The Florida en-US Legislature has mandated that a minimum en-US of one safe school officer be assigned at each en-US school facility within the District without en-US providing adequate funding to cover that en-US expense. In the absence of additional operen-US -en-US ating revenue generated by an additional en-US voted one-half mil, the Martin County en-US School District will face a revenue shortfall en-US that will result in significant budget cuts en-US requiring the elimination of numerous acaen-US -en-US demic programs and positions.en-US In addition to the one-half mil increase en-US request projected to provide $45 million en-US during its four-year term, the School Board en-US is also asking for a half-cent sales tax en-US increase to fund capital projects that would en-US sunset in seven years. Chairwoman Roberts en-US said the additional funds would help replace en-US aging and deteriorating campuses such as en-US Jensen Beach and Palm City elementary en-US schools and only cost most taxpayers about en-US $10 more a month in sales taxes.en-US The School District has identified a en-US backlog of critical facilities maintenance, en-US securities improvements and aging inforen-US -en-US mation technology infrastructure, necessary en-US fleet and maintenance equipment and overen-US -en-US due replacement of schools and facilities, en-US she explained. In the absence of additional en-US capital revenue generated by a levy of a half-en-US cent-per-dollar school surtax, the Martin en-US County School District will face a shortfall en-US that will result in an unsafe and unhealthy en-US learning environment for the students of en-US Martin County.en-US Commission Chairman Ed Ciampi asked en-US Ms. Roberts to further explain the potential en-US use of the sales tax revenue, particularly en-US since Martin County itself had failed twice en-US in recent years to win passage of a similar en-US sales tax increase for its backlog of capital en-US projects. en-US If you can give an idea where the money en-US raised in a surtax can be used, and more en-US importantly, where it cannot be used, he en-US said. en-US The sales tax surtax goes for capital -it en-US does not go for operations, Chairwoman en-US Roberts responded. The sales tax cannot be en-US used for anything in the operations account; en-US it can only be used in the capital account. en-US Both Chairman Ciampi and Chairwoman en-US Roberts emphasized the School Boards en-US need for two separate referendums to keep en-US the issues separate and distinct. en-US Which is why were doing it on two sepaen-US -en-US rate ballots, to not confuse people, the latter en-US added. So that they can clearly see that one en-US is for operations, and the other one is for en-US capital.en-US School Board Member Tina McSoley also en-US addressed the Commission, using Monopoen-US -en-US ly money and a Star Wars lunchbox to en-US demonstrate how little of the per-student en-US funding received from the state actually en-US makes it back into the fund balance to help en-US pay for the states under-funded or unfunden-US -en-US ed mandates.en-US So when we send that $108.4 million to en-US Tallahassee, they keep $45 million of that en-US for other students in the state, she said. We en-US get back $63.4 million, and 85 percent of en-US this is staff and salary benefits. 14 percent is en-US our fund money. We get about $2 million en-US for buses: We spend almost $5 million on en-US buses. That comes from all of our fund en-US money. What were about to do for public en-US schools -and what I hope that this county en-US will vote to do for public schools -will help en-US us turn this Titanic back around 180 degrees en-US and allow us to get back on track and do en-US whats right for students.en-US Several members of the public spoke out en-US in favor of the referendum approvals, en-US including Danielle McDonough of Stuart, en-US the founder of the Martin County Parents en-US United group on Facebook. Ms. en-US McDonough said that Pinellas County has en-US been utilizing a similar millage increase to en-US supplement teacher salaries for 14 years and en-US insisted the District limit the funds to teachen-US -en-US er salaries and benefits should the property en-US tax referendum pass in August.en-US The overwhelming majority of our en-US teachers have to have multiple jobs to live, en-US she exclaimed. They must work multiple en-US jobs because Martin County teachers make en-US so little money. In fact the starting salary for en-US a Martin County teacher in 2008 was en-US $37,000; 10 years later, they are making only en-US $1,300 more. We are now hemorrhaging our en-US best teachers and are unable to recruit high en-US quality teachers because our salary structure en-US and benefits are upside down: low salaries en-US and extremely costly benefits.en-US Grace Ratto compared the current School en-US Board action to that of safety precautions en-US needed to prevent a stroke.en-US As a citizen and taxpayer and a parent of en-US students in Martin County, I support the en-US referendum, she said. If this change doesnt en-US take place now, we will be in a similar situaen-US -en-US tion spoken about with regard to strokes: 80 en-US percent of strokes are preventable. The end. en-US Alright, OK, Im sure there are enough of en-US you reading this wondering what in the en-US world Im going on about this week so I en-US suppose I ought to take a few words to en-US explain. You see I recently read an article en-US online (an open letter to Google