en-USCounty Council wary en-US about Guardians fundingen-USAlthough the measures mandated by Senate Bill en-US 7026 add much-needed security in schools across en-US the state, the money allocated for those measures en-US leave districts and county governments with a finanen-US-en-US cial burden.en-US And, with the Volusia County Sheriffs Office en-US training School Guardians for schools in municipalen-US -en-US ities that could not spare officers, Volusia County en-US Council members want to keep a close eye on their en-US budget as well as what the legislature decides to fund en-US in years to come.en-US Among other security measures, the bill mandates en-US districts place a resource officer in every school. The en-US bill, passed in the wake of recent school-shooting en-US tragedies, appropriates $67.5 million for en-US resource officers, although that funding falls en-US short in covering the costs.en-US Once chosen and thoroughly trained for en-US their position, the sheriffs office will proen-US-en-US vide the Guardians with firearms, ammunien-US -en-US tion, holsters and magazine pouches, while en-US the district will provide body armor, polo en-US shirts and web belts.en-US Under the Senate bill, the state provided a little en-US over $67.5 million to provide reimbursement cost en-US for training, equipment a lot of the items such as en-US background costs, etc., said Joe Gallagher, VSCO en-US division chief. So what we have to do right now is en-US submit an application in order to participate in the en-US reimbursement process. What were up against right en-US now is all the 67 counties are going to be trying to en-US get en-US into this pot of en-US money.en-US For VCSO, the costs are nearly $325,000 for the en-US first year alone. Even if grant money comes through, en-US there are no guarantees next year, said Council Vice en-US Chair Deb Denys.en-US This isnt a recurring revenue stream, this is one en-USAs our election preview en-US continues, Hometown News en-US offers these candidate proen-US -en-US files for the Aug. 28 primary.en-US These posts are non-partien-US-en-US san, meaning anyone can en-US vote on them regardless of en-US their party affiliation.en-US Generally, if no candidate en-US gets more than 50 percent of en-US the vote, the two top candien-US-en-US dates will vie for the seat in en-US the November general elecen-US -en-US tion.en-US In Daytona Beach, the en-US mayor and even-numbered en-US council zones will be up for en-US election in 2020.en-US In Holly Hill, John Penny en-US is unopposed for the District en-US 1 Commission seat. Roy en-US Johnson is unopposed for the en-US District 4 seat.en-US The City of Ormond Beach en-US will not be participating in en-US the Aug. 28 primary, just the en-US Nov. 6 general election. en-US Hometown News will have en-US candidate bios for everyone en-US in the general election in en-US October.en-US For more information en-US about voting, including a en-US sample ballot, call (386) 736-en-US 5930 or visit ven-US olusiaelections.en-US org.en-USDaytona Beach en-US Commissioner Zone 1en-USDanny Fuqua, 54, is a Dayen-US -en-US tona Beach en-US resident en-US who grew en-US up in en-US Edwards, en-US Miss. I must admit en-US when I first heard of these free en-US Saturday night concerts, I was en-US unimpressed. Unimpressed, en-US until I went there. I dont en-US know how the Friends do it. en-US How do they find such en-US talented entertainers and how en-US do they stage it for free? Now I en-US am an unabashed fan!en-US Back in 1973 it was my good en-US fortune to see De Young, en-US Tommy Shaw and the boys en-US play live in the Chicago area en-US where I was working and en-US living as a single man. The en-US group Styx is from Chicago en-US and was formed around 1970. en-US For those of you from that en-US area, I saw them at a little club en-US on Roosevelt Road near en-US Wheaton for a three-buck en-UScover charge. en-US Their first single Lady had en-US just hit the charts and all of us en-US who lived around the windy en-US city knew right away they en-US were going places. The boys en-US took their name from The en-US River Styx in Greek mytholoen-US -en-US gy and later said it was the en-US only name they could all agree en-US on. en-US Sure enough, in a few years en-US they were filling large arenas en-US and stadiums. The group en-US Renegade that played the en-US Bandshell banged out a steady en-US stream of Styx hits, including en-US Babe, Too