When, if ever, are they going to en-US start?en-US Thank you.en-USEach voter must judge interestsen-USIt will be interesting to see how far the en-US cities of Satellite Beach and Indialantic get en-US with their resolution to discourage the use en-US of plastic drinking straws and similar en-US items (en-USHometown Newsen-US July 20, 2018).en-US In the past the Florida legislature has en-US successfully bent to special interest groups en-US to limit the home rule powers granted to en-US local municipalities under the 1968 en-US amendment to the state constitution. en-US Today, municipalities are prohibited en-US from enacting laws or resolutions that en-US amongst many others: prohibit smoking en-US in music venues, patio dining areas, parks en-US and beaches; demand that restaurants disen-US -en-US close the nutritional content of drinks and en-US dishes; keep bio-medical waste out of city en-US dumps; raise the minimum wage or tweak en-US worker benefits; impose price or rent conen-US -en-US trols; regulate beekeeping or prohibit en-US homeowners from owning exotic animals, en-US even jungle cats or cobras; ban pit pulls; en-US prohibit concealed weapons in parks, en-US playgrounds, libraries, or other public en-US buildings; and regulate the sale or possesen-US -en-US sion of ammunition.en-US More importantly to the issue of plastic en-US straws, local municipalities cant ban the en-US use of plastic bags. en-US Under the influence of special-interest en-US groups, organizations that include the en-US Florida Retail Federation and the Florida en-US Petroleum Marketers and Convenience en-US Store Association, the Florida Legislature en-US in 2008 passed Title 29, Chapter 403, Secen-US-en-US tion 7033 of Florida law that states: Until en-US such time that the Legislature adopts the en-US recommendations of the [states Departen-US -en-US ment of Environmental Protection], no en-US local government, local governmental en-US agency, or state government agency may en-US enact any rule, regulation, or ordinance en-US regarding use, disposition, sale, prohibien-US -en-US tion, restriction, or tax of such auxiliary en-US containers, wrappings, or disposable plasen-US -en-US tic bags. Since then the Florida legislaen-US -en-US ture hasnt acted on this.en-US The recent action by Satellite Beach and en-USIndialantic apparently only is offering a en-US suggestion to local businesses, but because en-US of the influence of special interest groups, en-US it is possible that the restrictions on local en-US controls of plastic bags could be extended en-US to include prohibition of local ordinances en-US and resolutions on plastic straws. en-US The continual eroding of the powers in en-US home rule is an important issue for en-US upcoming elections, and a subject on en-US which we should ask every candidate for en-US state office to state an opinion. In that en-US vein, state representative Randy Fine in en-US 2017 introduced House Bill 17, which en-US amongst other things stated that A local en-US government with a local regulation conen-US -en-US cerning a business, profession, or occupaen-US-en-US tion . may not impose additional reguen-US-en-US lations on that business, profession, or en-US occupation or modify such regulation en-US except to repeal or reduce the regulation. en-US In defense of that bill, representative Fine en-US said (Orlando Sentinel, March 23, 2017) en-US Over decades, local politicians have layen-US-en-US ered law after law upon smalland medien-US -en-US um-sized businesses attempting to start en-US and grow in their communities. I spent en-US my career in the private sector and had to en-US deal with government regulation. Make en-US no mistake: Each of these regulations is en-US effectively a tax, and makes it more diffien-US -en-US cult for these companies to thrive.en-US Each voter needs to judge whether the en-US interests of the people is best served by en-US their local municipality or by the state en-US government.

en-US 7 en-USI en-UShave been writing this column since 2012 en-US when Helping Seniors was founded. From en-US the beginning we knew that one of our en-US main charges would be to advocate for the en-US elderly. We have taken a big step toward that en-US goal with our recent move to 2401 N. Harbor en-US City Boulevard, Suite 134. This location, en-US former Keiser University and now Unity of en-US Melbourne, offers space to host events that will en-US help promote seniors causes throughout en-US Brevard County.en-USMy own senior status has made me aware en-US of the many issues that remain unresolved in en-US our community. It may seem I am on an en-US endless loop when writing about the need for en-US a Brevard County aging plan, eldercare en-US endowment, senior advocacy and education, en-US and funding of local nonprofits. The reason I en-US repeat myself is because seniors still do not en-US know what services and programs are en-US available for them here in Brevard.en-US You may ask why a private citizen has to en-US advocate for these things. After all, we pay en-US taxes to fund the Brevard Housing and en-US Human Services Department, which has en-US charge of the Brevard Commission on en-US Aging. What does this department do to en-US justify en-US ? Did it even comment when the Board of en-US County Commissioners voted to defund all en-US nonprofit funding from the Brevard County en-US General Revenue Fund?en-US A search of social services rendered by en-US other United States counties shows that en-US Brevard provides minimal support to en-US nonprofits that serve young and old alike. en-US Seniors and children both require assistance, en-US for it is at the beginning and end of the life en-US cycle that these most vulnerable of our en-US citizens need our help. The main challenge is en-US to generate funding to support such en-US programs.en-US Recent Florida Today headlines have en-US focused on the need to fund the Childrens en-US Services Council of Brevard. I was a member en-US of the Council for nine years, trying to foster en-US development of a program that would unite en-US all of Brevard in support of youth and elders. en-US The best way to assist these two equally en-US deserving elements of society is a joint effort, en-US not pitting one against the other.en-US Does a current lack of financial support en-US mean we should forego programs to