actually) en-US written by a very distraught fellow who en-US wanted Google to know just how badly they en-US messed up when they locked him out of all en-US of his data. en-US The poor guy goes on to explain that he en-US spent months switching all of his email over en-US to gmail, all of his photos over to Googles en-US photo service (Picasa), all of his docs to en-US Google Docs, etc. After painstakingly en-US moving all of his data to Googles servers en-US (wherever the hell they are) he woke up one en-US day to find out his account had been closed en-US due to a terms of service violation which en-US he swears up and down he didnt commit. en-US The bottom line is he spent a consideren-US -en-US able amount of time moving his entire en-US digital inventory up to Googles cloud, en-US didnt make any provisions to back any of it en-US up and then (just as Murphys law en-US demands) found himself completely locked en-US out. en-US Now, this column isnt about whether en-US Google had a right to lock him out of his en-US account or not nor is it some type of cry out en-US to the powers that be to change the way our en-US data is safeguarded when we hand it over to en-US the cloud. Its more of a cautionary tale to en-US remind us of that which we already know en-US back up everything! Even when entrusten-US -en-US ing your data to the cloud, back it to a local en-US drive as well! To not do so is just asking for en-US it. en-US OK, lets look at this a little closer shall en-US we? First the decision to use a cloud en-US service may be a decision that many are not en-US even aware that they are making. Let me try en-US to clarify a couple things, take email for en-US example. If you are accessing your email en-US through your web browser by going to en-US www.gmail.com, www.yahoo.com, www.en-US aol.com or any of the other email services en-US that offer web based mail service then en-US guess what? Your email is being stored and en-US managed in the cloud and if you should en-US find yourself in violation of the terms of en-US service you too could find yourself locked en-US out. (Just how well did you read those en-US terms when you signed up? You know, the en-US terms you have to click the Accept button en-US for in order to set up your account?) en-US Most email services allow the downloaden-US -en-US ing of email to a local email client which is en-US present on each and every machine out en-US there Windows, Mac or Linux. You can set en-US up your computers email program en-US (Windows Live Mail, Outlook, Outlook en-US Express for those machines still running en-US Windows XP, Mail on Macs) by configuren-US -en-US ing the POP or IMAP settings. Look it en-US up in your email services help settings and en-US if your email service doesnt provide for it en-US then you may want to consider an alternaen-US -en-US tive. en-US Next lets look at the folly of uploading all en-US of your digital pictures to a service like en-US Googles Picasa Web Albums and then en-US deleting the local copies after you upload all en-US of your pictures. Why on earth would en-US anyone do that? Well Sean, we dont want en-US all these duplicates now do we? Well, en-US actually, you do. en-US Sure, uploading all of your photos to a en-US web based service is great but for Gods en-US sakes, dont get rid of the originals! Did you en-US know that you can get 8 gigabyte thumb en-US drives from just about any drugstore en-US nowadays for about 10 bucks! Do you know en-US how many duplicate photos you can store en-US on 8 gigs? Then if anything happens to your en-US web albums you luckily will have all of en-US those pesky duplicates to fall back on. en-US The list goes on Google Docs Sure en-US save all of your Docs to cloud storage but en-US how about synchronizing them with a local en-US folder on your own machine, you know, just en-US in case Google goes belly up it will be nice en-US to have a backup. en-US As the concept of cloud computing en-US becomes all encompassing its important to en-US remember that its your data. What you dont know about some of en-US these common plants can be deadly. Some en-US parts of the ornamental plants or flowers in en-US your yard may contain deadly poison. The en-US most susceptible to being harmed by these en-US plants are children and pets. en-US One of the most toxic and common en-US poisonous plants is the Oleander. The en-US Oleander plant contains a deadly heart en-US stimulant that resembles the prescription en-US drug digitalis. If a child eats a single leaf or en-US two from this plant it could be deadly. en-US There have been several instances where en-US people have died from eating meats that en-US were roasted from a wood fire that en-US contained Oleander twigs or branches. en-US Dieffenbachia, which is a common en-US tropical that many of us have in our homes, en-US is also a highly toxic plant. All parts of this en-US plant are poisonous. If eaten, the plant can en-US cause intense burning and irritation of your en-US mouth. The plant can be deadly if enough en-US swelling occurs to block your airway. You en-US should always wash your hands after en-US handling this or any of the listed poisonous en-US plants.en-US Another surprising plant is the Azalea. en-US All parts of the Azalea plant can be toxic if en-US ingested. The symptoms include nausea en-US and vomiting along with difficulty in en-US breathing and possibly coma. The end en-US result can be fatal. Even the berries of en-US Jasmine plants can be toxic. They can cause en-US digestive problems along