Weve gone en-US through a long process from when the counen-US -en-US ty first took over this golf course on Jan. 6, en-US 2015... created a golf course advisory comen-US -en-US mittee in early 2015, created a golf course en-US master plan and received direction to en-US demolish the old club house. Through it all en-US weve landed on what were [presenting] en-US here today, which is to design a golf course en-US clubhouse where we have our golf carts en-US stored underneath for a modestly-sized, en-US air-conditioned clubhouse and improving en-US some of the holes around it.en-US Some of the commissioners, including en-US Commissioner Jenkins and Chairman Ed en-US Ciampi, said they had encouraged Mr. en-US Abbate to plan the concealed cart storage en-US barn as part of the facility, a fact the latter en-US says has added to the construction cost. en-US Area golfers have complained the current en-US cart storage barn blocks the view of the driven-US-en-US ing range and the course from St. Lucie en-US Boulevard.en-US What makes it large, is of course the 110 en-US carts that are underneath the building, Mr. en-US Abbate explained. Thats why the square en-US feet of the building is so large, and thats why en-US the costs are so high. A lot of the costs are en-US the approach from St. Lucie Boulevard to en-US create the elevation to get the carts underen-US -en-US neath it.en-US Several members of the public spoke out en-US during the discussion, all calling for a reducen-US -en-US tion in size of the proposed clubhouse and en-US most saying the course itself should be en-US downsized. Martin County Taxpayers Assoen-US -en-US ciation representative Darlene Van Riper en-US questioned why the county had commisen-US -en-US sioned a National Golf Association study on en-US the golf course in 2014 and a subsequent en-US CBRE study in 2015, only to ignored the en-US recommendation of both to cut the municien-US-en-US pal golf course down from 36 to 27 holes. en-US She said the latter plan would have included en-US a new clubhouse, cart barn and three renoen-US -en-US vated nine-hole courses for $6.7 million.en-US The Martin County Taxpayers Associaen-US -en-US tion thinks that the county should have a en-US municipal golf course, but keep in mind that en-US the Martin County course was not always a en-US 36-hole course, she said. The Martin en-US County Taxpayers Association asks that the en-US BOCC reconsider the findings of these en-US expensive studies and refurbish the course en-US and reduce the clubhouse to 5,000 square en-US feet within those recommendations of the en-US studies and make it a stand alone, self-suffien-US -en-US cient operation like an enterprise zone.en-US Commissioner Smith thinks its time the en-US county consider bringing the golf course en-US completely under the wing of the Parks & en-US Recreation Department and fund it accorden-US -en-US ingly.en-US We fund beaches, [yet] we dont charge en-US to go the beach, we dont charge for parking, en-US theres no fee collected, but we spent milen-US -en-US lions of dollars maintaining that beach for en-US our residents and our visitors, he emphaen-US -en-US sized. We spend millions of dollars mainen-US -en-US taining, mowing, fertilizing and striping en-US soccer fields, little league fields, football en-US fields, tennis courts and pickle ball courts. en-US Do we as a county want to keep 36 holes, en-US and if we do thats a policy decision and en-US thats a policy decision to either add that to en-US our parks program or not.en-US Commissioner Ed Fielding opposed that en-US idea and instead believes the county should en-US seek a public/private partnership to run the en-US course instead.en-US I think that we need to look at a public/en-US private potential partnership in order to get en-US capital to help us to accomplish some of our en-US objectives, he said. Im more concerned en-US that drawing the golf course in as a standard en-US parks project would overwhelm parks to the en-US extent that we would then start losing asset en-US value and focus and it would become deterien-US-en-US oration. Theres just not enough money to en-US go around.en-US Commissioner Smith then made a en-US motion to reduce the size of the clubhouse en-US by 50 percent, keep the course at 36 holes en-US and fund the rest of the course improveen-US-en-US ments recommended by Mr. Abbate. Before en-US Chairman Ciampi could pass the gavel and en-US second the motion, Commissioner Heard en-US made a subsequent motion to downsize en-US both the cart barn and the clubhouse, en-US reduce the course to 27 holes of golf and en-US have staff investigate the potential of public/en-US private partnerships and advertise for the en-USsame. Commissioner Fielding seconded the en-US motion, and Commissioner Jenkins en-US momentarily wavered between the two, en-US before ultimately deciding to second Comen-US -en-US missioner Smiths original motion. Chairen-US -en-US man Ciampi then called the vote on the first en-US motion, which passed 3-2, with Commisen-US-en-US sioners Fielding and Heard dissenting. The MCSOs PAL program en-US has been working with almost 20 young en-US men and women in the past few weeks, and en-US the boxing training is bearing some positive en-US fruit, according to staff.en-US The program is run by Noel DelValle of en-US Twelve Rounds Boxing Club in Stuart and en-US Capt. John Perez from the Sheriffs Office. en-US Practices are three days a week and some en-US students even stay over to put in more time.en-US Its amazing watching the kids, because I en-US remember the first week half the kids en-US couldnt even jump rope and now they are en-US jumping rope for two rounds straight, said en-US Mr. DelValle, executive director of the orgaen-US-en-US nization. Theres a couple of kids telling me en-US they lost five pounds or eight pounds and en-US others are telling me theyre getting stronen-US -en-US ger.en-US The program is constantly evolving to en-US keep the youths actively involved, and they en-US get a chance to work on a variety of muscle en-US groups during training. But character develen-US -en-US opment is a major focus as well, and the en-US youths are starting to come out of their en-US shells, because they are regularly partnered en-US with different age groups and personality en-US types. en-US You watch the kids pull more personality en-US out of each other and there is more interacen-US -en-US tion, Mr. DelValle said. Theyre interacting en-US with the coaches more and you can see there en-US are some kids who might be from a sinen-US -en-US gle-family home that have no father present