Id like to ask you Ms. Johnson if you can be candid en-US throughout this process: Have you heard from staff what en-US their feelings are, rank-and-file employees as well as departen-US -en-US ment heads? en-US Its been very favorable, Ms. Johnson replied. One of en-US the things that many employees have mentioned is the en-US immediate call to leadership, and employees immediately en-US had a direction. Employees have echoed that they trust en-US David Dyess, and they feel that the city is moving forward in en-US the right direction. en-US The rest of the Boards comments proved to be fuel for en-US Vice-Mayor Becky Bruner, who entered the conversation en-US with both barrels, pointed primarily at the former city manen-US -en-US ager. Commissioner Bruner cast the lone dissenting vote en-US during the special meeting held May 2 to discuss the possien-US -en-US ble resignation or termination of Mr. Ross during the May en-US 14 regular meeting, saying shed preferred to fire him that en-US very night.en-US Everyone Ive talked to, I think were all very, very happy en-US about our hopefully new manager, she said. But what I en-US want to say is that our staff doesnt have to suffer or go en-US through any more pain or the hell they went through; theyre en-US very, very happy with this, and they dont need to go through en-US any more. This needs to end, and theyre very excited.en-US Vice-Mayor Bruner then made the motion to accept en-US interim manager David Dyess as the citys new city manager, en-US which was promptly seconded by Commissioner Clarke and en-US then halted by Mr. Mortell before Mayor Kelli Glass-Leighen-US -en-US ton opened the hearing up to public comment. en-US Before we actually hire David for the job, I dont know en-US that hes agreed to do it, he said as laughter erupted in the en-US chambers. Hed like to know some of the terms first.en-US The Vice-Mayor then fired another round.en-US Id like to amend my motion and that his salary be en-US $150,000 a year and work out whatever the perks and all en-US that are, she added.en-US Once again, Mr. Mortell reined her enthusiasm in.en-US I was thinking that maybe the motion would be that you en-US direct a member of the staff to negotiate with him directly as en-US it relates to his employment contract, and then we could en-US come back to the Commission. he explained. There are en-US lots of different things that are associated with it in regards en-US to the salary. Rather than negotiating his terms on the floor en-US -because hes not really in a position to give feedback right en-US now -itd be better to have us some direction to do that in en-US private.en-US Vice-Mayor Bruner then rephrased her motion approving en-US Mr. Dyess as the permanent city manager and having staff en-US work out a pay plan.en-US And we dont look for any other manager, she insisted. en-US Commissioner Matheson seconded the motion, adding a en-US comment to mitigate the controversy in the community that en-US many residents thought Mr. Ross salary of $177,000 was en-US excessive, topping every other similar position in the region en-US including the Martin County administrator. en-US I believe hes already aware hes not going to make as en-US much as our previous city manager, and the city attorney en-US can keep that in mind in the negotiations, he said. I think the community has en-US responded quite emphatically that a train en-US going through the middle of Stuart 32 times en-US a day would not only be a disruption, but a en-US dangerous one at that. I did attend the meeten-US -en-US ing with a neighbor under the impression en-US we would get a chance to speak but after an en-US hour or more of listening to only "where a en-US station would go," we left. The issues of the en-US hospital being on the "wrong" side of the en-US tracks and the amount of times and speed of en-US the train going through downtown were not en-US discussed. Their representatives from en-US Orlando were there praising the train every en-US step of the way but not acknowledging that en-US the money that has been secured has been en-US done behind the scenes. en-US There were some people there in favor of en-US it. Brightline apparently feels that if they en-US offer a station, people will warm up to the en-US idea. That is NOT going to happen with en-US most of the residents. There is no reason en-US they cannot move the tracks to the west of en-US 95 where it will not have a direct effect on en-US our city, traffic, downtown, etc. The point en-US they were trying to make is that it would en-US bring more business to Stuart. At what cost en-US would