Of these, eight were submitted by the en-US CRC, three by the legislature, and two by en-US citizen petition initiative.en-US The CRC meets once every 20 years. Floren-US -en-US ida is the only state with a constitutional en-US amendment commission.en-US The CRC, created by Article XI, Section 2 en-US of the Florida Constitution, has 37 memen-US-en-US bers. The constitution sets the Attorney en-US General as the only automatic member. The en-US Governor appoints 15 commissioners en-US including the commission chair. The Presien-US -en-US dent of the Senate appoints nine, the Speaken-US -en-US er of the House of Representatives appoints en-US nine, and the Chief Justice of the Florida en-US Supreme Court appoints three commissionen-US -en-US ers.en-US The Treasure Coast was represented on en-US the CRC by Bob Solari of Vero Beach and en-US Jacqui Thurlow-Lippisch of Sewalls Point. en-US Both were appointed by the President of the en-US Senate, Joe Negron. en-US The CRC held 15 public meetings across en-US the state and reviewed thousands of public en-US comments, before rejecting some proposals en-US and combining others into its eight proen-US -en-US posed amendments.en-US Making this years process especially chalen-US -en-US lenging is that the CRC bundled different en-US issues into the same amendment. Of the en-US amendments proposed by the CRC, only en-US two, No. 12 (Lobbying and Abuse of office en-US by Public Officers,) and No. 13 (Ends Dog en-US Racing) deal with one clear-cut issue. Each en-US of the other six from the CRC combined difen-US -en-US ferent proposals.en-US These will be the most difficult decisions en-US for voters, as there are many people who en-US agree with part of an amendment and disen-US -en-US agree with the other parts, but you must en-US vote either in favor or against the whole en-US bundle. For example, No. 9 prohibits offen-US -en-US shore oil and gas drilling and prohibits vapen-US -en-US ing in enclosed indoor workplaces.en-US Listed below are brief summaries of the en-US amendments on the ballot. Each is excerpten-US -en-US ed from the state website, and in some cases en-US there have been disputes regarding whether en-US the states summary accurately reflects the en-US proposed amendment. Voters are urged to en-US do research and review the pros and cons. en-US Search the internet for the title and number en-US of the amendment and you will find a varien-US -en-US ety of viewpoints for each.en-US (1) Increased Homestead Property Tax en-US Exemption, proposed by the Florida legislaen-US-en-US ture. Increases the homestead exemption by en-US exempting the assessed valuation of homeen-US -en-US stead property greater than $100,000 and up en-US to $125,000 for all levies other than school en-US district levies.en-US (2) Limitations on Property Tax Assessen-US -en-US ments, proposed by the legislature. Permaen-US-en-US nently retain provisions currently in effect en-US that limit property tax assessment increases en-US on specified non-homestead real property, en-US except for school district taxes, to 10 peren-US -en-US cent each year.en-US (3) Voter Control of Gambling in Florida, en-US proposed by a citizen initiative group called en-US Voters In Charge. Ensures that voters shall en-US have the exclusive right to decide whether to en-US authorize casino gambling by requiring that en-US all casino gambling must be approved by en-US voters. Defines casino gambling and clarien-US -en-US fies that this amendment does not conflict en-US with federal law regarding state/tribal comen-US -en-US pacts.en-US (4) Voting Restoration Amendment, citien-US-en-US zens initiative proposed by Floridians for a en-US Fair Democracy, Inc. Restores voting rights en-US of Floridians with felony convictions after en-US they complete all terms of their sentence en-US including parole or probation. The amenden-US-en-US ment would not apply to those convicted of en-US murder or sexual offenses, who would conen-US -en-US tinue to be permanently barred from voting en-US unless the Governor and Cabinet vote to en-US restore their voting rights on a case by case en-US basis.en-US (5) Supermajority Vote Required to en-US Impose, Authorize, or Raise State Taxes or en-US Fees, proposed by the legislature. Prohibits en-US the legislature from imposing, authorizing, en-US or raising a state tax or fee except by a two-en-US thirds vote of each house. This proposal en-US does not authorize a state tax or fee otheren-US -en-US wise prohibited by the Constitution and en-US does not apply to fees or taxes imposed or en-US authorized to be imposed by a county, en-US municipality, school board, or special disen-US -en-US trict.en-US Proposed amendments 6-13 are all from en-US the Constitutional Revision Commission. en-US (6) Rights of Crime Victims; Judges. Creen-US -en-US ates constitutional rights for victims of en-US crime; requires courts to facilitate victims en-USrights; authorizes victims to enforce their en-US rights throughout criminal and juvenile jusen-US-en-US tice