Quite frankly, if you dont have en-US the funding, which we dont, its all just specuen-US -en-US lative.en-US He admitted that the meeting got off to a en-US rough start with about 50 people in attenen-US -en-US dance, equally split between pier supporters en-US and opponents.en-US By the end of two hours Mr. Marshal said en-US he saw people who were opposed and supen-US -en-US porters talking and pulling together.en-US A second public meeting will be at 6:30 en-US p.m. Tuesday, May 15, at Pelican Harbor en-US Marina, 4220 Dixie Highway NE, Palm Bay.en-US The proposed pier location is an area in en-US the Indian River Lagoon known as Turkey en-US Creek Bay at the intersection of U.S. 1 and en-US Palm Bay Road.en-US Mr. Marshal called Palm Bay a dead spot en-US and a dry area for boaters traveling from en-US Melbourne to Sebastian or vice versa.en-US He said a pier and possibly a restaurant en-US would not only attract boaters to the area, but en-US also attract workers and businesses.en-US By creating a downtown waterfront area, en-US Mr. Marshal speculated that residents may en-US stay in Palm Bay for entertainment and the en-US area would likely attract people from other en-US cities, bringing sales tax revenue back to en-US Palm Bay. en-US Amy Adams, president of the research and en-US grant-writing firm Cape Canaveral Scientific, en-US Inc., gave an overview of the areas history in en-US the late 1800s and early 1900s when steamen-US -en-US ships traveled the Indian River, transporting en-US cotton, citrus and fruit.en-US Theres significant money available for en-US restoring historic places, Ms. Adams said, en-US giving details about the historic Tillman en-US Wharf in Palm Bay.en-US Several history buffs in the audience were en-US quick to point out that the Tillman Wharf en-US was located to the north on Castaway Point, en-US nowhere near the proposed location. en-US Ms. Adams said the cost to build a pier en-US similar to the Melbourne Beach or Eau Gallie en-US piers would be $900,000 to $1 million.en-US Some early ideas floated by residents en-US included a three-story parking garage, water en-US taxi to take visitors around the bay, a modern en-US floating pier, elevated boardwalk and food en-US trucks.en-US Mr. Marshal gave out sticky notes and en-US asked participants to post on a board what en-US they wanted, and did not want, in a pier.en-US Gotta have it ideas included sheltered en-US small boat and dinghy landing floats, a mooren-US -en-US ing field, no wake zone, ample parking and a en-US walkway to the pier, a pedestrian village with en-US shops, natural vegetation and a pier length of en-US no more than 250 feet.en-US Those in attendance said they did not want en-US to see a large pier that would inhibit dredging en-US of the bay, long-term dockage in the pier en-US area, a marina or a fuel dock.en-US One resident suggested no pier in the en-US bay, but recommended an alternate location en-US at Castaway Point.en-US Palm Bay contracted with Melen-US -en-US bourne-based engineering firm B.S.E. Conen-US-en-US sultants, Inc. in February for project manageen-US -en-US ment, two public workshops and conceptual en-US design plans to aid in identifying future funden-US -en-US ing for a pier.en-US The cost of BSEs services to date is just en-US over $20,000; however, as of April 26, no en-US invoices had been received and no payments en-US were issued by the city.en-US A portion of the costs associated with the en-US conceptual design of the pier will be paid for en-US through a $222,000 grant the city received in en-US June 2017 to support the restoration of the en-US Turkey Creek Bays shoreline, a project set to en-US be completed by the end of June. en-US After the second public pier meeting on en-US May 15, the city will have about 30 days to en-US finalize a 10 percent design to be included en-US with the citys grant reimbursement request en-US to the state.en-US With this conceptual completed, the city en-US will use it to seek additional grant funding en-US next year in order to continue the effort, en-US which is certain to include more workshops, en-US Mr. Marshal said.en-US By Amy Lyonen-USFor Hometown News en-US Amy Lyon/For Hometown Newsen-USResidents filled a board with sticky notes to share what they wanted en-US and didnt want in a public pier.

