LUCIE The days of seeing a sea of signs for political candidates on undeveloped lots or in yards has come to an end. A recent unanimous decision by the Port St. L ucie City Council has amended the current political sign ordinance. The change will regulate the number of political signs per lot or parcel of land to one sign per candidate. The political sign ordinance, which curr ently outlines the maximum size a political Qualifying week finalizes candidate list ST. LUCIE COUNTY At noon on June 8, the qualifying period for potential political candidates ended. As the dust settled, there are some minor changes in some races and major changes in others. The Fort Pierce, Port St. L ucie and St. Lucie County School Board races are all nonpartisan, meaning there is no political affiliation listing for the candi-Real estate values drop, but slowly ST. LUCIE COUNTY The 2012 estimated property values released recently by the St. Lucie County property appraisers office indicated that although property values are still in decline, they dropped a much smaller percentage than the year before. F igures indicate property v alues in the county dropped by 3.1 percent. The city of Fort Pierce showed a 5.25 percent decrease, and the city of Po rt S t. Lucie showed a 2.5 percent decrease. Last year, the average drop for property values was 7 percent in Fort Pierce, 4.2 percent in Port S t. Lucie and 4.8 percent in City to become sister city PORT ST. LUCIE A special city council meeting was held on J une 5 to celebrate a new partnership between the city of Port St. Lucie and officials from the Chinese city of Huzhou. Greg Oravec, city manager, addressed the delegates in the city council chambers and thanked them for their visit. When you bring your strengths and we bring our strengths, we can accomplish more together than we can separately, he said. H uzhou is part of the W uxing Province. The city was built about 2,000 ago and has approximately 600,000 r esidents. Those participants will fill hotels, eat at restaurants and spend money at businesses, he said. Charter school joins larger organization ST. LUCIE COUNTY The College Preparatory Academy of the Tr easure Coast, the new charter high school in St. Lucie County, is now part of the Somerset Academy charter school system. S omerset Academy has more than 20 schools throughout South F lorida, and more than 30 schools nationwide. The academy is accredited by the Southern Association of Colleges and Schools, and holds an A grade in Florida and T exas. W e now have another layer of accountability, said Erika Rains, principal of CPATC. Its more than a partnership, were becoming part of a team. The charter school organization voted in May to include CPATC, and CPATC board members accepted at their June meeting. S omerset is a nonprofit organization established in 1997, and its first school was one of the first to open in Broward County. In 2008, it established itself as a district that maintains a small school environment that includes teachers, parents and the community in the educational process. The affiliation is important, because it means the charter high school can apply for accreditation as early as January 2013, instead of waiting two years. sign can be, also includes a $25 application fee for a sign permit. The change concerning the number of signs was submitted by a subcommittee of the Port St. Lucie Area Council of the St. L ucie County Chamber of C ommerce that was formed last year to evaluate sign ordinances in all three jurisdictions: St. L ucie County, Port St. L ucie and Fort Pierce. The big question this ordinance addresses is how many political signs can one have on their property, said Daniel H olbrook, director of planning and zoning. He pointed out during a presentation of the ordinance that a corner lot has two areas of frontage, so two signs would be permitted, one on each street. O ther committee suggestions included having signs no larger than 6 square feet, placing signs on private property at least 10 feet from the road and no illumination. Those suggestions are already in place in the Po rt S t. Lucie political sign ordinance. So far, there have been no complaints about the limit of the number of signs. I t s still kind of early in the political season, said J oel Dramis, a building official. LUCIE COUNTY On J une 11, the Humane Society of St. Lucie County was one of the shelters across the country that signed up to be part of Just One Day, a national movement to not euthanize any animals for one day. W e were aware of the organizations goals, so we signed up on their website to be a part of it, said Rita Har t, spokeswoman for the H umane Society. A rally was also held at the Life Point Church in Fort Pierce to promote the no kill day. The website promoting the movement asked shelters to put down the syringes, put up cameras, and hold adoption events. Last year, the Humane S ociety of St. Lucie County had 2,000 adoptions, averaging approximately 38 adoptions a week. Ms. Hart said the Humane S ociety is involved in a variety of outreach programs to assist with animal adoption. The only animals that are euthanized are the ones who are too aggressive or too ill to be adopted, she said. The Humane Society offers a low-cost spay and neuter clinic five days a w eek, and is also open on Sa turday and until 6 p.m. three days a week to accommodate those who work. O ther outreach programs include a foster care program, and