The county will lack only en-US the Golden Gate CRA once the current glitch bills en-US are approved by the County Commission.en-US The intention of the glitch bill is to eliminate en-US ambiguities, inconsistencies and redundancies en-US and at the same time minimize substantive en-US changes, she said. The issues in the Jensen en-US Beach CRA are very similar to those of the other en-US CRAs. One of the big issues of applicability that en-US appeared in some of the other CRA codes -what en-US code requirements apply in the zoning overlays en-US and which code requirements apply outside the en-US overlays -doesnt arise in Jensen Beach because en-US all of Jensen Beach is in a zoning overlay. It struck me that a female en-US soldier leaving her child to protect ours en-US had to be the ultimate sacrifice. The en-US Rotary Club Foundation, as well as en-US the city, wanted to maintain the en-US artistic unity of the first and secen-US -en-US ond stages of the memorial. The en-US two sculptures sit next to each en-US other, and they wanted to have the en-US same visual language on both sides en-US of the monument, even though the en-US subject matter was different.en-US Mr. Gomez-Rojas emphasized en-US that creating a low-relief such as en-US Unconditional can be much en-US more difficult than a 3D sculpture en-US due to issues of perspective and en-US foreshortening that are 2D technien-US -en-US cal problems. He said he purposeen-US -en-US ly left much open to interpretation en-US by the viewer with this piece.en-US It struck me visually that the en-US size of the backpack was overen-US -en-US whelming, he explained. I felt en-US that this was a visual metaphor for en-US the size of the burden placed upon en-US this soldier, who is in a semi-kneelen-US -en-US ing pose while hugging her child. en-US The soldier seems lost in her en-US thoughts as if she is considering en-US the enormity of the situation. She en-US could be praying. She could be en-US leaving or returning. She could be en-US thanking God for protecting her en-US and her child or asking him to en-US do so.en-US Mr. Gomez-Rojas compared the en-US creative process of his artworks to en-US giving birth.en-US When I am working on the clay en-US model, at some point the sculpture en-US takes on a life of its own, he said. en-US I find that I have to get my ego out en-US of the way and let the sculpture be en-US born. The Jensen en-US Beach Neighborhood Action Committee en-US approved a reduction in the minimum en-US height of trees to be planted to 12 feet. I en-US recommended that because different landen-US -en-US scape architects and developers over the last en-US couple of years have been asking the NACs en-US for flexibility with regards to the heights of en-US the trees.en-US A Martin County resident, in fact, had en-US complained at a NAC meeting about having en-US to drive to Miami to get the right height tree en-US for her single-family home.en-US I remember a person had gone down to en-US Miami-Dade County to get some silver buten-US-en-US tonwood trees because the standard said 15 en-US feet, and she couldnt find that size in Maren-US -en-US tin County, Ms. Szedlmayer added. And I en-US said its not in our code to support our local en-US nursery men but we really should.en-US In response to a question by Board Memen-US -en-US ber Don Foley II on why the senior planner en-US had removed the stormwater section of the en-US CRA code, Ms. Szedlmayer emphasized it en-US was to simplify the code.en-US Basically we removed the section where en-US it says a stormwater management plan will en-US be developed for the entire Jensen Beach en-US Community Redevelopment Area, she said. en-US They have produced various CRA plans, so en-US we dont need the code to say the CRA shall en-US spend its money for that purpose.en-US Some members of the County Commisen-US -en-US sion, in particular Commissioner Doug en-US Smith, have complained about the CRA en-US program in recent years, which has in effect en-US triggered the glitch bill process. During the en-US approval of the Port Salerno Glitch Bill in en-US 2017, Commissioner Smith insisted the en-US county completely overhaul the CRA proen-US -en-US gram because so many developers had en-US balked at doing business in them due to the en-US higher cost of development.en-US The reason why not much has really en-US occurred in the redevelopment area from a en-US physical new construction type is because en-US its very complicated and difficult to do, he en-US said during that November meeting. We en-US have all sorts of other layered costs on top of en-US that program. Even if we get things more en-US clarified, its still a very difficult process to en-US fit into a shoehorned slot. The banking en-US industry still struggles with recognizing and en-US understanding how you finance a project en-US that fits into an existing box.en-US LPA Board Member Joseph Banfi echoed en-US that same sentiment during the recent meeten-US -en-US ing before casting the lone dissenting vote en-US on the Jensen Beach Glitch Bill, with Chairen-US -en-US man Jim Moir and Board Member Kimberly en-US Everman absent that evening. He also en-US lamented the fact that no county residents en-US had attended the meeting.en-US I think the code is far too complex: I en-US dont understand it, most people dont en-US understand it and architects dont know en-US how to work with it, he said. en-US 11 en-USTREASURE COAST Voters in the en-US 2018 Florida General Election will face the en-US most confusing ballot in a generation, espeen-US-en-US cially regarding the proposed constitutional en-US amendments. Understanding the proposals en-US and figuring out how you wish to vote on en-US each will take some time and independent en-US research.en-US The Florida Constitution can be changed en-US in four ways. The legislature can propose