Much Time on en-US My Hands, Come Sail Away, en-US The Best of Times, Lady en-US and the song, Renegade that en-US gives them their name. en-US At the concert, a large en-US crowd had arrived only to en-US learn the lead singer had fallen en-US ill. He came on stage with a en-US horse and raspy throat to tell en-US us he could not perform, but en-US they had a young lady who en-US would fill in. That elicited a en-US groan from the crowd, but as en-US soon as the lady stepped to the en-US mike she was loudly cheered en-US as she went through the Styx en-US catalog with an unexpected en-US power. By the time the set was en-US finished, no one remembered en-US she was not scheduled to en-US perform. While Suzanne Reid en-US is an established performer, en-US we may have all witnessed the en-US birth of a new rock star. Great en-US Fun!en-US Folks, I urge you to check en-US out the great rock and roll en-US being performed at the en-US Bandshell. I have said it en-US before, but it is so true our en-US rock legends are all a bit long en-US in the tooth now and if you en-US want to hear the songs en-US performed live much like the en-US originals, you are better off en-US with a good tribute band. en-US Still on the schedule for this en-US summer are the Rolling en-US Stones, Elton John, AC/DC, en-US Led Zep aen-US nd Pink Floyd. I can en-US guarantee you that all those en-US acts will be of the first quality. en-US Its easy to get there with en-US plenty of cheap parking across en-US the street in the big garage and en-US each Saturday night ends with en-US a great fireworks display. en-US What a great addition to our en-US boardwalk and the beachside.en-US Check the website to see the en-US schedule and dont miss out. en-US Make your way down to see en-US one of your favorite music en-US groups under the stars, en-US accompanied by a cooling en-US breeze off the Atlantic and I en-US promise that once you do, you en-US will be hooked. en-US Dan Smith is on the board of en-US directors for the Ormond Beach en-US Historical Society and The en-US Motor Racing Heritage en-US Association and is the author en-US of two books, The Worlds en-US Greatest Beach anden-US I Swear en-US the Snook Drowned. I say to en-US the community, lets dont paint homelessness with broad en-US strokes, because that can get us into trouble. en-US Handing out food helps, but also handing out pamphlets on en-US recovery, job wanted ads and having those on site the day you en-US hand out food. Those members of your church who could en-US potentially offer a job to a homeless person will go further than a en-US can of green beans.en-USNeed some noise enforcersen-USAlong with a semi-dedicated beach patrol whose semi-primaen-US -en-US ry job would be to enforce littering laws, perhaps they could also en-US enforce the noise laws. It really is disturbing and dangerous to en-US have vehicles rolling down the beach (or road or parking lot ) en-US with the bass in full effect.en-US I would guess 99 percent of beachgoers are at the beach for en-US peace and quiet. It is rude and presumptuous to think your felen-US-en-US low beachgoers want to hear a monotonous Latin beat or thump en-US of rap. If you can hear it from eight feet away, it is too loud. en-US Enforce the noise ordinance and issue tickets. This is also a en-US good way to raise public funds to help pay for enforcement withen-US -en-US out raising taxes.en-USSpell it correctlyen-USI am constantly surprised at the inability of the Florida en-US Department of Transportation to spell our citys name correctly. en-US Its DeLand, capital D, small e, capital L, small a, n and d with en-US no space in the word. Now if the folks at FDOT will please foren-US -en-US ward this to your sign shop, maybe well see highway signs with en-US the name of our lovely town spelled the way its supposed to be. en-US And while Im at it, every commercial sign shop and business en-US owner in the DeLand area might also make a note. Its DeLand, en-US not Deland.en-USShould have gotten some new blooden-USI note the DeLand City Commission has filled a vacant slot en-US among their number . with a retread.en-US There were a dozen others who expressed an interest in serven-US-en-US ing our fair city, but no, the vote went to Charles Paiva, who had en-US a seat on the commission for a dozen years earlier in the century. en-US Hes a fine young man and was an excellent city commissioner en-US who proved he could win an election. en-US