The en-US ordinance permitted a household to have no more en-US than five chickens on the property. en-US The ordinance was set to expire Jan. 31. With that en-US in mind, the council had three options: extend the en-US program for two years, adopt a permanent ordien-US -en-US nance or allow the program to expire on its expiraen-US -en-US tion date.en-US According to city documents, To date, five en-US Temporary Urban Chicken Permits have been en-US issued. Since the program has been in place, en-US there has been one complaint emailed to staff en-US regarding sanitary conditions.en-US But the documents followed up this stateen-US -en-US ment by saying that, even though animal en-US control had received complaints regarding en-US the chickens, the properties were in compliance en-US with the requirements of the program.en-US The council extended the temporary ordinance en-US and is expected to make the program permanent in en-US January of next year.en-US Other municipalen-US-en-US ities in Volusia County are experimenting en-US with en-US urban chicken programs. Six cities have rules for en-US backyard chickens while others prohibit them. en-USVolusia County Chair Ed en-US Kelley and Sheriff Mike Chiten-US-en-US wood squared off over a conen-US -en-US stitutional amendent that en-US would give more power to en-US elected department heads, en-US such as the sheriff.en-US The Daytona Regional en-US Chamber of Commerce feaen-US -en-US tured a point/counter-point en-US discussion on Amendment en-US 10 as part of its monthly Eggs en-US & Issues series Thursday, en-US Oct. 11, at the LPGA Internaen-US-en-US tional Clubhouse.en-US The amendment is one of en-US several on the Nov. 6 ballot, en-US and has four provisions. en-US It changes the state legislaen-US -en-US tive session start date in en-US even-numbered years; it creen-US -en-US ates a counter-terrorism en-US office in the Florida Departen-US -en-US ment of Law Enforcement; it en-US establishes a Department of en-US Veterans Affairs in the Conen-US-en-US stitution; and it requires five en-US county-level offices (tax colen-US-en-US lector, property appraiser, en-US elections supervisor, sheriff en-US and clerk of the court) to be en-US elected and revises their en-US scope of authority.en-US Its the last of the four proen-US-en-US visions, which would change en-US budgetary processes, that the en-US two countywide elected offien-US -en-US cials debated.en-US The County Council curen-US -en-US rently decides the budgets en-US and spending of the five en-US positions mentioned in the en-US amendment.en-US Proponents of the amenden-US -en-US ment, including Sheriff Chiten-US -en-US wood, believe it gives constien-US -en-US tutional officers better en-US control to operate their en-US departments and make them en-US more responsive to the puben-US-en-US lic. A2 Port Orange/South Daytona/Ponce Inlet/Daytona Beach Shores en-USTracy Genovese is a crazy en-US cat lady of a different kind.en-US The Port Orange resident en-US feeds cats at 15 colonies every en-US night while working a full-en-US time day job and, at her own en-US expense, has paid for spaying en-US and neutering many of them. en-US I have been doing this for en-US the past 20 years Ms. Genoen-US-en-US vese said. I do this seven days en-US a week, regardless of rain, en-US shine, hot, cold, hurricanes, en-US illness, family events or funcen-US -en-US tions, even family deaths. I en-US have done this even when I en-US have been warned of being en-US arrested for feeding. I am deden-US-en-US icated to these animals and en-US under no circumstances can I en-US leave them without the help I en-US have provided to them over en-US the last two decades.en-US She also took it a step furen-US -en-US ther, creating the Daytona en-US Beach-based non-profit Resen-US-en-US cue A Life in 2012 with other en-US individuals who have devoted en-US years to caring for abandoned, en-US unwanted, free-roaming cats en-US and kittens. The groups goal is en-US to change the world one rescue en-US at a time and reduce the numen-US -en-US ber of animals killed in shelen-US -en-US ters.en-US I started doing this as a volen-US-en-US unteer for a local group back en-US in the s. This group started en-US colonies all over Volusia en-US County and after starting the en-US colonies, they basically abanen-US -en-US doned them and walked away, en-US she said. The cats came to en-US expect this one and only meal, en-US and they would sit and wait for en-US hours, days for this only meal. en-US This was not the cats fault that en-US this initial group walked