this be to our downtown residents en-US and businesses? There is a school downen-US -en-US town that uses the Lyric Theatre for an en-US escape route if anything ever happened at en-US that school. Can you imagine children tryen-US -en-US ing to cross the tracks when or if this ever en-US happened? en-US There are so many reasons this is not a en-US good fit for our beautiful downtown. These en-US need to be vetted before they start dangling en-US a station in front of people to get them to en-US agree to it. If they really want input, they en-US should have a meeting to listen to the citien-US -en-US zens and what they have to say. en-US The effects of this decision will forever en-US change this city and needs more vetting. en-US When asked, after being asked twice, they en-US acknowledged residents would be responsien-US-en-US ble for the safety, security and responsibility en-US for accidents and funding for quiet zones. en-US This clearly needs more transparency.en-US Nothing has changed. This will decimate en-US our small city. People move here to get away en-US from all that noise, crowds and now Brighten-US -en-US line is bringing it right to our front door. en-US Anyone who agrees to this will not get my en-US vote in the future. Anyone who says it is a en-US "done deal" and there is nothing we can do en-US will not get my vote. We must fight to keep en-US this "the Most Beautiful CIty in the US." en-USPizzaen-USMy wife and i have traveled by car all over en-US North America. We've sampled every type en-US of food popular to that area. I have to say en-US that the pizza here in south Florida is not en-US very good. We have tried many small pizza en-US shops but have been disappointed. It comes en-US down to a matter of preference but I have en-US heard repeatedly the same opinion from en-US other people. When we do buy a delivered en-US pizza we get it from a national chain. It en-US seems like they use recipes from areas of our en-US country that taste the best.en-USLive clerks vs. abandoned, en-US overstuffed cartsen-USTo the ranter who stated "I go back into en-US the store, fill my cart to the brim with non-en-US food items and then leave it. First, in order to get en-US overtime, a person must work a full 8 hour en-US day/40 hour week. Most, if not all, retailers en-US intentionally schedule the employees at less en-US than fulltime to avoid paying benefits. Just en-US ask a live clerk next time you check-out. en-US Second, finding an abandoned overstuffed en-US cart means nothing to the store manager en-US they may not even be notified. Want to en-US make a difference? If you can imagine pulling up to a en-US three-story condominium complex with en-US just two firefighters on a fire engine -which en-US happened this year -and you have one fireen-US -en-US fighter thats driving the truck and has to put en-US the truck in pump and make sure the lines en-US are pulled and everything is done efficiently en-US and stays outside and leaves that other fireen-US-en-US fighter alone. That other firefighter has to en-US do everything else.en-US Chief Schobel insisted the industry conen-US -en-US siders three firefighters per unit as minien-US-en-US mum staffing and reminded the Commisen-US -en-US sion that the Martin County Fire District en-US currently has four fire engines manned with en-US only two firefighters. en-US It is not safe, it is not efficient and we en-US continue to roll the dice, the chief added. en-US And its not a good thing for our communien-US -en-US ty, nor to meet the level of service thats outen-US -en-US lined in the Comp Plan. We have an opporen-US -en-US tunity today to resolve that issue so I hope en-US today you do approve this grant.en-US Commissioner Sarah Heard, who cast the en-US lone dissenting vote on the grant as well as en-US the permission to seek a different grant in en-US February 2017, couched her opposition in en-US financial terms related to the approximate en-US $2 million annual cost for the new employen-US -en-US ees after the grant runs out. Nine years ago, en-US she opposed the first SAFER grant the counen-US -en-US ty received in 2009 that paid for 33 new en-US employees to help reduce spiraling overtime en-US costs in the Department. Chief Schobel en-US admitted last year that overtime costs were en-US once again rising from a low of $190,000 in en-US 2012 but are nowhere near the nearly $4 en-US million cost prior to those new employees en-US coming onboard. en-US The SAFER grant in 2009 worked for a en-US time until it didnt, and then we had another en-US overtime crisis, and we were forced to hire en-US more