en-USVolusia County Council unanimously approved a en-US $2.4 million budget allocation to the Department of en-US Children and Family Services with the inclusion of a en-US promise to fight proposed state legislation that could en-US cost services to those who need them most.en-US The Early Learning Coalition is required by the en-US state to provide matching funds its approximateen-US -en-US ly $500,000 that they have provided each year, said en-US Donna Butler, community services director for the en-US county. The state is recommending they go from a en-US 6 percent match to an 8 percent match, which is an en-US approximately $142,000 addition that they would en-US have to come up with through other sources.en-US Also, the legislation would penalize the ELC if en-US they did not come up with the entire match, so en-US they would not receive the entire amount of en-US funding, Ms. Butler said. en-US In the past theyve been able to come up en-US with the entire match or close to it, but were en-US not penalized, she said.en-US If passed, it would be effective July 1, 2019, en-US in the middle of the budget year, and the ELC would en-US be left to seek additional funds from other sources, en-US such as the county or organizations like the United en-US Way. If they failed, services would have to be cut, en-US which would be a terrible loss for communities, said en-US Deb Denys, council vice chair.en-US This impacts a whole lot of our families that en-US need this the most, that we need to keep in the en-US workforce, with VPK and Aftercare and a lot of en-US other critical services, Vice Chair Denys said. That brutal en-US act brought animal cruelty en-US into the forefront and en-US although numerous legislaen-US-en-US tive hurdles had to be overen-US -en-US come, Ponces Law is in effect en-US as of Oct. 1. en-US The law allows judges to en-US bar offenders from owning a en-US pet for a court-ordered perien-US -en-US od of time, up to life. The law en-US also increases the chances of en-US offenders receiving a senen-US-en-US tence that includes jail time. en-US Ponces Law increased the en-US severity ranking of an animal en-US abuse-related crime. For en-US example, before Ponces Law, en-US an offender would have en-US scored a Level 3 offense, en-US which carries 16 points. en-US After the law, that same en-US offense is a Level 5 with 28 en-US points, meaning if a person is en-US convicted on an animal cruen-US -en-US elty charge, they are more en-US likely to do jail time. en-US Supporters of the law gathen-US -en-US ered outside the James Foxen-US-en-US man Justice Center Oct. 1 to en-US celebrate its enactment.en-US State Rep. At least until he took en-US the pills. en-US If you havent seen these en-US ads, you are probably not the en-USinsomniac I am. Take my en-US word for it, at 4 a.m. you en-US cannot escape them. The part en-US I like is they usually offer the en-US product free. Apparently they en-US are satisfied to get the inflated en-US shipping and handling fees en-US they charge. That allows them en-US to offer the pills free. en-US But hold on, if you want to en-US get in on this deal, you will en-US have to text them a code word. en-US Usually that is something like en-US gent or dude, but I saw one en-US recently that wanted the men en-US to text the word wimp. en-US Thats what you want, a male en-US libido enhancement product en-US that insults you from the get en-US go.en-US You know all of this began en-US in the 1980s. Back then the en-US nation was in the throes of the en-US AIDS epidemic. That sent the en-US scientists to work searching en-US for a cure. Obviously they en-US must have been older men for en-US what they came up with was en-US Viagra. Nothing for AIDS, but en-US a great product for under en-US performing males. en-US Actually most of the TV ads en-US aimed at men are ridiculous. en-US These days there are ads for en-US flashlights that seem to be a en-US big part of male virility. The en-US spokesman insists on telling en-US you his name and it is always en-US something cool and strong en-US sounding like Hunter or en-US Parish. I dont really care who en-US the guy is in the flashlight en-US commercial or any commeren-US -en-US cial for that matter. I dont like en-US it that I have to know the en-US fellows name in the Flex-Seal en-US pitch. en-US Of course, the one constant en-US in ads geared to males is the en-US pretty women. I dont mind en-US that, though. Deep down we en-US all know the chances of us en-US scoring a great looking lady en-US because we drink a certain en-US beer are slim, but we dont en-US mind playing along. Most of en-US the time we cant remember en-US the name of the product in en-US those ads, only the girls. en-US Yep, Madison Avenue has us en-US nailed. We will watch a pretty en-US woman every time. I prefer to en-US see them on the news or doing en-US the weather. How does this en-US disparity in ages affect a en-US couples finances in