away, en-US and I could not bear the en-US thought of just leaving them en-US and knowing they were waiten-US -en-US ing for this meal. I had to conen-US-en-US tinue doing what I volunteered en-US to do and help these animals.en-US Ms. Genovese started Resen-US -en-US cue A Life because of financial en-US struggles. She needed food, vet en-US care and funding for trap-neuen-US -en-US ter-release. By starting a en-US non-profit, she hoped she en-US would be able to apply for en-US grants, request help with cat en-US food, vets and help with feeden-US -en-US ing the colonies. en-US Her group has to overcome en-US problems caused by irresponen-US-en-US sible pet owners who failed to en-US spay or neuter their animals or en-US abandoned them.en-US Its not just cats, either. The en-US group also is concerned about en-US dogs, rabbits, even pigs.en-US Over the years, I have seen en-US a wide variety of animals that en-US are dumped due to the irreen-US -en-US sponsibility of humans and it en-US is shameful, Ms. Genovese en-US said. We need the communien-US-en-US tys help in understanding the en-US importance of spay and neuter. en-US We also need to educate peoen-US -en-US ple that no matter what their en-US situation may be, if you take en-US on an animal, you should be en-US keeping that animal, not abanen-US-en-US doning or dumping the anien-US-en-US mal. We have to remember en-US animals dont have a voice in en-US this matter. en-US Pascale Edwards has been en-US volunteering with the group en-US over the past year. en-US (Tracy) does a phenomenal en-US job. The energy and effort she en-US puts forth are beyond amazen-US -en-US ing, Ms. Edwards said. The en-US numbers (in the colonies) en-US would be a lot greater if TNR en-US (trap-neuter-release) efforts en-US werent happening. She puts so en-US much time and energy into it.en-US But, he said, she needs help. en-US She is doing this out of pocken-US -en-US et. If she could get some donaen-US -en-US tions of food or whatever it en-US may be that would be aween-US -en-US some. A volunteer or two en-US would help relieve her of some en-US of the time she is spending. en-US Any help would definitely be en-USappreciated, Ms. Edwards en-US said.en-US The RAL website adds In en-US addition to feeding hundreds en-US daily, a safe haven, rescue and en-US adoption program is provided en-US for those who have been disen-US -en-US carded, injured or abused. en-US Once their specific needs have en-US been met, they are placed up en-US for adoption in search of a foren-US -en-US ever loving family or companen-US -en-US ion, by way of a thorough en-US application and screening proen-US-en-US cess.en-US For more information, to en-US donate or volunteer, email en-US firstname.lastname@example.org or visit en-US rescuealife.net. en-US The address is en-US PO Box 9146, Daytona Beach, en-US Fla., 32120. Teenagers would no en-US longer be clones of their en-US parents and instead would en-US embark on a journey to find en-US their own identities. What a en-US journey it has been. en-US Early on, I would don the en-US oily pompadour made famous en-US by Elvis. Black leather jackets, en-US pegged pants and boots told en-US everyone we were not our en-US fathers and would never be en-US again. When the Beatles en-US became popular, I grew my en-US hair long and switched to flair en-US bottom pants. Next the hippie en-US movement took us even en-USfarther from The Leave It To en-US Beaver image of our parents. en-US Back when rock and roll en-US began, I was presented with a en-US dilemma most of my friends en-US were able to avoid. My en-US 35-year-old mother, who to en-US me was a senior citizen, also en-US totally embraced the new en-US music and loved rock 'n' roll. en-US She was so into it that when I en-US was 14, I gave her a 45 rpm en-US record of Chuck Berrys en-US Sweet Little 16 for a gift. My en-US friends were aghast. You en-US didnt, they laughed. en-US My mom loved that gift. en-US How could my mother be into en-US rock and roll when the whole en-US idea of it was to separate us en-US from our parents? My dad en-US meanwhile was stuck on en-US Lawrence Welk. No problem en-US there. Of course now both of en-US them are gone and I have en-US become a rock and rolling en-US senior citizen. Is that OK? Can en-US we be old and still love the en-US music? Heck, The Rolling en-US Stones are all older than I am, en-US so it must be okay, right? en-US I must admit these days I en-US am self-conscious about en-US attending a concert, especially en-US when the music takes me over. en-US I dont