Other than that, A LOT of en-US people in Palm Bay are fed up.en-US The city "officials" have been, and are en-US running the city right down what's left of en-US the dilapidated pipes they have. en-US The general upkeep and maintenance en-US they should have been doing for going on en-US 30 years has been neglected for so long, en-US things are literally falling apart.en-US Now they're in panic mode, and acting en-US like now it's an emergency. And trying to en-US make the residents of palm bay pay for en-US their errors. They call it a surcharge, or en-US service "fees." Basically, they're taxing en-US everyone to help subsidize what they're en-US doing. Meanwhile waiting funds all over en-US the place. en-US We the taxpayers are getting the short en-US end of the stick. We're fed up with the en-US mismanagement, lies, false rosy claims, en-US waste of funds, equipment, and manpowen-US -en-US er. en-US Yes, there are those of us who know en-US very well the history of Palm Bay and the en-US land known as GDC before that. We the en-US long-time residents, and some of the en-US knowledgeable newer residents, know en-US better and what's really going on.en-USFind way to keep guns outen-US en-US of the wrong handsen-USI am quite surprised that Florida has en-US not taken any action regarding guns geten-US -en-US ting into wrong hands.en-US With two massive shootings in our en-US Sunshine state, our lawmakers have not en-US taken a stern action to curb gun violence. en-US When we sent our children to school en-US many decades ago, nothing came to our en-US mind whether our children return from en-US school or getting shot by a miserable en-US human being. en-US Yesterday I saw a gun show in my en-US neighborhood and I saw the display of all en-US kinds of assault weapons. I started wonen-US-en-US dering what if a weapon gets to a wrong en-US person? en-US After the recent Parkland shooting, our en-US state lawmakers are just keeping quiet by en-US not instituting a law to curb gun violence. en-US Also, another State law of STAND YOUR en-US GROUND LAW is plain silly and stupid. en-US God created us and God is the only peren-US -en-US son have rights to take our life away. I sent en-US letters to Gov. Scott with no response. en-US What if our governor's child gets shot?en-US It's about time that our country should en-US wake up and curb gun violence and let en-US parents have peace of mind. en-US A stern law should be initiated at the en-US federal level and government should take en-US control of who is a candidate to own guns en-US and keep them from getting into the en-US wrong hands.en-US Thanks. Its absolutely a en-US shame that the state with the most sunen-US-en-US shine has no incentive to put a solar roof en-US top installation on every house. BREVARD COUNTY On April 18, en-USNASA launched a SpaceX Falcon 9 rocket en-US carrying the Transiting Exoplanet Survey en-US Satellite (TESS), which is now in an ellipen-US -en-US tical orbit around Earth.en-US TESS is the latest satellite in NASAs en-US exoplanet missions, and improves on its en-US predecessor, Kepler, Florida Institute of en-US Technology officials stated in a recent en-US press release. During a two-year survey, en-US the planet-hunting TESS will monitor en-US more than 200,000 stars for momentary en-US winks in brightness caused by planets en-US passing in front of their star a technique en-US known as planetary transits.en-US With TESS, what we are expecting to en-US see is a follow-on from the Kepler misen-US -en-US sion, said Dr. Daniel Batcheldor, an en-US astrophysicist at Florida Tech and head of en-US the Physics and Space Sciences Departen-US-en-US ment. The Kepler space telescope is just en-US coming to its end, and it was staring at a en-US particular patch of sky for an extended en-US period, around about four years. It found en-US stars that were winking at us because of en-US planets that were blocking out a little bit en-US of the starlight.en-US But because it was looking at a very en-US small patch of sky, the stars that it was en-US looking at were very far away, Dr. Batchen-US -en-US eldor continued. Now with TESS, its en-US going to look at the entire sky, at the en-US brightest stars. What were going to end en-US up with is a collection of stars with known en-US planets, that are nearby to us, in relative en-US cosmic terms.en-US Working with Florida Tech, Dr. Batchen-US-en-US eldor also designed a small, tissue-box-en-US sized payload, which was launched and en-US tested outside of the International Space en-US