retireen-US -en-US ment? Keep these two points en-US in mind: en-US Social Security. Many times, en-US couples (regardless of age) en-US choose to defer one spouses en-US Social Security payments for en-US as long as possible. This is en-US because, if filing is delayed, SS en-US benefits will increase until age en-US 70. Another reason is, when en-US the husband/wife who has en-US deferred payments passes en-US away, his/her spouse will be en-US entitled to that persons larger en-US benefit payment at full en-US retirement (the couple must en-US have been married for nine en-US months). If you are part of a en-US May-December couple, you en-US can see why this could be an en-US important planning option. en-US Lets look at a fictitious en-US example:en-US Jon is 64 and employed in a en-US middle management position. en-US He decided not to take an en-US early retirement at age 62. en-US Jons wife of three years, en-US Marie, is 48 and does not en-US work; she has held a few short-en-US term jobs over her lifetime, en-US but was unemployed for many en-US years while caring for her en-US disabled mother. If Jon either en-US continues to work, or has en-US other income to sustain his en-US and Maries lifestyle through en-US age 70, not only will his en-US benefit increase, but, subseen-US -en-US quently, Marie would get a en-US much larger survivors en-US benefit, should Jon pass away en-US at, lets say, age 74. If Marie en-US expects her Social Security en-US payment to be low because of en-US her sporadic work history, en-US taking the SS survivor benefit, en-US instead, could make a huge en-US difference as she moves en-US forward on her own.en-US Pensions. Now, one more en-US thing to keep in mind for this en-US May-December couple. If Jon en-US were eligible for a pension en-US through his employer, he en-US could choose to designate his en-US plan to be single life or joint en-US life. en-US If Jon were to choose single en-US life, he would receive pension en-US benefits until he died, but en-US Marie would not receive the en-US pension after his death. en-US Without proper survivorship en-US planning for Marie, she could en-US be left in the lurch with very en-US little income as she enters into en-US her golden years. en-US On the other hand, if Jon en-US were to designate his pension en-US plan to be jen-US oint life, payen-US -en-US ments would continue for en-US Marie, even after Jon passed en-US away. A drawback to joint life, en-US however, is monthly payments en-US will be lower because the en-US pension is extended for both en-US Jon and Maries lifetimes. Also, en-US because of Maries younger en-US age, payments would, typicalen-US -en-US ly, be reduced even more.en-US Death is not a topic anyone en-US likes to talk about. And, en-US planning for retirement can be en-US complicated even more so en-US for May-December couples. en-US But, if you keep this informaen-US -en-US tion in mind when consideren-US -en-US ing the future of a surviving en-US husband or wife, you will not en-US only PlanStronger for yourself, en-US but for your spouse, as well.en-US David D. A-14 Ormond Beach/Daytona Beach/Holly Hill en-USAen-USfter nearly three en-USdeen-US cades of owning and en-US operating three public en-US golf courses, Brevard County en-US threw in the towel this en-US summer and passed on a en-US mulligan. en-US The countys three courses, en-US Spessard Holland on Melen-US -en-US bourne Beach, Habitat Golf en-US Course in Valkaria and en-US Savannahs at Sykes Creek in en-US Merritt Island, have been en-US losing money for several years. en-US In 2015 county commissioners en-US realized the county was losing en-US money on the courses to the en-US tune of $129,500 the year en-US before.en-US Several options were en-US discussed, including closing en-US the courses and turning them en-US into parks. In January 2016, en-US the county agreed to lease the en-US courses to Integrity Golf Co en-US LLC. The deal was hoped to en-US give the county at least en-US $100,000 a year. In July 2017, en-US Integrity bailed, realizing it, en-US too, was losing money.en-US Fast-foward to earlier this en-US year. The county decided to en-US look at two course-manageen-US -en-US ment proposals with a pair of en-US local organizations. Owneren-US -en-US ship of Savannahs at Sykes en-US Creek would be taken by the en-US Savannahs at Sykes Creek en-US Homeowners Association. en-US Nonprofit Golf Brevard would en-US take over management of en-US Spessard Holland and Habitat.en-US Golf Brevard is a group of en-US successful businessmen who en-US love golf and want to keep the en-US two courses in play. They plan en-US to improve the course en-US conditions and thereby boost en-US the number of golfers playing en-US the courses and the course en-US revenue.en-US Before making their own en-US money, Golf Brevard needs en-US the county to set up a transien-US -en-US tion fund to help with en-US deferred maintenance on the en-US