processes. Requires judges and hearing en-US officers to independently interpret statutes en-US and rules rather than deferring to governen-US -en-US ment agencys interpretation. Raises mandaen-US-en-US tory retirement age of state judges from seven-US -en-US enty to seventy-five years; deletes en-US authorization for judges to complete term if en-US one-half of term has been served by retireen-US -en-US ment age.en-US (7) First Responder and Military Member en-US Survivor Benefits; Public Colleges and Unien-US -en-US versities. Creates mandatory payment of en-US education and compensation benefits to en-US qualifying survivors of first responders and en-US military members who die performing offien-US -en-US cial duties. Requires supermajority votes by en-US university trustees and state university sysen-US -en-US tem board of governors to raise or impose en-US legislatively authorized fees. Establishes en-US existing state college system as constitutionen-US-en-US al entity; provides governance structure.en-US (8) School Board Term Limits and Duties; en-US Public Schools. Lake Forest gave us $1,000, I en-US believe Ms. Cutler gave us $100, and so en-US theres some more interest. If en-US you dont know, its a hidden price increase en-US on the car you purchase disguised to look en-US like a federal, state, or local tax or fee. Its en-US 100 percent profit to the dealer. Dealer Fee en-US is the most common name for this disguised en-US profit, but it goes by many names such as en-US doc fee, dealer prep fee, service fee, en-US administrative fee, electronic filing fee, en-US e-filing fee, tag agency fee, pre-delivery fee, en-US etc. The names are only limited by car en-US dealers imaginations. Almost all car dealers en-US in Florida charge a Dealer Fee. The dealer en-US fees range from around $700 to as high as en-US $2,000!en-US This is the Florida law that is supposed to en-US regulate the Dealer Fee:en-US The advertised price must include all en-US fees or charges that the customer must pay en-US excluding state and local taxes. The law also en-US requires that the Dealer Fee must be en-US disclosed to the buyer as follows: This en-US charge represents costs and profits to the en-US dealer for items such as inspecting, cleaning, en-US and adjusting vehicles and preparing en-US documents related to the sale.en-US This law is very weak and almost never en-US enforced. When enforced, it isnt enforced en-US by the letter of the law; it is done to en-US accommodate the car dealers. The law is en-US weak because it requires only that the en-US dealer fee be included in the advertised en-US price. The word advertised is narrowly en-US interpreted to mean a specific car shown in en-US a newspaper, TV, radio, or online ad, but, en-US what about when you get a price on the en-US phone, online, or from the salesman? You en-US dont find out about the Dealer Fee until en-US youre in the business office signing a tall en-US stack of papers spit out by the computer. en-US The dealers get around including their en-US dealer fees in advertisements very easily by en-US including a number in the fine print. This en-US number is their stock number that en-US designates ONE specific car. When you en-US respond to the ad, this car is no longer en-US available (sales people are usually not paid a en-US commission for selling the ad car). The en-US advertisement might say many more en-US identical cars are available. Its true that en-US identical cars are available for sale, but they en-US are not available for sale at the sale price en-US because theyre not the advertised stock en-US number car. If you buy one of those exact en-US same cars you will pay from $700 to $2,000 en-US more.en-US The reason Im told that the law is rarely en-US enforced is that the Florida Attorney en-US Generals office is understaffed and too busy en-US enforcing other Florida laws. Im also told en-US that Florida car buyers dont file very many en-US complaints against car dealers for violating en-US the Dealer Fee law. I dont believe that there en-US can be too many other infractions of the law en-US that take more money annually from en-US consumers than dealer fees take from car en-US buyers. Just one car dealer selling 1,000 cars en-US a year and charging a $1,000 dealer fee is en-US taking a $1 million annually from car en-US buyers. Most car dealers in South Florida en-US well more than 1,000 cars annually and en-US many charge more than $1,000 dealer fee. I en-US believe that the reason more complaints en-US arent filed on the dealer fee is because most en-US car buyers dont know that they are being en-US duped. They either dont notice the fee or en-US assume its an official federal or state fee. en-US Dealer often tell their customers that all en-US dealers charge it and that its required by en-US law.en-US The Attorney General also accommoen-US -en-US dates the dealers by not interpreting the en-US law the way it was intended. For example, en-US the law says that the dealer fee must be en-US included in the advertised