But that was the situation last week en-US when the GEICO Skytypers Air Show Team en-US offered a ride around Indian River County en-US and Vero Beach before the annual air show en-US April 21 and 22.en-US In this case, it was aboard an SNJ sinen-US -en-US gle-prop training aircraft and three pilots en-US ran formations some of which were en-US wingtip-to-wingtip and it was the thrill of en-US a lifetime. en-US You usually dont get a chance to fly close en-US formations military people are typically en-US the only ones who get to do it but were en-US going to take you guys up in a close formaen-US -en-US tion and its going to be fairly low, said en-US BBIG Marketing Supervisor Brenda Little en-US before the flight, which only caused the en-US excitement and expectation to build.en-US The plan was called The Pilot Maker en-US during its heyday because it was built by the en-US thousands during 1940 and 1941. It was the en-US main trainer plane used by new US Navy en-US pilots and has an amazingly sturdy airframe en-US and platform that provided speed as en-US much as 165 miles per hour security and en-US nostalgia all at one time.en-US According to the website, North Amerien-US -en-US can Aviation designed the SNJ as a transien-US -en-US tion trainer between basic trainers and first-en-US line tactical aircraft. en-US 4 en-USSTUART -The Local Planning Agency en-US agreed to the addition of clay shooting rangen-US -en-US es to the countys land development regulaen-US -en-US tions for larger parcels of agricultural lands en-US April 19 but rejected an applicants request en-US to include public service lands. en-US The South Florida Shooting Club located en-US northwest of Palm City wants to build a new en-US sporting clay course on its property and had en-US worked with county staff on a list of proen-US -en-US posed regulations to add to Article 3 of the en-US LDRs. Growth Management Department en-US Principal Planner Peter Walden described en-US the proposed course and the suggested en-US amendment to board members.en-US Weve also proposed to make it a permiten-US -en-US ted use in two zoning classifications, AG20A en-US and PS2, because there are some existing en-US outdoor shooting ranges on public service en-US land, he said. Firing positions and shot fall en-US zones shall be separated a minimum of 50 en-US feet from the boundary of the subject propen-US -en-US erty and a minimum of 600 feet from any en-US off-sight permitted residence in existence. en-US There should be a lead management plan en-US submitted with the site plan; they have to en-US abide by all applicable state and federal regen-US-en-US ulations; and all structures within the sporten-US -en-US ing clay course must be non-permanent or en-US movable.en-US Some LPA members, however, balked at en-US the significant distance reduction from the en-US adjacent property line and permitted resien-US -en-US dences required of traditional shooting en-US ranges. The county currently requires tradien-US -en-US tional shooting ranges to maintain a minien-US -en-US mum distance of 2,500 feet from the nearest en-US permitted residences.en-US What is the distinction between the en-US two? District 2 Board Member Joseph en-US Banfi asked. Is the distinction that clay en-US courses are less dangerous and they require en-US less standards? en-US Mr. Walden emphasized the distinction en-US had more to do with the actual surrounden-US -en-US ings of the sport.en-US Its not so much less standards, but they en-US are in a more natural setting so its a little bit en-US more like field shooting, he replied. The en-US idea is to allow them to set parameters. en-US Toby Overdorf, an environmental planen-US -en-US ner with Port St. Lucie-based Engineering en-US Design & Construction, spoke to the Board en-US on behalf of the applicant and said hed conen-US -en-US ducted shotgun ballistics tests to confirm en-US the sufficiency of the 600-foot minimum en-US distance from the nearest residence. en-US Its a rental home associated with the en-US farm 600 feet away from the northeast coren-US -en-US ner of the property, he said. Were taking en-US an abundance of caution: 600 feet is actually en-US farther than a shotgun projectile can fly en-US under optimum conditions. We did a test en-US shooting out at the range and set up some en-US targets and we couldnt even hit the 400-foot en-US zone; however, in an abundance of caution en-US and in agreement with staff, we decided on en-US 600 feet for the projectile buffer.en-US He and county staff also agreed on a minen-US -en-US imum lot size of 50 acres for such proposals, en-US