I really do en-USnot want to have this concept fail.en-US Ms. Kryzda specifically referred to the en-US fire-assessment fee implemented by the City en-US of Stuart that raked in an additional $1.2 en-US million last year and the fact that the Martin en-US Commission had previously authorized the en-US use of an outside consultant that provided a en-US different format for the county fee. en-US The Board was receptive to allowing en-US staff to move forward and see if we could en-US utilize that fee here, she explained. So with en-US that, the consultant looked at Martin Counen-US -en-US ty specifically and developed a methodology en-US that suited us. The City of Stuart has a difen-US -en-US ferent approach due to the makeup of their en-US municipality and its specific to their propen-US-en-US erties. They have more than 50 percent en-US commercial, etc. and it fit the City of Stuarts en-US need, but it did not reduce their millage rate, en-US which is what we were proposing to the en-US Board.en-US Commissioner Ed Fielding, whod hesien-US-en-US tantly supported the fee idea in a 4-1 vote en-US July 10, wanted the county to find a different en-US consultant with new ideas if Ms. Kryzda en-US planned on pursuing a Fire-Assessment fee. en-US Lets plan this, lets engage, lets gather en-US and then think through this, and candidly, I en-US think we ought to get another RFP [Request en-US for Proposal], he said. Im not really gung-en-US ho with the recommendations that were en-US generated by what weve got -thats part of en-US our problem. Weve had several [comments] en-US and probably in the next few hours were en-US probably going to get a few more comments en-US of what people would hope that would be en-US considered.en-US Commission Chairman Ed Ciampi had en-US also backed the idea during the summer but en-US noted very poor attendance at subsequent en-US town hall meetings on the topic and now en-US expressed doubts due to the number of peoen-US -en-US ple whod called and emailed his office in en-US opposition.en-US Im appreciative that were taking a break en-US on this, he said. I have very rarely seen an en-US issue that has elicited this level of a response, en-US and a pretty universal response in one direcen-US -en-US tion. For those of you that are not familiar, en-US we did have public meetings at most of the en-US local libraries. At the Morgade Library, there en-US were three people, and at the Cummings en-US Library in Palm City there were three peoen-US -en-US ple so I started to realize that our constiten-US -en-US uents were not really vibing this. en-US Commissioner Sarah Heard resisted the en-US idea of a delay, admitting she has opposed en-US the Fire-Rescue fee from the beginning, en-US which brought applause from the packed en-US chambers.en-US Yeah, I voted against the Fire-Assessen-US-en-US ment Fee when it was brought to us before en-US [applause] and I was prepared to vote en-US against it today, she said. Im just one comen-US -en-US missioner, so just one vote, but I dont know en-US that Im interested in kicking the can down en-US the road.en-US Commissioner Heard also accused counen-US-en-US ty staff of seeking much more than needed en-US to offset a third homestead exemption. en-US Why did we generate a Fire Assessment en-US Fee that could collect $38 million? she en-US asked. If we need $2 million, then lets find en-US the $2 million, but lets not go overboard.en-US Ms. Kryzda immediately went on the en-US offence.en-US Just for the public to understand, we en-US were not looking at $38 million, she said. en-US The Board agreed to go at a 50 percent en-US recupment formula if you will, which was en-US anticipated to generate roughly $12 million; en-US so we were never, ever looking at $38 milen-US -en-US lion.en-US For his part, Commissioner Doug Smith en-US backed the idea of the postponement but en-US warned the public of potential consequencen-US-en-US es if the county failed to find alternative en-US funding for a much larger looming deficit en-US that included the countys debt from the seten-US -en-US tlement of the Lakepoint lawsuit.en-US There are some pending enormous tax en-US implications to some of our larger commeren-US -en-US cial properties that might be going away that en-US add to this pile, he said. We have added en-US over the last couple of years $20 million in en-US debt to the county for something that I en-US thought was a ridiculous waste of time and en-US money that we will be paying for a very long en-US time -$20 million plus. So youve got that, en-US youve got the potential of a homestead