en-USEcho grant awarded en-US despite possible tax debten-USFollowing more than 45 minutes of debate, the en-US Volusia County Council approved more than $2.3 en-US million in ECHO Grant awards to 10 projects across en-US the county.en-US The debate, however, centered around the City of en-US Ormond Beachs grant application due to questions en-US concerning delinquent property taxes the city says it en-US does not owe. The property in question is unrelated en-US to the environmentally-friendly lighting project at en-US the Ormond Beach Sports Complex. Instead, the en-US property at 730 Airport Road, which is the site of a en-US privately-owned Riverbend Golf Course, became en-US the subject of debate.en-US I think we agree its all about fairness and equity en-US and clean hands ... the city doesnt owe the en-US county any taxes, said Randy Hayes, Ormond en-US Beach city attorney. en-US Ormond Beach has leased the city-owned en-US property to the golf course for 27 years, most en-US of which time the property was considered en-US tax-exempt. That changed in 2012 when the en-US county tax appraiser placed the property on en-US the tax rolls. en-US The (county) staff contends that (the City of en-US Ormond Beach) owes $135,000 in back property en-US taxes for the property located at 730 Airport Road, en-US Ormond Beach City Manager Joyce Shanahan said. en-US What we are contending is we are not responsible en-US for taxes owed by the lessee.en-US City officials claim they were unaware of the en-US change and contend the taxes should be paid by the en-US indien-US -en-US viduals or business en-US that leases the property from the property en-US owner, in this case, the city.en-US County Attorney Daniel Eckhard disagreed, sayen-US-en-US ing the property owner is responsible for the taxes. en-US And, if the city owes the taxes, the Clean Hands rule en-US prohibits the award of an ECHO Grant to an entity en-USThousands of dollars in en-US prizes were up for grabs in en-US the The Cairns Foundation en-US Innovation Challenge at the en-US Advanced Technology Colen-US -en-US lege in Daytona Beach April en-US 19.en-US Thomas Oltorik took en-US home the $10,000 first prize en-US for his Quick Clip, a fishing en-US rod eyelet guide replacement en-US tool.en-US The device is clipped on, en-US above or below damaged eyeen-US -en-US lets, use a fastening tie and to en-US replace eyelets so a pole can en-US still be used.en-US It is amazing that they en-US have these types of resources en-US for us as students of places en-US we can come and work with en-US pitch coaches like the people en-US at our school, said Mr. Oltoen-US -en-US rik, who is completing a masen-US-en-US ters degree in business en-US administration at Stetson en-US University this year. We are en-US just blessed to have the en-US opportunity to be here.en-US The challenge, in its fifth en-US year at the Volusia County en-US Business Incubator, spoten-US -en-US lights technologies created by en-US students at Embry-Riddle en-US Aeronautical University, en-US Bethune-Cookman Universien-US-en-US ty, the University of Central en-US Florida, Florida Institute of en-US Technology, Daytona State en-US College and Stetson.en-US Six finalists presented their en-US ideas to a group of local en-US investors and businessmen.en-US The second-prize winner en-US of $5,000, also from Stetson, en-US was Ailissa Zoltko, who creen-US-en-US ated the Smart Sleeve. Dr. en-US Wahba W. Wahba, a local en-US physician who owns Tic Toc en-US Enterprises, donated the en-US space on Beach Street.en-US Mr. Brinkley, a veteran en-US who will be 90 this year, en-US serves as president. He en-US served in the U.S. Marine en-US Corps and Air Force, retiring en-US as a staff sergeant. en-US Rod Phillips, a local veteren-US -en-US ans leader, praised Mr. Brinen-US -en-US kley for his work. Right en-US from then-US e beginning I liked en-US John Brinkley and what he en-US was going to do, said Mr. en-US Phillips, president of the en-US local chapter of the Vietnam en-US Veterans of America. John en-US has been very gracious giving en-US Vietnam Ven-US eterans a particuen-US-en-US lar section in the back area of en-US the museum, commonly en-US called the Vietnam Veterans en-US room.en-US Other displays include a en-US replica of the iconic Iwo Jima en-US statue, milen-USitary uniforms en-US with all branches representen-US-en-US ed, pictures, videos, military en-US patches and medals. The en-US museum also houses an en-US authentic World War I Victoen-US -en-US ry Medal and uniforms from en-US World Wars I and II. Various en-US military airplane, submarine en-US