en-US and they really just take a liking to the en-US coaches and tell them about their day. Were en-US watching the kids grow more-so in characen-US -en-US ter than in the sport itself.en-US Capt. Perez added that he has noticed en-US since day one that the young people are en-US more likely to gravitate to law enforcement en-US officers as a result of deputies presence. Its en-US such a great environment, and the kids are en-US so into it that theyre smiling and joking en-US around and at the same time theyre doing en-US the running and following all the exercises en-US and its a neat thing to do, he said. en-US Sheriff William Snyder said one of the en-US reasons he wanted to focus on boxing in lieu en-US of other athletic pursuits is because boxing en-US is an illustration for life, and requires discien-US -en-US pline, dedication, training, technique and en-US focus. en-US Theres hardly a better metaphor for life en-US than boxing; you get up every morning and en-US you put your boxing gloves on and you go en-US fight a round and sometimes you win and en-US sometimes you lose but you fight to the bell en-US and go to the next round, Sheriff Snyder en-US said. en-US Mr. DelValle said young people are starten-US -en-US ing to gravitate to the program, and he en-US anticipates that it will grow in the summer. en-US They plan to offer a fourth day in addition en-US to Mondays, Tuesdays and Thursdays curen-US -en-US rently during the school break and that en-US should help bring out more young people to en-US train. The training involves a warm-up with en-US jumping rope and some road work such as en-US sprints or distance running, then they move en-US on to footwork and agility training to go en-US with shadow boxing and hitting the bag en-US before ending with core exercises. The fees en-US are based on needs, but generally there is a en-US $35 registration fee and a $5 fee for monthly en-US dues. They get hand-wraps that they can en-US keep and there are more than 40 pairs of en-US gloves available for training.en-US Capt. Perez said the PAL program has en-US been a joy for him and they hope to start en-US offering other sports in the future. It might en-US be in its beginning stages, but he said it has en-US been enriching in many ways. en-US Its been a whirlwind, and while its been en-US a year we still have a ways to go but weve en-US come a long way, he said. Just the fact that en-US weve been able to interact with the kids has en-US been very rewarding, and it brings them en-US closer to the law enforcement community so en-US that they know were friends and Sheriff en-US Snyder has always been big on giving back en-US to the community and trying to help chilen-US -en-US dren.en-US The biggest thing for me is that I always en-US wanted to give back to the community, Mr. en-US DelValle said. The tournament en-US usually draws more than 100 boats and has a en-US few surprises in store for 2018.en-US The two-day event will be hosted on Frien-US-en-US day with the captains party and registraen-US-en-US tion from 4 p.m. and the party afterward. en-US The fishing starts on Saturday, May 26 at en-US 6:15 a.m. and will carry on throughout the en-US day. en-US The tournament this year will include offen-US -en-US shore and inshore fishermen, and no boat is en-US required. This list should include patio en-US furniture, loose garden ornaments, small en-US potted plants, yard torches, arbors and even en-US your gas grill. Remember that a hurricane can en-US carry the ocean mist far inland with its en-US 70+-mph winds. Plant varieties such as en-US Indian Hawthorne, Saw Palmetto, Confeden-US -en-US erate Jasmine, Society Garlic, Daylily, en-US Pittisporum, Oleander and Mexican en-US Petunia can do very well in areas where salt en-US spray can be a problem. Gardenia plants en-US also can fare well with less than 25 percent en-US damage and full recovery after one growing en-US season.en-US If you plan on installing any new trees en-US this close to the start of the hurricane en-US season, you should plan ahead on their en-US location. Plant the trees where they wont en-US potentially cause a problem for your en-US structure. Ive been a member of Costco en-US for many years and my dealership has been en-US a participant in the Costco Auto Buying en-US program for almost as many years. Until en-US recently, I thought that Costco was the en-US authority behind the Costco Auto Buying en-US program and responsible for its implemenen-US -en-US tation and oversightnot soIts owned, en-US operated, and managed by the Affinity en-US Development Group.en-US This revelation came when I complained en-US to Costco about thelack of transparency en-US and apparent deliberate deceptionby en-US Costco dealers that Costco was referring en-US their members to for auto purchases. Im not accusing Rick en-US Borg, Affinity, and certainly not Costco of en-US deliberately deceiving Costco members into en-US paying higher prices than indicated on the en-US Costco pricing sheet that each dealer must en-US have. These prices are approved by the en-US Costco Auto Buying program (Alliance) en-US and I presume Costcosintentis to offer its en-US members lower prices than they could en-US otherwise obtain.Rick Borg and I agreed en-US that most car dealers do not deal honestly en-US and transparently with their customersand en-US they presumably are not dealing honestly en-US and transparently with the Affinity en-US Development Group aka Costco Auto en-US Buying Program either. Rick Borg did say en-US that Affinity does mystery shop its dealers en-US and had found no evidence of deception, en-US but when I asked him how many car dealers en-US Affinity mystery shopped in South Florida, en-US he couldnt answer me. Rick Borgs Affinity en-US Development Group implements the en-US Costco Auto Buying program in all 50 states en-US and state laws are different in each state en-US with respect to Dealer Fees which is the en-US crux of the problem. Rick Borg admitted en-US that I probably know more about the en-US Florida dealer fee law than he didhes en-US correct. He thought a dealer was required en-US by Florida law to charge every customer a en-US dealer fee if he charged just oneNOT en-US TRUE. He didnt know that most dealers in en-US Florida charge multiple dealer fees all by en-US different name and amounts and thats en-US legal. He seemed to know that Florida law en-US required that all dealer fees be included in en-US the advertised price of the vehicle, but he en-US didnt believe that the Costco price sheet en-US shown to customer to induce them to buy en-US was an advertisement.