en-US exemption passage, which is $6 million en-US total so were looking potentially at a $10 en-US million change in what we collect. We have en-US gone through a recession before and we cut en-US out millions and millions worth of assets en-US and staff and services.en-US Commissioner Smith admitted he didnt en-US view the current formula as equitable, paren-US -en-US ticularly for the commercial property ownen-US -en-US ers who it would hit particularly hard. en-US I think thats a huge problem in this en-US equation, he added. en-US Commercial property owner Mark Miller en-US couldnt agree more.en-US As a commercial property owner, Im not en-US affected by the homestead exemption situaen-USen-UStion, he said. Were not a large property en-US owner, but last year we paid over $2,900 in en-US ad valoram taxes just for Fire-Rescue. The en-US proposed assessment is for an additional en-US $3,300. Now this is not just a hardship on en-US my wife and I, but it results in higher rents en-US for a lot of small business people, which ultien-US -en-US mately gets passed on in the form of higher en-US costs for services and products, which en-US affects everybody in Martin County.en-US Gary Fisher, the principle of the Rio en-US Commercial Center, held up two of the leten-US -en-US ters hed received as a commercial business en-US owner. en-US These two add up to $9,080, and its a lot en-US different than $151, he said referring to the en-US smaller residential fee. But on this plan, en-US basically what they have done is identified en-US various types of property by the calls that en-US have been generated by that property and en-US attributed the cost on a pro-rata basis. In so en-US doing, I think they have done a basically en-US unsavory term: profiling, theyre profiling en-US real estate. And if youre profiling all of the en-US services, I dont have any kids in school and en-US I dont go to the public libraries. I know that en-US the county needs all of these services and en-US Im happy to pay my fair share, but dont en-US start profiling now on this.en-US The owner of the historic Seminole Inn, en-US Jonnie Wall-Flewelling, nearly broke into en-US tears describing her business as a non-profen-US -en-US it labor of love that would fall victim to the en-US new Fire-Rescue Fee if passed.en-US If this tax was implemented including en-US the increases, my tax at the Seminole Inn en-US will have doubled in two years, she said. en-US My taxes were $7,114 in 2016. This year en-US without the Fire Tax, my taxes are $10,649 if en-US they are passed. If this tax passes, my taxes en-US will be in excess of $16,000 to operate an inn en-US that has not made one penny of profit since en-US My family has supported the inn at great en-US cost to our finances and to our ability -en-US basically, we would close the inn.en-US Salvatore Comito spoke on behalf of 86 en-US residential residents as the president of the en-US Mariposa Homeowners Association, saying en-US he drove all night from upstate New York to en-US make the meeting. en-US I am not a Florida resident, consequently en-US I pay higher taxes than all the residents do, en-US which is fine, he said. I know one en-US reporter who quit his job for this very en-US reason. When I finally realized that the en-US newspaper had put a black out on any en-US news about me or my company, I met en-US personally with the publisher at the time en-US and he privately confirmed that he could en-US not risk losing car dealer advertisers by en-US reporting my views or even running en-US positive news articles about me. I do have en-US to give him credit for being candid about en-US this. He equates the financial survival of en-US the paper with maintaining sufficient en-US advertising revenue. Survival is our en-US strongest instinct. Its a very rare person or en-US company that will put ethics ahead of en-US survival. Would you? Ironically, this en-US particular newspaper and most other en-US newspapers have lost car dealers and most en-US other advertisers to digital and TV. Selling en-US out their journalistic ethics didnt work in en-US the long run.en-US So, there you have it. What do you think en-US is the greatest threat to the USA and the en-US rest of the world? The budget is something thats en-US been in the works since March of this year, en-US and its a little stressful for this to be the first en-US thing to vote on as a new commissioner.en-US Interim City Manager, David Dyess en-US launched the baptism by fire of the two en-US newbies when he read the resolution authoen-US -en-US rizing the tentative 