Commissioner Sarah Heard cast the en-US dissenting vote on the matter, asking several en-US questions about the contractor and the project en-US financing without expressing the specific reason en-US for her opposition. en-US Several members of the public pleaded with en-US the Commission to reject the proposal, includen-US-en-US ing long-term North River Shores resident Sally en-US OConnell who spoke both in the early morning en-US public speaking segment and returned later in en-US the evening to address the Board during the en-US actual public hearing. en-US The cost to the 302 homes in phase two is en-US excessive, she said. Phase One residents paid en-US approximately $6,500 for the sewer to run by en-US their houses. All Phase Two residents, regarden-US -en-US less of lot size, are being assessed $11,708. If en-US paid over 20 years at an annual increase of nearen-US -en-US ly $1,000 on your tax bill, the total cost will be en-US $19,302.en-US Ms. OConnell also emphasized the smaller en-US North River Shores properties would be subsien-US -en-US dizing the big lots and insisted the cost would en-US be more equitable if related to the amount of en-US roadway frontage and related length of underen-US -en-US ground sewage pipe necessary to service the en-US homesites.en-US I have twice the road frontage that many of en-US my neighbors do it has nothing to do with en-US the flow, she said later that evening in response en-US to Utilities and Solid Waste Senior Project Manen-US -en-US ager Phil Keathleys justification for the identien-US -en-US cal cost to each property owner. en-US Mr. Keathley explained that the county actuen-US-en-US ally brought the project cost down due in part to en-US a state grant. but concurred with Ms. OConen-US-en-US nells figures for the cost to each property owner. en-US The proposed assessment includes 296 en-US properties and 303.5 equivalent residential conen-US -en-US nections, he said. The project cost is en-US $7,053,327. Head coach Matt Livings en-US said the only stumbling block was their peren-US -en-US petual rivals, Vero Beach High School, but en-US that he was proud of the way the ladies peren-US -en-US formed in 2018.en-US VBHS gave Martin County their only two en-US losses of the year, an 18-3 defeat in the fourth en-US game of the season and a 19-4 setback in the en-US district finals, but along the way MCHS beat en-US some nationally ranked squads. The team en-US ended the season ranked eighth in the state en-US and a 15-2 record.en-US Winning 15 games doesnt come easy, and en-US Vero Beach is one of the best teams in the en-US country, never mind the state, so it takes a heren-US -en-US culean effort to get past them, Mr. Livings en-US said. That said, we go into every game with en-US the intention of beating them. Weve worked en-US really hard on our team chemistry and the en-US team concept: One for all and all for one. They en-US really bought into that and not the individual en-US effort and we opened up our game a lot.en-US MCHS played some of the top teams in the en-US country this season, and upended powerhouse en-USSeeen-US en-US SEPTICen-US, page 8en-USPhoto courtesy of Martin County High Schoolen-USThe Martin County High School girls lacrosse team finished with their all-time en-US best record in 2018 at 15-2. en-US 2 en-USSt. Johns out of Texas, 13-10, in March. en-US Weve gone to a fast-paced running game en-US and kids like to play for a team that scores en-US a lot of points, Mr. Livings added. We en-US adopted a wide-open game and there are en-US very few teams in the state that run it en-US because its a fun style of play.en-US Among the notable performers this seaen-US-en-US son were Mr. Livingss daughter, Leanna, en-US who is a senior midfielder who chipped in en-US with 47 assists and 73 caused turnovers, en-US which was a single-season school record for en-US MCHS and was tied for 25 goals 23 of en-US which were scored in the last 10 games of en-US the season. She was a first-team all-district en-US player and was named to the all-region en-US team.en-US We have several players who had excelen-US-en-US lent seasons, Mr. Livings said. Leanna was en-US probably our most dominant player this en-US year and she broke her own school record en-US for caused turnovers. She led the team in en-US every category we keep track of, except scoren-US -en-US ing.en-US Attacker Reiley Young had a dynamite en-US year with 83 goals to lead the team, and she en-US averaged more than four goals per game en-US while notching eight and seven versus rival en-US Martin County school Jensen Beach High en-US School. Ms. Young added 15 caused turnen-US -en-US overs and five interceptions and was named en-US second team all-district. en-US Meanwhile, Saige Roe, an attacking miden-US -en-US fielder, had 42 golds on the season and conen-US -en-US tributed 21 assists and 21 caused turnovers en-US and 30 ground balls. The second team en-US all-district player posts blinding speed, en-US according to Mr. Livings, and she was tough en-US to stop in transition.en-US Attacking midfielder Lauren Hooks had en-US 21 goals and added 31 assists for the team, en-US and Kayla Zweben was outstanding in goal en-US with 120 saves on the year. She also was secen-US -en-US ond team all-district. Sam Staab was a en-US defending midfielder for the team who had en-US 16 caused turnovers on the team and shut en-US down three-time all-American attacker Erin en-US Bakes during their game Ransom Everen-US -en-US glades High School. en-US Kayla Dusharm, Madison Singer, Maura en-US Delowery, Abbey Harrison and Sarah en-US Dusharm also came in for significant praise en-US for their efforts, according to Mr. Livings, en-US and were valuable members of the team.en-US This year, we only had three seniors and en-US real heavy with the juniors and sophomores en-US and we have some freshmen this year that en-US we hope will contribute more next year, Mr. en-US Livings said. en-USCommunity notes RICHARD A. en-US 3 en-USMARTIN COUNTY Remember when en-US doctors made house calls and spent time en-US really getting to the bottom of a diagnosis?en-US For patients who do, Day Medical Center en-US which is housed at the Kane Center is en-US exactly the sort of doctors office they are en-US seeking, because the center offers virtually en-US everything that old-time physicians did in en-US the past. In fact, the staff led by Dr. Robert