Because of the dry en-US spring so far, Martin County Fire Rescue has en-US ramped up patrols and is tracking the fire danger en-US index to prepare for and respond to needs quickly.en-US Right now, its getting worse with the fact that en-US we still havent had any significant rain and the en-US winds and cold air are keeping humidity down en-US and drying everything out, said MCFR Bureau en-US Chief Karl Holtkamp. en-US The most recent fire close to Martin County en-US was near Becker Road in St. Lucie County and en-US there was significant acreage burned. Martin en-US County hasnt been affected by any fires, but the en-US MCFR team has increased its response times to en-US get enough trucks to potential sites early to en-US threats.en-US Fortunately, weve had no major problems, en-US Chief Holtkamp said. Indiantown, which voted in favor en-US of incorporation last November, has five en-US council members: Jackie Clarke, Anthoen-US-en-US ny D. Dowling, Janet Hernandez, new en-US Vice Mayor Guyton Stone and Mayor en-US Susan Gibbs Thomas. There were 10 en-US candidates for the positions and during en-US the March 13 election the council memen-US -en-US bers were elected.en-US During a recent March 21 village en-US council meeting, Vice Mayor Stone and en-US Mayor Thomas came out on top, en-US although it took six tries to come up en-US with an agreeable vote for mayor. Indien-US -en-US antown has a similar construct to Stuen-US -en-US arts City Commission in that the role of en-US mayor is largely ceremonial and works en-US mainly to sign city documents and offien-US -en-US cial business. Mayoral and vice mayoral en-US terms on the governing body will be one en-US year, although a new mayor and vice en-US mayor will again be named in Septemen-US-en-US ber and each one thereafter.en-US Interim Village Attorney and former en-US Stuart City Manager Paul Nicoletti is en-US one of the members of the transition en-US team for Indiantown and he said the en-US process has been an interesting one to en-US watch because the fledgling incorporaten-US-en-US ed village has many important steps to en-US take on the way to being fully en-US up-and-running.en-US The council, itself, gets to decide en-US who the mayor and vice mayor will be, en-US and theyre all elected and equal from en-US that standpoint, Mr. Nicoletti said. The en-US mayor is the presiding officer at meeten-US -en-US ings and is the person designated to sign en-US contracts and official documents on en-US behalf of the village. In parten-US -en-US nership with the U.S. Army Corps of Engien-US -en-US neers Jacksonville District, Great Lakes en-US Dredge & Dock of Oak Brook, Illinois will en-US begin to take offshore sand and place it on en-US four miles of eroded shoreline.en-US While nearly all beaches are naturally en-US prone to gradual erosion, Hurricanes Maten-US -en-US thew and Irma along with high tides, strong en-US winds and heavy surf conditions this winter, en-US caused a significant change in some Martin en-US County shorelines. Nourishment projects en-US are a normal part of conservation and coasten-US -en-US al management and were looking forward en-US to strengthening this section of the beach, en-US said Kathy Fitzpatrick, Coastal Engineer for en-US Martin County.en-US The project will consist of placing nearly en-US 400,000 cubic yards of sand on four miles of en-US eroded beach, widening the beach berm and en-US raising the elevation of the beach. Martin en-US County Ocean Rescue will be on-duty en-US during the project, increasing the use of en-US ATVs to manage the guarded area and conen-US -en-US stantly patrol the beach ensuring the safety en-US of beach patrons and swimmers. Beach en-US goers can get current beach conditions by en-US calling (772) 320-3112.en-US The south end of the Jensen Beach parken-US -en-US ing lot will be closed to store equipment en-US during construction. Personnel also performs the preen-US-en-US scribed burns designed to keep fire danen-US-en-US ger at bay, and they work with MCFRs en-US brush units when an emergency occurs for en-US extra manpower.en-US The Wildfire Index scale is measured up en-US to 800, and Martin Countys was sitting at en-US about 522 at press time. But there is a weben-US -en-US site that has an index for every county and en-US region in Florida. The county is currently en-USin the extreme category on the chart, en-US which is the highest level. There are now en-US eight counties that have burn bans in en-US effect, although Martin County is not one en-US of them.en-US We usually put out warnings to the en-US community that there should be no burnen-US-en-US ing and hopefully most people abide by en-US that, and typically thats the way it does en-US go, Chief Holtkamp said. Most people en-US know to not burn except on a grill or en-US something. But no open burning.en-US State-wide, there have been 989 total en-US fires so far this year, with 928 occurring on en-US state lands and 68 on federal. Meanwhile, en-US wildfires have consumed 34,162 acres so en-US far in 2018. en-US 3 en-USEarl Stewart is the owner and general en-US manager of Earl Stewart Toyota in North en-US Palm Beach. The dealership is located at en-US 1215 N. Federal Highway in Lake Park. en-US Contact him at, en-US call 561-358-1474, fax 561-658-0746 or en-US emailen-US first step should be to communien-US -en-US cate your complaint ASAP to the en-US General Manager or, preferably, the en-US owner. Be sure that you are talking to the en-US real owner or the real general manger. A en-US General Manager is over all employees in en-US the entire company. A general sales en-US manager is not a General Manager. If