having animals in area retail stores such as P etsmart and PetCo. The Humane Societys w ebsite is updated daily with animals that are available for adoption, and a mobile pet adoption unit goes to events. F or those struggling to afford to keep their animal, a food bank is available to help with the cost of dog and cat food. S o much is being done here to get the dogs and cats adopted, she said. While at city hall, the delegation were given small keys to the city, as well as a copy of the citys 50th anniversary history book, A City for All P eople and a digital copy of the docudrama City of Dr eams. Dur ing the ceremony, they were presented with a r eproduction of A River Run Through It, a painting nature artist Guy Harvey created for the city in 2006. The original hangs in the lobby of the Port St. Lucie Civic Center. The Chinese delegation presented a PowerPoint presentation about their city, and presented Mayor J oAnn Faiella with a silk scroll about Huzhou. Throughout the presentation, Dai Binbin, the interpreter for the delegation, pointed out the similarities between the two cities. W e have been working on this partnership for about a year, said Mayor Fa iella. Were very excited for the possibility of future shared economic and cultural ideas. The concept of being a sister city with a foreign city came about when President Dwight D. Eisenhower founded Sister Cities International, a nonprofit network that creates partnerships through international communities. A group of volunteers in the community partner with city officials to offer the program. A ccording to Larry Pelton, president of the St. Lucie C ounty Economic Development Council, Torry Pines Pr esident Richard Houghten first brought up the idea for Po rt S t. Lucie to partner with the city in China because one of the institutes scientists was from that area. After the city hall presentation, the city council and the delegation toured Port S t. Lucie, with stops at Torr ey Pines Institute for Molecular Studies, the Kight Center for Emerging T echnologies at Indian River S tate College and other manufacturing locations, finishing with a boat tour of the St. Lucie River and dinner at Club Med. This is breaking the ice, so to speak, Mr. Pelton said. It shows we have businesses here that want to do business in China, and the Chinese have businesses that want to do business here. The next step is for city and county officials to travel to the Chinese province in October to experience the culture and community. PORT ST. LUCIE Port S t. Lucie Police were still searching this week for a man who robbed a woman in a bank parking lot last week. The robbery occurred J une 4 at 11 a.m. in the parking lot of Seacoast N ational Bank, U.S. 1 and T iffany Avenue in Port St. L ucie. The woman reported that after she drove into the parking lot and parked in a handicapped space, the man approached her vehicle and asked to use her cell phone, a press release said. After she let the man use her cell phone, the man pointed a gun at her head and demanded money, the woman told police. S he complied with the r equest and the robber fled, the press release said. P olice said the victim was not injured. At the time of the robbery, the suspect was described as a black male, 30 to 35 years old, 5 feet, 7 inches tall, weighing 185 pounds, with a medium build and a rough complexion. He also has yellow teeth with a slight gap between the front teeth. Yes, not left-leaning propaganda but the actual facts with sources so each may self-educate. It has been said that ignorance is curable but stupidity is not. So let us educate. F irst, government is not expanding, it is contracting. S ince President Obama took office the number of government workers has shrunk. Yes, fewer are employed in government jobs today. These data show growth in very recent federal employment, approved by congress, of medical personnel, border patrol agents, military to support returning veterans and homeland security. Not bureaucrats. So the statement that we have an ever expanding government out of control is false. One can also use data in the Bureau of Labor Statistics, but it is more to wade through. N ext, the Pope knows nothing, nada about economics. D ebt reduction will not spur growth. Investment generates growth, ask anyone with a growing business. This fact has been proven many times over the past decades ever since Ronald Reagans supply side economics and Dick Cheneys infamous quote: Deficits dont matter. Recall that one? It was uttered in defense of the tax cuts for the r ich and it has been proven wrong again. The Pope should educate himself to see the harm done to the poor by austerity programs. Under Reagan, our deficit rose by some 3 trillion. Under Bush I, another 2 trillion was added. Remember Desert Storm? Clinton r educed the deficit to almost zero, almost. But the previous debt remained. G.W. Bush, added a huge unfunded tax cut and two wars, thus increasing the deficit by more than 9 trillion. When President Obama took office he inherited a budget deficit of more than $14 trillion. The deficit is a GOP deficit, not a Democrat deficit. These are the facts. The facts will not disappear just because someone calls them Obamas deficit. However, there exist many who believe a lie if it is repeated often enough. That is sad, because the facts still remain, and the lie will be exposed. I urge those who rant on this score to stop and educate themselves. Just