few on en-US the second nine.en-US My favorite hole at Deltona is the par-3 en-US 14th. This hole has an elevation change of en-US about 50feet or more, from the tee to the en-US green below. Your tee shot requires a en-US hybrid or long iron to reach the putting en-US surface. When selecting your club, you en-US must also figure in the wind and the en-US elevations effect on the distance. en-US The finishing holes are a lot of fun. The en-US par-5 16th is a tempting hole that allows en-US you to be as brave or careful as you need. en-US Seventeen is the longest par-4 on the en-US course, but plays downwind, leaving you a en-US shorter approach than you anticipate. en-US Eighteen is a great final hole. It is not en-US only the second drivable par-4, but the en-US shortest on the scorecard. Do not let these en-US facts fool you. The hole is fraught with en-US danger, even for those timid souls laying en-US up and playing safe. There are trees, waste en-US bunkers, and the deepest green-side en-US bunker I have ever had the misfortune of en-US finding, protecting it. en-US If you are looking for a great round, en-US with all the fun of rolling hills, waste en-US bunkers, and fairways that are not en-US crowded by homes, you must play The en-US Deltona Club. en-US For tee times, rates and information, en-US call the club at (386) 789-4911 or visit en-US www.TheDeltonaClub.com.en-US James Stammer has been an avid golfer en-US and golf enthusiast for nearly 40 years. en-US 18 en-USTen-USoday, many folks want to plant their en-US own gardens to get delicious en-US vegetables year round. During the en-US hot summer months, this can be a huge en-US challenge. The very hot temperatures and en-US sizzling sun can take a toll on many crops en-US that we try to propagate. Some of the main en-US staples like tomatoes can really take a en-US beating but sometimes growing them in en-US containers will give you a lot more choices. en-US Keep in mind that container gardening is en-US not good for all crops but it works extremeen-US -en-US ly well with the tomato plant. en-US As with any vegetable garden, the soil is en-US king. You have to purchase and use a good en-US quality soil to get good results. I have en-US always been a fan of Miracle Gro and they en-US make a soil for almost every purpose you en-US can imagine. Their product is not the least en-US expensive but it is one of the best you can en-US buy. en-US If you plan on trying tomatoes during the en-US summer, be sure to use containers that are en-US quite large but still allow you to move them en-US if need be. The object is to find a location en-US where the plants will get filtered sunlight en-US with not too much shade and not too much en-US direct sunlight in the Florida afternoons. In en-US addition, you can move your plants to en-US safety in the event of a severe weather event en-US or hurricane. en-US Many garden centers will carry tomato en-US plants even during the hotter summer en-US months. You might have to do some en-US hunting, but you should be able to locate en-US some. If not, you can always start your en-US plants from seed. If you are impatient like en-US me, you will likely want to locate plants that en-US are already started. When you purchase en-US your plants, be sure to get some vegetable en-US fertilizer. A water soluble is better because en-US there is less chance of burning your crops. en-US You will also want to get some bug spray en-US that is safe for tomatoes and other food en-US crops. With the Florida heat, you will need en-US it. Be sure your containers have excellent en-US drainage. I recommend drilling holes in the en-US bottom of the containers even if they en-US already have some there. en-US Once you have your plants in the en-US containers and you have found the ideal en-US location, the fun begins as you wait for your en-US delicious veggies to grow and ripen. It en-US might take some trial and error to get the en-US right spot and you may encounter issues en-US that you normally might not see during the en-US cooler part of the growing season but once en-US you have the system mastered, you will be en-US able to grow summer tomatoes year after en-US year.en-US There are lots of other choices you might en-US want to try as well such as peppers, sweet en-US potatoes, radishes and even watermelon. en-US Most of these will need to be planted in the en-US ground for the best results and location will en-US be the primary factor for success or failure. en-US Be sure to use a location that at least gets en-US some filtered sun or shade in the heat of the en-US Florida afternoon sun. It is also advisable to en-US find a location that drains well. Vegetable en-US crops do not like locations that get soggy en-US wet and stay that way after an afternoon en-US thunderstorm. en-US If you are from the north where summer en-US is the primary growing season, you will en-US likely want to test out the waters on some of en-US these summer varieties in Florida. Do not en-US be discouraged if your first attempt fails. en-US The first summer garden I planted when I en-US first moved here got almost washed away en-US with a tropical depression. I quickly found en-US out what parts of the back yard flood en-US during heavy rain events.en-US In short, if you are itching to get that en-US summer garden going, by all means tackle en-US it. Since the forecast is for ca below average en-US hurricane season, you just might get that en-US bumper crop you are dreaming about.en-US Joe Zelenak has more than 30 years en-US experience in gardening and landscape.