you en-US cant reach the owner (Many car dealerships en-US are either publicly owned or owned by en-US absentee owners), ask to see the General en-US Manager. Often times the owner or General en-US Manager is not aware of everything that en-US goes on with all of their customers and en-US employees. They might have new employee en-US that should not have been hired or received en-US inadequate training. Or, they may simply en-US have a rotten apple that should not be en-US working there. The ease and speed with en-US which you can meet and speak to a General en-US Manager or an owner is a pretty good en-US measure of the integrity of the company as en-US whole. If the owner or General Manager en-US cares enough about her customers to allow en-US total access, it is probably a very good place en-US to do business. In fact, it is a good idea to find this out before you do business. / en-USIf you cannot reach the owner or General en-US Manager, contact the manufacturer who en-US franchises the dealership. Car dealers have a en-US contract with the manufacturer called a en-US franchise agreement and this contractual en-US agreement requires that they treat their en-US customers with courtesy, efficiency and en-US integrity. Most manufacturers have a en-US customer hotline that allows you to call and en-US register a complaint directly. The owner or en-US General Manager of the dealership will be en-US made aware of your complaint. As you en-US might guess, the manufacturer has quite of en-US bit of clout with their dealer. If a dealer does en-US not live up to his side of the contract, his franchise could be canceled or not renewed. / en-USThe third step I recommend is to contact en-US a consumer agency like The Better Business en-US Bureau or the County Office of Consumer en-US Affairs. These will send your complaint to en-US the dealership and request a written reply. en-US No car dealership or business wants an en-US unanswered complaint in the file of a en-US governmental or private consumer agencyen-US The fourth step is to call the Florida en-US Department of Motor Vehicles, DMV, and/en-US or the Florida Attorney Generals office. en-US These are extreme steps to be used for en-US serious, even illegal, activities. The DMV en-US can suspend or cancel a dealers motor en-US vehicle retail license, putting him out of en-US business. The Attorney Generals Office can en-US file criminal charges and assess large fines, en-US even jail terms. The DMV phone number is en-US (850) 617-2000. The Attorney Generals phone number is 866-966-7226. / en-USThis website provides you with three en-US forms to download, from the Florida en-US Attorney General, Florida Department of en-US Motor Vehicles, and the Florida Office of en-US Consumer Affairs,www.FloridaCarDealeren-US -en-US Your last resort is to contact an attorney. en-US Hiring an attorney just about eliminates the en-US possibility that you can quickly, amicably en-US and inexpensively resolve your differences en-US with the car dealer. Be very careful which en-US attorney you choose. Try to choose one that en-US is primarily interested in helping you and en-US not in generating large fees for him. Under en-US the Florida Deceptive and Unfair Trade en-US Practices Act, an attorney is entitled to his en-US fees and costs from the defendant in a en-US lawsuit if he wins. These fees can be much en-US larger than the amount of your claim, en-US motivating an unethical attorney to spend en-US more time than is needed and dragging out en-US a case to generate more fees than are en-US necessary. This can be very dangerous for en-US you because the car dealers attorneys fees en-US run roughly parallel to your lawyers and en-US you can be held liable for those if you lose the case. / However, there are honest and en-UStalented consumer advocate attorneys that en-US will counsel with you at no charge. They en-US will tell you whether or not you have a en-US lawsuit you can win. If you do, the car en-US dealer will pay your attorneys fee.en-US Hopefully you never have to resort to the en-US final step of hiring a lawyer. In trying steps en-US one, two, three and four try to present your en-US complaint as concisely and politely as en-US possible. You have every right to be angry en-US when you are taken advantage of, but try to en-US let your anger subside before you speak to en-US or write to someone about your problem. en-US We all react negatively to someone who is en-US profane, raises his voice, or is sarcastic. Your en-US goal of communicating and resolving your en-US complaint is best reached by communicaten-US -en-US ing clearly, politely and concisely. 927 NE Jensen Beach Blvd. 772.334.2151Monday Saturday 10am 5pm Setting the Standard. en-USTreated badly by a car dealer? Quite a few of us get a good news call en-US from older family members, that they found en-US a way to be useful and make easy money. Its en-US funny because they found out about it in en-US their Spam Folder. They will get paid to be en-US Secret Shoppers and make about $400, just en-US to shop. Then for some strange reason, they en-US all know a person who has made money en-US doing it. The need to make extra cash and en-US feel useful, clouds their judgment, a check en-US for three grand shows up with their name en-US on it and off to the bank they go. On the en-US good news side is theyll quickly share their en-US good fortune news with family. Now its up en-US to us to real them back in and burst their en-US bubble, so they dont lose six grand of their en-US savings, or worse share with friends and en-US start them on the same disruptive path. If en-US you love them burst the