The net cost of the en-US medical transport to the genen-US-en-US eral fund is estimated to be en-US $217,047, which equates to en-US .0712 mill. Excluding the en-US medical transport, the tax en-US increase would be 1.55 peren-US -en-US cent over the FY18 budget en-US and 8.3 percent over the rollen-US-en-US back rate.en-US The increase in taxes, en-US along with other general en-US fund revenue sources, will en-US increase the citys general en-US fund revenue $2,159,261 en-US from last years budget, city en-US officials stated. The price did en-US not go down accordingly. The en-US fact I can take up a spoon and en-US go through an entire so-called en-US half gallon of ice cream leaves en-US me with inescapable guilt. en-US Luckily if you shop carefully, en-US there are still companies that en-US make a full half gallon. en-US Most of the time, the beer en-US companies charge more for en-US their low-calorie versions. en-USWhat did they leave out to en-US bring down the calorie count en-US and where did it go? In the en-US 1970s, about the time they en-US took the lead out of gasoline, en-US the price per gallon tripled. en-US These days there is a long en-US list of things that are routinely en-US left out. Trans fats seem to be en-US big, although I have no idea en-US what that is. Tree nuts have en-US become a plague on society. en-US Must we really make an effort en-US to leave out antibiotics? en-US Wouldnt you think that to be en-US a given?en-US High fructose corn syrup en-US has become an enemy of the en-US state, but I think I love it. en-US Fillers, dyes, preservatives and en-US GMOs are a big no-no. Every en-US now and again, a company is en-US found to be in violation of en-US some of these. A while back en-US some packaged foods aimed at en-US vegetarians were found to be en-US made with lard. No doubt en-US about it, if you want to sell en-US tasty food, pig fat is the way to en-US go. en-US If all of the businesses en-US continue to act on the en-US principal that we will pay en-US more for things left out, the en-US following could soon become en-US a reality. en-US At the Subway sandwich en-US shop, the person building your en-US sub asks if you would like en-US green peppers, mayonnaise, en-US ketchup or hot peppers. All of en-US those you decline, but at the en-US checkout the person there en-US says, OK, now, you have no en-US green peppers, that will be 30 en-US cents. No mayonnaise a en-US quarter, 10 cents for no en-US ketchup and 40 cents for no en-US hot peppers. When she rings en-US you up, that adds a buck five en-US to your bill.en-US Dont laugh, we may be en-US heading in that direction. en-US I dont care for the way TV en-US leaves out half my screen en-US while raising the price. en-US Putting those advertising en-US bands across the bottom while en-US I am trying to read subtitles is en-US something I could do without. en-US Oh, another thing about the en-US tube. It appears the reality en-US thing has managed to leave en-US out real actors, too. Television en-US is too expensive to leave en-US anything out, especially en-US quality performers.en-US The one place where I en-US would like them to leave en-US things out is in the new cars. en-US All those complicated gizmos en-US are just more things to break. en-US Right now my SUV is conen-US -en-US stantly telling me I have low en-US air pressure in my tires. The only time I see a en-US bicycle in the middle of the road is usually when the rider is en-US crossing a road, or going around aen-US n obstacle, or in a neighboren-US -en-US hood on a back street. This is where you find the neighborhood en-US children riding who delight in racing and riding in circles and en-US generally doing innocent kid stuff.en-US Bicycles are subject to the same rules as motor vehicles. Just en-US like motor vehicle operators, you will find some breaking the en-US law, riding against traffic. This is a danger to all because most en-US cars, when pulling out of a driveway or into an intersection, are en-US not looking for bicycles riding on the wrong side of the road, en-US and just not paying attention.en-US They should be ticketed as should a motorist. Maybe we need en-US more bicycle rider education, but how in the world would en-US requiring a bicycle to be registered solve any of these issues? en-US How about motorists and bicyclists alike use more of what seems en-US to be missing in large amouen-USnts these days common sense and en-US courtesy? en-US As it stands, the law is give bicyclists three feet of clearance. en-US That means stay three feet off of the bicycle lane, not drive next en-US to or on the line. The following en-US are three questions that come en-US up often when consulting en-US with my clients:en-US 1. At what age can you en-US draw SS benefits without en-US being taxed?en-US Though this is not going to en-US be a popular