he added, to further isolate any potential en-US future operations from the countys popuen-US -en-US lated areas. en-US His argument failed to sway LPA Chairen-US -en-US man Jim Moir, who expressed just as much en-US concern about potential noise pollution en-US from such facilities. en-US Theres also a noise issue and a nuisance en-US issue, and reducing from 2,500 feet to 600 en-US feet does not reduce the sound of the disen-US -en-US charge, he said. I think that could cause en-US neighbor nuisance issues in a big way. en-US South Florida Shooting Club General en-US Manager Joe Fasulo also addressed LPA en-US members, explaining that clay pigeon shooten-US -en-US ing ranges are limited to utilizing shotgun en-US shells loaded with very tiny BBs that have a en-US relatively short travel distance. He also en-US admitted the club needed the additional en-US room for varying up its targets in that addien-US -en-US tional 300 feet of space. en-US That shell, the distance that it will break en-US a target, is a maximum 80 or 85 yards, so en-US theres absolutely no way that shots going to en-US reach anywhere near that residence, he en-US said. So thats why we wanted to do it, and en-US we wanted to utilize that little portion there en-US on some of our larger shoots.en-US Chairman Moir said he realized there en-US were no other neighbors around the shooten-US -en-US ing clubs property but worried about setting en-US a bad precedent for potential future clay en-US courses. en-US Its a lot of activity and a lot of noise, and en-US reducing the setback requirements isnt so en-US much just for this club, but its for future en-US clubs that are going to perhaps come into en-US this community, he added. I think reducen-US -en-US ing setback requirements is not in the counen-US-en-US tys best interests. en-US After Mr. Overdorf expressed the opinion en-USthat the longer distance requirements for en-US traditional shooting ranges were based on en-US ballistics info and not noise issues and both en-US Chairman Moir and Board Member Banfi en-US disagreed, the latter finally offered a comen-US-en-US promise. en-US Does that bother you if we remove the en-US PS2 out of this? he asked the applicant and en-US his representatives when referring to the en-US public lands. Theres no real concentration en-US of urban folks around a 20-acre farmland so en-US I dont think the occurrence of a nuisance is en-US going to be as likely as in a PS2. Thats more en-US adjacent to urban areas than the 20-acre en-US farm lands.en-US Mr. Lawton agreed Mr. Banfis solution en-US might work.en-US The PS2, theres nothing being applied en-US for in that zoning district, so we could possien-US -en-US bly scratch that, he admitted. en-US Mr. Fasulo and his representatives agreed, en-US and District 1 Board Member Cindy Hall en-US made the motion to recommend the County en-US Commission approve the new regulations, en-US seconded by Board Member Banfi. The older they get, the more they cost en-US us to maintain: Their systems are outdated, en-US and their windows are outdated. en-US Mr. DiTerlizzi also thinks an increase in en-US the sales tax would be more equitable than a en-US millage increase. en-US I certainly believe that we have a responen-US -en-US sibility to our taxpayers to get them the best en-US bang for their dollar, he said. I know a en-US sales tax is more of a diverse tax, because en-US tourists and visitors pay for it and people en-US from the surrounding counties will also pay en-US their fair share. The sales tax will free us up en-US to actually utilize the buyback program, en-US which would put that money in General en-US Fund to do the things we need to do.en-US Superintendent Laurie Gaylord agreed, en-US saying sales tax proceeds would be a much en-US quicker way to address the need for new en-US facilities.en-US I have supported the sales tax all along en-US based upon the needs of our aging schools, en-US she said. With the sales tax, we could en-US replace both of those schools in just a couple en-US of years, and we know that those are needy en-US schools in the community. I do believe that en-US the community will support it. District 2 Board Member Marsha en-US Powers said she worried about the Districts en-US lack of funds to hire sorely needed math and en-US science teachers, which couldnt be funded en-US by sales tax proceeds, which can only be en-US used for capital construction projects.en-US I think were going to ask the taxpayers en-US in Martin County to invest in our education, en-US and we have needs beyond capital, she said. en-US We need some operating