en-US Kenney and his team of six prides itself en-US not only on the guaranteed 30 minutes of en-US appointment time, but also the availability en-US of nurses who can travel to patients homes en-US in the event they are unable to reach the en-US office for any reason.en-US Dr. Kenney said the renewed focus on en-US patients is one of the things that makes his en-US clinic different from most, and that visitors en-US who walk through the door appreciate the en-US one-on-one nature of their appointments. It en-US gives him more time to get to the root-cause en-US of their maladies and symptoms and helps en-US him get a more thorough understanding en-US about the patients medical histories.en-US The Council on Aging is a very misen-US -en-US sion-driven organization, and they want to en-US be the primary resource for seniors in Maren-US -en-US tin County; we do a lot for vulnerable en-US seniors like the Meals on Wheels program en-US and we have a Day Center where we help en-US people with cognitive issues that can be en-US taken care of so their families can live their en-US lives and be at home, Dr. Kenney said. Part en-US of the mission and vision of the Council on en-US Aging was also to incorporate medical care en-US as part of their global services, which makes en-US sense.en-US So, we started this internal medicine en-US practice a few years ago and weve moved en-US into new, updated offices due to the generen-US -en-US osity of Ann and Joe Day.en-US Dr. Kenney is board-certified in internal en-US medicine and is a graduate of the University en-US of Miami School of Medicine. He performed en-US his residency at the Yale Primary Care Interen-US -en-US nal Medicine Residency Program, where he en-US also served as chief resident and clinical en-US instructor. As a medical director and internist, Im en-UStrying to focus on trying to provide people en-US with really good health care; not average en-US and not the quick-in-quick-out care that en-US most people experience with their physien-US -en-US cians, Dr. Kenney said. We want to really en-US deliver the personal, in-depth health care en-US where we listen to the patients and we spend en-US our time with them and do the right thing, en-US not the expedient thing.en-US In addition, Dr. Kenney served on the en-US faculty of Emory University School of Medien-US -en-US cine and the Yale University School of Meden-US -en-US icine. He helped start the Internal Medicine en-US Residency Training Program at the Cleveen-US -en-US land Clinic in Florida, and has worked with en-US the Medicare Advantage insurance program en-US as medical director and chief medical offien-US-en-US cer for several national and Florida-based en-US insurers. He most recently served as regionen-US -en-US al medical director for WellMed Medical en-US Management, Inc.en-US Dr. Kenney practices medicine that is en-US soundly based in science but focuses on the en-US entirety of the patient and his or herfamily en-US and caregiver support group, according to en-US the website.Medical treatment is delivered en-US with empathy and understanding.en-US Also on the staff are Dr. Mildred Sabo, en-US M.D. who is an Internist and fellowen-US -en-US ship-trained geriatrician who has been en-US practicing medicine for 30 years and en-US Nurse Practitioner Katie Diamond 927 NE Jensen Beach Blvd. 772.334.2151Monday-Saturday 10am-5pm www.jewelrydesignstudio.netHappy Mothers Day! I en-US agree with this article. Vocational Rehabilien-US -en-US tation has a lot of resources and help to get en-US disable people back to work. And Employ U en-US works with them to help out, and that is en-US great. But the jobs in the area does not seem en-US to want to employ disabled workers. I wish en-US the employers would work with Vocational en-US Rehabilitation and Employment agents to en-US help people with disabilities that can work, en-US get work. The employment agencies and en-US rehabilitation are doing a great job but they en-US need a little more help getting people back en-US to work. This help will be a big help to all of en-US the people that are wanting to work again en-US and also the agencies that are working hard en-US to help people become employed again.en-USMedical care is not en-US what it used to be Upon leaving my specialist' s off ice recent en-US-en-US ly, I drove home approximately 15 miles en-US and had a lot to ponder over. The week en-US before I had my car serviced, and felt it en-US received more attention than I did by my en-US physician. Overbooking by medical staff en-US equals long waiting times; no problem, I en-US had my tablet, they had WiFi. en-US Being seen by a medical assistant, who en-US assumed that I knew the receptionist should en-US have downloaded my current meds (that en-US was the inference), no problem. You read en-US them to me, and I will yay or nay.en-US I was then seen by a PA-C who has no en-US bedside manner, no problem, she's never en-US been friendly and is the epitome of complaen-US -en-US cency. Why choose the field, when your en-US attitude is so poor? en-US My waiting time was approaching an en-US hour and still no doctor, no problem. en-US With my medical record on the computen-US -en-US er in plain sight and boredom setting in, I en-US took a gander. No mention of my succinct en-US description of my condition to date, just a en-US sentence of my personality as determined en-US by Miss Congeniality. In addition, the exam en-US from my first consult in 2017, including my en-US under weight status noted, all appeared as if en-US current. Of course, none of this was rectien-US -en-US fied. No it's assumed that Medicare will en-US pay for the higher level evaluation, despite en-US the inaccuracy. en-US I brought this to the doctor's attention en-US and I was simply blown off. I left with a en-US prescription written incorrectly, per the en-US pharmacy, along with a follow-up visit, not en-US with the doctor, despite my request. No it en-US was with the PA-C who has failed to estaben-US -en-US lish a patient following after 15 plus years en-US with the doctor. en-US I was seen by the medical assistant, his physician assistant, and minut es with the en-USspecialist (who also could be heard taking en-US personal phone calls on my time). All in all, en-US little to nothing was accomplished, I needed en-US and deserved more quality time than en-US received. Now we have a problem. en-USInternet