bubble as gently as en-US you can and get them to the police for sound en-US advice. They really cant afford to be en-US scammed, which is why it works so easily. en-US Banks will generally waive fees if you go en-US before the bank find out the check is fake. en-US Also warn them about things in the Spam en-US Folder, its there to protect them, Love Florien-US-en-US da but Be Careful!en-USAn opinion on biblical truthsen-USPeople want to believe in a loving God en-US who saves all. Many are taught to say a sinen-US -en-US ners prayer and you are saved, it doesnt en-US matter if you do any bad thing, even willful en-US sinning, and you dont need to do any good en-US thing. This concept is not biblical and wasnt en-US taught until the 1900s. Once saved always en-US saved is a false premise. Preaching a strict en-US message of hard biblical truth is now rare en-US even though the Bible starts and ends with en-US the wrath of God. See Noah in Genesis and en-US read Revelation. Although 75% of people en-US believe it Hell only 4% think they have any en-US chance to go there. Many preachers never en-US mention Hell and avoid the subject at all en-US costs. The feel good sermons of megachurch en-US pastors only say happy thoughts. One says I en-US want to build people up, not tear them en-US down. False self esteem is not a good policy, en-US God does not pass out participation troen-US-en-US phies. Being almost saved is tragic. To be en-US saved we must Believe Jn 3 16, Repent Mt 4 en-US 17, and Forgive Mt 6 12to15, Mt 18 23to35. en-US We must strive to enter the narrow gate to en-US Heaven, only a few ever find it Mt 7 en-US 13and14, Lk 13 23to 30. Billy Graham said en-US 85% of people you see in church you will not en-US see in heaven. 70 % of youth leave church en-US when they leave their parents home. Signed a concerned student. en-US The answer from God: Dear concerned stuen-US -en-US dent, Im not allowed in schools.en-US Second, it is almost impossible to find a en-US TV show that is not violent. The news is all en-US about who got killed last night. Video games en-US are all about killing things and people. Our en-US kids are taught violence from birth.en-US Parents of the last two generations have en-US let their kids rule the home and the governen-US-en-US ment has prevented the parents from en-US switching them when they misbehave. Staten-US -en-US ing that it might affect them mentally. Well en-US it has. In a negative way. My generation was en-US switched and spanked when we misbehaved en-US and we never went around shooting people en-US and we loved one another.en-US It should be known that of all the assassien-US-en-US nations and mass shootings since the assasen-US -en-US sination of President Lincoln until today en-US that not one was committed by a member of en-US the NRA. en-US 8 en-USOen-USne of the features that make laptop en-US computers so appealing is the fact en-US that they are portable. With a laptop en-US you are free to roam where you want to. en-US A laptop with a wireless internet en-US connection gives you the ability to work in en-US any room in the house and even beyond. en-US With a laptop you have the freedom to leave en-US your home (or office) entirely and still have en-US the full blown computer power that you en-US would expect to have with a desktop en-US machine. And with free wireless hot spots en-US popping up all over the place the possibilien-US -en-US ties are endless you can get the same en-US amount of work done that you would en-US expect to get done if you were confined to a en-US desk all day from places like coffee shops, en-US airports, the lobby of a fine hotel or even (if en-US you live in a gated community) down at the en-US clubhouse by the pool! en-US But (as is true with all good things) there en-US are a few gotchas that you have to be en-US aware of if you decide to take your machine en-US out on the road. en-US One issue that causes a fair amount of en-US confusion for the budding road warrior is en-US the inability to send email from on the en-US road. Receiving mail is usually not a en-US problem but the inability to send mail when en-US you are on a connection other than your en-US home network is a complaint that I used to en-US hear quite a bit. en-US Now, not everyone has this problem. en-US There are plenty of people out there who en-US are able to use their laptops wherever they en-US want and sending isnt a problem but there en-US are others who (try as they might) cant en-US send an email when away from home to en-US save their life. The answer usually lies in en-US what email service their system is set up to en-US use when the mail fails to send versus the en-US email services that works no matter where en-US they are. en-US Confused? Lets back track a bit and talk en-US about the typical home internet service and en-US whats included. When you sign up for en-US internet service for your home one of the en-US things that you get with that service is an en-US email address. Your Internet Service en-US Provider (ISP) gives you access to the en-US internet from home and sets up a username en-US which typically becomes your email en-US address. Then your email program en-US (Outlook, Windows Live Mail, Outlook en-US Express, etc.) gets set up with your useren-US -en-US name, password, POP and SMTP en-US settings. Now the POP settings (POP=Post en-US Office Protocol) are the settings that tell en-US your email program from where on the en-US internet your incoming mail can be en-US retrieved and the SMTP settings (SMTP=en-US -en-US Simple Mail Transfer Protocol) tells your en-US mail program where on the internet your en-US outgoing