Summary.

The Governor and the Ordonnateur, ever since
they assumed duty in the Island of Tobago, have, in
accordance with their Instructions, continued to main-
tain the English Laws and Administration with the sole
exception of the Special Regulations about the arrang-
ements between the Creditors in Great Britain and the
Planters in Tobago.

They consider that this position has continued
long enough and recommend that the French Govern.
ment should decide to change to French Laws and Ad-
ministration in Tobago, by successive stages.