should be a utilityen-USI have never had Cable TV because I get en-US everything I need from an antenna and by en-US renting DVDs. But the Internet has become en-US a necessity. Banking, taxes, airline tickets, en-US hotel reservations, and municipal billing en-US have all moved online. Even my doctors, en-US dentist, and other providers are now using en-US email to contact me. There is no way anyone en-US can get by without Internet service these en-US days.en-US So why is my Internet bill so expensive? It en-US is now twice as expensive as my water bill en-US and about the same as my electric bill. How en-US can that make any sense? en-US The Water Department has to obtain en-US water, filter it, treat it, and then pass it en-US through a maze of pipes to my house. The en-US Electric Company has to buy fuel, generate en-US electricity, and then pass it through their en-US wires to my house.en-US The cable company doesnt have to generen-US -en-US ate anything because all my Internet content en-US comes from my bank, or Google, or Faceen-US -en-US book, or Wikipedia, or Amazon, or the weben-US-en-US sites of various municipal services. All the en-US cable company has to do is pass my content en-US through their tiny wires to my house.en-US I use less than 10% of my GB allowance, en-US yet the cable company has no plan for us en-US seniors that are on limited income. I am en-US considering terminating my service and en-US going to the library for Internet. en-US I think the city should make Internet seren-US -en-US vice a utility. Its no longer a luxury only for en-US the people that can afford it. en-USRobo callsen-USThe best way to reduce robo calls is to en-US not answer. Screen your calls via answering en-US machine. Don't pick up the phone period. en-US It takes awhile, but they will reduce in freen-US -en-US quency. The Do Not Call registry is useless. en-US These annoying calls are here to stay. Being en-US unable to disconnect (the phone to avoid) en-US these calls in the event of having to call 911 en-US (means they) SHOULD BE OUTLAWED!en-USInspections were a hassleen-USFlorida had auto inspections for many en-US years. It was wildly unpopular. A study en-US showed that of the top 50 causes of auto en-US accidents, equipment problems, the kind of en-US things that are picked up during the annual en-US inspection, was number 49. It simply wasn't en-US cost effective.en-US Everybody loathed it. It was offered weeken-US -en-US days only, 9 a.m. to 5 p.m., so you had to en-US take off work. Long lines of cars idling, waiten-US-en-US ing, sometimes for hours, constant exhaust en-US fumes and pollution. Hot days, hot cars, hot en-US tempers. The thousands of inspectors had to en-US be paid, out of our taxes. Commercial propen-US -en-US erty, the inspection stations, off the tax rolls.en-US Former Gov. Bob Martinez promised to en-US end auto inspections and was elected en-US because of this promise. Modern cars are en-US also far more durable than they were in the en-US 1950s, they simply don't need constant en-US inspections. If you really want to make our en-US roads safer, put down the cell phone and en-US drive. en-USThe Martin en-US County High en-US School girls en-US lacrosse team en-US finished with en-US their all-time en-US best record in en-US 2018 at 15-2. en-US This was a en-US moment from en-US their game en-US against en-US Jensen Beach en-US High.en-USPhoto courtesy of en-US Martin County High en-US Schoolen-USTigers take on Falcons

en-US 8 en-USreducing the amount of the assessable cost en-US to $3,553,327. Therefore that sum is divided en-US by 303.5 equivalent residential connections, en-US for an estimated prepayment amount of en-US $11,708 per connection. That equates to an en-US annual payment of $965.11 per unit amoren-US -en-US tized over a 20-year period at a rate of 4.25 en-US interest, plus standard fees.en-US Both Commissioner Heard and Commisen-US -en-US sioner Ed Fielding peppered the project en-US manager with questions about the cost and en-US the interest rate, with both saying the en-US financing appeared confusing and the latter en-US who ultimately supported the project en-US insisting the interest rate was exorbitant.en-US Thats a little sturdy, he said.en-US Commissioner Fielding did concur, howen-US-en-US ever, with the method used to assess each en-US property owner the same fee. en-US Thats because the line is at the road or en-US wherever, so you stubbed out, he explained. en-US So however big it is, you go from there to en-US wherever you need it so that part of its an en-US individual thing. en-US At least one resident, Nan Fegely, comen-US -en-US plained about insufficient advance notificaen-US -en-US tion of the project. She and her husband en-US bought their home in the community last en-US August without realizing that they would en-US soon be faced with a major assessment. en-US We had heard the rumor the sewer was en-US coming, but every time when we asked en-US about it, nobody seemed to have any clarifien-US -en-US cation of that, she said. One of our conen-US -en-US cerns is theres been poor communication en-US regarding the commencement of this, and a en-US lack of clear answers on expenses. So why en-US has communication been so poor and why en-US are there so many questions that have not en-US been answered as to timing? en-US Commissioner Doug Smith subsequently en-US asked the project manager for clarification en-US on the Utility and Solid Waste Departments en-US procedures for communication with the en-US affected residents of such projects.en-US What might you do for the young lady en-US that moved to North River Shores just last en-US year, he said. Can you illuminate just a liten-US -en-US tle bit for us exactly what is done to notify en-US people, how theyre notified, so that they en-US understand?en-US Mr. Keathley emphasized that his departen-US-en-US ment only supplied information through en-US the neighborhood homeowners association, en-US and the lack of receiving the news may have en-US resulted from the way the organization is set en-US up. en-US North River Shores Phase One was conen-US -en-US structed in about 2010, and we met with the en-US HOA board no less than a dozen times, he en-US said. We have been in constant communien-US -en-US cation with the board, keeping it up to-date en-US on things like the grant process coming en-US through and when