en-USCouncil wants to keep en-US close eye on inmate careen-USWhen it comes to healthcare for inmates at the en-US Volusia County Jail, the County Council wants to en-US stay involved and avoid pitfalls and past issues by en-US taking the reins in hand, rather than simply relying en-US upon a consultant.en-US Im not comfortable with turning this all over to en-US yet another consultant to tell us what we should be en-US doing. I think this decision stays at the council level, en-US Vice Chair Deb Denys said during a regular meeting en-US May 1.en-US Ms. Denys pulled the item off the consent agenda, en-US a vote for which would have approved allowing a en-US consulting firm to hear presentations from potential en-US providers and then present the council with a recen-US -en-US ommendation on the consultants top choice. en-US To keep the government running efficiently, en-US consultants are used for this purpose on mulen-US -en-US tiple contracts and service providers due to en-US the high number of bids received on each en-US one, County Manager Jim Dinneen en-US explained.en-US However, there also is a process in place for items en-US of high profile, importance or impact when the en-US council needs to be directly involved throughout the en-US process, he added.en-US The council has a right under Schedule D -that en-US is where we bring you qualified candidates onto the en-US dais and you hear the presentations yourselves, Mr. en-US Dinneen told council members. We also en-US wanted to make sure that en-US (the board) understood that en-US this is a living document. It en-US can be tweaked. Even for a smallen-US -en-US er-budget program like en-US ours, the TV production en-US team includes several en-US people: a production en-US manager, an assistant en-US producer, a director, a floor en-US director, a technical direcen-US -en-US tor, an audio person, three en-US camera operators and a en-US make-up artist! en-US Several members of the en-US crew are in their 20s, and en-US heres whats great they are en-US all inquisitive and eager to en-US learn about their finances! en-US Not only is the group highly en-US skilled in their individual en-US roles, but they are always en-US anxious to interact with me en-US and my guests between en-US segments. I truly enjoy en-US sharing my financial en-US knowledge and advice with en-US them. So, one morning, one en-US of the camera operators en-US asked me this question, and en-US I thought it was a relevant en-US topic for this weeks column. en-US Ill paraphrase her thoughts: en-US Ive got 401(k)s and IRAs en-US from previous employers en-US and they are just floating en-US around in limbo in a en-US couple of different locations. en-US What should I do? Should I en-US leave them alone or is there en-US something better I should en-US be doing with them?en-US Personally, I like the idea en-US of consolidating those en-US orphaned 401(k) accounts en-US (or other pre-tax, employen-US -en-US er-sponsored retirement en-US plans) into one IRA. The en-US reason is twofold: 1. A en-US single IRA account will be en-US much easier to manage. 2. en-US More money in one account en-US (instead of several) can en-US open up additional investen-US -en-US ment choices to you. en-US What do I mean by that? en-US Well, if you are investing in en-US mutual funds, for example, en-US there is usually a minimum en-US investment to buy into the en-US fund. Some have greater en-US minimum investment en-US requirements than others. en-US More money means you en-US have a larger pool of en-US investment funds to choose en-US from. You can think of it en-US like a casino, where there en-US are $5 tables, $10 tables, $50 en-US tables and $100 tables. You en-US cant play at a $100 table if en-US you only have $5. I think its en-US better to be able to play at en-US more tables, not fewer.en-US And, here is another en-US suggestion. Should there be en-US a year when you earn less en-US money, and you have en-US already consolidated your en-US IRA, you might consider en-US converting some of the IRA en-US into a Roth IRA. You will en-US have to pay taxes on the en-US money you roll over into the en-US Roth (since no taxes have en-US been paid thus far), so you en-US might not want do it when en-US your salary is at its peak. en-US One of the benefits of a en-US Roth IRA is that, once you en-US pay taxes, future growth and en-US withdrawals are tax free, as en-US long as you meet and en-US comply with the IRSs rules. en-US That was a great question en-US from the PlanStronger crew, en-US and Im sure there will be en-US many more when we start en-US our fifth season of producen-US -en-US tion this summer! en-USA12 Port Orange/South Daytona/Ponce Inlet/Daytona Beach Shores en-USEen-USarly on, fishing in Florida en-US was quite often a group en-US endeavor. en-USWe have all seen those old en-US photos and post cards from en-US the 1940s and s that en-US showed people standing en-US shoulder to shoulder while en-US fishing from a bridge. It en-US always looked like fun and en-US now I am wondering what en-US happened to that? en-US Sadly those days are gone, en-US lost mostly because of fewer en-US fish, fishermen and bridges en-US where we might fish. Locally en-US our