dance much anymore, en-US but when the music is good, I en-US still have to move. When I see en-US other oldsters dancing in the en-US aisles, I am a bit embarrassed en-US for them.en-US What do the young folks en-US think? Yep, I know what they en-US think, but does it really en-US matter? We are the first rock en-US 'n' rollers and it is our music. en-US There are no guidelines or en-US blueprints to limit our actions en-US for we are the originators. As en-US the first rock 'n' roll senior en-US citizens, we are setting the en-US precedent. en-US Are we allowed to dress like en-US the kids? No, just like my dad, en-US I wouldnt want to do that and, en-US like him, I dont care for most en-US of the modern music. Rap, hip en-US hop and modern pop does not en-US move me. My music is that of en-US the 1980s and before. To en-US further confuse the issue, my en-US grown son and daughter (both en-US parents themselves) also like en-US the same music as I. en-US Is it OK for us to go to en-US classic rock concerts together? en-US No, I dont think so. I wouldnt en-US want to embarrass them. I en-US know I would not want to en-US move to the music in front of en-US my kids. Its not a pretty sight. en-US But look, as the first aging en-US rock genen-US eration, we should be en-US allowed to do as we please. I en-US suppose my message to you is en-US do whatever feels good. If a en-US driving rock beat makes you en-US move in your seat or jump to en-US your feet, then go for it. Shoot, en-US you and I have a lot invested en-US in this rock 'n' roll thing. Sixty en-US years later and the music is en-US still ours. en-US If we did not accept Buddy en-US Holly in 1956, there would en-US have been no led Zeppelin in en-US 1980 or REM in 1990. en-US Without us, there would have en-US been no Michael Jackson or en-US Jay Z. If you still enjoy the en-US music, God bless you. He felt passing en-US the amendment would cost en-US taxpayers more money and en-US would not make citizens any en-US safer. en-US Why would we want to en-US have the sheriffs office operen-US -en-US ate every single part of that en-US department? My position is en-US are we going to be better off en-US having (the five) constitutional en-US offices or not? Why do we en-US want to go and make this a en-US partisan election?en-US There will be a choice that en-US will have to be made if this en-US passes to be partisan one way en-US or the other (in the primaries). en-US Keep partisan politics out of en-US those five constitutional officen-US -en-US es. We should all be looking to en-US make things better. A8 Port Orange/South Daytona/Ponce Inlet/Daytona Beach Shores en-USIen-US en-USrecently received an email en-US from a reader regarding his en-US mortgage, and Id like to en-US share it with you. en-USPlease keep the letters and en-US emails coming, by the way! I en-US enjoy using your questions, en-US not only for this column, but en-US also for my PlanStrongerTV en-US show. Ill always modify the en-US submission slightly and en-US change the persons name to en-US protect his/her anonymity . en-US so here is Hanks question:en-US I am an avid reader and en-US fan of your column. Your en-US advice is always useful, easy en-US to understand, and concise. en-US Thank you and keep up the en-US good work!en-US I am a single man in my en-US mid-50s with a small en-US business. My income en-US fluctuates from year to year, en-US and I am careful about my en-US spending so I can afford to en-US contribute as much as en-US possible to my IRA and also en-US keep an emergency cash en-US fund.en-US My question is this: I am en-US 31/2 years into a home loan en-US with a 30-year fixed morten-US -en-US gage at 3.75 percent. My en-US mortgage payments are en-US affordable and I always pay en-US an additional 10-20 percent a en-US year toward the principal, as en-US my income allows. en-US All of a sudden, however, en-US it seems I have been getting en-US heavily marketed to by en-US financial institutions en-US (including my mortgage en-US holder) wanting me to en-US refinance my home loan. Is en-US there some coincidence to en-US this timing (ie: after three en-US years, are the banks profits en-US from my loan not where en-US theyd like them to be? en-US Perhaps they are not pleased en-US with my additional principal en-US payments?). I am also en-US curious if a refinance would en-US be of any benefit to me. I en-US dont need extra cash to en-US finance anything, and my en-US priority is saving for my en-US retirement. I am not inclined en-US to extend the duration of my en-US home