and ship replicas also are on en-US display. There is a Korean en-US War display as en-USwell as a disen-US-en-US play honoring U.S. allies, en-US especially Great Britain. en-US Dr. Angela Maria Manos, en-US U.S. Army Col. I can only imagine en-US the bounty that was available en-US to them back then. Deer, en-US turkey, and water fowl, plus en-US shrimp, oysters, clams, crab en-US and a wide variety of fish must en-US have been on their everyday en-US menu. en-US Freshwater springs are still en-US bubbling up in the area. As I en-US fish there, it is not difficult to en-US picture the idyllic life those en-US early residents must have had. en-US Early settlers described the en-US Timucuan men as fit and en-US athletic, taking part in various en-US games and contests in order to en-US stay toned. The women were en-US said to be uncommonly en-US beautiful and graceful. The en-US name of the Timucuan en-US Princess Issena survives in this en-US area until this day. Tall and en-US lithe, she carried herself with en-US the same dignity as European en-US royalty. en-US When the young French en-US Huguenot nobleman Earnest en-US DErlach first came to en-US Nocoroco to trade, he was en-US smitten. A courtship ensued en-US and, in 1566, the young couple en-US entered into the first Christian en-US marriage on the North en-US American continent.en-US In the months to come, the en-US Spanish soldiers came down en-US from Jacksonville to attack the en-US French settlement, and most en-US of the Huguenots were killed. en-US Princess Issena would risk it en-US all to go into the battlefield en-US and successfully rescue her en-US injured husband. The pair was en-US able to escape to France to live en-US out their lives in luxury. There en-US is a stone marker at the en-US northwest corner of Ormond en-US Beachs Granada Bridge where en-US the marriage may have taken en-US place. en-US In 1766, the British crown en-US granted the site of the Indian en-US village and 20,000 acres to Sir en-US Richard Oswald, who would en-US operate a huge plantation as en-US an absentee owner. If 20,000 en-US acres seems like a lot, well, the en-US Mount Oswald plantation en-US stretched all the way south en-US and west to where Daytona en-US International Speedway now en-US sits. Crops on the plantation en-US included rice, sugar cane, en-US indigo, cotton and citrus.en-US Aside from being displaced, en-US the Timucuans had no en-US immunity to the diseases en-US carried here by the Europeans en-US and, in short order, were en-US mostly gone. Over the years I studied, en-US compiled and photographed a en-US large compendium for his en-US family and then facilitated its en-US donation to the U.S. National en-US Archives. As time passed and I en-US dealt more with the museum, en-US John learned of the story en-US behind my Silver Star Medal. en-US John asked me to present a en-US talk on my military career and en-US the medal, which I did in en-US March. Thinking surely the light would not go two comen-US-en-US plete cycles without giving me the chance to turn left onto Interen-US -en-US national Speedway Boulevard, I waited and waited. Two comen-US -en-US plete cycles went through and never gave me the left-turn arrow, en-US so now I am up to about six minutes at this intersection trying en-US to turn left. With no good options, I made a right turn to head en-US east on International Speedway Boulevard, hoping to make a en-US U-turn and return to going west. en-US Passing all of the construction, then the next couple of turn-en-US offs, which were both no U-turns, I finally made it to a light en-US where I could make my u-turn. I pulled up to this light and sat en-US for another four minutes, since this light did not pick up my bike en-US either. Finally, a large truck pulled up behind me and tripped the en-US turn arrow, and away I went. en-US It took me almost 14 minutes to head west on International en-US Speedway Boulevard from the left turning lane on Tomoka en-US Farms Road. With all of the new technology available today, en-US could someone please, please, invent a stop light that sees motoren-US -en-US cycles. en-USThanks for caringen-USI am a disabled veteran from 47 years ago. en-US I want to thank a lady who overheard me talking to my wife, en-US daughter and granddaughter in the nail salon. They en-US are useless. There are no reasons for it. en-USA shattered imageen-USI recently met a friend for an early morning walk on the en-US beach. en-US I parked at the Harvard Avenue approach in Ormond Beach. I en-US was shocked to find a broken beer bottle in the parking area. It en-US had been run over and