2019 millage rate, which en-US represents a .25 percent increase over the en-US current years rate and a 10.13 percent en-US increase over the rollback rate, or the rate en-US the city could have used to bring in the exact en-US amount of revenue it did this year due to the en-US increase in property values.en-US The city is proposing a millage rate for en-US Fiscal Year 2019 which exceeds the rollback en-US rate by 10.13 percent, he said. The city is en-US proposing a millage rate of 4.75 mils. Toxic algae in our water, en-US fumes from the toxic algae and aerosolized en-US toxic algae, to me, might be considered en-US something that might cause or exacerbate en-US blight and slum, especially along our wateren-US -en-US ways. Were asking you to increase your en-US taxes: Lets put a little bit of that into direct en-US measurement of our water crisis.en-US Commissioner Clarke seconded the comen-US-en-US missioners inaugural motion for discussion en-US and then asked about the possibility of en-US funding the proposed line item, which en-US opened a budgetary can of worms for the en-US Board. In the General Fund you would en-US definitely have to cut something currently in en-US the budget to fund this initiative if you want en-US to keep the budget where it is. We worked en-US hard on the millage increase just to make en-US ends meet, so there may be some tough en-US choices ahead of you to find this $100,000.en-US Mr. Mortell then suggested that Commisen-US en-USsioner Meier get meet staff over the next few en-US days and study the budget before making en-US any decisions on funding. en-US 10 'What should I do? My en-UScomputer is frozen!'en-USWen-USindows (or any operating system) en-US can get overwhelmed from time en-US to time. Im not saying that en-US Windows can be overwhelming from time en-US to time it can, but sometimes Windows en-US just stops functioning and you cant seem to en-US do anything. en-US What people dont realize is just how en-US much is going on in the background at any en-US given time. Every part of the computer en-US from the keyboard to the mouse to the en-US monitor has a little program running in the en-US background that is in charge of how that en-US particular part functions and they all have en-US to run together harmoniously. And Im not en-US talking about a few little programs or en-US drivers, there are literally dozens of things en-US going on in the background at any given en-US second and sometimes Windows can get en-US overwhelmed. Frankly, after looking at en-US what is going on in the background at any en-US given moment, Im surprised that computen-US -en-US ers even run at all without crashing after en-US five minutes of up time. Its astounding.en-US I always have to smile inside when ever I en-US hear anyone say I wasnt even doing en-US anything and it just locked up! OK, sure, en-US you werent doing anything, thats fine but en-US understand that even if you are not moving en-US the mouse or typing anything, the computen-US -en-US er is still as busy as a one armed paper en-US hanger. Consider this, even if you are just en-US sitting there, hands completely off the en-US mouse and keyboard, the computer is en-US constantly looking at the keyboard and en-US mouse for any change. Its also re painting en-US whatevers on the screen 60 to 70 times per en-US second, checking to see if its time to start en-US the screen saver, listening to network en-US connections for incoming calls and more. en-US And thats not even considering the en-US hundreds of other things it has to do just to en-US keep the desktop alive and stable. Thats en-US why Windows can sometimes become en-US overwhelmed and freeze up. The question en-US is what to do about it when it happens?en-US Lets say you are surfing the Internet and en-US you click a link, the page loads and you en-US start reading. You get to the bottom of the en-US page and go to click somewhere else but the en-US pointer is just an hourglass (or spinning en-US circle) and you cant click anything. What en-US do you do then? Well, the first thing is dont en-US panic! Its most likely not the end of the en-US world and usually doesnt mean that your en-US computer is messed up. It usually means en-US that Windows got bogged down someen-US -en-US where and, if it doesnt recover on its own en-US after a couple of minutes, maybe needs a en-US little nudge to get it back on track. I en-US usually try to get the computer's attention en-US back by trying a couple different keyboard en-US commands; Ill hit the ESC key to try to en-US divert the machine's attention from