loan, unless it is a good en-US financial move.en-US I would appreciate your en-US insight and expertise.en-US Thank you for your kind en-US words, Hank. Here are my en-US thoughts on your question:en-US 1. Theres no real correlaen-US -en-US tion between refinance en-US solicitations and the number en-US of years you have had your en-US mortgage. More likely, youve en-US become a marketing target en-US because of the equity you en-US have built up in your home en-US by making extra payments. en-US 2. Youve locked in a great, en-US long-term fixed rate. Good en-US for you! There is absolutely en-US no reason for you to en-US refinance, based on the en-US information you provided. en-US Moreover, the rates are at en-US least 1 percent higher today! en-US Id simply ignore the offers en-US and relegate them to your en-US shred bin.en-US 3. If youd like to have some en-US flexibility and a back up en-US emergency source of funds, en-US you could consider a Home en-US Equity Line of Credit; these en-US are tied to the Prime Rate. en-US That being said, if you dont en-US think youll need the line of en-US credit, then dont bother.en-US 4. The extra payments en-US youre making on your en-US mortgage are great and will en-US significantly accelerate your en-US pay-off date! You are on the en-US right track! Just make sure en-US you continue to contribute to en-US your emergency fund for en-US unexpected home repairs or en-US if theres a lull in your en-US business.en-US Thanks for writing!en-US David D. A12 Port Orange/South Daytona/Ponce Inlet/Daytona Beach Shores en-USLen-USast week I told you about en-US the great trip I enjoyed en-US with Cen-US apt. Brad Kayholm en-US of Wham Bam Charters.en-USCatching all those giant red en-US drum was surely something to en-US remember, but when that bite en-US ended, the fishing was not en-US over. With darkness falling en-US and the lights coming on in en-US New Smyrna Beach, Brad en-US idled the boat south down to en-US the big North Causeway en-US Bridge. Our hope was to catch en-US the last of the outgoing tide en-US and hook up with some en-US snook. en-US When we arrived, we found en-US it was not an original idea en-US since at least a half dozen en-US boats were already working en-US that area. We moved beneath en-US the center of the peach-colen-US -en-US ored span and allowed the en-US trolling motor to stop us about en-US 60 feet south.en-US Now we were baiting with en-US live croakers while using the en-US same heavy tackle we had put en-US to work on the reds. Rick, en-US Brad and I hooked the bait en-US fish through the tail with our en-US sizable 7/0 circle hooks. Yep, en-US this is not light tackle fishing. en-US This is serious big game en-US fishing. en-US All around us we could hear en-US large fish slapping the surface en-US as they banged into the en-US passing schools of bait. We en-US knew they hit with such a fury en-US in order to stun the small fish en-US and would then double back en-US to slurp them up. We also en-US knew it was snook! People in en-US the other boats were shouting en-US in excitement as they either en-US scored or missed the big line en-US siders. en-US With all that going on it en-US becomes difficult to wait your en-US turn, but in a short time Brad en-US was on. If you have never en-US caught a big snook, you have a en-US wild experience waiting in en-US your future. In the inshore, en-US nothing is more fun, with the en-US possible exception of tarpon, en-US and for that reason those two en-US brackish wateren-US bullies are en-US usually grouped together.en-US Capt. Brads fish was pure en-US piscatorial power with strong en-US runs right up until it came to en-US the boat. What a beauty! The en-US snook was nearly 36 inches en-US long and weighed around 16 en-US pounds, a trophy to be sure. en-US Of course, on this night that en-US snook was in luck as we en-US released it unharmed to en-US someday provide fun for en-US another lucky angler. en-US I had to get up and move en-US closer to admire the fish and, en-US when I turned my attention en-US back to my own rod, I found en-US something was busy munchen-US -en-US ing my bait as well. Fish on! I en-US knew right away the big en-US thumper would be a double en-US for the one we had just en-US released and my excitement en-US surged. en-US Battling such a beast in the en-US dark of night is enough to get en-US anyones blood boiling. The en-US splashing about of the big fish en-US caused white water to appear en-US on the surface. Unfortunately en-US I never got a look at my en-US quarry. The hook pulled