Station.en-US The payload was operating on the en-US exterior of the ISS as a technology develen-US -en-US opment demonstration, Dr. Batcheldor en-US explained. The demonstration was for a en-US camera, that may actually change the way en-US we approach trying to image Earth-like en-US planets around other stars.en-US This was a payload that I proposed en-US and got the funding for, and it was built en-US and flown and has been a successful misen-US -en-US sion so far, and well be releasing the data en-US from that experiment soon, Dr. Batchelen-US-en-US dor added.en-US For more information, visit en-US tess.gsfc.en-US nasa.gov.en-USNASA's new TESS satellite replaces Kepleren-USBy Austin Rushnellen-USarushnell@hometownnewsol.com en-USLarry Schultz Park, 2560 Fiske Blvd., en-US Rockledge.en-US For more information, call Joyce Rizzo en-US at (321) 961-2732 or Pam Rollins at (321) en-US 514-8823 or send an email ``to en-US spacecoastfarmersmarket@gmail.comen-US .en-US en-USBeginning Hebrew class:en-US Learn to speak en-US Hebrew at 12:15 p.m. Sundays at Temple en-US Israel, 7350 Lake Andrew Drive, Viera.en-US The class is taught by Peter Czutrin, en-US from Israel.en-US You do not need to be Jewish to learn en-US Hebrew and can begin the course anytime.en-US It is open to all teens and older and the en-US fee is $144 for members, $160 for non-en-US members.en-US For more information or to register, call en-US (321) 631-9494 or email en-US tioffice@en-US tiofbrevard.comen-US.en-US Singles event:en-US Check out Brevard en-US Singles Meet Up for Bowling & Billiards en-US the first Sunday of every month (May 6) at en-US 6 p.m. at Brunswick Bowling Lanes, 1099 en-US N. Rick Scott has indicated that each en-US school in Brevard County is expected to en-US assign one or more safe-school officers by the en-US start of the 2018-19 school year on Aug. 8. en-US The requirement can be satisfied by appointen-US -en-US ing any combination of a school resource en-US officer (SRO), a school safety officer or an en-US armed guardian.en-US Currently there are only 37 SROs for 88 en-US schools in Brevard County, resulting in a en-US 51-SRO gap.en-US While the state has released some funding, en-US legislators said there is still a financial shorten-US -en-US fall, as well as a shortage of people applying en-US for the jobs.en-US That puts your School Board in a very en-US difficult place, Ms. Descovich said.en-US Under Sheriff Iveys recommendation to en-US fill the gap with armed guardians, voluntary en-US participation would require 176 hours of en-US training during summer break to include en-US firearms instruction, shooting simulators, en-US active-shooter scenarios, instruction in en-US defensive tactics and legal issues, and diversien-US -en-US ty training.en-US Firearms would be provided to guardians en-US under the proposal and participants would en-US receive a one-time $500 stipend. en-US Several students were in attendance during en-US the Palm Bay meeting and spoke on both en-US sides of the issue.en-US A student from Satellite High School said en-US she would feel much safer if the guardian en-US program were in place while a student from en-US Cocoa Beach Senior High School said she en-US was concerned that a student might try to en-US take a gun away from an armed guardian and en-US pose or take a selfie.en-US Another elementary school student said en-US she would find it difficult to learn if she knew en-US there were adults with guns in the school. en-US An educator for Brevard Public Schools en-US expressed concern about the mental health of en-US those chosen for the armed-guardian proen-US-en-US gram, and recommended school staff memen-US -en-US bers have input into which individuals are en-US chosen.en-US The vetting process for volunteers, accorden-US -en-US ing to Sheriff Iveys plan, would include an en-US interview, background check, drug screenen-US -en-US ing, psychological evaluation and in-depth en-US discussion by the applicant with the school en-US principal.en-US A mother with three children in public en-US school said the failure to address mental health en-US for students is at the root of the problem.en-US Its a society problem. Im not against en-US guns, she said. But the state has failed en-US time and time again to fund our schools.en-US Several attendees spoke out about the en-US shortage of school counselors, and Ms. en-US Descovich noted that the state has providen-US -en-US ed $69 million to establish or expand en-US school-based mental health care as part of en-US the safety act.en-US Sheriff Ivey, who oversees all school en-US security in Brevard County, was not in en-US attendance at the meeting, but a 12-minen-US -en-US ute video he created was shown detailing en-US his four-pronged strategy for school en-US security.en-US This is not about politics, the Second en-US Amendment or automatic weapons, en-US Sheriff Ivey said in the video. This is en-US about protecting our children and our en-US educators. Today. Its about implementing en-US strategies that will stop an active shooter. en-US Today. In the auditorium, the room of more en-US than 600 students were also given the opporen-US -en-US tunity to have 10 minutes of celebration, en-US cheering and shouts of their team mottos.en-US The FJCL State Latin Forum consists of a en-US number of different tests for the students, but en-US one of the most competitive is the certamen, en-US which is run in first an open, then a closed, en-US forum. Certmen is Latin for a contest, or a en-US struggle which is an accurate description of en-US the competition.en-US The certamina are run in a quiz-bowl en-US style, with teams of students using handheld en-US buzzers to try and answer questions before en-US their opponents.en-US Even being admitted to the state-level en-US FJCL certamen competition depends on the en-US success of a school in regional and state tests.en-US In the history of West Shore High School, en-US this is the first time that one of my certamen en-US teams has won a regional, Mr. OFlaherty en-US said. When you win a regional, youre autoen-US -en-US matically placed at state. [Before] two years en-US ago, we had never got into the closed ceren-US -en-US tamen.en-US This year, my intermediate [students] en-US didnt even have to take that exam, because en-US they won [regionals], Mr. OFlaherty added. en-US I want to get all of my students to win their en-US regionals, so they can go to the appropriate en-US level when we go to State thats a lot of en-US work, but its doable.en-US Along with the certamen competitions, en-US there was also a more hands-on competition en-US called Creative. Students built, drew, painted en-US and designed a plethora of projects related to en-US Ancient Rome. Three students of West Shore en-US participated in Creative, with one designing a en-US ballista (an ancient projectile-weapon), en-US another a set of chain-maille, and the last and en-US certainly not least, an intricately-wrapped, en-US jeweled necklace.en-US Mr. OFlaherty also mentioned the sense of en-US camaraderie among Latin teachers in Breen-US-en-US vard schools.en-US One of the things that we always do is en-US cross-pollinate, we share ideas, Mr. OFlaen-US -en-US herty said. All of us ironically were hired at en-US the same time, so we all share the same lonen-US -en-US gevity, and beyond that, we all have shared en-US experiences from our graduate schools. We en-US have a great, friendly, wonderful, cooperative en-US (and mildly competitive) relationship, and en-US ultimately, at the end of the day, we want to en-US see our kids succeed. Were constantly helpen-US -en-US ing each other to improve.en-US Although the Latin students of West Shore en-US werent able to take the top rank at this years en-US FJCL State Forum, Mr. OFlaherty is looking en-US forward to the future in working to train hard en-US together for next years forum.en-US The strongest aspect of this years team is en-US the way that they have begun to gel as a team, en-US Mr. OFlaherty said. Theres a lot of dialogue en-US to make sure that they answer the right quesen-US -en-US tions when they get the chance to do so. en-US Theres a great interplay between Daryn en-US Cook, Chris Jenkins and certainly Jack Bapen-US -en-US tistthey were phenomenal.en-US These students were working and worken-US -en-US ing, and fine-tuning their processes where en-US they interacted with each other to get the en-US right answer, Mr. OFlaherty continued. en-US Jack is the history guy, Chris doubles-down en-US on myth, and all three of them do grammar. en-US So, theyre working together, and we have to en-US refine it, certainly, but thats going to come en-US with more practice.en-US Mr. OFlaherty also mentioned that, for en-US these students, learning Latin has been a long en-US process of working both individually and as a en-US By Austin