shattered in all directions. I could imagen-US -en-US ine a child running to the beach barefoot through this mess.en-US The tollbooth attendant had a broom, so we cleaned it up as en-US best we could. Some surfers told me that since nearby bars use en-US the approach for their patrons to park, broken beer bottles are a en-US regular occurrence. Sounds like an easy lawsuit to me. en-USInspections were a hassleen-USFlorida had auto inspection for many years. en-US It was wildly unpopular. A study showed that of the top 50 en-US causes of auto accidents, equipment problems, the kind of things en-US that are picked up during the annual inspection, was number 49. en-US It simply wasnt cost-effective.en-US Everybody loathed it. It was offered weekdays only, 9 a.m. to 5 en-US p.m., so you had to take off work. Long lines of cars idling, waiten-US-en-US ing, sometimes for hours, constant exhaust fumes and pollution. en-US Hot days, hot cars, hot tempers. The thousands of inspectors had en-US to be paid, out of our taxes. Commercial property, the inspection en-US stations, off the tax rolls. en-US Former Gov. Bob Martinez promised to end auto inspections en-US and was elected because of this promise. In the en-US dollar store industry, or en-US low-price retail market, the en-US big head-to-head competition en-US is between Dollar Tree and en-US Dollar General. However, en-US while Dollar Tree sells en-US everything for a dollar, Dollar en-US General is a dollar store in en-US name only. It has focused on en-US higher-priced items, which en-US has allowed it to pull even en-US with Walmart.en-US If you havent been to a en-US Dollar General lately, go in en-US one and look around. Its like en-US looking at a mini-Walmart. en-US Dollar Tree, on the other en-US hand, looks like a dollar store en-US with a limited inventory. en-US Family Dollar Stores look like en-US yet another mini-Walmart.en-US So, to keep the company en-US strong and shareholders en-US happy, Dollar Tree officials en-US obviously realized they en-US needed to keep Family Dollar en-US Stores just as they are and en-US even add some.en-US In Volusia County, that en-US meant adding one in Port en-US Orange to give it 10 in the en-US East Volusia area to compete en-US against the 15 Dollar General en-US stores (well, it could be 17 en-US soon with one under conen-US -en-US struction in Edgewater and en-US one planned in Samsula). en-US There are 12 Dollar Tree en-US stores in East Volusia with one en-US planned in Edgewater.en-US In West Volusia, there are en-US five Dollar Tree stores, 14 en-US Dollar Generals and six en-US Family Dollar Stores. Of en-US course, dont count on those en-US numbers staying the same for en-US long.en-US ***en-US The housing market is en-US continuing the pace it set for en-US 2018, with rapidly rising en-US prices and a low inventory en-US keeping sales of existing en-US houses slightly below last year en-US while construction of new en-US houses booms. Sales of en-US existing houses by Realtors in en-US the Volusia/Flagler area were en-US at 1,056 in March, down 4.3 en-US percent from last year. The en-US median price, where half sold en-US for more and half for less, was en-US at $205,700, up 11.2 percent. en-USCondo sales were down 1.8 en-US percent, while the median en-US price was up 18.1 percent in en-US the two-county area.en-US The Census Bureau reports en-US permen-USits were issued for 183 en-US housing units en-US in March (175 en-US single-family) in the Volusia/en-US Flagler area, up from 171 (167 en-US single-family) in Mach 2017. en-US That was with 7en-US 0 percent of en-US the area reporting.en-US ***en-US I have a correction on a en-US previous item. The 7-Eleven en-US planned at Clyde Morris en-US Boulevard and Beville Road in en-US Daytona Beach would be at en-US the southwest corner, replacen-US -en-US ing an office building. Also, en-US there probably will be a en-US restaurant next door.en-US Some more stuff for the en-US planning boards. Plans were en-US submitted for The Bellamy en-US apartments, a 96-unit complex en-US on Jimmy Ann Drive, just en-US south of Mason Ave., in en-US Daytona Beach. An arcade en-US with computer video games is en-US planned at 964 Orange Ave., en-US Daytona Beach, in a strip en-US center next to Churchs en-US Chicken. But, with a en-US little advance planning, its a en-US stressful situation that could en-US have been avoided.en-US While the innovative en-US resource center at 629 N. Dixie en-US Freeway offers a wide range of en-US senior services, experienced en-US senior care specialists use en-US decades of experience to en-US match