free en-US about halfway back to the en-US boat. en-US Oh well, the fight had been en-US a fun one and the fish was free en-US to perhaps gobble up another en-US bait. I slouched into a seat, en-US pretty well spent. It had been en-US one heck of an evening. Giant en-US red drum and huge snook all en-US in one trip was too much to en-US hope for. en-US Back at the dock in Edgewaen-US -en-US ter, I thanked Brad and Rick en-US for a trip to remember and we en-US spoke briefly of our next en-US adventure. Sheeps head? en-US Speckled perch? All sounded en-US good to me for I know when I en-US fish with Wham Bam Charters en-US good things will happen. Big deal? Accorden-US -en-US ing to my wife, it is a big deal en-US and probably to many of you en-US out there as well. en-US Heres what happened. My en-US wife decided to treat her en-US mother to a trip to the en-US Seminole casino in Tampa to en-US play the slot machines. That en-US seems to be a special treat for en-US many retirees that love bingo, en-US too. Everyone arose early to en-US get ready. I thought I would be en-US nice and offered them coffee en-US and toast to get them started en-US on the road. en-US My mother-in-law said all en-US she wanted was a half cup of en-US coffee. She was saving her en-US appetite to eat at the casino. en-US The chef there is a friend of en-US mine and he always spoils my en-US family when they visit. en-US My wife, on the other hand, en-US wanted eggs, fresh fruit, a en-US thermos of coffee and en-US gluten-free toast with jelly. I en-US went to the refrigerator and en-US offered her a choice of orange en-US marmalade, strawberry jam or en-US blackberry jam. She immedien-US -en-US ately answered, Jelly. I en-US explained we did not have any en-US jelly, we had jam so whats the en-US difference? Thats when I got a en-US lecture about the differences en-US between jams and jelly. en-US Welcome to my world.en-US OK, OK, there is a great en-US deal of difference and someen-US -en-US times we crave certain tastes en-US together. Jam is made from en-US fresh cut fruit cooked to a en-US pulp with sugar. This creates a en-US thick fruity spread. en-US Jelly is made from the fresh en-US juice of fruit cooked with en-US sugar. Some manufacturers en-US add pectin to thicken and gel.en-US Finally, marmalade is en-US similar to jam, but it is made en-US from the bitter Seville oranges en-US from Spain or Portugal. The en-US word marmalade comes from en-US the Portuguese marmelos, an en-US orange paste. en-US My wife is absolutely en-US correct there are many en-US differences between jams, en-US jellies and marmalade, and en-US their usage. Please dont tell en-US her I said that. Lets face it en-US peanut butter and marmalade en-US just doesnt sound right or en-US taste right; it has to be jelly. en-US When you need to add en-US flavor for cooking fish or en-US poultry, jams and marmalade en-US will hold up better and give it en-US a fruitier taste, adding the en-US needed acidity to enhance en-US flavor. en-US The history of these tasty en-US treats date back to 1785 when en-US Napoleon Bonaparte offered a en-US cash reward to anyone who en-US could come up with an idea to en-US preserve food for his troops. en-US A chef named Nicolas Appert en-US experimented, using high en-US temperatures to heat food and en-US then sealing them in a glass, en-US airtight jar. This technique en-US worked and he went on to en-US discover different foods must en-US be processed at different en-US temperatures, depending on en-US the acid in the food. en-US Louis XIV always ended his en-US feast with jams and marmaen-US -en-US lades. In the 1800s, a nursery en-US man named John Chapman, en-US later known as Johnny en-US Appleseed, walked the en-US Midwest planting apple en-US orchards so future pioneers en-US would have crops. One of en-US those pioneers was Jerome en-US Smucker, who used the crop en-US to produce apple butter and en-US later gave birth to the Smucken-US -en-US ers company we know today. en-US In 1869, in Concord Mass., en-US Dr. Thomas Welch used the en-US Concord grape to begin his en-US juice company. In 1918, he en-US produce his first jam, called en-US Grapelade. He sold his entire en-US production to the army that en-US shipped it overseas to soldiers en-US in France. When they came en-US home, they wanted more. By en-US 1923, the Welch Concord en-US Grape Jelly Co. was born. en-US I could share a jelly recipe en-US with you, but thats no fun. If en-US you want one, e-mail me. Now en-US how about a great fish recipe en-US that uses jam instead.