assist en-US identified risk areas? Does it make sense to en-US fund the Childrens Services Council without en-US a complete understanding of its need, en-US objectives, and ultimate cost when we do not en-US even have a plan for half our countys en-US population to age with dignity? If you love en-US meat, there is no shortage of what kind en-US of dishes you can have. Vegetarian en-US options are available for those who preen-US -en-US fer meat-less meals.en-US During my dining experience, I en-US ordered hummus to start with and it en-US came out with warm pita bread that tasten-US-en-US ed fresh out of the oven.en-US My favorite dish, however, was the en-US cheese ravioli parmesan. This hot dish en-US arrived at the same time as my linguini en-US and meatballs, and the flavors of the en-US dishes reminded me of home. (We eat a en-US lot of pasta in my house.)en-US The ravioli dish was perfectly cheesy, en-US with large raviolis covered in marinara en-US sauce and parmesan. The linguini en-US arrived with three huge meatballs coven-US -en-US ered in marinara sauce. Both dishes en-US included a slice of toasted garlic bread.en-US The scent of the hot pasta and garlic en-US bread was enough to make my stomach en-US grumble in anticipation. Each bite was a en-US steamy mouthful of delicious Italian flaen-US -en-US vors.en-US My guest, on the other hand, had en-US ordered a chicken parmesan sandwich en-US (also available served over pasta) with en-US fries, and after a few bites, my guest conen-US -en-US firmed that it was as delicious as it en-US looked.en-US The menu carries a lot of options for en-US those with a large appetite. Founded in 1916, the en-US PGA of America is one of the largest sports en-US organizations in the world, with nearly en-US 29,000 PGA Professionals who work to en-US manage, and grow the game of golf. en-US For many, many years the PGA Champien-US -en-US onship has held the final spot in the years en-US rotation of major championships. As such, en-US it sometimes is overlooked and is usually en-US not held in as high a regard as the Masters, en-US or either of the Opens. What many do not en-US realize, is that it usually has the strongest en-US field of the four.en-US Next year, the championship will move to en-US a better place on the calendar. Bethpage en-US Black will play host to the 2019 PGA en-US Championship from May 13-19. The move en-US will eliminate the gap we currently have en-US between the Masters in April and the U.S. en-US Open in June. The move also makes it en-US easier for years when the Summer Olymen-US -en-US pics is held in August, and gives players a en-US break before the Fed Ex Cup playoffs and en-US allows most of golfs big events to conclude en-US before football season begins.en-US In 1894, with 41 golf courses operating in en-US the United States, two unofficial national en-US championships for amateur golfers were en-US organized. One was held at Newport en-US Country Club in Rhode Island, and the en-US other at St. Andrews Golf Club in New en-US York. In addition, and at the same time as en-US the amateur event, St. Andrews conducted en-US an Open championship for professional en-US golfers. en-US None of the championships were en-US officially sanctioned by a governing body en-US for American golf, causing considerable en-US controversy among players and organizers. en-US Later in 1894 this led to the formation of en-US the United States Golf Association(USGA), en-US which became the first formal golf en-US organization in the country. After the en-US formation of the USGA, golf quickly en-US became a sport of national popularity and en-US importance.en-US In February 1916 the Professional en-US Golfers Association of America (PGA) was en-US established in New York City. One month en-US earlier, the wealthy department store en-US ownerRodman Wanamaker hosted a en-US luncheon with the leading golf professionen-US -en-US als of the day at theWykagyl Country en-US Clubin nearby New Rochelle. en-US The attendees prepared the agenda for en-US the formal organization of the PGA. As a en-US result, golf historians have dubbed Wykagyl en-US The Cradle of the PGA. The new en-US organizations first president was Robert en-US White, one of Wykagyls best-known golf en-US professionals. en-US Thefirst PGA Championship was held in en-US October, 1916, at Siwanoy Country Club in en-US Bronxville, New York. The tournament was en-US won by Jim Barnes, who received a $500 en-US first-place check and a diamond-studded en-US gold medal donated by Rodman Wanamaken-US -en-US er. Last years winner, Justin Thomas, en-US earned over $1.8million. The champion is en-US also awarded a replica of the Wanamaker en-US Trophy, which was also donated by en-US Wanamaker, to keep for one year, and a en-US smaller-sized keeper replica Wanamaker en-US Trophy.en-US Initially, the Championship was a match en-US play event. Players would first play a stroke en-US play qualifier and then move on to match en-US play. It was not unusual for players in the en-US finals to have played over 200 holes over the en-US seven-day event.en-US After the event lost money in 1957, it was en-US decided that to accommodate television, en-US the Championship would be decided over en-US 72 holes of stroke play beginning in 1958. en-US In the early 1960s the event was held the en-US week after the Open Championship, en-US making it nearly impossible for players to en-US compete in both. en-US Over its history, the PGA Championship en-US has been played in nearly every month on en-US the calendar. While most of us are used to en-US seeing it held in August, in 1971, Florida en-US hosted the event in late February. en-US From now, until further notice, the PGA en-US Championship will be held the week before en-US Memorial Day weekend. The move to a en-US cooler month allows the PGA of America en-US to look at holding its Championship in en-US more places around the country. It may en-US seem odd at first to see it being held so en-US early in the year. Having the Open Champien-US -en-US onship as the years final major is kind of en-US fitting as it is our oldest. en-US Enjoy this weeks event. Its likely the last en-US time you will see a major golf championen-US -en-US ship held after July for quite some time.en-US James Stammer has been an avid golfer en-US and golf enthusiast for nearly 40 years.