employees in order to take care of the en-US overtime crisis, Commissioner Heard said. en-US Apparently were having another overtime en-US crisis, so this SAFER grant is supposed to en-US help us hire 24 additional firefighter/EMTs. en-US It just keeps accumulating and accumulaten-US -en-US ing and more and more and more employen-US-en-US ees and more and more and more obligaen-US-en-US tions and more and more and more en-US overtime. Its an expense that were not conen-US-en-US trolling.en-US Commissioner Ed Fielding ultimately en-US voted to accept the grant but initially en-US expressed concern about the Departments en-US rapidly growing call volume over the last en-US decade.en-US Since the addition of 33 firefighter/EMT en-US positions in 2009, the county call volume en-US has grown by 43 percent, he said. Populaen-US -en-US tion [growth] from then to now is the range en-US of less than 10 percent. So the question that en-US then comes to mind is what in the world are en-US we doing differently? What is this that weve en-US got call volume thats grown by 43 percent en-US and population has grown less than 5 peren-US -en-US cent?en-US Chief Schobel emphasized that his en-US Departments fire-rescue service calls were en-US not just limited to the countys year-round en-US residents but were based on a much more en-US complex formula, including the addition en-US of more than 20 new assisted living facilities en-US in the last eight years. en-US Remember we have seasonal residents as en-US well that inflate our population that also en-US drives up the call load, he explained. We en-US have our visitors that do that, and also we en-US have our daily influx. If you look at the City en-US of Stuart alone, our populace increases en-US immensely just on a day-to-day basis en-US because of the patrons that visit the stores en-US and the restaurants in the City of Stuart.en-US County Administrator Taryn Kryzda en-US then addressed the Board, saying the county en-US would have to hire new employees in the en-US future anyway so the employees funded en-US under the grant would help to balance out a en-US call-volume disparity among some fire staen-US -en-US tions sooner rather than later. en-US We do have some stations that have a en-US higher call load than others, she said. This en-US additional personnel will allow us to proen-US -en-US vide additional staff at those so that were en-US not having to stage up or have other apparaen-US -en-US tus come forward while these individuals en-US are on these calls. We are getting to a point en-US where I believe it is more of a critical need en-US meeting that level of service because of en-US those busy stations. en-USChief Schobel then placed the issue in the en-US context of employee safety.en-US In the fire service, its an inherently danen-US-en-US gerous job, he said. We can never elimien-US-en-US nate the risk of our job, but I think we en-US should do everything within our power to en-US manage that risk, and part of that is providen-US-en-US ing them with at least adequate staffing. You en-US have that one firefighter thats doing everyen-US -en-US thing thats going to overextend themselves en-US and eventually Im worried theyre going to en-US get hurt or worse.en-US Commissioner Doug Smith concurred en-US with the Chief and made the motion to en-US accept the grant, saying both the citizenry en-US and firefighters deserved to have adequate en-US staffing.en-US Our residents should always have the en-US confidence that when they dial 911, the en-US appropriate equipment, staff and technoloen-US -en-US gy is going to show up, he said. The second en-US part of that equation is as you mentioned en-US Chief, the safety to our crews. Our crews en-US expect, and I think we should be able to en-US deliver to them, the adequate personnel and en-US equipment to do their jobs. en-US Their words fell on deaf ears with Comen-US -en-US missioner Heard, who insisted the Fire-Resen-US-en-US cue Department just didnt want to turn en-US down a $3 million grant.en-US I didnt support the SAFER grant in 2009 en-US and I wont support this one, she said. Its en-US only good for three years, and at the end of en-US the three years, its all on Martin County. en-US Thats a real high price to pay in order to get en-US three years of help. This is artificially inflaten-US -en-US ing the number of employees that we may en-US need in order to cover ourselves because en-US that amount is available through the grant.en-US Her opposition was not enough to conen-US -en-US vince any other commissioner but eventualen-US-en-US ly brought out a response