mail needs to go when you click en-US the Send button. The problem sending en-US mail usually lies with the SMTP settings. en-US You see, Internet Service Providers take en-US SPAM (junk email) very seriously and in an en-US effort to try to en-US thwart SPAM, en-US some providers en-US will prohibit en-US relaying en-US outgoing mail en-US through their en-US SMTP servers. en-US What this en-US means is that en-US when an outgoen-US-en-US ing mail en-US message is en-US being sent en-US from within en-US their network, en-US it goes along en-US without a hitch. en-US But when you en-US try to use your en-US machine in a en-US network that is en-US different than en-US the network you use at home (maybe your en-US home network is AT&T and the coffee shop en-US you are trying to send email from is en-US Comcast for example) then the SMTP en-US server rejects the outgoing mail because its en-US not originating from within its network but en-US from some other network. The message gets en-US blocked as part of the service providers en-US efforts to thwart SPAM. en-US So what do you do? And why is it some en-US people have no problem sending mail and en-US others cant? en-US Well, many ISPs have a different SMTP en-US address for people when they are on the en-US road but one of the easiest ways to work en-US around this issue is to set up a free web en-US based email service like Gmail so it doesnt en-US matter where you are when you try to send en-US email. With an email services like Gmail en-US you can set up your SMTP settings in your en-US email program to point to Gmails server en-US and bypass your ISPs SMTP settings en-US altogether. Its a simple fix and using a web en-US based email service also lets you keep using en-US the same email address even if you move or en-US change internet service providers. But thats en-US a whole other issue altogether.en-US Sean McCarthy fixes computers. He can be en-US reached at 888-752-9049 or en-US help@Compuen-US -en-US en-US (no hyphens). en-US 10 en-USSTUART -The majority of the Martin en-US County Commission agreed March 13 to en-US accept an update to its Countywide Comen-US -en-US munity Redevelopment Area Plan in spite of en-US opposition from two commissioners on the en-US plans growth projections and continual relien-US -en-US ance on the Tax Increment Financing funden-US -en-US ing method. en-US Community Redevelopment Office Manen-US-en-US ager Susan Kores told commissioners the en-US update created by Pompano Beach-based en-US consultant Redevelopment Management en-US Associates was long overdue. en-US The plan represents a starting point to en-US create a roadmap for redeveloping the older en-US areas of our communities, our CRAs, she en-US said. The most recent planning effort to en-US update community needs was the Neighen-US -en-US borhood Opportunities Workshop conducten-US -en-US ed in 2010. Overtime, shifting conditions en-US have shown that -to be relevant -any plan en-US must be flexible as the economy and the en-US demographics of the area change. Plans en-US should be reviewed on a regular basis to en-US ensure that they accurately depict the needs en-US and the desires of the community.en-US Redevelopment Management Associates en-US Director Kevin Crowder explained that his en-US firm garnered significant public input in en-US order to ensure the plan preserved the en-US unique character of the Martin County en-US community.en-US Its really updating that countywide peren-US -en-US spective, looking at the goals and strategies en-US that need to be addressed, he said. Because en-US the CRA is based off of growing the increen-US-en-US ment in order to fund the projects that fulfill en-US the goals of the redevelopment plan, we look en-US at economic growth as the thing thats going en-US to drive it and the things that are going to en-US influence economic growth: capital, markets en-US and regulation. And in the market study, we en-US looked at all of the seven different CRA en-US areas and the differences there because the en-US way that land or labor or the markets influen-US -en-US ence the ability of those CRAs to grow is en-US going to be different because they all have en-US their own individual character.en-US Mr. Crowder emphasized that RMA en-US focuses its CRA evaluations on three specifen-US-en-US ic principles espoused by the Miami-based en-US Knight Foundation on its own studies of en-US what connect people to a particular place.en-US What they found consistently throughen-US-en-US out the United States in all different types of en-US communities -urban, rural, waterfront, en-US rich, poor -is that three things overwhelmen-US -en-US ingly connected to people, even above jobs, en-US even above schools: the aesthetics of a place, en-US how a place looks and feels; the activities en-US and social offerings; and how open and welen-US -en-US coming that community is. And so we really en-US took that to heart; thats the approach were en-US taking when we look at it because ultimately en-US economic development is about economic en-US growth and not development necessarily en-US and its about enhancing your tax base to en-US improve your quality of life.en-US Commissioner Ed Fielding cast one of the en-US two dissenting votes against accepting the en-US Countywide Community Redevelopment en-US Area Plan created by Mr. Crowders firm, en-US primarily basing his opposition on the TIF en-US funding method. en-US I have a very basic philosophical differen-US -en-US ence that I think is reflected in the level of en-US participation that we have from our citien-US -en-US zens, he said. In my view, the step that we en-US have taken