Looks like the current commissioners were getting rid of a en-US possible contender for one of their seats in the next election. A en-US little new blood on the DeLand commission couldnt hurt. en-US Maybe wed see them spending our money on something other en-US than sports and recreation facilities.en-USIn response to There ought to be a lawen-USRegarding There ought to be a law about pounding bass en-US speakers, yes, there was a law; but no more. en-US After I retired from the New York Police Department, I took a en-US job in 1992 as a law enforcement officer here in Volusia County. en-US At that time, the Florida Motor Vehicle and Traffic Law prohiben-US -en-US ited loud music emanating from a motor vehicle, if the music or en-US noise could be heard within a distance of about 20 feet from the en-US vehicle. We enforced that law when necessary, writing a uniform en-US traffic citation. en-US Unfortunately, as a result of a lawsuit claiming the law was en-US unconstitutional in that operators of motor vehicles had a conen-US -en-US stitutional right to play music as loud as they wanted to, the en-US court hearing the case agreed. That is why loud music from a en-US vehicle is not enforced. (Local noise ordinances may apply if at en-US night.) en-US Although I am still a law enforcement officer in my 48th year, en-US all I can do now when some individual, who will likely go deaf in en-US 20 years, pulls next to my patrol car with music blaring, is to en-US look at the operator with a serious face. That usually results in en-US the music being turned down.en-USCant get with dress codeen-USIve tried for two years to be OK with the new Volusia school en-US dress code policy, but I keep running into problems.en-US Im livid. My daughter just came home from her first day and en-US in her paperwork is the first time Ive been notified that en-US Chisholm Elementary School will no longer be wearing green en-US polos. Five out of eight of her shirts arent allowed under those en-US terms even though they are perfectly good shirts, just wrong en-US color. I feel like this is a big scam to get us to buy more clothes. en-US I dont have time to find them at thrift stores now. I cant afford en-US a set of new shirts and I dont agree with contributing to the en-US cycle of low wages that clothing manufacturers pay their seamen-US -en-US stresses. We need to get rid of the polo shirt dress code. Its too en-US hot in Florida for collared shirts. en-US I have heard people say that kids need to get used to having a en-US job where they may need to wear a uniform and I call crap on en-US that we need more jobs, not just more sheep-like workers. To en-US get jobs we need more entrepreneurs. People that make their en-US own jobs and jobs for others. These people do what they want en-US and wear what they want, because they can think for themselves. en-USIn response to: Lodging places shoulden-US help with cleanup en-USI work at a New Smyrna Beach hotel a block from the Flagler en-US Avenue beach entrance. en-US Although we are an older hotel, we do get a lot of beach-goen-US -en-US ing business. These properties are available en-US for both longand short-term rental, again in violation of the en-US single-family residential property code. Real estate professionals en-US who offer these converted properties have to be well aware such en-US rentals are in violation of code. Far too many short-term renters en-US have little or no regard for our community and beaches.en-US Property owners who convert single family residences to en-US multi-family residences knowingly do so without proper permiten-US-en-US ting and inspections. When home construction is not properly en-US inspected for code, it places the occupants and neighboring en-US properties in jeopardy for fires or even hurricane wind driven en-US debris. Adding further distress for neighbors, several of these en-US converted homes are run down and lack enough off-street parken-US-en-US ing. en-USIn response to: Ticket the textersen-USTreat texting drivers as if they were drunk drivers? But en-US accurate statistics are crucial en-US when youre making decisions en-US that affect peoples livelihood.en-US The report shows there were en-US 10,400 workers unemployed en-US out of a labor force of 258,150, en-US which means 247,750 Volusia en-US residents were employed in en-US some way in July. In June, with en-US the usual seasonal downturn en-US with school letting out, there en-US were 246,683 