their clients with en-US approved assisted living resien-US -en-US dences in Volusia or Flagler en-US counties that meet their needs.en-US The Internet is the last en-US place they should go, warned en-US Ms. Traub, who likes to be en-US referred to by her first name, en-US Rose. What they need is boots en-US on the ground in the commuen-US -en-US nity, someone whos familiar en-US with local assisted living facilien-US-en-US ties, have ven-US isited and evaluated en-US them, and can knowledgeably en-US recommend them to our en-US seniors, just as we would to en-US own parents.en-US Rose, along with senior en-US advocate Susan Little, en-US authored the 88-page worken-US-en-US book A Guiding Light for en-US Seniors and Their Families: A en-US comprehensive manual to en-US guide you through the stages en-US of aging.en-US She emphasized Assisted en-US Living Made Simple doesnt en-US take shortcuts with seniors en-US seeking a good, safe place to en-US live in Volusia or Flagler en-US County.en-US We interview the client, en-US find out who they are and en-US what they want and work as a en-US team to find whats right for en-US them, Rose explained.en-US The professional senior en-US advisers, which also includes en-US Estelle Pecchio and Kathy en-US Bennett, carefully select and en-US personally visit each of the en-US assisted living homes they recen-US -en-US ommend.en-US But before they begin the en-US search, they first find out what en-US their client wants and needs.en-US When we interview the en-US senior, we consider everyen-US-en-US thing, including the emotionen-US-en-US al, the financial and medical, en-US but the most important thing en-US we do is look at the individual en-US and find out who they are as a en-US person, Rose stressed.en-US While the seniors children en-US might feel somewhat guilty en-US about encouraging their en-US mother or father or loved one en-US to move into an assisted living en-US residence, they shouldnt be.en-US Usually, when the parent en-US living alone moves into their en-US new home, which they personen-US-en-US ally help select, they become en-US much more social, less isolaten-US-en-US ed, happy and thrive, Rose en-US added.en-US While cost is always a factor en-US in choosing an assisted living en-US facility, she pointed out many en-US seniors are unaware of what en-US benefits they could qualify for, en-US and the different financial en-US arrangements that could be en-US made.en-US There are so many things en-US to consider when finding the en-US right home for seniors who no en-US longer can live alone, Rose en-US said. en-US Choosing the right home en-US the first time is extremely en-US important; our number one en-US goal at Assisted Living Made en-US Simple is to find seniors a right en-US place to live where they truly en-US feel at home and can enjoy life en-US knowing that they are not en-US alone. en-USHow do you know your en-US loved one needs assisted liven-US -en-US ing?en-US There are a lot of different en-US things to look for, but it comes en-US down to whether the senior is en-US able to safely care for themen-US -en-US selves, she stressed. Another en-US is whether they are happy liven-US -en-US ing alone or do they feel loneen-US-en-US ly, isolated and depressed? en-US There are numerous small en-US clues children or caregivers of en-US seniors might be missing en-US because they see them every en-US day and might not notice en-US them.en-US Rose said minor changes in en-US behavior might be normal, but en-US if they become part of a paten-US-en-US tern they should be more en-US closely watched, such as:en-US Clothes start showing en-US unusual stains.en-US Is mom no longer wearing en-US makeup?en-US Dad is no longer combing en-US his hair or cares about the way en-US he looks when he goes out.en-US Repeat themselves time en-US and time again.en-US Arent eating properly.en-US Not socializing anymore.en-US For more information, call en-US (386) 847-2322, visit en-US assisten-US -en-US or en-US email help for finding en-US the best senior living en-USPhoto courtesy of Assisted Living Made Simpleen-USEstelle Pecchio, from left, Rose Traub and Kathy Bennett at Assisted Living en-US Made Simple are ready to help you find the best senior community for your en-US loved one. I en-US recently sat down with Mike en-US Peerless, director of reverse en-US mortgages at Holland en-US Mortgage Services Inc., to en-US discuss our firms progress en-US and industry trends.en-US While these loans have en-US been typically used to access en-US home equity for cash, or to en-US refinance an existing en-US mortgage to eliminate en-US