to fund our CRAs is quite comen-US -en-US mon, but I believe that step really minimizes en-US the citizen input because it then becomes a en-US group of people who are sort of self-related en-US and they have the time and take the occaen-US-en-US sion, so they get involved.en-US Commissioner Fielding said many resien-US-en-US dents see TIF funding as a gift and believes en-US creating Municipal System Taxing Units for en-US the CRAs instead would draw more particien-US -en-US pation and require more accountability.en-US We will have people that are giving en-US thought to what are we doing -were taxing en-US ourselves -so we [would] want to know is en-US this too much, too little, what can we do en-US with it, how can we most benefit, he said. en-US TIF to me is a method that we have allowed en-US people to walk away from the decision proen-US -en-US cess because they see themselves as not realen-US -en-US ly being affected. I dont want it to be that en-US way: I want it to be we got skin in the game, en-US I want to be there, be involved, make contrien-US -en-US butions.en-US Commissioner Sarah Heard cast the other en-US dissenting vote, complaining that the CRAs en-US have failed to prove successful since their en-US original creation in the 1990s.en-US We are between 16 and 18 years of our en-US CRA so were over half of the way through en-US the sun-setting of the CRAs, and I think that en-US were still bumbling, she said. I think its en-US unfortunate that were still struggling en-US because we should be very, very mature en-US right now. Weve been at this for so long and en-USthere are substantial funds involved now, en-US and we still seem to be doing some things en-US that probably arent real productive.en-US Commissioner Heard also rejected Mr. en-US Crowders estimates on projected tax increen-US -en-US ment growth, which reflected significant en-US growth in both the Jensen Beach and Indien-US -en-US antown CRAs by the year 2027.en-US Theyre just all over the place, she said. en-US Jensen Beach is going from $7,000 in 2017 en-US to over a $1 million in 2027, Rios going en-US from $440 in 2017 to $685 in 2027; Indianen-US -en-US towns going from $5,800 in 2017 to en-US $783,000 in 2027. Well, the next page is a 3 en-US percent annual growth on each one of the en-US seven CRAs, which seems reasonable I en-US guess. I just think that this is not fact-based. en-US I dont have any idea what your projections en-US are based upon because theyre completely en-US outside the realm of reality.en-US Although Mr. Crowder defended his proen-US-en-US jections saying they were based on the hisen-US -en-US toric growth rates of the CRAs, he emphaen-US -en-US sized that those arent necessarily used for en-US CRA planning purposes. en-US What we always recommend from the en-US planning side as we plan projects is to plan en-US off of that 3 percent, off of that straight-line en-US growth, he added. en-US His explanation failed to satisfy Commisen-US-en-US sioner Heard.en-US Im not going to support it, she said. en-US 11 en-USTREASURE COAST A new tool should en-US help county health organizations to study en-US factors that influence health. The Florida en-US Department of Health has recently tapped en-US the 2018 County Health Rankings & Roaden-US -en-US maps tool released by the University of Wisen-US -en-US consin and the Robert Wood Johnson Founen-US -en-US dation for its established data, which is en-US available at en-US www.FLHealthCHARTS.comen-US.en-US The County Health Rankings contain 35 en-US measures used to calculate how St. Lucie en-US ranks across the State of Florida relative to en-US the health measures in the reports, said en-US Clint Sperber, Health Officer and Adminisen-US -en-US trator of the Florida Department of Health en-US in St. Lucie County in a press release. This en-US year it is quite evident, that St. Lucie has en-US seen progress where we have moved from en-US the third quartile to the second quartile en-US regarding our health outcomes and quality en-US of life for our residents. en-US Martin County officials said the data is en-US valuable in a variety of areas.en-US This is not a Health Department ranken-US -en-US ing, its a community ranking, so what this en-US tells me first of all is that we have parten-US-en-US nerships and collaborations that are good en-US and solid that are leading to some of these en-US positives, said Karlette Peck, Health Officer en-US for the Florida Department of Health in en-US Martin County. We are doing very well, en-US usually, in the top five but if you look at the en-US report you can see that its not simply en-US healthy behaviors but its access to health en-US care.en-US These rankings are a snapshot of the en-US health of counties across the country and en-US they emphasize that health is not a singular en-US effort but a combined work in progress en-US across all community partners, according en-US to a press release. The department works in en-US collaboration with local governments, en-US non-profit organizations, health care facilien-US -en-US ties, business groups, schools, faith-based en-US organizations and many other stakeholders en-US to improve the health of all people in St. en-US Lucie County. These rankings use data relaten-US -en-US ed to physical environments, social and ecoen-US -en-US nomic factors, health behaviors and clinical en-US care.en-US In St. Lucie and Martin counties, the en-US Community Health Improvement Plan en-US (CHIP) addresses specific opportunities for en-US improved health that have been identified en-US by the community. The department has en-US partnered with many stakeholders to impleen-US-en-US