en-US whatever its stuck on. en-US Sometimes this all it takes and someen-US -en-US times not if hitting escape key doesnt get en-US a response then I usually try the three en-US finger salute. With one finger, press and en-US hold the CTRL button, then with another en-US finger press and hold ALT and with a en-US third, press DELETE. Its important to be en-US pressing all three buttons at once as en-US pressing them and letting go will do en-US nothing. Once you press ctrl, alt, delete, a en-US Windows Security screen should pop up en-US that gives you the options to Lock Computen-US -en-US er, Log Off, Shutdown, Change the en-US password, open the Task Manager or en-US Cancel (the list will vary depending on the en-US version of Windows). en-US Click the Task Manager button and make en-US sure the Applications Tab is highlighted en-US and in front. On the Processes page you en-US should see your web browser listed (or en-US whatever program you were running when en-US you lost control) often with a comment of en-US Not Responding. Click it so it becomes en-US highlighted and then click End Task en-US button at the bottom of the task manager. en-US After a moment a message should pop up en-US asking if you want to wait for the program en-US or end the task. Click the End Task button en-US and your browser should close and give en-US control back to your mouse.en-US But what if that doesnt work? What if en-US hitting escape and control + alt + delete do en-US nothing? Well, that happens from time to en-US time and about the only way to get around en-US it is to reboot the machine just press and en-US hold the power button until the computer en-US shuts down, wait ten to twenty seconds and en-US turn it back on. Roses are a en-US perfect addition to your friendly tea garden. en-US These lovely plants are surprisingly easy to en-US grow with some basic TLC.en-US Roses can be successfully planted in en-US either containers or in the ground. In either en-US case, the plants should be in well-drained en-US soil in a sunny location. en-US If you plant your treasures in the ground, en-US be sure the soil drains well. Dig a hole about en-US 15 18 inches wide and eighteen inches en-US deep. Put a layer of gravel on the bottom of en-US the hole. This is to allow drainage so water en-US drains away from the root system. The en-US same would apply if you plant your roses in en-US a container. en-US The next step is to prepare the soil you en-US are going to use to plant your roses. You en-US should use a mix of a good quality potting en-US soil with around half the mixture composed en-US of organic matter such as mulch or peat. en-US You can also use some bone meal with your en-US soil mixture. en-US Now, its finally time to plant your prize. en-US Carefully remove the plant from its original en-US container. Place the plant in your prepared en-US hole so the top of soil layer on the plant is en-US the same level as the surrounding soil. Fill en-US the gap underneath the plant with your en-US prepared soil mixture. Now, fill the gaps en-US around the remaining parts of the plant and en-US pack down lightly. You are now ready to en-US water in your newly planted rose. en-US Once you have your roses planted and en-US bursting with color, you will need to do en-US some basic maintenance steps in order to en-US keep them lush and colorful. Since we live en-US in such a humid climate, certain diseases en-US such as black powdery mildew and black en-US spot can both be a common problem. Both en-US diseases are much easier to control if you en-US prevent them happening in the first place. en-US Once established, both are very difficult to en-US get rid of. en-US Although there are many products on the en-US market that are used for disease control on en-US roses, Orthenex reigns as the king. The en-US product controls not only diseases but also en-US controls insect infestation as well. en-US If you are interested in an all-natural cure en-US for fungus, how about baking soda. Thats en-US right, baking soda. Plain ordinary baking en-US soda added at the rate of 3 teaspoons per en-US gallon of water. You then can add a small en-US amount of mild dish detergent to the mix to en-US act as a spreader sticker. This will work as a en-US preventive measure but will not work well if en-US an infection is present. Be sure not to make en-US your mix too strong as damage to your en-US roses could result. en-US Roses are heavy feeders and like a good en-US supply of food. You should feed your roses en-US once a month with a good quality commeren-US -en-US cial rose