Rushnellen-USarushnell@hometownnewsol.com en-GBSeeen-GB en-GB FORUMen-GB, page 11en-US Austin Rushnell/Hometown Newsen-USStudent-created projects on display for the Florida Junior Classical en-US League State Latin Forum. en-US 12 Natures Healthy Harvest takes Melbourne by storm Chip Grin at Natures Healthy Harvest has in formed us, the CBD storm is coming! Chip tells us that CBD will not be a secret much longer! You now have the opportunity to see for yourself, how cannabis can help you. When I say cannabis, Im talking about a plant that has so many healing benets, it blows your mind. I am also talking about a hemp product called CBD or cannabidiol. Cannabis and hemp are genetical ly tied to the same sativa plant. Medical cannabis has THC or tetrahydrocannabinol, and hemp oil with CBD does not have THC or only traces, but these plants are enriched with omega 3s and omega 6s at a 3 to 1 ratio, and so many other healing constituents. To dierentiate the two plants, THC causes the psychoactive eect, or the high, but CBD does not cause the high due to the absence of THC. What is the story behind this incredible plant? ere is a lot of history behind cannabis oil. It was prescribed by doctors in the early 1900s. Cannabis has been studied over the years, and in 1940, a scientist, Roger Adams (Wikipedia), discovered the CBD molecule. In the 1960s cannabis was studied by scientist and professor Raphael Mechoulam from Israel, (Wikipedia). In the 1980s the National Institute of Health, NIH, discovered how cannabis was one of the best anti-inammatories. Chip says, If you havent heard, then let me tell you the secret; CBD is taking America by storm! People use CBD oil for many issues today. For instance, it is commonly used for health issues such as inamma tion, pain, stress, PTSD, Crohns, COPD, sleep, anxiety, cancer, epilepsy, and so many more issues. CBD is safe and has been used by children, pets, and anyone with health problems. If you need additional information on CBD, or other health issues, then stop by Natures Healthy Harvest in Melbourne to get additional information or assistance. If you work in a place that doesnt allow the use of medical cannabis and you get urinalysis tested, then this could cause workplace issues. If you have a health issue and you need some relief without THC or worrying about being tested, then why not try CBD hemp oil? CBD oil is safe, legal, and has helped many thousands of people every day. Do you have questions about a quality CBD product? One product on the market has outstanding reviews and has been tested for quality. A full spectrum CBD product, must meet many stringent testing qualities. If you want an organic CBD that has been tested, and works well, then you want to try one from Colorado. A full spectrum organic CBD that exceeds all the standards is Fulcrum CBD. Once you start using Fulcrum CBD, then you will most likely become another satised customer. Go to fulcrumcbd.com and learn more. en-USRetired Army Aviator receives Broken Wing Awarden-USBREVARD COUNTY Nearly 48 en-US years to the day after safely landing his en-US aircraft following a catastrophic engine en-US failure, a retired master Army Aviator en-US finally received recognition for his skill en-US and courage in the cockpit. en-US Brig. Gen. David J. Francis, comen-US -en-US manding general, U.S. Army Combat en-US Readiness Center and director of Army en-US Safety, presented Charles Coverley, 78, en-US of Melbourne, the Broken Wing Award en-US during the 2018 Aviation Senior Leaden-US-en-US er Forum at Fort Rucker, Ala., on Feb. en-US 1. According to Army Regulation en-US 38510, The Army Safety Program, the en-US DASAF awards the BWA to aircrew en-US members who minimize or prevent airen-US -en-US craft damage or injury to personnel en-US during an emergency situation. en-US Its really fitting that this is where I en-US started my aviation career, to be able to en-US come back and have a general make the en-US presentation, Coverley said. en-US One of 12 siblings born in Turks and en-US Caicos, a series of islands in the British en-US West Indies, Coverley emigrated to the en-US United States in 1964 under a permaen-US -en-US nent resident visa. With the escalating en-US conflict in Vietnam, he registered for en-US the draft but began considering full-en-US time service after several months living en-US in Washington state. en-US I knew nothing about the military at en-US that time, Coverley