ment the CHIP and collaborates regularly to en-US track progress. en-US Under the direction of Healthy St. Lucie, en-US Inc., plans and activities have been develen-US -en-US oped that are improving the health of the en-US county, according to the Department of en-US Health. Some of these activities include the en-US 2018 Billion Step Challenge to increase en-US physical activity and reduce obesity, the en-US Baby Steps Baby Friendly initiative to en-US increase breastfeeding among new mothers en-US giving births in our hospitals, the Safety Vilen-US-en-US lage program to improve injury prevention en-US efforts, the Fetal Infant Mortality Review en-US initiative to decrease infant mortality, and en-US Tobacco Cessation Action Plan and Stuen-US-en-US dents Working Against Tobacco to decrease en-US smoking rates in St. Lucie County.en-US Meanwhile, in Martin County, at the en-US facility based in the Golden Gate neighboren-US -en-US hood in Stuart, the center has become a hub en-US for programs that enhance health and supen-US -en-US port life skills. The Health Department en-US offers school age Immunizations, HIV/STD en-US testing, Hepatitis C testing, Family Planning en-US and Nutrition/Cooking classes at the Golden-US -en-US en Gate Center. A complete schedule of proen-US-en-US grams is available here:http://hohmartin.en-US org/golden-gate-calendar.en-US Bringing partners together in a unified en-US effort is the foundation for our work. said en-US Rob Ranieri, Chief Executive Officer for the en-US House of Hope. The Golden Gate Center en-US provides us with a unique opportunity to en-US meet people where they live and work. en-US Through our many partnerships, we can en-US offer the community life changing programs en-US that support health, build life skills and supen-US -en-US port overall well-being.en-US Youll also see that there is an economic en-US piece of that with unemployment rates and en-US poverty rates, etc. Its really a comprehensive en-US picture of the community and it is importen-US -en-US ant that you compare and benchmark youren-US -en-US self to other places because if there are issues en-US that need to be addressed by looking at en-US these rankings you can sort of benchmark en-US against each other to see whos doing well in en-US one area and whos not doing well and pick en-US up the phone and say, How come youre en-US doing so well in this area? Ms. Peck added. en-US But this is not a measure of the Health en-US Department, its a measure of the entire en-US community and we have that advantage of en-US having a community thats very engaged.en-US This is clearly done by a group that has en-USno connection whatsoever to the Florida en-US Department of Health, and the same criteria en-US are used, nationally, for every county and its en-US a standardized approach and an objective en-US overview of each county.en-US St. Lucie county officials expressed simien-US -en-US lar sentiments.en-US There are areas of progress, and we are en-US reaping the rewards of many of our en-US long-standing partnerships and support of en-US countywide health initiatives with numeren-US -en-US ous agencies, including government, faith-en-US based organizations and community en-US non-profits. Together we have made great en-US strides; I am confident we will continue our en-US forward movement in a positive direction, en-US said St. Lucie County Commission Chairen-US -en-US person, Frannie Hutchinson.en-US To explore more health indicators in your en-US county, visiten-US Follow the department on Twitter at @en-US HealthyFla and on Facebook. Modern mulch en-US products can come in a variety of colors en-US including red, brown and even black. Many en-US of these mulch products are made from en-US trees that are rapidly being cut down faster en-US then they can be replanted. There are, en-US however, other options that you can use for en-US groundcovers that are both attractive and en-US also will maintain a natural look in your en-US landscape environment.en-US Mulching is primarily done for two en-US reasons. One is for appearance and the en-US other is to maintain good soil health. The en-US latter is the most important reason to en-US mulch your yard. If you look around your en-US environment, you can find many natural en-US and virtually free resources you can use for en-US mulching around your favorite flowerbed. en-US You can use pine needles, pine bark, peanut en-US shells, straw or hay or even crushed rock. If en-US you live on a wooded lot or have lots of en-US trees on your property, you can purchase a en-US chipper and turn your trimmings into a en-US useful groundcover. Many construction en-US areas use chippers to turn the cleared trees en-US into a mulch piles that you can pick up for en-US free. In short, use your imagination. Any en-US natural organic material can potentially be en-US recycled and used as mulch.en-US Many people mulch their yards solely for en-US appearance but the reasons for mulching go en-US much deeper then that. Mulch can dramatien-US -en-US cally lessen the impact of high soil temperaen-US -en-US tures on your plants. A two-inch layer of en-US organic mulch can lower the temperature of en-US the soil by 30 degrees or more. It also helps en-US the soil to maintain more even moisture en-US content by preventing water evaporation. en-US Mulch also helps to shade out weeds from en-US your garden. By keeping at least a 2-inch en-US covering of mulch in your garden, weeds en-US cannot receive enough light to grow and the en-US few that do survive can be easily taken out. en-US Here is a great tip you can use before en-US laying down your mulch. Prepare the