in the form of a en-US rebuke from Commission Chair Ed Ciampi, en-US who called the grant request reasonable en-US and said the county needed to lower the risk en-US factor of only having two firefighters on en-US some engines. Just like the dealer fee, it too en-US goes by many different names: Sundry en-US Supplies Fee, Miscellaneous Fee, Hazarden-US -en-US ous Waste Disposal Fee, Waste Oil en-US Disposal Fee, Environmental Impact Fee, en-US etc. The Waste Oil Disposal Fee is en-US particularly deceptive and dishonest en-US because car dealers sell their waste oil to en-US refiners for a tidy profit. Unfortunately, en-US charging any arbitrary extra amount onto en-US the price of auto service is completely legal en-US in Florida! There is also no law requiring en-US consistency in naming this extra charge or en-US even in limiting the amount of that charge. en-US If a car dealer wanted to name the fee CAR en-US DEALERS RETIREMENT FUND, it would en-US be legal (and a lot more honest than en-US Environmental Impact Fee).en-US The size of this bogus fee is calculated as en-US a percentage of the total legitimate parts en-US and service charge you incurred and varies en-US from as little as 5% to 10% and higher. en-US Typically, there is a self-imposed cap on en-US this phony charge so that you dont notice it en-US when you pay your bill at the cashier. Caps en-US also vary from about $25 to $50. Remember en-US that most people service their cars about en-US every 6 months or 5,000 miles and keep en-US their cars 6.5 years. If your average hidden en-US charge for service was $15, over the course en-US of ownership you would pay $195 for work en-US that was never performed on your car! The en-US average dealer fee in Florida is over $1,000, en-US but a car dealer makes his money on the en-US bogus service charge with volume. A car en-US dealer may sell a few cars each day, but he en-US or she may service dozens. Therefore, a car en-US dealer steals far more money from his en-US service customer than he does his car en-US buying customers.en-US Auto service companies and car dealers en-US know that this is wrong and expect some of en-US their customers (those that are alert enough en-US to catch it) to react angrily. Calls from these en-US customers are what inspired me to write en-US this column. One caller that was a regular en-US reader of my column and called me to ask en-US what the sundry supply fee for about $30 en-US at the bottom of his service invoice at en-US Sunrise Ford in Fort Pierce was. I explained en-US it to him. By reacting angrily and threatenen-US -en-US ing to take his service business elsewhere, en-US he was able to have his $30 refunded.en-US This is my recommendation to you: en-US always inspect the service invoice before en-US you pay. If there is any charge on the invoice en-US that you cannot recognize, ask for a en-US complete explanation. The explanation you en-US are likely to hear is that these are for en-US miscellaneous supplies and costs the en-US dealer incurs in repairing the average car, en-US probably not yours. They will talk about en-US nuts and bolts, screws, fasteners, grease en-US solvent, and maybe even soap to wash the en-US mechanics hands. Of course, these are just en-US normal overhead costs of doing business. en-US They might just as well be charging you for en-US their power and water bill or salary to their en-US mechanics. The Making Christen-US -en-US mas Bright program, in partnership with en-US Guardians for New Futures, is now in its en-US 18th year, and they are looking for new en-US sponsors. en-US Sponsors can be individuals, small or en-US large businesses, churches, academic or en-US social groups, families, or neighborhood en-US groups. They collect them, then en-US we schedule a time when I come pick them en-US up to get them distributed to our kids.en-US The traditional way people participate is en-US through direct sponsorship. I get a list of en-US children, and each childs three wishes. I get en-US those from all of our case managers from all en-US four counties. I compile those lists into one en-US master list, and then I break that list up en-US among all our sponsors.en-US Some churches or businesses decide to en-US sponsor by, for example, taking on 20 chilen-US -en-US dren. I would give you a list of 20 children, en-US their first name, and the three things that en-US they want for Christmas. Then you or your en-US business or church coordinate your own toy en-US drive among your members or employees.en-US Some groups make angel ornaments to en-US hang on a tree, and then each person picks en-US