price. The Florida en-US Senate has ruled that the law requires that en-US the fee be included rather than specificalen-US -en-US ly delineated. But the Attorney General en-US allows car dealers to advertise car prices en-US without including their dealer fee in the en-US price if they just mention that there is a en-US dealer fee in the fine print;but they dont en-US state the amount. To me they are simply en-US allowing the car dealers to break the law.en-US Lastly, the required disclosure of the en-US Dealer Fee on the vehicle buyers order or en-US invoice is confusing, misleading, and en-US incorrect: This charge represents costs and en-US profits to the dealer for items such as en-US inspecting, cleaning, and adjusting vehicles en-US and preparing documents related to the en-US sale. It should not say costs because any en-US cost that you pass along to the customer in en-US the price of a product is pure profit. A dealer en-US can pass along his utility bills, sales en-US commissions and advertising if he wants to en-US and call it a dealer fee. It should not say en-US inspecting, cleaning, and adjusting en-US vehicles because all car dealers are en-US reimbursed by the manufacturer for No Dealer FeesDealer fees average about $1,000 in South Florida. He couldnt be here tonight, en-US but he asked me to also voice his support.en-US A nearby Jenkins Road resident, Betty en-US Froebel, expressed the opposite viewpoint, en-US worrying about the strain the additional en-US traffic would put on the two-lane road.en-US Id like to address the issue of whether the en-US traffic study has been done on the corner en-US and if theres going to be a traffic light at the en-US corner of Graham and Jenkins Road, she en-US said. I am not within 500 feet and was en-US never invited to the neighborhood meeting. en-US If Id received a card, I would have said no. en-US We are going to be getting 300-plus units en-US across the street from us, so an additional en-US commercial development there I dont feel is en-US in compliance with our residential zoning.en-US Her husband, Keith Froebel, also en-US expressed concern about the future impact en-US of both Camping World and Celebration en-US Pointe, the housing project his wife menen-US -en-US tioned slated at build-out to have 318 sinen-US -en-US gle-family homes, 145 townhomes and 292 en-US villas. en-US All the traffic from these businesses and en-US Celebration Pointe are all going to exit out en-US onto Jenkins Road, he exclaimed. Right en-US now at certain times of the day, the traffic is en-US non-stop, bumper-to-bumper going up and en-US down the road. Once you get past the school, en-US there are residences all the way to Orange en-USAvenue, so building something of this magen-US -en-US nitude in that area is completely the wrong en-US location.en-US In response to Ms. Froebels concern en-US about congestion at the corner of Graham en-US and Jenkins roads, Mr. Curry emphasized en-US that the results from his traffic study would en-US be thoroughly vetted.en-US We arent proposing a signalized interen-US -en-US section at Jenkins and Graham, he said. en-US 12 Choosing between a laptop and a desktop en-USPen-USeople are often surprised when they en-US find out that I prefer laptops over en-US desktop (or tower) computers. For the en-US average computer user, laptops have en-US everything a person needs to get up and en-US running right out of the box. Its usually not en-US necessary to have to shop around for parts en-US the typical laptop comes equipped with all en-US the hardware needed so there are no en-US surprises. For example, you dont have to en-US worry about getting it home and finding en-US you still need to get a webcam to get online en-US and talk with Skype. Laptops, by default, en-US generally come with everything one needs en-US to do the basic computing tasks that the en-US typical user is trying to do. en-US But arent desktops more powerful than en-US laptops? people will often ask and to that I en-US reply with mostly no and I say mostly en-US because remember, we are talking about the en-US typical computer user here, not a super en-US user or gamer with needs beyond what I en-US listed earlier. Now if you were to tell me you en-US were setting up some type of file server or en-US that you were planning on editing video or en-US maybe doing computer aided design (CAD) en-US then maybe a tower or desktop model is en-US more appropriate. A tower does typically en-US have more space inside so you can add en-US multiple hard drives and the cooling on a en-US desktop or tower is often better than you en-US get with laptop simply because things arent en-US crammed together as tightly. And cooling is en-US important when pushing your machine en-US hard like you do when gaming, video en-US editing or CAD but again, these arent en-US things that the typical computer is doing. en-US No for the basic tasks, a laptop is just fine. en-US Todays laptops have power to spare for the en-US basics. en-US But Sean, I never take my