workers en-US employed out of a labor force en-US of 256,958. In July last year, en-US 241,780 workers were en-US employed out of a labor force en-US of 253,134. en-US The good news for workers en-US is obvious. Job growth is en-US outpacing the increase in the en-US labor force, which should en-US mean wages are growing, too. en-US Of course, the news isnt so en-US good for employers trying to en-US find workers, as Ive menen-US -en-US tioned before. But if this keeps en-US up, the bad old days of the en-US Great Recession will be en-US further in the past, and more en-US people may be enticed to en-US move to the area to find work.en-US As we head for the Aug. 28 en-US primary, a good question to en-US ask folks campaigning for en-US governor or a legislative en-US position, is whether they en-US support raising the minimum en-US wage in Florida to a much en-US higher rate than the current en-US $8.25 an hour rate that few en-US employers get to pay, anyway. en-US Over the years, Ive grown en-US less attuned to raising the en-US federal minimum wage, en-US because economies vary too en-US much from state to state. en-US While a $10 an hour rate en-US would be great in some states, en-US in others a $15 an hour rate en-US may still be too low. So, its en-US important for each state to en-US examine its economy and en-US decide what would be a fair en-US hourly rate.en-US ***en-US Venetian Nail Spa is the en-US latest business to open at Oneen-US -en-US Daytona and like most of the en-US businesses there, it expects a en-US lot of customers. When an en-US employee turns 59, most en-US employer-sponsored retireen-US-en-US ment plans, like 401(k)s, allow en-US a person to make withdrawals en-US from his or her account while en-US still being employed with, or en-US in the service of, the en-US company.en-US Typically, this is done to roll en-US all, or a part, of the 401(k) en-US balance into an IRA before en-US retirement. A financial move en-US that doesnt trigger income en-US taxes when done properly. So, en-US why would someone want to en-US do a rollover? There are many en-US reasons. For instance, they en-US might want to gain access to:en-US 1. A broader range of en-US investment choices. Someen-US -en-US times, the offerings of an en-US employers 401(k) plan can be en-US quite limited. An investment en-US firm managing an IRA, on the en-US other hand, may have access en-US to a very large pool of investen-US -en-US ments from which to choose.en-US 2. Professional investment en-US advice. No one says that you en-US cant have an investment en-US adviser guide you on your en-US 401(k) holdings. However, en-US hiring an adviser might not be en-US a benefit to you if there are en-US only a handful of choices. If en-US you are paying for an advisers en-US time, you may want to get the en-US most bang for your buck.en-US 3. More conservative and en-US fixed investment options. You en-US may be uncomfortable having en-US all of your 401(k) money in en-US stocks and bonds. By rolling en-US the money into an IRA, you en-US could exchange the uncertainen-US -en-US ty of the market for bank and en-US insurance company products en-US which may be more approprien-US -en-US ate for your situation. This is en-US especially important as you en-US get closer to retirement (e.g. en-US within five years).en-US 4. More determinable en-US income alternatives. As we en-US approach retirement, our en-US focus needs to shift from pure en-US accumulation and growth to en-US reliability of income. Rolling en-US part of a 401(k) into a fixed en-US annuity, for example, before en-US you retire could mean you en-US have another source of income en-US waiting for you when you stop en-US working.en-US 5. Ease and speed of en-US distributions. It may take a lot en-US longer to receive a requested en-US distribution from the compaen-US -en-US ny that holds your 401(k) en-US funds. Some en-US of the courses have retained en-US much of their historic en-US character, while others have en-US been tweaked or redesigned.en-US One of the oldest courses on en-US the Trail sits on the southwest en-US corner of Lake Okeechobee. en-US Clewiston Golf Club originalen-US -en-US ly was commissioned by the en-US City of Clewiston in 1928. en-US Construction of the first nine en-US holes, designed by Stiles and en-US Van Kleek, was started in 1929 en-US and opened for play in early en-US 1930.en-US The course was built to en-US answer the demand from the en-US public