we hoped to get this proen-US -en-US cess finished. Its my understanding that the en-US homeowners association for North River en-US Shores is partly a volunteer program, and en-US the other half dont get the same messaging en-US that the volunteer program does. The first en-US notification that any new owner would have en-US got was when we sent out the notices for this en-US public hearing if they were not receiving the en-US newsletter and/or email from the board. en-US Martin County civic activist Paul Laura en-US also raised questions about the countys en-US rationale of using the poor water quality of en-US the Indian River Lagoon to support its en-US aggressive septic-to-sewer conversion proen-US -en-US gram, which he claimed was partly based on en-US a report written by Harbor Branch Oceanoen-US -en-US graphic Institute researcher Brian LaPointe. en-US The problem is that the rationale may be en-US based on some false premise, Mr. Laura en-US said. The flaws in Dr. LaPointes conclusion en-US is that the level of sucralose is indeed from en-US human urine: The source is likely not necesen-US-en-US sarily from septic systems but from a proen-US -en-US cess separating solid waste from recycled en-US water at wastewater treatment plants. Recyen-US-en-US cled water is then used on golf courses and en-US lawns, only to be part of a runoff when it en-US rains. It would be better to focus on the en-US human waste from sewer systems and agrien-US -en-US culture.en-US Commissioner Fielding admitted the en-US activist raised some good points but said his en-US timing didnt coincide with immediate en-US needs.en-US Youve raised some complex, ongoing en-US legitimate issues, and yes there are additionen-US -en-US al studies being done, he said. It does seem en-US that the dispersal of various wastewater en-US products that are distributed and frequently en-US distributed into the agricultural framework en-US might be of higher impact that we had anticen-US-en-US ipated before. On this particular matter, it en-US would have an effect, but Im not sure how en-US that effect might alter our current approach en-US at this very moment to a decision.en-US Commissioner Smith then made the en-US motion to approve the assessment, seconden-US -en-US ed by Commissioner Harold Jenkins and en-US supported by Commissioner Fielding and en-USCommission Chairman Ed Ciampi. Mr. en-US Keathley estimated the project would take en-US approximately 10 months to complete with en-US homeowners able to connect by next sumen-US -en-US mer. He emphasized that property owners en-US wanting to avoid the interest fees should en-US plan to pay the total fee before property tax en-US bills are finalized soon after. en-US Lump sum payments by property ownen-US -en-US ers would be due by Aug. 1, 2019, he said. en-US Any payments not received by the date en-US would be seen on the annual property tax en-US bill. The program is called en-US Warriors on the Water and it is a special en-US event designed to connect veterans with the en-US serenity and wonder of Floridas natural sysen-US -en-US tems.en-US It is an opportunity for veterans to come en-US out and enjoy our state park and its our way en-US of giving back, said Evelyn Dodd, US Army en-US veteran and coordinator for Warriors on the en-US Water. We have many activities planned for en-US the day. en-US Participants and a guest will be able to en-US enjoy guided interpretive walks through the en-US pine flatwoods, take a one-hour guided en-US kayak trip through the pristine Savannas en-US basin marsh, guided walks through the en-US Savannas Education Center and tours the en-US Savannas Preserve State Park by hayride. en-US Reservations are required and can be made en-US by calling the Savannas Preserve Education en-US Center at 772-398-2779.en-US We also are offering free lunch and we en-US have a couple of our junior volunteers that en-US do a docent interpretation of our education en-US center and live animal displays that we have en-US here, and they explain a little history of the en-US park, Ms. Dodd said. There will be a yoga en-US instructor from out in the community and en-US exhibitors from different businesses that are en-US either veteran-focused or environmentally en-US focused and it gives the veterans and their en-US guests a idea what is available to them that en-US they wouldnt know about otherwise.en-US There also will be door prizes throughout en-US the day, and the event offers an opportunity en-US to camaraderie and helping veterans to learn en-US about many park activities. The first event en-US was hosted in November of 2014 and the en-US Friends of Savannas State Park also has en-US earned awards for the program. en-US Weve had veterans and their guest come en-US from Palm Beach County all the way up en-US through Indian River County and in the en-US first event we had 10 veterans come in on a en-US rainy day, Ms. Dodd said. Four events later en-US we had 55 come and so its become more en-US popular.en-US Weve had World War II veterans come en-US in on a regular basis and we get present-day en-US veterans who come, too. This is something en-US that Im very passionate about and the staff en-US and park manager is very interested in. en-US Were all invested into it because it benefits en-US everybody; the veterans appreciate it and its en-US a nice way to hear touching stories about the en-US interactions.en-US Ms. Dodd referenced a blind Vietnam en-US veteran who was able to hike for the first en-US time and he loved it, and many other veten-US -en-US erans have developed a passion for kayaking en-US and other pursuits through the program, en-US which in the future will be hosted once a en-US year in May.en-US For more information about the program, en-US please visit https://www.floridastateparks.en-US org/park/Savannas. Your en-US computer has issues and its time en-US to call for help.en-US en-US It happens to every computer user eventuen-US -en-US ally that dreaded call to tech support. This en-US week, I will share some tips that can make en-US that inevitable call to tech support go en-US smoothly.en-US The first question that you have en-US to ask yourself is: Who are you en-US going to call? That answer en-US depends on the issues you are en-US having. en-US For instance, if you are having en-US Internet connection issues, you en-US may want to call your Internet en-US provider (AT&T, Comcast, en-US Spectrum, or whoever you are en-US using to connect to the Internet). en-US If you are having hardware en-US issues, such as problems accessing en-US a printer or other device, you may en-US need to contact support for that en-US device. en-US For problems with your operating system en-US (Windows wont load, etc.), a call to en-US Microsofts tech support may be in order. en-US If you are having problems with the en-US computer itself (getting errors or beep en-US codes as soon as you turn it on), you may en-US want to call the manufacturer of the en-US computer. en-US Thats a lot of decisions to make even en-US before making the call, but you need to be en-US clear about the nature of the problem. en-US Answering these questions beforehand will en-US help clarify your issues before you make the en-US call. en-US Also, dont forget the warranty.en-US en-US Some devices may carry warranties that last en-US years. It would be frustrating to fix or en-US replace a device only to find out you could en-US have had it fixed under warranty. en-US Once youre clear on whom to call and en-US why, sit in front of the computer when you en-US make the call. There is little that any phone en-US support technician can do for you if you are en-US not sitting in front of the machine. You en-US have to be their eyes and ears so make en-US sure that when you call for help, you are at en-US your computer. en-US After spending some time on hold, en-US (nothing I can help with there) you will en-US finally get someone on the line. Remember: en-US This person is new to your issue and has no en-US idea what you have or have not tried yet. en-US Hes going to ask you questions and perhaps en-US have you click some things. Even if he is en-US having you click something you have en-US already clicked, comments such as, I en-US already tried that, dont help. He hasnt en-US tried anything yet and needs to start en-US somewhere. en-US Also keep in mind that he probably does en-US this type of thing 40 hours a week and en-US knows exactly what hes looking for. When en-US he asks you to click something and you en-US dont immediately see it, dont instantly en-US reply with, I dont have that. Do a en-US thorough scans of all of the options in en-US whatever screen you are looking in and en-US make sure. Nine times out of 10, youll find en-US it.en-US Follow the directions the support person en-US gives you, and try not to get distracted by en-US all the other stuff that will pop up on the en-US way. Stay focused on the instructions and en-US youll usually get through most issues en-US quickly and without too much frustration. en-US Hopefully, you wont have to make that en-US call, but when you do, having as much en-US information in front of you will help. en-US Things such as any specific error messages en-US that may be popping up, what you were en-US doing when the problem occurred, and so en-US on. This information is invaluable to the en-US tech support person on the other end of the en-US phone. en-US If you have a quick question, thats en-US great. Just remember that 99 percent of all en-US tech support calls are just quick questions. en-US Its the answer that can drag on for hours. en-US So, how did I come up with this weeks en-US subject matter? Well, Ive been doing en-US remote computer support over the phone en-US for more than 20 years and often spend up en-US to 40 hours a week on the phone helping en-US people walk through their computer issues. en-US I still fix computers and over the years I en-US found that the calls that go quickest are the en-US ones where the caller is at least a little en-US prepared, in front of the computer when en-US they call and follow my instructions en-US precisely without getting distracted along en-US the way. en-US Sean McCarthy fixes computers. en-US 10 en-USSTUART The majority of the Martin en-US County Commission gave its blessing to one en-US western property owners vision of a unique en-US village northwest of Palm City when it en-US transmitted a request to the state for both a en-US Comprehensive Growth Management Plan en-US amendment and an amendment to the en-US future land use map for the Pinelands Praien-US -en-US rie project. en-US Commissioners voted 4-1 April 24 in en-US favor of the plan, which if eventually en-US approved by the Florida Department of Ecoen-US -en-US nomic Opportunity, would extend the Prien-US -en-US mary Urban Service Boundary westward in en-US order to provide municipal utilities to en-US approximately 4,200 new residences. Comen-US -en-US missioner Sarah Heard cast the lone dissenten-US -en-US ing vote, objecting to the newness of the en-US novel future land use district needed to peren-US -en-US mit the development and worrying about en-US setting a negative precedent. Property en-US owner and Sewalls Point resident Knight en-US Kiplinger had asked the county to change en-US the zoning on his 3,411 acres straddling en-US both sides of Citrus Boulevard from agriculen-US -en-US tural and industrial to a new Mixed-Use Vilen-US -en-US lage designation in order to enable the projen-US-en-US ect to move forward. en-US This is unlike anything Ive ever experien-US -en-US enced on this Board, being completely en-US unprepared for the implementation of a en-US proposed future land use with a zoning en-US component thats unlike anything that Ive en-US seen, Commissioner Heard said. Unlike en-US redevelopment with a mixed-use overlay, en-US the proposed Village Mixed-Use land desigen-US -en-US nation has the advantage of being proposed en-US for land that is currently either agricultural en-US or undeveloped.en-US Both Senior Assistant County Attorney en-US Krista Storey and Assistant County Adminen-US-en-US istrator Clyde Dulin attempted to allay the en-US commissioners fears. The former reminded en-US her that the DEO review would just be the en-US first of many steps in the process of approven-US-en-US ing the new form-based zoning code.en-US If youre going to transmit at the time en-US you determine to adopt, then you will also en-US see at that point in time the form-based en-US code that would implement this and then en-US you will also be asked to determine whether en-US to rezone the property, Ms. Storey said. If en-US you decide to keep moving forward, that en-US will take a couple of public hearings, but this en-US is not untypical of your procedure; we just en-US got