said, explaining en-US that his brother-in-law, who was serven-US -en-US ing in the Air Force, inadvertently en-US helped guide his decision with a disen-US -en-US cussion on enlistment commitments. en-US The Air Force was en-US four years of service, en-US the Navy was four, en-US and the Army was en-US three. I chose three. en-US Shortly after en-US attending basic en-US training at Fort Ord, en-US California, and en-US advanced training at en-US Fort Eustis, Virginia, en-US Coverley served the en-US first of two tours in en-US Vietnam as an airen-US -en-US craft electrician. en-US While there, he en-US applied and was en-US selected for rotaen-US-en-US ry-wing flight trainen-US-en-US ing, then split en-US between Fort Rucker en-US and Fort Wolters, en-US Texas. He deployed en-US for his second tour in en-US Vietnam as a UH-1C en-US pilot quickly followen-US-en-US ing flight school en-US graduation and evenen-US -en-US tually earned 32 Air en-US Medals there. en-US It was during his next assignment in en-US Germany, however, that Coverley expeen-US -en-US rienced the situation that would lead to en-US his Broken Wing Award. During a en-US 30-minute flight back from a mainteen-US -en-US nance test at a neighboring installaen-US-en-US tion, the engine on his MEDEVAC en-US UH-1 blew and suddenly lost power. en-US Coverley, the only pilot on the flight, en-US immediately autorotated the aircraft en-US and landed in a nearby field. Neither en-US he, his maintenance sergeant nor his en-US crew chief were injured, and the airen-US -en-US craft suffered no damage other than en-US the blown engine. en-US Training, Coverley said, was the key en-US to successfully handling the emergenen-US-en-US cy. en-US The training really paid off for me, en-US he said. As soon as it happened, I en-US knew exactly what to do. I was thinken-US -en-US ing, Youve got to sit this thing down, en-US hopefully in one piece. en-US Incredibly, this particular situation en-US was Coverleys fourth autorotation. en-US During flight school, he was flying en-US with an instructor pilot when their airen-US -en-US craft suffered an engine failure. The IP en-US took control of the aircraft, autorotaten-US-en-US ed, and landed safely. Coverley also en-US survived two shoot-downs in Vietnam en-US by autorotating, which he again crediten-US -en-US ed to rigorous training. en-US With a single engine, youre comen-USen-USPalm Bay is again looking for new fire chiefen-USBREVARD COUNTY Palm Bay Fire Rescue en-US is back in a familiar position: Looking for its next en-US fire chief. en-US After serving only nine months as fire chief, en-US Russell Rusty Nail will head northwest to the en-US Pensacola area where he will serve as the new fire en-US chief of Escambia County.en-US A news release from Escambia County lists his en-US target start date as May 7. en-US As of Tuesday, April 24, Chief Nail was out of en-US the office using accrued leave, according to Palm en-US Bay Public Information Coordinator Karyn Baren-US -en-US ber, and was not available to comment about his en-US decision to leave Palm Bay and apply for the posien-US -en-US tion in Escambia County. en-US We are in the midst of the process for identifyen-US -en-US ing a new fire chief and I will be sure to send an en-US update once one is selected, Ms. Barber said.en-US Deputy Chief Anthony Gionantonio is serving en-US as acting fire chief until a replacement is found.en-US Nail was sworn in as Palm Bay Fire Chief in en-US August, replacing Jim Stables. It begins slowly and en-US softly and we hear the timpani playing en-US ominously in the background; but the text en-US dona nobis pacem (give us peace) breaks en-US through at the end of the movement to en-US bring the Mass to a triumphant close.en-US While the Brevard Community Chorus en-US makes the King Center for the Performing en-US Arts home to its performances, the en-US all-volunteer chorus has been abroad to en-US tour Europe and joined other choral orgaen-US -en-US nizations.en-US The chorus is conducted by Dr. Lamb, en-US who is the professor of music, director of en-US choral activities and member of the en-US Department of Performing and Visual en-US Arts for Eastern Florida State College.en-US For more information, call (321) 242-en-US 2219 or visit en-US www.brevardcommunitychoen-US -en-US rus.orgen-US.en-GBChorusen-USFrom page 17 en-USSundays at the Melbourne Civic Theater, La en-US Galerie, 817 E.