area en-US first by laying down a layer of wet newspaen-US -en-US pers. This not only gives you a good base en-US for laying your mulch but it will also give en-US you an extra barrier of weed protection. It en-US also helps do the double duty of recycling en-US your old newspapers. Best of all, it costs en-US next to nothing to do! The paper will en-US decompose in the soil and will also allow en-US water to pass through easily.en-US Another great way to save money and en-US reuse natural resources is to build a en-US compost pile. You can do this by either en-US using a compost bin or you can build the en-US pile right on the ground. It would be wise to en-US locate your compost pile as far from your en-US home as possible so the bugs that help en-US decompose your organic materials do not en-US get into your structure. Using a compost en-US bin can have the advantage of keeping en-US critters out of your pile and also helps to en-US maintain moisture and keeps the compost en-US from blowing around your yard. en-US There are basically two ways you can en-US build your compost pile. If you want the en-US process to be as fast as possible, you will en-US need to follow a few extra steps. You should en-US first wet the area under the compost pile en-US and also put some twigs on the bottom of en-US the pile. You will then want to alternate en-US materials. You need alternating layers of en-US nitrogen, which would be grass clippings, en-US and you also need carbons, which would en-US include leaves, hay and dried straw. As you en-US layer your compost pile always moisten the en-US pile with some water. en-US If you dont have the patience to do this en-US layering process, you can also just add any en-US organic materials such as leaves, grass or en-US dried hay into your pile at your own en-US convenience and add water to keep the pile en-US moist. Keep in mind that doing it this way en-US will result in a slower decomposing process. en-US When the compost is ready, the end en-US material will look almost like humus or en-US good grade topsoil. The entire process can en-US take anywhere from a few months to over a en-US year depending on which method you en-US choose to use. The finished product can en-US then be used on your plants or lawn in en-US place of chemical based fertilizers. en-US Joe Zelenak has more than 30 years en-US experience in gardening and landscape. The Early Learning en-US Coalitions of Indian River, Martin and en-US Okeechobee counties have organized Touch en-US a Truck, and coordinator Lisa Holland said en-US it is one of the most well-attended of the en-US year.en-US This event is unique and children love en-US being able to get close to the trucks they see, en-US typically, on the road or far away, said Mrs. en-US Holland, who also owns and runs Team en-US Holland. The Early en-US Learning Coalition also derives funds from en-US the event from vendors, which helps its en-US mission. Each vendor that comes is required en-US to provide a childrens activity, such as en-US Home Depot which always brings a craft en-US or building project and the Geico Gecko en-US will be there for entertainment. For the first en-US time, there will be a United Parcel Service en-US truck at the event for youths to experience.en-US It creates awareness for them, but it also en-US creates awareness for every company or en-US organization that brings a truck because en-US theyre getting their name out and showing en-US support for the community, Mrs. Holland en-US added. en-US Ticket are $5 at the gate for the event.en-US For more information about the event, en-US visit the Facebook events page at en-US www.faceen-US-en-US en-US or en-US the Early Learning Coalitions website at en-US Out en-GB en-GB&en-GB en-GBabout en-USSeeen-US en-US OUTen-US page 16en-US Seeen-US en-US SCOPESen-US, page 17en-USDining en-US &en-US Entertainmenten-USFRIDAY, MARCH 30, 2018 en-US MARTIN COUNTYen-US WWW.HOMETOWNNEWSMC.COM PAGE 15en-USBy Gaylon

Yes, I know about the tradition en-US of decorating eggs, and the meaning of en-US rebirth and new life, and, of course, there en-US are the special breads and hot cross buns, en-US but let me talk to you about the least en-US popular and most misunderstood red meat en-US in America -roasted spring leg of lamb. I en-US can hardly wait to start cooking! en-US Unfortunately, for years many consumers en-US would buy imported lamb from New en-US Zealand and Australia, overcook it, and en-US then serve it with mint jelly to mask the en-US taste. The flavor would be overpowering en-US and the texture dry and chewy. en-US Lamb raised in the United States is en-US grain-fed, giving the lamb a beefier flavor en-US unlike the imported lamb that was en-US grass-fed, which caused a more intense en-US flavor. Todays lamb from New Zealand and en-US Australia is grain-fed and has developed a en-US more delicate taste. I still prefer the en-US domestic lamb, but I will use the imported en-US in a pinch with no problem.en-US Chefs are better trained in the cooking of en-US lamb today, and it is seen more often on en-US restaurant menus as well as lamb shanks, en-US my second all-time favorite meat. Lamb is en-US very healthy to eat. It is a great source of en-US protein, essential vitamins and minerals. It en-US has the correct ratio of all eight of the en-US essential amino acids.en-US The meat has less marbling than other en-US meats, which means most of the fat is on en-US the outside edges. A 3-ounce portion of en-US lamb leg has 74 mg of cholesterol compared en-US to 70 mg in a skinless chicken breast. en-US Calorie-wise, there are 162 in lamb to 159 en-US in chicken. en-US Now here is