a en-US change by joint resolution. Citizens and en-US nonprofits can follow an initiative process en-US including the gathering of large numbers of en-US signatures. The Constitutional Revision en-US Commission can propose changes, and the en-US Taxation and Budget Reform Commission en-US can propose changes.en-US Proposed amendments require 60 percent en-US approval from voters to pass, per Florida en-US Constitution, Article XI, Section 5(e).en-US For the November, 2018 general election, en-US 13 proposed amendments will be on the en-US ballot. Of these, eight were submitted by the en-US CRC, three by the legislature, and two by en-US citizen petition initiative.en-US The CRC meets once every 20 years. Floren-US -en-US ida is the only state with a constitutional en-US amendment commission.en-US The CRC, created by Article XI, Section 2 en-US of the Florida Constitution, has 37 memen-US -en-US bers. The constitution sets the Attorney en-US General as the only automatic member. The en-US Governor appoints 15 commissioners en-US including the commission chair. Both were appointed by the en-US President of the Senate, Joe Negron. en-US The CRC held 15 public meetings across en-US the state and reviewed thousands of public en-US comments, before rejecting some proposals en-US and combining others into its eight proen-US -en-US posed amendments.en-US Making this years process especially chalen-US-en-US lenging is that the CRC bundled different en-US issues into the same amendment. Of the en-US amendments proposed by the CRC, only en-US two, No. 12 (Lobbying and Abuse of office en-US by Public Officers,) and No. 13 (Ends Dog en-US Racing) deal with one clear-cut issue. Each en-US of the other six from the CRC combined difen-US -en-US ferent proposals.en-US These will be the most difficult decisions en-US for voters, as there are many people who en-US agree with part of an amendment and disen-US -en-US agree with the other parts, but you must en-US vote either in favor or against the whole en-US bundle. Restores voting rights en-US of Floridians with felony convictions after en-US they complete all terms of their sentence en-US including parole or probation. The amenden-US -en-US ment would not apply to those convicted of en-USmurder or sexual offenses, who would conen-US -en-US tinue to be permanently barred from voting en-US unless the Governor and Cabinet vote to en-US restore their voting rights on a case by case en-US basis.en-US (5) Supermajority Vote Required to en-US Impose, Authorize, or Raise State Taxes or en-US Fees, proposed by the legislature. Prohibits en-US the legislature from imposing, authorizing, en-US or raising a state tax or fee except by a two-en-US thirds vote of each house. This proposal en-US does not authorize a state tax or fee otheren-US -en-US wise prohibited by the Constitution and en-US does not apply to fees or taxes imposed or en-US authorized to be imposed by a county, en-US municipality, school board, or special disen-US -en-US trict.en-US Proposed amendments 6-13 are all from en-US the Constitutional Revision Commission. en-US (6) Rights of Crime Victims; Judges. If you dont know, its a en-US hidden price increase on the car you en-US purchase disguised to look like a federal, en-US state, or local tax or fee. Its 100 percent en-US profit to the dealer. Dealer Fee is the most en-US common name for this disguised profit, but en-US it goes by many names such as doc fee, en-US dealer prep fee, service fee, administrative en-US fee, electronic filing fee, e-filing fee, tag en-US agency fee, pre-delivery fee, etc. The names en-US are only limited by car dealers imaginaen-US -en-US tions. Almost all car dealers in Florida en-US charge a Dealer Fee. The dealer fees range en-US from around $700 to as high as $2,000!en-USThis is the Florida law that is supposed to en-US regulate the Dealer Fee:en-US The advertised price must include all en-US fees or charges that the customer must pay en-US excluding state and local taxes. The law also en-US requires that the Dealer Fee must be en-US disclosed to the buyer as follows: This en-US charge represents costs and profits to the en-US dealer for items such as inspecting, cleaning, en-US and adjusting vehicles and preparing en-US documents related to the sale.en-US This law is very weak and almost never en-US enforced. When enforced, it isnt enforced en-US by the letter of the law; it is done to en-US accommodate the car dealers. The law is en-US weak because it requires only that the en-US dealer fee be included in the advertised en-US price. The word advertised is narrowly en-US interpreted to mean a specific car shown in en-US a newspaper, TV, radio, or online ad, but, en-US what about when you get a price on the en-US phone, online, or from the salesman? You en-US dont find out about the Dealer Fee until en-US youre in the business office signing a tall en-US stack of papers spit out by the computer. en-US The dealers get around including their en-US dealer fees in advertisements very easily by en-US including a number in the fine print. This en-US number is their stock number that en-US designates ONE specific car. When you en-US respond to the ad, this car is no longer en-US available (sales people are usually not paid a en-US commission for selling the ad car). The en-US advertisement might say many more en-US identical cars are available. Its true that en-US identical cars are available for sale, but they en-US are not available for sale at the sale price en-US because theyre not the advertised stock en-US number car. If you buy one of those exact en-US same cars you will pay from $700 to $2,000 en-US more.en-US The reason Im told that the law is rarely en-US enforced is that the Florida Attorney en-US Generals office is understaffed and too busy en-US enforcing other Florida laws. Im also told en-US that Florida car