A handful of residents that en-US oppose the special assessments are trying en-US to reverse the outcome of Novembers en-US election through a petition.en-US David Morris, one of the petition orgaen-US-en-US nizers, said the issue isnt that the Petition en-US Committee doesnt want the infrastrucen-US -en-US ture repairs done in the city, but rather en-US they want special assessments to be voted en-US on by the public versus the City Council.en-US Right now, a simple majority of three en-US council members of 110,000 residents can en-US decide who is going to pay for [infrastrucen-US -en-US ture repairs], Mr. Morris said.en-US And the City Council did just that in en-US July 2017 when Councilmen Santiago, en-US Brian Anderson and Tres Holton en-US approved a stormwater fee program that en-US increased taxes on the average-size home en-US by $177 per year.en-US A lot of people thought it was a one-en-US time tax, said Thomas Guame, an orgaen-US -en-US nizer for the Petition Committee and canen-US -en-US didate seeking to run for Council Seat 4. en-US They didnt know it goes on for 15 years.en-US Now, the petitioners are seeking to en-US repeal that section of the Palm Bay City en-US Charter that applies to special assessen-US -en-US ments and return it to the way it was en-US before the 2016 election. The new lanen-US -en-US guage would require that before the city en-US may levy any special assessments involven-US -en-US ing more than 50 property owners or en-US involving expenditures greater than en-US $25,000, the proposed assessment must en-US be approved by a majority vote of the en-US affected property owners who return a en-US ballot.en-US Councilman Anderson said the City en-US Council was left with very few options en-US considering the magnitude of the citys en-US infrastructure problems, which amount en-US to decades worth of repairs and more en-US than $40 million. en-US I support the citizens right to the petien-US -en-US tion process, Mr. Anderson said. This en-US program, in my opinion, will give us the en-US ability to repair and catch up on our outen-US-en-US dated infrastructure issues.en-US Councilman Santiago agreed. We have en-US a long-term strategic plan to pay for these en-US improvements using dedicated funds that en-US can only be used for their intended puren-US -en-US pose and cannot be redirected by future en-US city leadership, he said. Special assessen-US -en-US ments are the key to the success of that en-US plan.en-US In two months, the Petition Committee en-US has acquired more than half of the signaen-US -en-US tures it needs. The city requires about en-US 7,200 signatures, but Mr. Guame said the en-US Petition Committee is shooting for 10,000 en-US signatures just to be on the safe side. en-US If enough signatures are obtained, the en-US group will submit the paperwork to the en-US city clerk, who will forward it on to the en-US Supervisor of Elections for verification en-US that those who have signed are taxpayers en-US of the city. The cost for verification is 10 en-US cents per signature, which will be paid for en-US by the Petition Committee.en-US About a dozen petitioners gathered en-US March 31 at the Bayside Lakes Clubhouse en-US on Bramblewood Circle to solicit signaen-US -en-US tures. Revenue from that formula did not en-US keep pace with inflation over the 10 years en-US ending in 2017 and has lagged the en-US growth rate in state revenues, Fitch says.en-US For the past two years, the Legislature en-US has voted to roll back local property-tax en-US rates for schools so that rising property en-US values of existing homes and businesses en-US do not result in higher property-tax bills en-US for owners or higher revenue for school en-US districts. William Posch, 36 and Staff en-US Sgt. Carl Enis, 31 were members of the en-US 308th Rescue Squadron who were both en-US noted to be the best of us according to en-US fellow Airmen.en-US The men were killed when their en-US HH-60G Pave Hawk Helicopter crashed en-US on March 15. At the time of press, the en-US accident was still under investigation and en-US did not seem to be the result of enemy en-US activity.en-US More than 200 PJs attended the memoen-US -en-US rial and there are estimated to be about en-US 400 active-duty PJs in total, according to en-US Staff Sgt.
