My Lord,
In the name of the great majority of His Majety's subjects
and the Foreign residents in this Island, as well as in my own,
I humbly beg to offer our most heartfelt congratulations
to His Royal Highness the Prince Regent, and to His Majesty's
Government, for the success which has attended the wisdom
of their measures, and the happy reward of their unwearied
perseverance in the great Cause of European liberty.
Feeling all the gratitude for the late Providential Inter-
position in the restoration of the Ancient Kings of France
and the brilliant termination of the struggle Great Britain
has so long maintained, I hope Your Lordship will approve
of my having publicly set apart a day for a general Thanks-
giving in the Catholic Church at which I attended with the
Council and the Cabildo, and at night the Town was
illuminated.