two courses. There is $250,000 en-US in deferred maintenance at en-US Spessard Holland and over en-US $500,000 at Habitat. These en-US numbers are tough for a en-US company looking to make a en-US profit, but not as intimidating en-US to a company set up to put any en-US profits back into the course.en-US The proposal passed by a en-US commissioners vote of 5-0. en-US The hand-over took place on en-US Sept. 1. The initial transition en-US fund of $250,000 will be paid en-US to Golf Brevard by the county en-US in two payments, one of en-US $100,000 on Nov. 1 and the en-US remaining $150,000 by Dec. en-US 27. When Golf Brevards en-US reserves reach $360,000, the en-US fund will be repaid.en-US This means Brevard County en-US is out of the golf business. It en-US has been a business that put a en-US sizable financial strain on the en-US Parks and Recreation Departen-US -en-US ment and the countys coffers.en-US I spent my middle school en-US and high school years in Palm en-US Bay. I played Spessard Holland en-US many times and always loved en-US the breezy course. en-US Habitat has an even more en-US special meaning for me. My en-US late friend and award-winning en-US golf course architect Charles en-US Ankrom designed the course. en-US It is a design he was extremely en-US proud of. We played there a en-US few times and he would en-US always point out the nuances en-US he put in his design. To think en-US that it may have closed and en-US become something other than en-US a golf course would have en-US certainly saddened him.en-US Word on the street is the en-US conditions have already en-US shown improvement. Memen-US -en-US bers and regulars at the en-US courses feel confident the en-US improvements will continue en-US and are looking forward to a en-US bright future.en-US The two courses, Habitat en-US and Spessard Holland, are en-US open for leagues and are en-US inviting golfers looking to en-US start or join a league to en-US contact them.en-US I would suggest giving both en-US courses a serious look and en-US decide for yourself. Brad en-US Kayholm called to en-US say the big reds en-US were in Ponce Inlet, he en-US immediately had my attenen-US -en-US tion. en-US You may remember that in en-US the last few years Brad and his en-US Wham Bam Charters were en-US able to put me on trophy red en-US drum on two separate en-US occasions. Each time I had en-US managed a personal best, so en-US when Capt. Brad says big reds en-US I know he means B-I-G. en-US At the Kennedy Park boat en-US ramps in Edgewater, I joined en-US Brad and his dad, Rick, for a en-US nighttime fishing trip. I was en-US especially happy to have Rick en-US along since I know he has en-US been battling some serious en-US health issues as of late. The en-US three of us have enjoyed some en-US great trips in the past and I en-US wanted that fun to continue.en-US Our impressive ride was en-US Wham Bams new 21-foot en-US Carolina Skiff. That boat is en-US equipped with power pole, en-US remote control trolling motor en-US and top of the line fish finder. en-US First we made a couple stops en-US in the Indian River with no en-US luck before powering up to en-US head to Ponce. en-US We were using stout en-US equipment, tipped with big en-US 5/0 and 7/0 circle hooks en-US baited with live blue crabs. en-US The tide was going out, but en-US the trolling motor held our en-US position steady. Within en-US minutes I was on with a big en-US lunker that gave me quite a en-US battle before the hook pulled en-US free. I never saw that fish but en-US was sure it was a bull red.en-US Once I had re-baited, the en-US wait for another hookup was en-US short and this time I landed a en-US 45-inch red that must have en-US weighed nearly 30 pounds. en-US What a fish and what a fight! en-US It was so heavy that as I lifted en-US it, I had a difficult time en-US summoning up a smile for the en-US camera. My arms were still en-US quaking as we released it to en-US fight another day. en-US Next, Rick landed a twin to en-US the one I had caught as Capt. en-US Brad stayed busy re-baiting en-US and releasing our fish. After en-US some time, the nearby boats en-US began to notice our success en-US and drew ever closer. No en-US matter, I would end up en-US landing five fish all over 40 en-US inches in length and together en-US we put nine in the boat. The en-US other captains could not en-US match Brads expertise. en-US After we ran out of crab en-US bait we went to croakers and en-US did just as well. After that fifth en-US one, I must admit I had just en-US about had it and took a beer to en-US retreat to the far end of the en-US boat, as far from the rods as en-US possible. Five monsters on a en-US single trip would en-US be a new en-US record for me and my tired en-US old body told me that was en-US plenty. en-US Folks this was a fishing trip en-US of a lifetime. I have been en-US catching red drum for nearly en-US 60 years and this was my best en-US trip ever.