Google federal deficits over time. Now, for socialism and what is a socialist. Starting with the error in describing western European countries as socialist, they are not. Sweden, Denmark, Finland, Norway, Germany, Belgium, the Netherlands and more are social democracies. The people elect their parliament and their prime ministers. Elections are held when support falters and the country changes. A socialist believes in managing limited resources and not, repeat not allowing some to have disproportionally more of these limited resources. How it is managed is different for each country. There are plenty of people out there who are able to use their laptops wherever they want and sending isnt a problem but there are others who (try as they might) cant send an email when away from home to save their life. The answer usually lies in what email service their system is set up to use when the mail fails to send versus the email services that works no matter where they are. C onfused? Lets back track a bit and talk about the typical home Internet service and whats included. When you sign up for I nternet service for your home, one of the things that y ou get is an email address. Y our Internet service provider gives you access to the Internet from home and sets up a username which typically becomes your email address. Then your email program (Outlook E xpress, Outlook, Windows Live Mail etc.) gets set up with your username, password, POP and SMTP settings. Now the POP settings (post office protocol) tell your email program from where on the I nternet your incoming mail can be retrieved and the SMTP settings (simple mail transfer protocol) tells your mail program where on the I nternet your outgoing mail needs to go when you click the send button. The problem sending mail usually lies with the SMTP settings. Y ou see, Internet service providers take spam very seriously and in an effort to try to thwart SPAM, some providers will prohibit r elaying outgoing mail through their SMTP servers. What this means is when an outgoing mail message is being sent from within their network, it goes along without a hitch. But when y ou try to use your machine in a network that is different from the one you use at home (maybe your home network is AT&T and the coffee shop you are trying to send email from is Comcast, for example) then the SMTP server rejects the outgoing mail because its not originating from within its network. The message gets blocked as part of the service providers efforts to thwart spam. So what do you do? And why is it some people have no problem sending mail and others cant? The amount of decline has slowed, which is a good sign, he said. He used the example of a car approaching a stop sign. The closer the car gets to the stop sign, the slower it goes, before it eventually comes to a stop. The darkest days are behind us as they pertain to property values, he said. The percentages released are just preliminary estimates, though Mr. Pruitt said the numbers between these and the official numbers released in July will be v ery close. The July percentages will be the figures we place on the Truth in Millage notices that go out to property owners, he said. It will be also be used by government agencies for budgeting purposes. The final numbers wont be released until the end of the year, giving residents who dont agree with the property value on their TRIM notice to go through a hearing with the value adjustment board. A nyone who has an issue concerning their property v alue can file a petition with the property appraisers office, Mr. Pruitt said. Last year, the office saw approximately 1,200 petitions, and the majority of those were settled before they went before the value adjustment board. Mr. Pruitt said the slowing in the decline of property v alues is good for the residents of St. Lucie County. The shelter serves those with medical needs, such as people on oxygen. The drill involved going through the procedure of setting up the special needs shelter and practicing communications required for a r esponse to an impending hurricane. Though a hurricane may not come through St. Lucie C ounty this year, Larry Lee, administrator of the countys health department, said the drill is needed. Dur ing the eight years since hurricanes Jeanne and Fr ances hit St. Lucie County in 2004, theres been staff changes in all agencies. New er employees, particularly, need training, he said. The drill helps officials to see where the training needs are, and to find glitches, r ather than waiting for those to occur during a real event, he said. S hould a hurricane occur this year, one big difference from 2004 is the location of the special needs shelter, Mr. Lee said. In 2004, he said, the St. L ucie County Civic Center, which was never designed to be such a shelter, served that purpose. Dur ing the middle of Hurr icane Frances, the roof blew off, he said. As a result, during Hurricane Jeanne, special needs patients were sent ahead of time to Palm Beach County, he said. B ut all that shouldnt happen with the Fenn Center, he added. This building was designed to be a shelter, he said. I consider this to be the second safest building in S t. Lucie County to be in during a hurricane. The safest is the Emergency Operations Center, located at the St. Lucie C ounty Fairgrounds, because its 10 miles from the coast, he said. B esides being built to withstand Category 5 hurricane winds, the Fenn Center, has a