an angel, gets the gift, and brings it back. All en-US gifts should be new and unwrapped.en-US We need to make sure the gifts are en-US age-appropriate, Ms. Kaiser said. Our fosen-US-en-US ter kids have a lot of sensitivities, and our en-US case managers make sure each kid gets an en-US appropriate gift.en-US Also, for this event, we make sure all the en-US gifts are new. This is the one time per year en-US where we insist on new toys, so en-US they get new toys at Christmas.en-US Despite the programs name, it is en-US not limited to children in families en-US that celebrate Christmas. Ms. Kaien-US -en-US ser said the program seeks to bring en-US joy to children of all different backen-US-en-US grounds and beliefs.en-US Thats not difficult for us to en-US navigate. Our case managers work en-US with these kids and their families en-US on a very personal, regular basis, so en-US they know if the child or family celen-US-en-US ebrates a different holiday. The en-US child will still get a gift. Usually the en-US case manager gives the gift to the en-US parent, so the parent can surprise en-US the children with them. Whatever en-US holiday the family celebrates, they en-US will have a gift to help them celebrate.en-US Making Christmas Bright aims to provide en-US gifts for about 1,100 children this year. More en-US than 60,000 gifts have been collected since en-US the program began in 1999. The average en-US wish list is about 15 children.en-US This year the program has more than 40 en-US sponsors already, but Ms. Kaiser says they en-US always need more. We get a lot of kids who en-US come into care between now and December, en-US so we want to make sure we have enough en-US gifts for them as well. We have a really good en-US success rate, but we always need every bit of en-US what we get. Thats why the general drives en-US are so important, where people arent shopen-US-en-US ping for a specific kid. Those toys often go en-US to the kids who came into the system after en-US we created the lists for specific kids.en-US Ive been doing this for a long time, and en-US it always surprises me how much more we en-US need. No matter how much we have, we en-US always need more. And, both here and en-US nationally, there has been an uptick in chilen-US -en-US dren needing care, in part because of en-US increased substance abuse like opioids.en-US What makes this program different from en-US a lot of other programs is that we come and en-US pick up from you. In fact, most of the time, en-US once Ive connected to the machine and en-US understand the nature of the problem, Ill en-US have the caller hang up so they can do en-US other things and then I call them back en-US when I have something to report. They can en-US watch what Im doing or they can do other en-US things (away from the computer of course!) en-US while I work. en-US A good remote desktop program is one en-US that allows you to connect to one computer en-US over the internet to another and, when you en-US connect, its just like youre sitting in front en-US of the remote machine pushing the mouse en-US and typing on the keys. To the person en-US sitting at the remote machine when the en-US connection is made, it looks like the en-US machine is possessed or something with en-US the mouse moving by itself and words en-US typing on their own. Its safe (the owner of en-US the remote computer can see what is en-US happening at all times), password protected en-US and its encrypted so no one can eavesdrop en-US on the connection. en-US Although there are many different en-US flavors of Remote Desktop programs out en-US there, Ive built my business around en-US Teamviewer, a program thats super easy to en-US use. Ive found its perfect for 99 percent of en-US the calls that I get but every now and again en-US I get one thats stubborn and difficult to en-US connect to. en-US When a caller first calls for help, I never en-US know what the issue is. It can be anything. I en-US usually will start by asking how old the en-US machine is and if they are able to get out on en-US the internet at all. The age of the machine en-US will tell me a lot right away. For instance if en-US the caller is calling to have me make his en-US 10year old Windows XP machine run en-US faster, I know right away not to waste either en-US of our time I suggest they bite the bullet en-US and get a new machine because there is no en-US way a ten year old machine is going to keep en-US up with todays standards and that means en-US the machine will only get slower. en-US Nine out of ten times the machine was en-US built within a reasonable time frame and