en-USOrmond Beach changing en-US economic leadershipen-USJoe Mannarino has been economic development en-US director of the City of Ormond Beach for more than en-US 15 years. en-US But retirement beckons and, as of June 27, Brian en-US Rademacher will relocate to Ormond Beach from en-US Hollywood and will be in charge. en-US Putting together a strategic economic developen-US-en-US ment plan for the city was one of his big accomplishen-US -en-US ments, Mr. Mannarino said. It included stakeholden-US -en-US ers from the entire community, business people and en-US residents, to find out what was the direction they en-US thought we should go in to shape our economic en-US development programs.en-US He also listed completion of the business en-US park at the airport and the creation of en-US Ormond Crossings, a planned development en-US that could include 3,000 housing units, 4 en-US million square feet of industrial and comen-US -en-US mercial space. The first project there, a new en-US headquarters for Security First Managers Insurance en-US Co., is under construction. en-US The economic development plan was the founen-US -en-US dation for all of this, Mr. Mannarino said. We know there are en-US probably 500 to 1,000 in the en-US community that have long-en-US term homelessness.en-US Keeping the newly homeen-US -en-US less from hitting the chronic en-US level also is important, Mr. en-US Geallis said. We waited about 20 minutes, went to McDonalds, had en-US some breakfast, went back around the building and they were en-US taking all the boxes and they were thrown in the dumpster. I en-US started looking in the dumpster every afternoon and that dumpen-US -en-US ster was literally full right to the top with good clothes, clean en-US clothes. en-US If they are not going to take them, why not give them to an en-US organization or a church that can use them for homeless, for en-US families that dont have a place and that dont have clean clothes. en-US Cant something be done about this?en-USIsabella speedwayen-USI think here in Port Orange we have one of the most wonderen-US -en-US ful police departments in the State of Florida. en-US But my rant about the Port Orange Police Department is why en-US cant they do something about Isabella Avenue speedway? Some of these folks choose not to eat in the park en-US with our needy locals. Some of these same folks complain to en-US pastors and law enforcement. But we love these people, our guests in the park and en-US they have the right to be there and to be treated as fellow en-US humans.en-US Just so you know, there are plans for a beautiful new center at en-US The Neighborhood Center scheduled to open Spring 2019. Countywide collecen-US -en-US tions for the month (there is a en-US separate tax collected for each en-US of the three tourism marketen-US -en-US ing areas) went over $1 en-US million for the first time at en-US $1.19 million.en-US So, its better to look at the en-US year-to-data to give a more en-US accurate picture of what is en-US going on. Through the first en-US four months of the year, the en-US countywide collection was en-US about $4.8 million, up about 8 en-US percent from $4.5 million last en-US year. en-US So, that 8 percent increase en-US translated to 800 more en-US tourism jobs, if the state en-US non-agricultural employment en-US report can be believed. I dont en-US know how many of those were en-USin Flagler.en-US With the summer tourism en-US season in full swing, its safe to en-US say we dont have to worry en-US about that area of our en-US economy.en-US The tourism jobs will just en-US keep coming, too, especially en-US with the opening of The en-US Daytona (the Marriott en-US Signature hotel at One en-US Daytona) later this year. The T-Bowl is a place en-US where five streams converge en-US creating a strong eddy that en-US sometimes traps surface en-US debris. The name has nothing en-US to do with the water quality.en-US It sits at the gateway of some en-US of the best red drum fishing in en-US this area, but many anglers are en-US compelled to stop and throw a en-US bait into the deep water en-US whirlpool. The T Bowl sits less en-US than a half mile south of High en-US Bridge and a couple hundred en-US yards west of the Halifax en-US River. The entrance is guarded en-US by a small island. en-US On a cloudy spring mornen-US -en-US ing, I paddled The Green en-US Peanut to the Toilet Bowl, en-US looking for spotted sea trout. en-US With the water warming, I en-US knew it would be tough en-US fishing. The tide also was not en-US in my favor since it was en-US slowing just a couple hours en-US before full high tide. In the en-US back water I prefer an en-US outgoing flow, but a strong en-US current in either direction is a en-US must. en-US Sure enough, fishing the en-US end of the tide produced en-US nothing. Just as the water en-US began going out, things did en-US pick up some. I began to get en-US soft hits on my plastic shrimp en-US tail jig, but only hits, no en-US takers. After a bit, a light rain en-US began to fall and I soon en-US landed four small trout, two of en-US which were 15-inch keepers. en-US No great shakes but a definite en-US improvement. en-US That morning there had en-US been several people fishing en-US from outboards and kayaks, en-US but when the rain picked up, en-US most ran for cover. That left en-US just one hardy soul in a camo en-US john boat and me. He and I en-US spoke about how slow the en-US fishing was and just then a en-US heavy rumble of thunder en-US sounded. I told him that once en-US about 10 years back I had en-US been fishing with no luck en-US until a thunderstorm came en-US through, turning the big trout en-US on. The fellow said he would en-US like to stay to test that theory, en-US but when lightning cracked in en-US the distance, he fired up his en-US engine to pull away. en-US Before he was out of sight, a en-US big 21-inch sea trout gobbled en-US up the chartreuse jig to give en-US me a run for my money. On en-US the very next cast, I hooked en-US one that had to be in the en-US neighborhood of 18 inches, en-US but the line popped. My fault, en-US I should have checked the en-US mono for abrasions after en-US landing the big fish. As soon en-US as I had a fresh bait tied on, l en-US had another big trout hit right en-US at the boat. en-US I knew I didnt have enough en-US line out, so after setting the en-US hook, I took a chance and en-US opened the bail to let the fish en-US swim a bit. Now I had it about en-US 25 feet out, a much safer en-US distance to play what turned en-US out to be a 19-inch trout. Now en-US I had a nice limit and thoughts en-US of hush puppies and fried en-US filets began to fill my mind. en-US On the way home I ponen-US -en-US dered what had happened. en-US What had turned the fish on? en-US Was it the turning tide or the en-US weather? I have to believe the en-US thunderstorm was the catalyst. en-US The darkened sky and the low en-US bass rumble combined with en-US the rain must have done the en-US trick. Now dont be foolish en-US and try to stay out in lighten-US -en-US ning, but dont be too quick to en-US avoid a little rain either.