buyers dont file very many en-US complaints against car dealers for violating en-US the Dealer Fee law. I dont believe that there en-US can be too many other infractions of the law en-US that take more money annually from en-US consumers than dealer fees take from car en-US buyers. Just one car dealer selling 1,000 cars en-US a year and charging a $1,000 dealer fee is en-US taking a $1 million annually from car en-US buyers. Most car dealers in South Florida en-US well more than 1,000 cars annually and en-US many charge more than $1,000 dealer fee. I en-US believe that the reason more complaints en-US arent filed on the dealer fee is because most en-US car buyers dont know that they are being en-US duped. They either dont notice the fee or en-US assume its an en-US official federal en-US or state fee. en-US Dealer often tell en-US their customers en-US that all dealers en-US charge it and en-US that its required en-US by law.en-US The Attorney en-US General also en-US accommodates the dealers by not en-US interpreting the law the way it was intended. en-US For example, the law says that the dealer fee en-US must be included in the advertised price. en-US The Florida Senate has ruled that the law en-US requires that the fee be included rather en-US than specifically delineated. But the en-US Attorney General allows car dealers to en-US advertise car prices without including their en-US dealer fee in the price if they just mention en-US that there is a dealer fee in the fine print;but en-US they dont state the amount. To me they are en-US simply allowing the car dealers to break the en-US law.en-US Lastly, the required disclosure of the en-US Dealer Fee on the vehicle buyers order or en-US invoice is confusing, misleading, and en-US incorrect: This charge represents costs and en-US profits to the dealer for items such as en-US inspecting, cleaning, and adjusting vehicles en-US and preparing documents related to the en-US sale. It should not say costs because any en-US cost that you pass along to the customer in en-US the price of a product is pure profit. A en-US dealer can pass along his utility bills, sales en-US commissions and advertising if he wants to No Dealer FeesDealer fees average about $1,000 in South Florida. It should not say en-US inspecting, cleaning, and adjusting en-US vehicles because all car dealers are en-US reimbursed by the manufacturer for en-US inspecting, cleaning, and adjusting en-US vehicles.en-US So, what should you do when you are en-US confronted by a car dealer with the Dealer en-US Fee? Besides LEAVE, here are some en-US suggestions that may help you: en-US Make it clear from the very beginning en-US that all prices you discuss must be out-the-en-US door prices. This way you dont care if the en-US dealer fee added up front because you will en-US shop and compare their bottom line price en-US with at least 3 competing car dealers. Ideally en-US you should require that they include tax and en-US tag in that price. If you dont they might try en-US to slip in something they call the electronic en-US filing fee or e filing fee and trick you into en-US believing that its part of the license tag and en-US registration.en-US The dealer will often tell you that all car en-US dealers charge Dealer Fees and that they are en-US required by law to add the dealer fee on en-US every car they sell. Simply tell them that you en-US know this is not true and you can cite me en-US and other car dealers likeOffLeaseOnly.en-US comand Earl Stewart Toyota (my dealeren-US -en-US ship) that do not charge a dealer fee. Some of these are en-US quite good and I personally recommend the en-US following: Consumer Reports, American en-US Express, GEICO, Allstate, AAA, Sams Club, en-US AARP, and USAA. Somehow, I en-US managed. en-US When most people think about golf at en-US Walt Disney World, they think of the Palm en-US and Magnolia Courses where the PGA Tour en-US once played. Some of us however, are old en-US enough to remember when the Tour also en-US played at Disneys Lake Buena Vista Course en-US (en-USwww.golfwdw.comen-US).en-US The PGA Tour last used the Lake Buena en-US Vista Course during the Disney Classic in en-US 1997. The Tour may have left, but for me, en-US the Lake Buena Vista Course is my favorite en-US on the property. Its not long by any means, en-US but you can see some of the very-back tees en-US the Tour added over time to lengthen the en-US course enough to challenge the top en-US professionals.en-US What Lake Buena Vista lacks in length, it en-US makes up for with challenging greens, en-US tree-lined fairways, lots of bunkers and en-US some of the most beautiful trees and fauna en-US on any of the Disney tracks.en-US Designed by Joe Lee, LBV has four sets of en-US tees, playing to a par of 72 for the men and en-US 73 for the ladies. The very back tees play to en-US just a couple yards over 6,800. The forward en-US tees come in at just over 5,200 yards.en-US The course starts you off with a par-5 en-US that should allow you to get your round en-US going early. While its not a long hole, at 514 en-US yards from the back tees, it is fraught with en-US danger. en-US The front nine wanders its way through en-US pastel vacation villas and past a lighthouse. en-US The short par-3 seventh features an island en-US green.en-US Holes eight and nine are the number one en-US and five toughest holes on the course. The en-US par-5 eighth will test you on your second en-US shot as the woods encroach from both sides en-US the closer you get to the green.en-US The back nine features dense woods en-US surrounding the course. At one point you en-US will tee off over a canal as a Disney boat en-US meanders by.en-US Eighteen is a stout par four that measures en-US well over 400 yards. The hole rewards the en-US daring golfer who can play a tee shot from en-US left to right with a shorter approach.