days of fishing from en-US bridges are rapidly becoming en-US extinct. en-US Orange Avenue is the latest en-US casualty. For years I fished en-US that bridge and had lots of en-US fine catches there. Now, once en-US the new high rise span is en-US completed, they will probably en-US build a short pier beneath it, en-US but it usually takes about 10 en-US years for the place to recover en-US and begin producing fish. en-US Each time a bridge is rebuilt en-US the nearby marine habitat is en-US all but destroyed.en-US On a recent spring en-US morning I decided to give en-US bridge fishing a try and drove en-US down to the Dunlawton en-US Causeway. The low bridges en-US on the west end still provide en-US folks with a good platform. I en-US arrived in the pre-dawn and en-US was happy to see that traffic en-US was slow.en-US With snook in mind, I en-US began throwing a gray and en-US white Rapala Twitchbait plug. en-US The tide was roaring out, so I en-US fished the south side. On en-US each cast, I would throw right en-US along the bridge and allow en-US the bait to wash south with en-US the flow. Before long I had a en-US strong hit and landed a fat en-US 15-inch bluefish. A good en-US fight, but not the snook I en-US sought. en-US In the following half hour, en-US I caught three more blues. en-US Next I drove south on U.S. 1 en-US to try my luck at the three en-US bridges of Spruce Creek. en-US Back in the day, when you en-US could actually fish from en-US those bridges, I would catch en-US nice snook and some trout. en-US On this morning, I heard en-US fish striking in the dim light en-US under the bridge and was en-US able to pull out a feisty jack. en-US A few casts later and I was en-US hooked up once more and en-US this time the jack won. It en-US managed to rub my mono en-US onto the pilings and that was en-US the end of the Rapala. That en-US was enough for me and I en-US headed north to Main Street, en-US the last fishable bridge in the en-US greater Daytona Beach area. en-US When I arrived, I found a en-US couple fellows fishing for en-US sheeps head. After passing en-US the time, I moved on to the en-US bridge fenders on the en-US northeast side and began en-US getting light hits on my en-US chartreuse jig. Finally I was en-US able to land a nice little en-US mangrove snapper. When the en-US other fishermen came to see en-US it, I gave one of them the en-US snapper and would later add en-US two more. As I left I vowed to en-US come back another day with en-US some dead shrimp and see en-US how many mangroves I could en-US get. I am never opposed to a en-US good snapper dinner. en-US After a long drive, I was all en-US the way up to High Bridge en-US near the Flagler County line. en-US That bridge has been en-US productive for me for en-US decades, but now it was full en-US light and I knew that was not en-US good. Almost all of the fish I en-US have caught there came in the en-US dim light of morning. en-US Traditionally that span is en-US known for snook and gator en-US trout, but on this day a single en-US ladyfish was all I could en-US manage. en-US On the ride home I en-US thought about what I had just en-US experienced. Four bridges en-US and the only anglers I had en-US seen were the pair at Main en-US Street. The days of hundreds en-US of fisher folk lined up on the en-US bridges is gone. The fish are en-US gone. My wife is great about en-US getting ready for the storm en-US season. She starts buying en-US disaster food in March and en-US April a little at a time. She en-US follows all the sales and two en-US for ones and we are ready by en-US June. en-US How do you plan to cook en-US without power? Do you have en-US an outside grill? Great! Is it en-US gas operated or charcoal? en-US Make sure you have the fuel en-US available to cook. I recomen-US -en-US mend everyone have a small en-US gas cooktop as a backup. en-US Chefs use them all the time for en-US chef stations at catering en-US parties. They are not expenen-US -en-US sive, about $20-$25, and en-US operate on a small gas tank en-US the size of a hair spray can. en-US They are big enough to handle en-US a large frying pan or pot. en-US You will be able to cook for en-US days and cook almost en-US anything. The local restaurant en-US supply stores have them. I give en-US them as gifts during Christen-US -en-US mas. Look on the internet as en-US well. en-US A coffee pot is important; en-US one that isnt electric. People en-US will be very upset without en-US their coffee. Buy a French en-US press coffee pot. Place ground en-US coffee in the pot, then add hot en-US water and let it steep a couple en-US minutes. Press down the en-US plunger top separating the en-US grinds from the coffee. After en-US a few hours, the cooler will be en-US too hot to keep food safely. en-US Cook everything you can that en-US is fresh. The freezer may last en-US up to two or three days if you en-US keep the door closed. Refrigen-US -en-US erated eggs have been washed, en-US so their protected cover is en-US removed. Leaving them out is en-US not a good idea. Do you know en-US a local farmer? If you have en-US farm fresh eggs from the farm en-US that have not been washed, en-US they can stay on the counter en-US for many days.