answer, taxation en-US of Social Security benefits has en-US nothing to do with your age. en-US There is a complicated en-US formula used to figure the en-US portion of your Social Securien-US -en-US ty that will be taxed. It might en-US be zero, 50 percent or 85 en-US percent, depending on your en-US income level. The tax rate en-US applied will also depend on en-US your total income. en-US And, by the way, your en-US Medicare Part B premiums en-US are also based on your en-US income . higher income en-US equals higher premiums. So, en-US whether you draw it early, at en-US full retirement or at age 70, en-US the taxation of Social en-US Security benefits depends on en-US your total income at that en-US time and not the number of en-US birthdays!en-US 2. Would you be penalized en-US if you work and collect Social en-US Security?en-US Ive written about this en-US many times before, but it is en-US still a frequent question. This en-US answer does depend on your en-US age when drawing benefits. If en-US you draw benefits earlier en-US than your normal retirement en-US age of 66 to 67, you are en-US limited in how much work en-US income you can receive en-US without reducing your en-US benefits. For 2018, that en-US number is $17,040 in earned en-US income. Once you reach your en-US normal retirement age, there en-US is no longer a limit. You can en-US make as much money as you en-US want without having it affect en-US your SS benefit amount. en-US 3. Would IRA withdrawals en-US affect Social Security en-US benefits?en-US The simple answer is no. en-US If someone takes Social en-US Security early, only work en-US income is counted. Divien-US -en-US dends, capital gains, penen-US -en-US sions, annuities, and IRA en-US withdrawals will not affect en-US whether your SS is reduced; en-US however (and again), these en-US income items could cause en-US more of your Social Security en-US to be taxed.en-US Social Security can be en-US tricky! For that moment, en-US all is right with the world. en-US The Ormond Beach Leisure en-US Services Division, led by en-US Robert Carolin and Stefan Siben-US -en-US ley, has been doing these en-US events three times a year since en-US 2012. For all of those 21 en-US events, hard-working Sonja en-US Johnson, Leisure Services en-US event coordinator, has made en-US sure the participating kids and en-US their parents or guardians had en-US a good time. en-US This year 40 children en-US showed up to give it a try en-US under the big Granada en-US Boulevard bridge. Many en-US caught their first fish, while en-US others showed off their en-US experience by bringing in en-US multiples. en-US Eight-year-old Alyciana en-US caught my eye with her great en-US casting for accuracy and en-US distance with an open faced en-US spinning combo. In the en-US process, she caught a couple en-US catfish and I can tell you she en-US has the making of a lifetime en-US angler. en-US As in all of the past Reel in en-US the Fun events, I served as an en-US official weigh in and fish en-US identifier guy. This year in my en-US area, young David caught en-US three fish and Raymond en-US landed a nice snapper, but I en-US have to say the girls really en-US nailed it. en-US Four-year-old Rachel put a en-US nice 13-inch spotted sea trout en-US on the boards that weighed en-US just over a pound. That would en-US be a decent catch for yours en-US truly, but to watch her land it en-US on a Rainbow Brite fishing en-US combo was especially impresen-US -en-US sive. In this tournament, all en-US fish are released, but Rachels en-US trout was close to being a legal en-US keeper. Ten-year-old Layla en-US caught a pretty jack and en-US four-year-old Sydney landed a en-US fat little croaker while en-US six-year-old Maddox put a en-US nice sailors choice on the en-US boards. en-US All that action kept me en-US pretty busy, but I was able to en-US spend some time with City en-US Commissioner Troy Kent and en-US his son, Wyatt. Troy was en-US instrumental in getting these en-US tournaments started and he is en-US always in attendance. We en-US shared stories of days gone by en-US and Troy told me how his dad en-US had always taken the time to en-US get him out fishing when he en-US was a lad. en-US A little later, I spotted a en-US gentleman walking the planks en-US under a vintage Stetson hat. en-US When I complimented him on en-US his head gear, he sat with me en-US to trade a few memories. Little en-US did I know the fellow wearing en-US the Stetson was Troys pop, en-US Don. en-US When it was time for the en-US awards, Sonja and her staff en-US gave each kid entered a brand en-US new rod and reel. The top en-US fishermen of the day won en-US either a tackle box, bait bucket en-US or trophy and sometimes all en-US three. Miles and Odin won en-US prizes as did Liliana for her en-US nice red fish. Sadie and en-US Annabelle