required mortgage payments, en-US Mike shared that an increasen-US -en-US ingly popular use of reverse en-US mortgage loans is the HECM en-US for Purchase. Instead of using en-US it to get cash or refinance an en-US existing home mortgage, the en-US transaction order is, ironicalen-US -en-US ly, reversed. The loan is en-US taken out and used, along en-US with the borrowers down en-US payment, to purchase a new en-US home.en-US Heres an example: A en-US 68-year-old woman has en-US $200,000 cash available to en-US purchase a new home, but en-US does not want an ongoing en-US mortgage payment in en-US retirement. She shops en-US around, but doesnt find en-US anything she likes for en-US $200,000. Then, she finds en-US exactly what she is looking en-US for . but the price tag is en-US $330,000. She realizes she en-US wants a nicer home than she en-US could afford with her en-US $200,000 cash. With the en-US HECM for Purchase, our en-US 68-year-old could buy the en-US $330,000 home and not have en-US an ongoing mortgage en-US payment. However, she en-US would still be required to pay en-US property taxes, insurance, en-US homeowners association en-US dues and maintenance en-US expenses. She would borrow en-US $152,000 from the reverse en-US mortgage lender and write a en-US check at closien-USng for $196,000. en-US (My numbers are rounded to en-US the nearest $1,000). When en-US the HECM for Purchase en-US transaction is complete, she en-US has the home she wants, a en-US loan, and no required en-US mortgage payments. en-US As with any loan, there are en-USfees and expenses that would en-US add to her purchase price. en-US There is also interest on the en-US loan and an ongoing en-US Mortgage Insurance Premien-US -en-US um that will grow unless she en-US opts to make payments, en-US which she can do at any time. en-US And, just like a traditional en-US home mortgage, she can sell en-US the home and pay off the en-US loan.en-US Part of the job of a loan en-US originator, of course, is to en-US walk the borrower through en-US the process of gen-US etting a en-US reverse mortgage loan, en-US compare lenders, and explain en-US all the fees and expenses en-US involved. For anyone who is en-US interested in a reverse en-US mortgage loan, it is importen-US -en-US ant to remember there are en-US different kinds and uses. Fees en-US will vary among lenders and en-US originators. These loans are en-US not for everyone, but we can en-US say the same for just about en-US every financial product en-US available: mutual funds, en-US annuities, Long-term Care en-US insurance, REITs, hedge en-US funds, bonds . none of en-US them are appropriate for en-US every person and situation. en-US David D. Ms Pruitt is assisted by Patient Care Coordinator Samantha Carpenter whose job is to schedule patients appointments, pre-authorizations, billing, and assist with the cleaning and maintenance of hearing aids. She has been with Florida State Hearing Aids for six years, working an additional eight years with Ms Pruitt before that. When asked what makes her business unique, Ms. Pruitt said, My business gives individual one on one service to every client. You wont walk in two weeks after you purchase your hearing aids and get a random person that doesnt really care about you at all, they dont know you, they didnt test or fit you, and you feel left out in the cold. There is a lot of competition in the newspapers advertising low, low prices on hearing aids, she said. The problem is in the small print. I dont do bait and switch ads. The Tomoka, en-US Halifax, Indian and St. Johns en-US Rivers gave me all the en-US delicious fresh fish I could en-US ever hope to catch. Of course, en-US all that fishing provided me en-USwith loads of adventure and en-US those of you who have my en-US book I Swear The Snook en-US Drowned know all about en-US that. Those who regularly en-US read this column also are en-US privy to lots of outdoor en-US adventure that is my life.en-US Only last week I told you en-US how a fat mullet knocked me en-US out of my kayak. That was en-US surely an unexpected advenen-US -en-US ture. But, no, there is more to en-US fishing than food and advenen-US -en-US ture. en-US I am always aware that en-US when I fish I am continuing a en-US tradition of taking sustenance en-US from the water that is as old as en-US mankind. Each week I try to en-US impart the celestial side of en-US fishing, but I must admit it is a en-US difficult thing to do.en-US Without exception, I begin en-US each trip by glancing skyward en-US to thank my God for yet en-US another opportunity to spend en-US some time with nature.en-US