with nervous en-US system disorders. en-US The foliage from oak trees can be toxic en-US but the effects are gradual. If foliage is en-US ingested, it can slowly affect your kidneys. en-US You need to ingest a substantial amount for en-US severe poisoning to occur. Lantana, which en-US is commonly used by many as a colorful en-US ground cover, is another specimen that is en-US toxic if ingested. Acute poisoning can cause en-US hemorrhagic diarrhea and rapid heart rate.en-US Although this list includes some of the en-US most common plant varieties, there are en-US many more that could be added to this list en-US including Milkweed, Narcissus, Daffodil, en-US poison Oak, Purslane and Snow on the en-US Mountain. Bear in mind that just because en-US some of your favorite plants can be toxic if en-US ingested, common sense and keeping these en-US plants out of the reach of small children and en-US pets can totally avoid tragedy. en-US We have talked a lot about common and en-US seemingly innocent plants that can be toxic en-US but here is one plant that many people en-US think is deadly poisonous but in reality, it is en-US harmless. The plant I am referring to is the en-US Poinsettia. The Poinsettia plant is one of the en-US most widely produced plants in the en-US country. During the holidays, almost every en-US household has at least one Poinsettia en-US adorning their dcor. Fear not, as todays en-US commercially distributed varieties are not en-US poisonous. en-US There are some people, however, that en-US may get a mild allergic reaction to the milky en-US sap if it comes in contact with their skin. en-US The affected areas can be washed with soap en-US and water to remove the sap if irritation en-US develops. Poinsettia plants are not a serious en-US risk for animals although it is always best to en-US keep any plant out of the reach of pets if en-US they like to chew plants.en-US Finally, there are also several common en-US houseplants that can be toxic to animals en-US and children. Probably the most common is en-US the Philodendron. The toxic part is the en-US leaves. If ingested, it can cause burning of en-US the lips and mouth and can also cause en-US contact dermatitis if the plant juice contacts en-US the skin. en-US 17 en-USDen-US-Day, June 6, was a very special en-US moment in history when 160,000 en-US troops landed on the beaches of en-US Normandy, creating the turning point for en-US the allies in WWII. en-US To accomplish this great victory, the allies en-US needed a special food that had to be en-US light-weight, nutritious and have the ability en-US to generate lots of energy to keep the troops en-US ready to fight. The Hershey Chocolate Co. en-US was approached in 1937 to create what was en-US later called the D ration bar. It had to be en-US high in energy, withstand high heat, and en-US weigh 4 ounces.en-US What they created isnt the Hershey bar en-US we know today, which is wonderful. The en-US bar created for the troops was a blend of en-US chocolate, sugar, cocoa butter, skim milk en-US powder and oat flour. The mixture was so en-US thick, it had to be hand molded at first. The en-US bar was like a chocolate brick that had to be en-US shaved with a knife to be eaten. The worst en-US part was the taste, which was extremely en-US bitter because of the chocolate and oat flour en-US recipe. en-US Later, during the war, a tropical blend en-US was created for the Pacific Campaign. en-US Fortunately because sugar was used to give en-US quick energy to the troops, caramels, en-US orange and lemon-flavored powdered en-US drinks with lots of sugar were included in en-US the troops rations. Hershey produced more en-US than 3 billion bars for the war effort. en-US I am sure after the war, veterans couldnt en-US wait to eat Hershey chocolate kisses again. en-US Its amazing how something that tasted so en-US bad helped win the en-US war. en-US Chocolate is the en-US number one dessert en-US in the world with a en-US history that dates en-US back to the ancient en-US Aztec and Mayan en-US civilizations. en-US It seems the first en-US time chocolate was en-US used in war was by en-US Hernando Cortez when he conquered en-US Mexico. The Mayans would make a en-US chocolate drink from ground cacao beans en-US (cocoa beans), chile peppers and water en-US whipped until frothy. Cortez is reported to en-US have required all of his troops to drink the en-US chocolate mixture daily as an energy en-US booster. en-US During the Revolutionary war, medics en-US would give the drink to wounded soldiers en-US to help with their recovery. Thomas en-US Jefferson was so impressed with the en-US chocolate drink he predicted it would en-US replace tea and coffee in America. In the en-US early 20th century, members of expeditions en-US to the North and South Poles drank hot en-US chocolate to provide warmth, nutrients, and en-US energy boosts.en-US OK, so it gives you energy and nutrients, en-US but thats not why we eat it today. We eat it en-US because it taste soooo good. Place a piece of en-US milk chocolate in your mouth and feel it en-US start to melt and you get that burst of sweet en-US and bitter creaminess. WOW! Now we en-US know it makes a great dessert, too. en-US If it wasnt for the Italians, who started en-US adding sugar to chocolate, we might be still en-US drinking a bitter drink. But did you know en-US chocolate is used to make some savory en-US dishes taste great as well? Try my chocolate en-US sauce. You might be surprised! Its good on en-US steaks, chicken or pork.en-USCOSTAS