won as did Wyatt, 1808 W. Intl. Spwy. Is science finally en-US finding its way into the en-US kitchen? Are we becoming en-US food scientists rather than en-US culinary chefs? I think the en-US answer lies in history. en-US The dawn of better health en-US and sanitation may have dated en-US back some 750,000 years. en-US Recent discoveries in the en-US Durance Valley in France have en-US found evidence of man-made en-US fires from this era. Prior to en-US this time man would eat his en-US food raw. He had no inkling en-US the decreased population en-US from time to time may be en-US from the smelly woolly en-US mammoth everyone was en-US eating a week after it was slain. en-US Then one day, Mr. Caveman en-US dropped a piece of meat on a en-US fire. It smelled great. It was en-US easier to chew and more en-US people seemed to stay around en-US longer. Voila! The dawn of en-US better health and sanitation en-US began! Later, the use of salt to en-US preserved meat was develen-US -en-US oped. en-US The next great step in the en-US development of better health en-US would not come until the en-US mid-1500s. The normal en-US procedure for eating was to en-US use your hands. During the en-US medieval period, it was the en-US custom for two people to eat en-US out of the same bowl with en-US their hands and a common en-US cup was sometimes used for en-US wine. Whoops! Population en-US decreased again. It was not en-US until the Italians developed en-US the fork that a monumental en-US leap forward was made for en-US better health; however, the en-US fork was not widely accepted.en-US Life would continue pretty en-US much unchanged until Louis en-US Pasture came along and en-US developed the process to en-US pasteurize foods. Civilization en-US would make great gains in the en-US development of better health.en-US When white bread was en-US developed, it was thought to en-US be an improvement over dark en-US bread with food preservatives. en-US Then the Dutch discovered en-US slaves in the West Indies were en-US suffering from some sort of en-US diet problems brought on by en-US the fact the main staple was en-US brown bread, which mainen-US -en-US tained all the vitamins and en-US nutrients. The new white en-US bread had lost all of its en-US vitamins and nutrients. en-US Studies were conducted and it en-US was found foods contain en-US certain elements for good en-US health. Vitamins were born!en-US As we look at the history of en-US food, we see cuisines from en-US around the world were created en-US and flourish each in its own en-US culture, each with its own conen-US -en-US tribution to the worlds en-US knowledge of food. Nothing is en-US more basic to human history en-US and the development of en-US civilization than food and the en-US pursuit of food science, such en-US as heat transfer, boiling, en-US steaming, sauteeing, grilling, en-US baking and roasting. Other en-US innovates were emulsified en-US mixtures, caramelization, en-US enzymatic browning and en-US flavoring of food. The list is en-US endless!en-US Science is not moving into en-US the kitchen, I believe science en-US was always in the kitchen and en-US chefs could easily be called the en-US first true scientists. Our en-US profession is becoming better en-US educated and knowledgeable en-US about the science of what we en-US do. Were beginning to en-US understand the why in what en-US we do instead of just passing en-US on ideas and techniques one en-US generation to the next in en-US recipes and word-of-mouth en-US because we know they work. en-US We are the fire that fuels food en-US history, and history can set the en-US direction of civilization.en-US Now I will get off my en-US soapbox and talk about a great en-US recipe.en-US Feta Cheese Mousse Appetizer en-US Yield: 4-5 servingsen-US Ingredientsen-US 8 ounces Greek feta cheese, en-US crumbled (1 1/2 cups)en-US 1/2 cup heavy creamen-US Freshly ground white en-USpepperen-US 2 1/2 pounds mixed en-US heirloom tomatoes, sliced, en-US quartered or halveden-US Sea salt and coarsely ground en-US black pepperen-US 1/4 cup extra-virgin olive en-US oilen-US Pita chips small bagen-US 20 pitted Kalamata olives, en-US 1/4 cup thinly sliced red en-US onionen-US 1 tablespoon leaf oreganoen-US Directionsen-US In a small bowl combine the en-US feta and cream. Mix until en-US fairly smooth. Season with en-US white pepper. Scrape the en-US mixture into a shallow bowl en-US and refrigerate until set, about en-US 30 minutes. en-US Before serving, bring the en-US feta mousse back to room en-US temperature, about 20 en-US minutes. Whisk the mousse en-US until loosened. Spread the en-US mousse in the center of each en-US plate. Top with sliced tomaen-US -en-US toes, lightly seasoning with sea en-US salt and black pepper. Drizzle en-US with the olive oil, garnish with en-US the olives, red onion and en-US oregano.