en-US they can get out on the internet, they just en-US cant print. Or maybe theyre calling en-US because theyre getting overwhelmed with en-US ads and other garbage or whatever, the en-US important part is they are able to get online.en-US en-US If theyre able to get out online I have them en-US ignore the problem theyre calling about en-US and focus on establishing a connection en-US with me and this is the tricky part. Not en-US because its difficult (the steps to get en-US connected are very straightforward) the en-US difficulty comes from the fact that, until I en-US establish a connection, I have to see en-US through the callers eyes by asking a series en-US of questions. en-US Now some people are super easy to work en-US with they tell me what they are seeing and en-US keep in mind the task at hand (making the en-US connection) and follow my instructions.) en-US The difficult calls are silent, saying nothing en-US and forcing me to imagine what they en-US should be seeing. en-US As I mentioned before, its not hard to en-US make the connection, I first have the caller en-US open their web browser (Internet Explorer, en-US Chrome, Firefox etc.) and then enter my en-US web address in the address bar. Now thats a great en-US combination. en-US The American Cheese Society celebrates en-US Cheese Month in October. Not me, I en-US celebrated it all the time by eating it! en-US Cheese has been with us for 8,000 years, en-US right about the time sheep were first domesen-US -en-US ticated. Milk from sheep would be transen-US -en-US ported in skins made from the sheeps en-US stomach. During this process the milk turn en-US to curd and cheese was born. en-US Since that time more than 750 varieties of en-US cheese have been developed. Get ready to en-US do a lot of tasting. I want to try them all. en-US Lets go to France where they make more en-US than 450 varieties. Better yet, travel to en-US Cheshire, Britain, to the 119th annual en-US International Cheese Awards. This year en-US there were 5,000 cheeses entered. If I go, I en-US may never come back. en-US All kidding aside, I do love cheese. I en-US think most people do. In the U.S., 25 en-US percent of all the cheese is made in en-US Wisconsin with the rest coming from en-US California, New York, Idaho and, guess en-US what, Florida! Yes, we have many dairy en-US farms here and some are producing cheese; en-US a type of Parmesan. You need a lot of dairy en-US farms to produce cheese, because it take 10 en-US pounds of milk for every pound of cheese en-US produced. en-US I know some of you reading this are en-US saying I am lactose intolerant, I cant eat en-US cheese. The fact is some cheeses have less en-US lactose than others. Try aged cheese; it has en-US less lactose than fresh cheeses like Gouda, en-US Parmesan, provolone and Swiss. You may en-US be able to enjoy with just a little discomfort. en-US By the way, I did not capitalize all the en-US names of cheese on purpose. If cheese is en-US named after a city or country, its capitalen-US -en-US ized. If not, no cap. Bet you didnt know en-US that. All I know is I wouldnt mind living in en-US the cities of Gouda or Parmesan. en-US Some cheeses are illegal to import into en-US the United States because of safety concerns en-US about bacteria. (Those made with raw milk en-US aged under 60 days to be specific.) en-US Also dont worry about Ratatouille eating en-US your cheese. Studies show mice prefer en-US sweets over cheese. Now, there are so many en-US ways to eat cheese I dont know where to en-US begin on a recipe. Whos kidding who, thats en-US easy Greek fried cheese, Saganaki!en-US en-USGREEK SAGANAKI (FRIED CHEESE)en-USIngredients en-US One pound Kasseri, Parmesan, Pecorino en-US or Fontina cheeseen-US Salt, freshly ground black pepper en-US 1 cup brandy or Ouzoen-US 1 cup flour en-US 2 tablespoons butter en-US 2 tablespoons olive oilen-US 2 fresh lemons, sliced en-US 4 rounds of pita bread, brushed with olive en-US oil, grilled and quartered en-US 1 cup Kalamata olives en-US Directions en-US Slice cheese in 2-inch rectangles about en-US 1/2-inch thick.en-US Season the flour with salt and pepper. en-US Place the cut cheese in a pan and dampen en-US with half-cup brandy. Dredge cheese in the en-US seasoned flour, coating completely. en-US In a large saut pan over medium heat, en-US melt the butter and olive oil. Pan-fry the en-US cheese for 2 minutes on each side. Cheese en-US will melt down; dont overcook. en-US Add the remaining half-cup of brandy en-US carefully, it will flame up! Shake the pan en-US back and forth several times. Add the en-US lemon juice.