Another chance to do what en-US I love. I have never taken it for en-US granted. Usually my trips en-US begin at dawn so I am alone en-US on the water. That solitude en-US often prompts me to speak out en-US loud to my father, mother and en-US younger sister. All of them en-US gone now. I tell each of them en-US what they meant to me and en-US how much I miss them. en-US Silently I will give thanks for en-US my wife, daughter, son and en-US three grandchildren. en-US You see, I seldom go to en-US church, at least not in a en-US building. My makers great en-US outdoors is my place of en-US worship. en-US In Volusia County we are en-US blessed with a natural en-US surrounding that is second to en-US none. As I motor or paddle en-US along, I take the time to en-US admire the birds, otters, en-US alligators, snakes and fish. All en-US are beautiful to me and I feel en-US honored to be in their en-US company. I relish the natural en-US scenery I pass. The trees, en-US bushes, stumps and grasses all en-US hold a fascination. I treasure en-US the act of being alone in the en-US wilderness. en-US As you know, through the en-US years I have had some valued en-US fishing buddies and I often en-US think of them when on the en-US water, but fact is I am best en-US alone. This is where I ponder en-US my supposed problems and en-US make them disappear. It is my en-US escape from the noise of en-US modern life; a place where I en-US can only hear the splash of a en-US fish or the call of a bird or en-US smell the brine or the unique en-US odor of the air just before a en-US rain. en-US I suppose after all these en-US years I have caught a gymnasien-US -en-US um full of fish and truth be en-US known, despite a failing en-US memory, I think I can recall en-US most of them. I just love what en-US I do. Catch fish. Eat fish. Dont en-US catch fish. Dont eat fish. Its all en-US the same to me. I sincerely en-US hope each of you have en-US something in your life that en-US gives you such pleasure. en-US Everyone deserves the bliss I en-US find on the water. en-US Dan Smith has fished the en-US waters of Volusia County for en-US more than 40 years. Its all about en-US the food. I want a burrito, en-US fajitas, nachos, enchiladas, en-US guacamole, chimichangas, en-US black beans and red beans, en-US now! Oops, dont forget the en-US Margaritas. en-US The most popular ethnic en-US cuisine in America is Mexien-US -en-US can. Nachos have replaced en-US chips as a snack, and salsa has en-US pushed ketchup out of its en-US number one condiment spot. en-US Yes, Hispanic food is going en-US wild in the U.S., bringing the en-US heat to food everywhere. en-US Spicy pepper-infused flavors en-US are a hot trend and will en-US continue for years to come. en-US Chili-infused beer is now on en-US the market with a blend of en-US habaneros, jalapenos, serrano en-US and Anaheim peppers. The en-US Hispanic culture is putting en-US flavor and zing in foods.en-US Remember, the heat is in en-US the membrane and seed of the en-US pepper and not in the meat. en-US Try it. Take a jalapeno pepper en-US and just cut the outer green en-US skin off leaving no white or en-US seed and taste it raw. It will en-US taste like green pepper with en-US almost no heat. Another tip en-US when eating Hispanic food is en-US to eat the rice and beans en-US together. No gas will form, if en-US you get my meaning. en-US Here is a great recipe that is en-US easy to make for all occasions. en-US People of all ages love this dip!en-USSeven-Layer Dipen-USServes 15-20en-US Ingredientsen-US 4 cups fresh Roma or plum en-US tomaen-US toes, chopped inchen-US 2 can refried beansen-US 4 cups shredded Monterey en-US jack or cheddar cheeseen-US 2-16 oz containers sour en-US cream (your choice regular, fat en-US free, low fat)en-US 2 cans sliced olives en-US 1 cup sliced green onionsen-US 2 containers 12 oz guacaen-US -en-US moleen-US 2 cups chopped lettuceen-US 2 cups salsaen-US Large bagen-US tortilla chipsen-US Directionsen-US Using a large cake platter or en-US large round plate begin by en-US spreading: en-US Reen-USfried en-US beans evenly on en-US plate leave a one inch borderen-US Lettuce evenly on beansen-US Sliced tomatoes on lettuceen-US Guacamole on lettuceen-US Salsa on guacamole en-US Sliced olives on guacamole en-US Grated cheese on olivesen-US Top with sour cream, en-US sprinkle with sliced green en-US onions ( optional chopped en-US jalapenos)en-US Prepare as close to service en-US as possible. en-US Costa Magoulas is dean of en-US the Mori Hosseini College of en-US Hospitality and Culinary en-US Management at Daytona State en-US College.