morgue, handicapped-accessible showers and electrical cords that come from the ceiling, Mr. Lee said. In the civic center, we had to string cables all over the place and people had to step over them, he said. The Fenn Center is capable of housing 500 special needs patients, officials said. To put the drill together, it took a lot of time and coordination since so many different people and agencies participated, said Sonji H awkins, preparedness planner for the Health D epartment. B esides the Health D epartment, those included the county and law enforcement agencies. S he said 250 people were involved in the drill, which was planned for the past seven months. The drill actually began four days earlier than when most of the people arrived at the Fenn Center. Thats because in an actual situation, the response begins days before the hurr icane is supposed to hit the area, said Tom Daly, emergency operations coordinator for St. Lucie County. He said officials simulated a conference call they would make in a live situation to begin planning the r esponse. Four people have qualified to run for the other seat, in District 4: R obert Bluestone, Daniel Ku re k, Ronald Bowen and J olien Caraballo. In the County Commissioner District 1 race, incumbent Democrat Christopher Dzadovsky will face Republican challengers B illy ODell and current Fort Pierce Mayor Robert Benton. The District 3 seat on the county commission is also up for election and currently held by Democratic Commissioner Paula Lewis. Challenging her is Republican Debra Swanson. All seven candidates who filed to run for County Commission District 5 seat have qualified. R epublicans Cushman R adebaugh III, Bobby Hopkins and Al Rivett have filed to run for the seat, along with Democrats Patrick C ampion, John Culverhouse, Kim Johnson and Charles Grande. The seat is currently held by Democrat Chris Craft, who recently announced his intention to r un for tax collector. Only two seats are up for r e-election on the St. Lucie C ounty School Board, Districts 2 and 4 and both the incumbents are running unopposed. Car ol Hilson, currently has the District 2 seat, and the District 4 seat is occupied incumbent Kathryn H ensley. All constitutional officers in the county are up for reelection this year, including: clerk of circuit court, sheriff, property appraiser, tax collector and supervisor of elections. Jo seph Smith, the incumbent clerk of circuit court, will face off against Bill Har dman. Property appraiser Ken Pruitt is running unopposed, and incumbent Gertrude Walker will be running against Stephanie Morgan. The tax collector seat has r eceived interest this year, and the three people who filed to run all qualified for the position. This is the 16th year the summer musical has been presented by the School D istrict of St. Lucie County, and Patrick Madden, the drama teacher at Port S t. I t s a show weve always wanted to do. All monies raised from ticket prices go toward next years performance. This year is more exciting for the performers because Kathy Brier, an actress who starred in the play during its 2003-04 r un on Broadway will be at Po rt S t. Lucie High School mentoring the actors. S hes going to come sit in on a class rehearsal, Mr. Madden said. Shes also going to be conducting a master class for the students. Its very exciting. Theyre delicious dipped in yogurt. Tr y baby carrots, dried fruits, nuts, Jello, bananas and low-fat regular or chocolate milk. Another neat idea is "ants on a stick." Let them stuff a celery stalk with peanut butter topped with raisins or low-fat cream cheese topped with sliced olives. How about English-muffin pizza? Spr ead tomato sauce on a toasted muffin, top with oregano, cheese and any vegetable they choose, heat in the oven. Try my recipes and make some play clay. Y ou'll have fun, as well. Serve cut up with a little mustard for dipping. Come to think of it, they still are. P lace eggs in small pot, cover with cold water and sprinkle in some salt (it helps prevent eggs from cracking). When water boils, lower heat and cook for 3 minutes for a large egg, 4 minutes for extra large. Br ing pot to sink and turn on the cold water to stop the cooking. To serve, rap the center of the egg with a dull knife and scoop egg into a small dessert dish. A dd a little butter, or butter substitute and for an adult, salt and pepper. B utter a slice of plain bread and break little pieces into the eggs (chippies). Yum! Y ou can also use an egg cup and eat the egg directly from the shell. Not as much fun, no chippies! Br eak egg into the "hole." C ook until set. Turn and cook the other side. Serve with the bread round to dip in the yolk. P P L L A A Y C Y C L L A A Y Y This recipe, from Arm & H ammer, can occupy your kids for hours and it's kid safe. Make ornaments for Christmas. 2 cups Arm & Hammer baking soda (one 1-lb box) 1 cup corn starch 1-1/4 cups cold water M ix all ingredients in a saucepan, cook over medium heat stirring constantly. When mixture is the consistency of moist mashed potatoes, turn out onto a plate and cover with a damp cloth. Use as is, or tint with food coloring. S tore leftover clay in the r efrigerator in an air-tight container. To make ornaments, roll clay to 1/4 inch thickness on waxed paper. Cut with cookie cutters or your own designs. Sketch patterns or accents into the ornament with a paper clip and insert a loop of colored cord or pipe cleaner into one edge for hanging.