CHOCOLATE SAUCEen-USIngredients en-US 1 tablespoon unsalted butteren-US 2 cloves garlic, minced smallen-US 1/2-cup chicken or beef stocken-US 1/2-cup heavy cream or half & halfen-US 2-3 ounces semi-sweet chocolate, en-US chopped en-US Your choice, a splash of bourbon, en-US whiskey or vodkaen-US 1 tablespoon hot sauce, more if you like it en-US hotteren-US Salt and pepper to tasteen-US Directionsen-US In a sauce pan, saut garlic in butter over en-US medium heat for 1-2 minutes; dont burn. en-US Add stock and continue cooking for 1 en-US minute. Add preferred alcohol and cook 1 en-US more minute. Add heavy cream, chocolate en-US and hot sauce. Cook until it starts to en-US thicken. If it gets too thick, add a little en-US stock. While we will now see en-US greener fairways and lakes with water in en-US them, we will also lose 50 yards of roll on en-US our drives (insert sad face here).en-US As the rain washed out yet another en-US planned round, one of my buddies en-US wondered aloud why it is that some courses en-US or holes drain well and others do not. Most en-US of us dont ever think about what is under en-US the course. The myriad of catch basins and en-US drainage pipes installed before the first en-US blade of grass grew on the course is usually en-US of no concern. When the rains do fall, en-US however, all of these work in concert with en-US the design of the course to rid each hole of en-US water as quickly as possible. en-US My late friend, Charles Ankron, was an en-US internationally acclaimed golf course en-US architect. I used to do some side work for en-US him and I remember asking him that very en-US question.en-US There are three factors that affect course en-US drainage, he explained. Site, soil and the en-US client. en-US The first factor, site, varies from course en-US to course. Some courses are located in areas en-US with little rainfall, strong drying winds and en-US an abundance of sunshine. Of course these en-US courses drain well.en-US In Florida, courses are normally subject en-US to a lot of rain, and while we do have strong en-US winds and abundant sunshine, we suffer en-US from high en-US humidity. The en-US evaporation rate is en-US much lower than en-US youd expect. We en-US also suffer from en-US not having much en-US elevation change. en-US Water simply has en-US no desire to run en-US anywhere.en-US Soil content is en-US next. The greater en-US the amount of en-US topsoil that a course has, the better it can en-US handle a downpour. Topsoil will absorb a en-US large amount of water, and the thicker that en-US layer, the more water the course can handle. en-US However, it is the subsurface soil stratum en-US has the biggest influence on course en-US drainage. A course with a sandy subsurface en-US will have an excellent absorption rate. A en-US course with a very sandy sub-base course en-US can stay open when some of the exclusive en-US private clubs in the area have to shut down. en-US Thats because it absorbs water so well.en-US Courses unlucky enough to have a hard en-US subsurface, such as marl or sandstone, will en-US need more lakes, more storm drains and en-US more collection areas for the water that the en-US course will shed during a storm or wet en-US season. en-US Probably the biggest factor, aside from en-US nature, is the client. If the course owner or en-US developer has the money and is sensitive to en-US the golf course, he or she may be willing to en-US spend the money needed to design and en-US build a good drainage system. If the owner en-US simply wants an amenity for the housing en-US development, then chances are that money en-US will not be spent and the course wont drain en-US well.en-US If the soil can absorb an inch of rainfall en-US and it rains two inches, the ground is en-US fighting a losing battle. The high points of en-US the course will absorb the first inch and en-US then the second inch will flow downhill. As en-US that water flows to a low point or a catch en-US basin, it grows exponentially adding itself en-US to the water already accumulating downen-US -en-US hill.en-US Most architects use many more drains en-US now than 15 or 20 years ago. I remember a en-US total renovation that Ankrom did where he en-US added 220 additional drains to to capture en-US water. The original early 1970s design had en-US water running a thousand feet before en-US finding a drain. That was changed so that en-US water ran no more than a hundred feet.en-US Modern architects also use nature to help en-US drain the course. Sand retention areas and en-US waste areas have become quite popular. en-US Lakes are used to do three things, disperse en-US water, generate fill for building the course, en-US and storm water storage.en-US The fairways and rough arent the only en-US places that a golf course architect works to en-US drain water from the course. The greens of en-US a modern course have a complicated en-US drainage system built into them as well. en-US Todays modern green is topped with 12 en-US inches of custom topsoil. Under that is four en-US inches of gravel followed by a herringbone en-US system of drainpipes set 20 feet apart. The en-US water that makes it to the drainpipes is en-US taken to a lake, swale, dry well or other low en-US point well away from the green. en-US Thanks to modern irrigation, courses are en-US kept very lush. Unfortunately, sometimes en-US very hard rains follow this and simply adds en-US too much water to the equation.en-US For now Im happy to see the rain. We en-US can always use a few drops.