dollars as well as en-US capital, so I support the millage.en-US District 3 Board Member Rebecca Negron en-US concurred.en-US I believe we need to live within our en-US means, so I would not be in favor of asking en-US the taxpayers for any more money, she said. en-US I think the sales tax has failed twice, and I en-US dont think we need to see that coming back en-US again. I think as far as getting the money to en-US assisting the students as quickly as possible, en-US I think the millage is the way to go.en-US Kelly Brill, a mother of two Jensen Beach en-US Elementary School students, pleaded with en-US School Board members to put the campus, en-US built in 1970, back into the Districts five-en-US year capital plan for replacement. en-US Since 2011 when my now seventh-grader en-US began attending JBE as a kindergartner, I en-US and other parents had repeatedly asked for en-US safety and facility upgrades, she said. The en-US response that I and many other parents have en-US received over the past several years was a big en-US no: There would be no significant improveen-US-en-US ments given because JBE would be getting a en-US replacement school/facility soon and any en-US upgrades would be a waste of money. Well en-US here we are, nearly eight years after the first en-US no I heard, and JBE is again not currently on en-US the Districts five-year plan for a replaceen-US -en-US ment school.en-US Jensen Beach Elementary Principal Joan en-US Gibbons also addressed the Board, explainen-US -en-US ing that she was a Martin County High en-US School alumni who got her first teaching job en-US in a North Georgia school built in 1927. en-US Since then she has taught at several District en-US schools including Palm City Elementary en-US and said none have been as bad as Jensen en-US Beach Elementary. en-US The facility at Jensen Beach Elementary, en-US quite frankly, is the worst facility Ive ever en-US worked in because of the building, she said. en-US They put halls and walls in the school, creen-US -en-US ating classrooms that are undersized that en-US dont have water or restroom access that en-US other schools have. Its not safe and its not en-US equitable.en-US Ms. Gibbons credited the local communien-US -en-US ty with making the school more livable for en-US both students and staff.en-US The people, the students and the comen-US -en-US munity are fabulous, she added. Everyone en-US is passionate, theyre respectful and they will en-US give you the shirt off their back. MARTIN COUNTY A recently pur en-US-en-US chased track chair is being used to open a en-US world of exploration for people who have en-US difficulty with mobility. The chair has been en-US used by dozens of people at Jonathan Dicken-US -en-US inson State Park in recent months, as it en-US allows the disabled and others get out on en-US trails that would have previously been inacen-US -en-US cessible to them.en-US The chair comes courtesy of a donation en-US from Friends of Jonathan Dickinson State en-US Park, and it is an all-terrain wheelchair that en-US is able to go frompaved surfaces to dirt, en-US mud and even sand without missing a beat, en-US allowing our disabled visitors to experience en-US thePark as never before, according to the en-US website. My tee en-US time allowed me to sleep in a bit, drop the en-US family off with relatives and still get to the en-US course in time.en-US While I felt quite special, I realized this en-US kind of treatment is what the locals have en-US come to enjoy every time they play Duran.en-US When I arrived at Duran, the first thing en-US that jumped out at us was the beautiful, en-US lush green of the place. Throw in some en-US early sprouting flowers and the look of the en-US place had me relaxed and ready to take on en-US the course.en-US Duran Golf Club, completed in 2005, en-US features five sets of tees, with the longest en-US playing to 7,151 yards. Choosing the proper set of tees gives en-US one just enough challenge. I used most of en-US the clubs in my bag and quickly figured out en-US that the wind needed to be taken into en-US account on every shot.en-US The wind and the variety in the design en-US make club selection challenging. Dependen-US -en-US ing on the wind, you may have to hit a en-US 6-iron from 140-yards on one hole, and a en-US 9-iron from the same distance on the next. en-US The homes around the course are beautiful, en-US and set well back from the course, not really en-US interfering with play. en-US The closing hole is a great one. The par-4 en-US is a soft dog-lag left that bends along the en-US water all down its left side.