another part to this proposal is all.en-US In response to Commissioner Heards en-US concerns about the lack of public services en-US for the future residents, Mr. Dulin insisted en-US the stronger wording staff had inserted in en-US the proposal -and also approved by Mr. en-US Kiplinger -would keep the county from en-US having to foot the future bill. en-US Staff has modified what the applicant en-US proposed to be more regulatory, he said, en-US reading from the proposed amendment. en-US The applicant shall plan public facilities en-US consistently with Policy 14.1B2, which en-US requires for the future development to pay en-US the full cost of all improvements needed to en-US address the impacts of such development. en-US By requiring them to be implemented with en-US the word shall, and placing them in the en-US Comprehensive Plan, they become law and en-US have to be implemented through the land en-US development regulations.en-US The majority of the nearly 20 residents en-US speaking out during the hearing supported en-US the project and Mr. Kiplingers efforts to en-US include their input. The developer and his en-US representatives have held several town en-US meetings over the last year in order to incoren-US -en-US porate the ideas of the public and win the en-US support of local residents such as Jo Baxter, en-US who moved to Martin County from Miami en-US five years ago.en-US Growth is inevitable and thats why Im en-US so excited about Pineland Prairie, she said. en-US I think it is so well thought out, so innovaen-US -en-US tive and so wonderful for our community in en-US terms of the facts that its environmentally en-US friendly and will have affordable housing. I en-US love the idea of people of various economic en-US backgrounds living together.en-US Mr. Kiplinger, whose family has owned en-US the property in question for nearly 40 years, en-US also spoke during the hearing, describing en-US his numerous meetings with area residents, en-US environmental activists and local governen-US -en-US ment officials. His current plan includes seten-US -en-US ting 70 percent of the property aside as open en-US space.en-US I think of myself as an environmentalist en-US and I wanted to meet with representatives of en-US the leading environmental action organizaen-US -en-US tions of this county, he said. I believe that en-US public officials should never be blindsided, en-US and I wanted you to hear some general en-US thoughts and visions of mine even before en-US the first public meetings. I spoke of my pasen-US-en-US sion for multigenerational communities. en-US For too long in America we have segregated en-US our communities by age and by wealth.en-US The developers conciliatory words and en-US novel idea to build a series of unique town en-UScenters between Becker Road in St. Lucie en-US County and Martin Highway have not conen-US-en-US vinced everyone his plan is suitable for traen-US-en-US ditionally slow-growth Martin County. en-US Louise Cunha of Stuart urged the Comen-US -en-US mission to reject the proposal. en-US We do not need to expand the Urban en-US Services District to have 4,200 more resien-US -en-US dential units in Palm City, she said. It en-US would greatly increase traffic in Palm City, en-US something Palm City residents are already en-US concerned about. Expanding the Urban Seren-US -en-US vices District in this way would set a terrible en-US precedent in Martin County.en-US Palm City Farms resident Nathaniel Fenen-US-en-US ton said he grew up on acres immediateen-US -en-US ly south of Martin Highway and couldnt en-US relate to the developers overtures to young en-US people such as himself.en-US I attended a recent Kiplinger marketing en-US meeting in downtown Stuart, he said. In it en-US I heard a lot of rhetoric about what I as a en-US millennial should want. Yet all of this rang en-US hollow to me. I dont want what is tantaen-US -en-US mount to zero-lot-line houses in a gentrified en-US artificial neighborhood. I and virtually en-US every young person I know would dream of en-US owning a five-acre ranchette and parking a en-US tiny house on a small, unspoiled site.en-US Some of those opposed over the last year en-US have expressed concerns that Pinelands en-US Prairie would contribute to urban sprawl en-US since the land lies immediately south of the en-US C-23 Canal that separates Martin County en-US from the huge subdivisions of western Port en-US St. Lucie. Senior Planner Irene Szedlmayer en-US addressed those fears, saying the Florida en-US Community Planning Act requires commuen-US -en-US nities to discourage such growth. en-US The statute provides a list of 13 primary en-US indicators about the land and its location so en-US that a plan amendment does not encourage en-US the proliferation of urban sprawl, she said. en-US Staffs analysis is that at least 11 of the 13 en-US factors indicate Pineland Prairie will not en-US encourage urban sprawl, and the state staten-US -en-US ute provides another eight criteria that must en-US be evaluated regarding the form of the proen-US-en-US posed development. Staffs review of those en-US eight criteria reveals that at least seven of the en-US eight factors are met and therefore Pineland en-US Prairie does not encourage urban sprawl.en-US Commissioner Doug Smith said he en-US believed Mr. Kiplingers ideas represent a en-US return to the old-fashioned community en-US planning of yesteryear. en-US I think what is most intriguing about en-US this plan is that they kind of stepped back en-US and said what is it that everybody thinks en-US this thing ought to look like and then how en-US do you do it, he said. I think what will en-US come from having a form-based code is the en-US predictability and the understanding that, if en-US you are one of the ones that wants to live in en-US this community, you will have confidence in en-US what it is to become because the picture also en-US accompanies the plan.en-US Even though Commissioner Heard had en-US previously stated her opposition to the en-US Comp Plan amendment, she admitted the en-US developers plan had many positive attrien-US-en-US butes shortly before the vote. en-US This has lots of wonderful things, and en-US this concept deserves discussion and examen-US -en-US ination, but we have not figured out how to en-US permanently conserve land here, she said. en-US It contemplates figuring it out but doesnt en-US