food. Always follow label direcen-US -en-US tions carefully. Is en-US science finally finding its way into the en-US kitchen? Are we becoming food scientists en-US rather than culinary chefs? I think the en-US answer lies in history. en-US The dawn of better health and sanitation en-US may have dated back some 750,000 years. en-US Recent discoveries in the Durance Valley in en-US France have found evidence of man-made en-US fires from this era. Prior to this time man en-US would eat his food raw. He had no inkling en-US the decreased population from time to time en-US may be from the smelly woolly mammoth en-US everyone was eating a week after it was en-US slain. en-US Then one day, Mr. Caveman dropped a en-US piece of meat on a fire. It smelled great. It en-US was easier to chew and more people seemed en-US to stay around longer. Voila! The dawn of en-US better health and sanitation began! Later, en-US the use of salt to preserved meat was en-US developed. en-US The next great step in the development of en-US better health would not come until the en-US mid-1500s. The normal procedure for en-US eating was to use your hands. During the en-US medieval period, it was the custom for two en-US people to eat out of the same bowl with en-US their hands and a common cup was en-US sometimes used for wine. Whoops! en-US Population decreased again. It was not until en-US the Italians developed the fork that a en-US monumental leap forward was made for en-US better health; however, the fork was not en-US widely accepted.en-US Life would continue pretty much en-US unchanged until Louis Pasteur came along en-US and developed the process to pasteurize en-US foods. Civilization would make great gains en-US in the development of better health.en-US When white bread was developed, it was en-US thought to be an improvement over dark en-US bread with food preservatives. Then the en-US Dutch discovered slaves in the West Indies en-US were suffering from some sort of diet en-US problems brought on by the fact the main en-US staple was brown bread, which maintained en-US all the vitamins and nutrients. The new en-US white bread had lost all of its vitamins and en-US nutrients. Studies were conducted and it en-US was found foods contain certain elements en-US for good health. Vitamins were identified!en-US As we look at the history of food, we see en-US cuisines from around the world were en-US created and flourish each in its own culture, en-US each with its own contribution to the en-US worlds knowledge of food. Nothing is more en-US basic to human history and the developen-US -en-US ment of civilization than food and the en-US pursuit of food science, such as heat en-US transfer, boiling, steaming, sauteeing, en-US grilling, baking and roasting. Other en-US innovates were emulsified mixtures, en-US caramelization, enzymatic browning and en-US flavoring of food. The list is endless!en-US Science is not moving into the kitchen, I en-US believe science was always in the kitchen en-US and chefs could easily be called the first true en-US scientists. Our profession is becoming en-US better educated and knowledgeable about en-US the science of what we do. Were beginning en-US to understand the why in what we do en-US instead of just passing on ideas and en-US techniques one generation to the next in en-US recipes and word-of-mouth because we en-US know they work. We are the fire that fuels en-US food history, and history can set the en-US direction of civilization.en-US Now I will get off my soapbox and talk en-US about a great recipe.en-USFETA CHEESE MOUSSE APPETIZER en-USYield: 4-5 servingsen-US Ingredientsen-US 8 ounces Greek feta cheese, crumbled en-US (1-1/2 cups)en-US 1/2-cup heavy creamen-US Freshly ground white pepperen-US 2-1/2 pounds mixed heirloom tomatoes, en-US either sliced, quartered or halveden-US Sea salt and coarsely ground black pepperen-US 1/4-cup extra-virgin olive oilen-US Pita chips, small bagen-US 20 pitted Kalamata olives en-US 1/4-cup thinly sliced red onionen-US 1 tablespoon leaf oreganoen-US Directionsen-US In a small bowl combine the feta and en-US cream. Mix until fairly smooth. Season with en-US white pepper. Scrape the mixture into a en-US shallow bowl and refrigerate until set, about en-US 30 minutes. en-US Before serving, bring the feta mousse en-US back to room temperature, about 20 en-US minutes. Whisk the mousse until loosened. en-US Spread the mousse in the center of each en-US plate. We departed from en-US the pier directly behind Guanabanas, and en-US Captain Steffey entertained my wife Gloria en-US and I with his South American