computer en-US anywhere and I just hate to try to type on en-US that tiny keyboard is an objection that I en-US hear often and heres where laptops really en-US shine. Did you know that you can plug in a en-US standard keyboard, mouse and monitor en-US into a laptop and use it just like you would a en-US desktop? In fact, many people who get rid en-US of their old desktop and start using a laptop en-US are surprised to find they can plug their old en-US computers keyboard, mouse and monitor en-US into the new laptop and its indistinguishen-US -en-US able from their old desktop! Actually, there en-US is one distinction, with the old desktop they en-US only had one monitor. When they plugged en-US their old monitor into their new laptop they en-US now have two screens! The mouse zips en-US from one screen to the next and theyre en-US delighted to find they can drag en-US icons and windows from one en-US screen to another. All this right en-US out of the box. en-US So what that means is that if en-US youre replacing an old desktop en-US or tower and you decide to get a en-US laptop, dont throw away the old en-US machine's keyboard, mouse or en-US monitor! Some of us however, are old en-US enough to remember when the Tour also en-US played at Disneys Lake Buena Vista Course en-US (en-USwww.golfwdw.comen-US).en-US The PGA Tour last used the Lake Buena en-US Vista Course during the en-US Disney Classic in 1997. en-US The Tour may have left, en-US but for me, the Lake en-US Buena Vista Course is my en-US favorite on the property. en-US Its not long by any en-US means, but you can see en-US some of the very-back en-US tees the Tour added over en-US time to lengthen the en-US course enough to en-US challenge the top en-US professionals.en-US What Lake Buena Vista en-US lacks in length, it makes en-US up for with challenging en-US greens, tree-lined fairways, lots of bunkers en-US and some of the most beautiful trees and en-US fauna on any of the Disney tracks.en-US Designed by Joe Lee, LBV has four sets of en-US tees, playing to a par of 72 for the men and en-US 73 for the ladies. The very back tees play to en-US just a couple yards over 6,800. The forward en-US tees come in at just over 5,200 yards.en-US The course starts you off with a par-5 en-US that should allow you to get your round en-US going early. While its not a long hole, at 514 en-US yards from the back tees, it is fraught with en-US danger. en-US The front nine wanders its way through en-US pastel vacation villas and past a lighthouse. en-US The short par-3 seventh features an island en-US green.en-US Holes eight and nine are the number one en-US and five toughest holes on the course. The en-US par-5 eighth will test you on your second en-US shot as the woods encroach from both sides en-US the closer you get to the green.en-US The back nine features dense woods en-US surrounding the course. At one point you en-US will tee off over a canal as a Disney boat en-US meanders by.en-US Eighteen is a stout par four that measures en-US well over 400 yards. The hole rewards the en-US daring golfer who can play a tee shot from en-US left to right with a shorter approach. We are always en-US playing second fiddle to mom. Look at TV en-US sports awards or championship games. en-US Players are always saying, Hi Mom or I en-US love you Mom or this is for you Mom. en-US Guys, we need to step up our game. en-US Maybe we should show our loved ones how en-US much they mean to us by cooking for them en-US that day and making it a memorable en-US experience each year. Or, if it must be a salmon filet, you en-US can use the same seasoning almost.en-USBABY BACK RIBSen-USServes 4-6en-US Ingredientsen-US Two 2-1/2 to 3 pound racks baby back en-US pork ribsen-US Kosher salt and freshly ground pepperen-US 1/2-cup Teriyaki sauceen-US 1/2-cup orange juiceen-US 1 cup sweet barbecue sauceen-US 2 tablespoons paprika en-US 2 tablespoons melted butter en-US Directionsen-US Pre-heat oven to 325F. Salt and pepper en-US the ribs on both sides and place on a sheet en-US pan. Bake at 325 degrees for 45 minutes and en-US remove from oven. en-US In a bowl, mix all ingredients except the en-US salt and pepper to make the sauce. Coat ribs en-US with sauce on the top and bottom and en-US return to oven an additional 15-20 minutes en-US or until the meat pulls away from the bone. en-US Let the ribs rest 5 minutes then cut and en-US serve. en-USSAUT SALMON FILET en-USIngredientsen-US Two 6-ounce fresh salmon fillets, 1-1/8 to en-US 1-1/4 inches thick, pin bones removeden-US 1 teaspoon vegetable oilen-US 1 teaspoon butteren-US 1/4 teaspoon kosher salten-US freshly ground black pepperen-US 1/4 cup teriyaki sauceen-US 1/4 cup fresh orange juiceen-US Directions en-US Mix teriyaki sauce and orange juice in a en-US zip lock bag and add salmon filets; marinate en-US for an hour.en-US Set a 10-inch nonstick saut pan on en-US medium heat and melt butter and oil en-US together. Place the fillets in the pan, flesh en-US side down. Cook for 2 minutes or until en-US golden brown.