conserve land in perpetuity. I think its a en-US concept we need to examine, but I dont en-US think were there yet. en-US Earlier during the same meeting, the en-US Commission had ironically voted to reject a en-US property owners proposal west of Hobe en-US Sound for a 2,600-acre project on grounds en-US that it would have contributed to urban en-US sprawl according to the same criteria. As you know, the en-US way your dealers retail the vehicles you en-US manufacture has caused them to be en-US distrusted and disliked by most of their en-US customers. The Gallup Company has en-US polled U.S. vehicle buyers every year en-US since 1977 in a survey entitled Honesty en-US and Ethics in Professions. These state franchise laws make en-US it difficult or impossible to terminate a en-US franchise agreement or add another en-US franchised dealer near an established en-US dealer, despite bad behavior by the en-US established dealer. The franchise laws en-US require you to treat each of your dealers en-US as an independent businessmen that en-US can make their own decisions with en-US respect to advertising and sales practicen-US -en-US es.en-US Ive been a car dealer since 1968 and en-US I know that many car dealers would en-US rather sell cars in an honest, ethical, en-US and transparent way; however, they en-US hesitate for fear of losing sales to those en-US among their competitors that employ en-US dishonest advertising and deceptive en-US sales practices. What we try to en-US do is apply all of the benefits of modern en-US medicine with the old-style touch and all of en-US our slots are a half-hour and not 15 minutes. en-US We have a care-coordination program for en-US people who are having trouble understanden-US -en-US ing how to take all of their medicines and en-US things they need to do to stay out of the hosen-US-en-US pital.en-US Theres a very big gap between what we, en-US as doctors, are trying to do and what the en-US patients are able to do at home. And bridgen-US -en-US ing that gap is what we do with the extra en-US time and room is really trying to get people en-US to understand what that entails.en-US Dr. Kenney referenced a patient who was en-US initially describing his medical history and en-US listed what procedures he had undergone. en-US But it was through a few extra minutes of en-US devotion to that patient that allowed them en-US to discover the patient went through lymen-US -en-US phoma treatment, which he otherwise en-US would have overlooked or forgotten.en-US The goal is to make people feel like this en-US is the place that can be the center of their en-USmedical care; if theres something wrong en-US they come to us, Dr. Kenney said. We will en-US sit down and well try to figure out whats en-US wrong, but if we need a specialist well ask.en-US Most of the history can tell us whats en-US going on.en-US The office takes a variety of insurance en-US plans, from Medicaid and Florida Blue to en-US Cigna/Great West, Aetna, Humana and en-US AARP Medicare Complete/WellMed. The idea evolved in the wake of tax en-US season as an opportunity to give the public a en-US free way to shred their documents they no en-US longer need. But its much more than that.en-US At the same time, its an opportunity for en-US families to come out to enjoy activities that en-US this year included pony rides, a bounce en-US house, face painting and fire truck tours for en-US the kidsalong with free food and beverages en-US for all.en-US Its really an excuse to hang out together en-US and have fun, said Rev. David Grachek. en-US We view this as a community service day.en-US Little did the pastor know that the fire en-US truck and firefighters would be put to actual en-US use during the event. Toward the events en-US end, guests began smelling smoke and then en-US saw smoke pouring out of the shredding en-US truck. Somehow the trucks contents en-US sparked a fire and luckily, the firefighters on en-US site immediately shifted from tour duty into en-US work mode. They were able to quench the en-US fire to avert any damage to the truck or en-US guests.en-US Our shredding day almost became an en-US incinerator day, said Mr. Grachek, who was en-US grateful for the firefighters who responded en-US so quickly.en-US Although the event was free, the church en-US collected $865 in donations from guests and en-US more than 3,000 pounds of documents were en-US shredded.en-US For more information, please call (772) en-US 692-0500 or visit the website,en-US www.stuarten-US -en-US First Presbyterian Church of Stuart hosts en-UScommunity dayen-USPhoto courtesy of the PR Czaren-US en-US en-US For Hometown Newsen-USnewsfp@hometownnewsol.comen-USOuten-USFrom page 14en-US Seeen-US en-US OUTen-US page 17

en-US 16 en-USIen-USf there were three words that could en-US describe the summers in Florida it en-US would be rain, sun and humidity. These en-US conditions can make summer planting a en-US real challenge and can really put a damper en-US on your gardening for the summer months. en-US There are, however, plants that will do well en-US during the hot summer months and with en-US only minimal care. en-US If you want your planting to be as en-US carefree as possible, it is probably wise to en-US avoid planting a lot of annuals during this en-US time of year. Many of your favorites such as en-US petunia, New Guinea impatiens, vinca and en-US sometimes-even marigolds can be a real en-US chore to maintain during our hottest en-US months. You have more luck if you plant en-US hardy varieties such as Firecracker plant, en-US Panama rose, and Fire bush. Even Hibiscus en-US will do well if you water it at least a couple en-US times of week. Roses will also do well if you en-US have them in well-drained soil and spray en-US them regularly with Orthene or Orthenex en-US for disease control and to control black en-US spot. en-US If you want a great and fast growing en-US climbing vine for say an arbor or maybe a en-US large trellis, try Brown-Eyed Susan or even en-US Mandeville. The Brown-Eyed Susan is a en-US super fast grower and will overtake your en-US arbor in about a season of growing. Mine en-US even survived two hurricanes and came en-US back with flying colors. If you want some en-US lower growing color, try lantana. This is just en-US the tip of the iceberg for ideas on plants that en-US will do well during the summer. Next we en-US will talk a little about