en-USPolice drones to soar en-US in Daytona Beach skyen-USThe Daytona Beach City Commission March 21 en-US agreed to allow the police department buy four en-US unmanned aircraft systems (drones) at a cost of en-US $76,295, which will be paid for by Federal Sharing en-US Drug Forfeiture funds with no cost to the city. en-US What really made me want to get the drone proen-US -en-US gram was when we had Mr. Cantrell about a year en-US and a half ago who went missing from the nursing en-US home, said Daytona Beach Police Chief Craig en-US Capri. We looked for him for about two weeks.en-US If we had a drone we could cover more area. We en-US could cover backyards, it could go up and down, en-US Chief Capri said. We have had a lot of calls with en-US missing persons. Every time I hear a missing person en-US call and it is an older person, I immediately en-US stop what I am doing and I just panic. I dont en-US want anyone to die if I can save them.en-US The chief described a situation where en-US another nursing home resident went missing en-US and fell back into mud in a ditch about 1,000 en-US yards from the nursing home. He could not en-US be seen from the road. en-US This guy died looking up at the sky, Chief Capri en-US said. Can you imagine how painful that was?en-US Helicopters cant see the ground as clearly from en-US how high they have to hover, the chief said. There en-US is equipment that can zoom in, but a drone can fly en-US four, five eight or six feet and look around. The en-US drones we are getting have a flair system, basically en-US night vision, where they can go up at night.en-US Other uses may include a drone flying into a en-US home en-US first where someone en-US is barricaded with a gun, which increases en-US officer safety. The chief stressed the main function en-US of the new drones will be search and rescue, and that en-US the drones would only be used as the situation dicen-US -en-US tates. From the open ocean to en-US the shore and the estuaries, en-US you are bound to be enteren-US -en-US tained. The show is stunningly en-US filmed and gives us a look at a en-US part of our world that we en-US seldom see. en-US If you are like me and love en-US being in and on the water, this en-US show will thrill you. Well look at it now. When they started the stormen-US -en-US water fee that everybody paid for, it was small, but look at it now. en-US I find it difficult to believe the voters in Volusia County would en-US approve another fee. en-USEvent costs are too muchen-USI am calling about the changes in ordinances on Canal Street en-US in New Smyrna Beach. en-US They are startinen-US g a policy of having two off-duty police offien-US -en-US cers and firefighters on Canal Street when the street is shut off en-US for an activity, including the car show on the second Saturday of en-US each month. en-US Now, that would mean it would cost us about $800 every time en-US there is a car show. Unfortunately, for en-US years many consumers would en-US buy imported lamb from New en-US Zealand and Australia, overen-US -en-US cook it, and then serve it with en-US mint jelly to mask the taste. en-US The flavor would be overpowen-US -en-US ering and the texture dry and en-US chewy. en-US Lamb raised in the United en-US States is grain-fed, giving the en-US lamb a beefier flavor unlike en-US the imported lamb that was en-US grass-fed, which caused a en-US more intense flavor. Todays en-US lamb from New Zealand and en-US Australia is grain-fed and has en-US developed a more delicate en-US taste. I still prefer the domestic en-US lamb, but I will use the importen-US -en-US ed in a pinch with no problem.en-US Chefs are better trained in en-US the cooking of lamb today, and en-US it is seen more often on restauen-US -en-US rant menus as well as lamb en-US shanks, my second all-time en-US favorite meat. Lamb is very en-US healthy to eat. It is a great en-US source of protein, essential en-US vitamins and minerals. It has en-US the correct ratio of all eight of en-US the essential amino acids.en-US The meat has less marbling en-US than other meats, which en-US means most of the fat is on the en-US outside edges. A 3-ounce poren-US -en-US tion of lamb leg has 74 mg of en-US cholesterol compared