what you all have been en-US waiting for, my personal all-time favorite en-US recipe for Roasted Spring Lamb a la Costa.en-USROASTED LEG OF LAMBen-USIngredientsen-US 1 5-6 pound bone-in leg of lamben-US 1/4-cup olive oilen-US 2 tablespoons chopped fresh garlic cloves en-US (about 6 cloves)en-US 1/3-cup balsamic vinegaren-US 1/4-cup fresh squeezed lemon juiceen-US 1 teaspoon salten-US 1 teaspoon black pepperen-US 2 tablespoons leaf oreganoen-US 1 tablespoon fresh rosemary, choppeden-US Directionsen-US In a small bowl, mix all the ingredients en-US together except the lamb.en-US Make 8 or 9 small slices all over the lamb. en-US Insert the mixture in the slices and rub the en-US entire lamb with the remaining mixture.en-US Place in a roasting pan, fat side down. en-US Add 1/2-cup water and 1/2-cup red wine. en-US Roast at 375 degrees for 45 minutes to an en-US hour or until a meat thermometer reads en-US 135 degrees.en-US Costa Magoulas is dean of the Mori en-US Hosseini College of Hospitality and Culinary en-US Management at Daytona State College. en-US Contact him at (386) 506-3578 or en-US CHEF COSTA'S en-USCOOKING CORNERen-USCOSTA MAGOULAS en-GBthey play pieces from classical and popular en-GB music from the Baroque through Modern en-GB eras. en-US 23 en-USAen-USfter months of delays, the moment en-US finally came. On Saturday, March en-US 11, Florida Club in Stuart re-opened en-US for business. The course closed over 10 en-US months ago for a complete overhaul and en-US refurbishment and locals have been en-US chomping at the bit to stick a tee in the en-US ground and play the course.en-US Based on the response from the golfers I en-US spoke with as they played or finished their en-US round, the wait may have been long, but it en-US was well worth it.en-US Beautiful, fun, so much better, I love it, en-US were just a few of the accolades I heard. The en-US tee sheet reflects it as well, as the course has en-US been nearly full each day and the restaurant en-US is also hopping.en-US The timing of the opening worked out en-US well for those golfers wanting to keep up en-US with the NCAA Basketball Championship en-US Tournament. As players finished their en-US rounds or before they started, the televien-US -en-US sions were tuned to the games. The en-US restaurant had a good crowd enjoying cold en-US beverages and excellent food.en-US "We are thrilled with the feedback we en-US have been receiving, said head professional en-US Brendan Murphy. I am very proud of my en-US staff and the professional service we are en-US providing.en-US Soon, it was my turn to play the course en-US for the first time in a couple of years. My en-US best friend and colleague, Dan Shube, en-US joined me. en-US The first thing we noticed was how much en-US more room there is off all over the course. en-US Where there used to be palmettos and other en-US scrub pinching the fairways, or intimidaten-US -en-US ing your approach, there is now groomed en-US rough now and chipping areas. The new en-US rough is also a lot easier to play from and en-US the ball doesnt seem to settle down like it en-US does in Bermuda grass. There is no en-US shortage of bunkers, as I found one on en-US seven of my first nine holes. en-US Nowhere on the course is there a better en-US example of how open the course has en-US become than at the par-4 12th. This long, en-US severe dogleg right begs you to take a short-en-US cut over the waste area and wetland down en-US the right side. If you bite enough off, you en-US are rewarded with a shorter approach from en-US a better angle. In the past, there were en-US several tall pines to navigate around, as well en-US as a lot of scrub. It was difficult to see the en-US fairway across and the tee shot could be en-US quite intimidating. These have all been en-US removed and the view allows you to pick en-US your line much more easily.en-US Today, with golf balls that go a long way en-US and clubs that assist that, the best way to en-US defend a course that you cannot add a lot of en-US length to is to make putting and chipping a en-US challenge. en-US The greens at Florida Club are larger and en-US feature more undulation. A lot more en-US undulation. We had some putts and chips en-US that broke as much to the left or right as en-US they had to travel to get to the hole. I think en-US we may have found where en-US Jimmy Hoffas car was en-US buried. en-US The par-4 16th hole has en-US seen the most change. en-US What used to be a short, en-US straight-away hole, now en-US features a green moved en-US well to the right and en-US guarded by water on three en-US sides. Here you can hit en-US anything from a hybrid to en-US a driver and have about en-US the same distance on your en-US approach, just from a en-US different angle.en-US The finishing hole remains one of the en-US best in the area. The par-4 requires a en-US well-placed tee shot to allow you the en-US opportunity to hit a middle iron over the en-US wetland, to the green. The cluster of pines en-US that used to deter aiming safely left are en-US gone. I like this as it allows golfers who en-US cannot reach the green the chance to still go en-US over the wetland at a shorter point and go en-US to the green from there. en-US Florida Clubs maintenance staff also hit en-US the jackpot with new mowers, tractors and en-US other equipment. Murphy, who was en-US previously at the Breakers in Palm Beach, en-US knows what it takes to have a great golf en-US course. He also knows that it takes a en-US professional staff to keep it that way.en-US I truly enjoyed my round here and you en-US should make a point of getting your name en-US on the tee sheet as well.