some of these en-US varieties in a little more detail.en-US One of my favorite plants to utilize en-US during the hot summer months is the en-US Firecracker bush. This fern-like plant grows en-US in a weeping pattern. The branches initially en-US start to grow upward but the weight of the en-US branch soon makes it cascade in a weeping en-US pattern. This feature makes the plant very en-US unique. The plant will produce radiant en-US clusters of bright red flowers that resemble en-US firecrackers. The flowers are about one inch en-US long and can really add a splash of color to en-US your yard. You can also put these plants in en-US hanging baskets. The plants do well in full en-US sun or will even tolerate some partial shade. en-US The plant likes a well-drained soil but also en-US likes to be watered on a regular basis. The en-US plant will require more water if planted in a en-US container than if it is planted in the ground. en-US The Firecracker plant can grow as tall as 3 en-US feet but I have seen some older plants that en-US have even been a bit larger. Cuttings can be en-US easily propagated into new plants.en-US Another interesting and colorful plant is en-US a plant called Panama Rose. This plant en-US produces vibrant reddish-pink flowers that en-US grow in clusters that resemble a rose, hence en-US the name. The plant is actually a tender en-US plant that does well during the warm en-US months but cannot tolerate cold temperaen-US -en-US tures during the winter months. The plant en-US will attract butterflies and also produces a en-US fragrant scent after the sun sets in the en-US evening. The plant enjoys well-drained soil en-US but does not like to be completely dry for en-US long periods of time. You should put this en-US plant where it well get some protection en-US from the hot afternoon sun. You might have en-US to do a bit of hunting to find this plant as it en-US is not carried at all nurseries.en-US Another tropical plant is a woody en-US perennial called the Fire Bush. It is a fast en-US growing plant with elliptic shaped leaves en-US and produces a red flower that looks similar en-US to the Firecracker plant. The plant can get en-US quite large and grow up to 12 feet high. The en-US plant is a great attractant for butterflies and en-US hummingbirds and also produces small en-US fruit clusters. The plant contains anti-bacteen-US -en-US rial chemicals and can be used topically to en-US treat insect bites and stings. The plant will en-US do well in sun or partial shade and needs en-US well drained but moist soil. The plant can en-US be used successfully as a hedge or as a en-US colorful accent plant. It can be a great en-US addition to your flower collection.en-US Contact en-US Joe Zelenak at en-UShometownen-US -en-US en-US or visit his website en-US www.en-US Sunday, May 13th Help Mom out this year by letting her know she can buy her next car 100% online without going to the dealership and have it delivered to her home, Amazon-style. This year marks the 21st en-US straight year that the PGA Village will host en-US this championship. In all, nearly 40 colleges en-US and universities will participate in the en-US Championship.en-US Thirty two-years ago, following the en-US Jackson State University Tournament in en-US 1986, Coach Eddie Payton of Jackson en-US (Miss.) The Championship en-US was conceived to focus national attention en-US on the crisis of minority college golf, to en-US stimulate the development of golf programs en-US at the intercollegiate level and to create a en-US National Championship for Americas en-US finest minority college golfers.en-US In 2006, the PGA of America was en-US granted full operation and management of en-US the Championship and the name was en-US changed to the PGA Minority Collegiate en-US Championship.en-US This years Championship marks the en-US return of Loritz Scooter Clark, PGA, who en-US was recently named Manager of the event. en-US A prime example of the career opportunien-US -en-US ties available to participants in the event, en-US Clarks involvement dates back to 1987, en-US when he played in the inaugural Champien-US -en-US onship.en-US Clark has enjoyed tremendous success as en-US the Director of Intercollegiate Golf at en-US Bethune-Cookman University, where his en-US mens and womens teams collectively won en-US 10 PGA Minority Collegiate Championship en-US Division I titles, the most in the history of en-US the Championship. As the events manager, en-US Clark is focused on driving greater en-US engagement among colleges and universien-US -en-US ties nationwide while promoting diversity en-US and providing opportunities, both on and en-US off the course.en-US I am proud to return and manage the en-US PGA Minority Collegiate Championship, en-US especially considering how much this event en-US has impacted my career in golf, said Clark. en-US Each year this showcase gets strongeren-US especially with the quality of players en-US participating, and the involvement of en-US national corporations and organizations in en-US the career fair. These golf-industry en-US businesses provide unmatched networking en-US and career counseling to our outstanding en-US student-athletes.en-US The 54-hole stroke play competition will en-US be contested on The PGA Golf Clubs en-US Wannamaker and Ryder Courses and the en-US public is invited and encouraged to come en-US out to watch and cheer on these fine young en-US women and men in their quest to become en-US champions.en-US The five-person team competition is en-US open to universities and colleges that en-US provide education to a predominately en-US minority student body. Predominately en-US minority serving institutions that are en-US classified as Historically Black Colleges and en-US Universities, Traditional Black Colleges, en-US Traditional Hispanic Colleges and Univeren-US -en-US sities and Tribal Colleges are eligible to en-US participate. The individual en-US division is comprised of male and female en-US students who are African-American, en-US Hispanic-America, Native or Alaskan en-US American, or Asian or Pacific American. en-US Florida is well represented in the en-US Championship as Bethune-Cookman en-US College (Daytona) has seen its mens and en-US womens teams combine for 14 victories. en-US The women will be looking to defend their en-US title from last year and capture their fourth en-US straight championship.