to 70 mg en-US in a skinless chicken breast. en-US Calorie-wise, there are 162 in en-US lamb to 159 in chicken. Now en-US here is what you all have been en-US waiting for, my personal all-en-US time favorite recipe for Roasten-US-en-US ed Spring Lamb a la Costa.en-USRoasted Leg Of lamben-USIngredientsen-US 1 5-6 pound bone-in leg of en-US lamben-US 1/4 cup olive oilen-US 2 tablespoons chopped fresh en-US garlic gloves (about 6 cloves)en-US 1/3 cup balsamic vinegaren-US 1/4 cup fresh squeezed en-US lemon juiceen-US 1 teaspoon salten-US 1 teaspoon black pepperen-US 2 tablespoons leaf oreganoen-US 1 tablespoon fresh rosemary en-US choppeden-US Directionsen-US In a small bowl, mix all the en-US ingredients ten-US ogether except en-US the lamb.en-US Make 8 or 9 small slices all en-US over the lamb. Sure the catch was not en-US always prime, but then as now, en-US I was happy just to be catchen-US -en-US ing. Over the years I did refine en-US my methods, partly because I en-US had gained a little fishing en-US sophistication, but also due to en-US the decline in fish. en-US Back then it took very little en-US talent to catch a nice meal and en-US have some fun in the process. en-US Then I would say that 80 en-US percent of the people who en-US tried, caught fish. Boy, things en-US have sure changed. Now I en-US believe 80 percent of the fish en-US are caught by 20 percent of the en-US fishermen. en-US These days you must have a en-US degree of talent if you expect en-US to catch on a regular basis. In en-US order to gain that talent you en-US must be devoted to the sport. I en-US know from my mail those of en-US you who dont catch a lot of en-US fish are not devoted. Thats en-US fine, for fishing may be done en-US by anyone. en-US Many of the folks who send en-US me e-mails are not aware of en-US the effort needed to become a en-US good angler. Thats OK, too. en-US Just try and be honest about en-US your degree of commitment.en-US That commitment begins en-US with your boat and how you en-US use it. If creature comforts en-US aboard your vessel are en-US important to you, understand en-US that you will be giving up en-US some fish-ability. A cabin en-US with a head may insure you a en-US comfortable day on the water, en-US but perhaps not a nice mess of en-US fish. Once you admit you are en-US more of a boater than a en-US fisherman, you can adjust en-US your methods. en-US I always tell the boaters to en-US stick to trolling. That is an en-US easy way of fishing as you take en-US a boat ride. Now I understand en-US that when most people think en-US of trolling, they focus on an en-US electric trolling motor. That en-US may not be necessary. en-US Years ago I spent a lot of en-US time successfully trolling with en-US my 90-horse Mercury en-US outboard. Back then I would en-US put out four lines baited with en-US diving or suspending plugs en-US and troll just inside or outside en-US of Ponce Inlet. Trolling just en-US beyond the breakers and en-US parallel to the beach can also en-US be productive.en-US Dragging baits in the en-US Halifax or Indian rivers can en-US pay off at times. If you are en-US using stick baits and they are en-US not working, go to either en-US spoons or jigs. Your speed will en-US be important, but you may en-US troll faster than you think. If en-US your bait is hanging the en-US bottom you are going too en-US slowly, conversely, if your bait en-US is skippingen-US the surface, you en-US are going too fast. en-US Keeping your bait in the en-US lower portion of the water en-US column without hitting en-US bottom is optimal. At times en-US you may need to add weight en-US to achieve that. en-US During the summer months en-US our Disappearing Island just en-US west of Ponce is a great place en-US to use as a base. From there, en-US troll south to the New Smyrna en-US bridges in the Indian River or en-US north to Dunlawton on the en-US Halifax. If you are a boater/en-US fisherman, take along music, en-US food and drink, and anything en-US else that will make you more en-US happy while you are on the en-US water. en-US Remember even though 80 en-US percent of the fish are being en-US caught by the dedicated en-US anglers, that still leavesen-US 20 en-US percent for you.