for a place to play golf. en-US Before the course was built, en-US golfers played a short, en-US five-hole layout in Civic en-US Center Park in the middle of en-US the town.en-US While the course was en-US designed to be 18 holes, the en-US location of the second nine en-US was being used as the citys en-US airfield and it wasnt until the en-US 1960s the final nine was en-US completed.en-US If youve ever been around en-US Lake Okeechobee, you know en-US most of the land is flat. The en-USland Clewiston Golf Club sits en-US on was no exception. Capt. F. en-US Deanne Duff was in charge of en-US the original construction and en-US used dirt pulled from water en-US hazards to make elevated, en-US rolling greens complexes and en-US elevated tee boxes.en-US In addition to being a great en-US place for golfers to play after en-US work and on weekends, the en-US course became a source of en-US income for the local school en-US children, who earned money en-US caddying and selling the balls en-US they would collect from the en-US water hazards.en-US The course no longer has en-US caddies, but it still has water; en-US elevated, rolling greens, and en-US now a lot of mature trees.en-US I tees it up here this past en-US weekend and had a splendid en-US time. The course has four sets en-US of tees and plays as short as en-US 3,837 yards to as long as 6,444 en-US yards. My group chose a set en-US that came in at just under en-US 5,800yards long.en-US You may think that to be a en-US bit short. On a couple holes it en-US may have been, but more en-US often than not, we found en-US ourselves having to shape en-US shots and work the ball en-US around the course. Every hole en-US has a place in the fairway that en-US makes for an easier approach en-US and it isnt always the most en-US obvious.en-US I must tell you that you en-US need to avoid the rough. Keep en-US the ball in the fairway or you en-US just may find a lie that you en-US will not like. The ball seems to en-US like to sit down in the rough en-US and there were times when my en-US club simply didnt want to cut en-US through it. en-US The greens are very en-US different than what I am used en-US to. They sit like large bowls en-US with plenty of break to them. en-US If you miss, you will likely be en-US chipping to a surface that you en-US cannot see. The speed of the en-US greens was not lightning fast, en-US but that was namely because en-US of the rain the course has en-US seen. Besides, I would hate to en-US have a downhill putt on these en-US greens if they were much en-US faster. en-US While the par-5s are not en-US long by any measure, they do en-US require an exact approach, en-US especially if you plan to get on en-US the green in two.en-US My favorite hole on the en-US course is No. 12. This par-4 en-US requires a slight fad off the tee en-US and your approach is to a en-US green guarded by water right en-US and a bunker left. Its one of en-US the more tricky greens on the en-US course as well.en-US Clewiston Golf Course is en-US easy to walk, you wont find a en-US building, other than the en-US clubhouse, any where on the en-US course, and your round will en-US remind you of days gone by. If en-US you are lucky, you may just en-US run into one of the citys en-US retired mayors who works at en-US the course. He may even treat en-US you to a few great stories en-US about the town and its history. en-US My day was a most wonderful en-US experience.en-US For more information, call en-US (863) 983-1448 or visit en-US clewiston-fl.gov or the Florida en-US Historic Golf Trail at floridaen-US -en-US historicgolftrail.com. en-US James Stammer has been an en-US avid golfer and golf enthusiast en-US for nearly 40 years. Have you ever driven en-US west across the Great Plains en-US and believed you were en-US looking at clouds, only to en-US discover it was actually the en-US Rocky Mountains? Thats the en-US kind of clouds that hung over en-US the Atlantic. Anyplace else en-US and you could have imagined en-US distant mountains. en-US It was hot God it was hot! en-US Not a breath of wind moving en-US and the water temperature en-US had to be around 85 degrees. en-US By the time I had paddled en-US The Green Peanut to my en-US fishing grounds, my T-shirt en-US was sticking to my skin. en-US Once out on the flats I en-US would forget the heat en-US immediately. Fish were en-US feeding! Oh, boy, were they en-US feeding. The incoming tide en-US was carrying loads of shrimp, en-US and