adventures en-US as we leisurely motored around the en-US emerald-green waters of Jupiter Inlet and en-US took pictures of the historic Jupiter en-US Lighthouse. The small and comfortable en-US boats carry a maximum of six passengers en-US and are perfect for family outings and en-US intimate reunions. We en-US shared a crunchy crme brulee for dessert, en-US accompanied by cups of deliciously robust en-US coffee.en-US After dinner, we took a five-minute drive en-US to Harbourside Place, Jupiters new defacto en-US downtown on the banks of the Intracoastal en-US Waterway. Here we strolled along a section en-US of Jupiters 2.5-mile Riverwalk, darted in a en-US few of the shops that were open and spent a en-US few relaxing moments sitting in Adironen-US -en-US dack chairs and listening to live music at en-US the beautiful Harbourside Place Amphitheen-US -en-US atre.en-US Upon return to the resort, we discovered en-US that the electric motor had unexpectedly en-US died on the door to our comfortable king en-US room, which led to an unexpected surprise. en-US When the helpful staff were forced to en-US dismantle the door to get our room back en-US open, the manager decided to relocate us to en-US a two-bedroom penthouse suite that en-US appeared to be larger than our Port St. en-US Lucie home. Although we were only there en-US for the night, we found this accommodaen-US -en-US tion with a huge separate living/dining area en-US to be perfect for pre-wedding parties and en-US family groups traveling together.en-US The next morning we took a short walk en-US south along the gorgeous beach to a small en-US outcropping of Anastasia limestone en-US formations similar to those at the nearby en-US Blowing Rocks Preserve in Martin County, en-US where we sat for a few minutes enjoying the en-US spectacular interplay of tides and stone. For en-US breakfast, we headed over to one of Jupiters en-US most popular morning spots, the Royal en-US Caf, in theen-US Concourse Village Shopping Center, en-US where it appeared that almost everyone en-US knew everyone elses name. This old-style en-US coffee shop still features bar-stool seating en-US and award-winning omelets (the Spanish en-US Omelet was truly delicious!). en-US We finished our morning at one of our en-US favorite Jupiter destinations (and one of the en-US citys most picturesque spots), the Busch en-US Wildlife Sanctuary. One of the closest en-US animal refuges to the Treasure Coast, the en-US Sanctuary takes in more than 5,000 injured en-US and orphaned animals annually and boasts en-US permanent exhibits of everything from en-US Florida Panthers to crocodiles, bears and en-US several species of owls in the aviary section. en-US The boardwalk area leading through the en-US cypress wetlands is particularly stunning. en-US Youll also find the Loggerhead en-US Marinelife Center just to the south in en-US nearby Juno Beach. This 12,000-square-foot en-US facility is dedicated to the preservation of en-US sea turtles, and you can actually sign up for en-US a nighttime tour to watch one lay her eggs.en-US We lunched that afternoon at Calaveras en-US Cantina in Harbourside Place. It just en-US happened that the next day, U.S. Ryder Cup en-US Captain, Jim Furyk was having a press en-US conference in the City of Brotherly Love en-US and my good friend, Ryder Cup, would be en-US on-hand. en-US After the U.S. Teams win at Hazeltine en-US National Golf Club in Minnesota two years en-US ago, RC has been traveling the U.S. en-US Enjoying the best that life here has to offer. en-US Knowing that his schedule would be filled en-US and a bit crazy, I decided to try to get in my en-US interview a day early.en-US I sneaked into the Philadelphia Marriott en-US and after a couple close calls with security en-US guards, I found him sitting in the corner, en-US gleaming bright and talking a nap. All those en-US nights watching Jack Bauer avoid trouble on en-US finally paid off. With a slight tap I en-US woke my friend, the Ryder Cup himself, and en-US said hello.en-US I told RC that I wanted to get his en-US first-hand impression on the upcoming en-US event in Paris.en-US As I sat down with him, the grin en-US plastered on his face was hard to ignore. He en-US loves the spotlight that these matches put en-US on the game, and the fellowship it proen-US -en-US motes. He also appreciates that the matches en-US have gone back to the days when sportsen-US -en-US manship and camaraderie were the rule of en-US the day.en-US For a while there these matches had en-US become about rubbing your opponents face en-US in a loss, he said.