the spotted sea trout and en-US snook were eating their fill.en-US Each time they crashed en-US into the bait a shower of en-US shrimp would take to the air en-US not unlike a miniature en-US fireworks display. Big en-US shrimp, little shrimp, all en-US kinds of shrimp. en-US I had a MirrOlure tied to en-US my only pole and that bait en-US imitates a mullet, not a en-US shrimp. Still it is top water en-US and the fish were hitting the en-US shrimp on the surface. On en-US my first cast, the splash of the en-US lure and the splash of the en-US striking fish coincided. I en-US know there must have been a en-US split-second between the en-US plug splashing down and the en-US fish hitting it, but my eyes en-US and ears could not separate en-US the two. A good fight yielded en-US a 17-inch trout.en-US I was on a flat where the en-US water was less than two feet en-US and every place I looked I en-US could see the wake of large en-US predatory fish swimming en-US about. Fish hitting and en-US terrified shrimp scattering all en-US over the place. Pop! Pop! en-US Pop!en-US Off to my right, something en-US big was nailing the bait. The en-US big fisen-US h had made the water en-US sudsy in an area about the en-US size of a loveseat. My lure en-US landed right in the center of en-US the suds and quickly disapen-US -en-US peared. I didnt have to en-US wonder long what I had, for en-US right away a 30-inch snook en-US jumped clear of the water. I en-US held on as tightly as I could en-US as the big fish began to tow en-US the kayak with the tide. en-US Finally the hooks pulled free en-US and I was relinquished from en-US having to releen-US ase the stout en-US snook. en-US Next, I lost two trout in a en-US row. It always amazes me en-US how a fish can get free from en-US three treble hooks that snag en-US my clothing anytime it gets in en-US the general vicinity. A small en-US snook came to the net after en-US an acrobatic battle. Good en-US fun! After I set it free, I en-US landed a nice 16-inch trout en-US and then another. What en-US action! en-US Then, just as suddenly as it en-US had begun, it was over. The en-US bait was gone and the fish en-US stopped feeding. I could no en-US longer see them swimming en-US about. Sure, I switched to the en-US jig and fished for another two en-US hours, but never had another en-US hit. All that fishing had en-US happened in a matter of 30 to en-US 40 minutes. It had been the en-US kind of fishing moment you en-US hear about. Why, you should en-US have been here yesterday is en-US the usual sad refrain. This en-US was the kind of action an en-US angler dreams about. en-US I only left with three trout en-US to take home, but I will never en-US forget that wild and fast en-US fishing. On the ride home, I en-US knew I would have to return en-US and try it once more the very en-US next day. I did and found no en-US action at all. Oh well! I was en-US there yesterday.en-US Dan Smith has fished the en-US waters of Volusia County for en-US more than 40 years. en-USB-4 Ormond Beach/Daytona Beach/Holly Hill en-USTen-UShe National Restaurant en-US Association defines en-US ethnic cuisine as any en-US cuisine that originated outside en-US the United States or is identified en-US with a particular region within en-US the U.S. en-USTo me, that means all en-US cuisine in the US is ethnic. en-US There is nothing original en-US about our food, unless we look en-US at Native Americans and their en-US food. Our country is a melting en-US pot of cultures from around en-US the world and each culture has en-US its own food traditions and en-US flavors. en-US We live in a great country. en-US We can experience foods from en-US around the world and never en-US leave its borders. Thats not en-US true in most foreign countries. en-US We are unique when it comes en-US to the world of foods. Name en-US any cultures cuisine and en-US somewhere in America we en-US serve it. en-US Now, what about original en-US American cuisine? Yes, we en-US have it. Most of our foods en-US were influenced by European, en-US South American and early en-US English traditions. Local en-US fruits, vegetables, seafood and en-US wild game played a big part. en-US Over the years, great cooks en-US and chefs developed and fused en-US cuisines together to make en-US them our own. How about en-US Eggs Benedict, Lobster en-US Newburg, hot dogs, hamburgen-US -en-US ers and deep-dish pizza? en-US U.S. beef is prized throughen-US -en-US out the world.
