I have understood that in all the ports of that Government,
trade is carried on with the enemies with great licence and
without restraint though it is so much against the service of
God and of my Realm as so many inconveniences arise
And because it is necessary to avoid these as far as possible,
it has appeared to me well to order you as I now do order
and command you that the position being as it has been
reported, you must remedy it and in no way permit the said
trade to take place, punishing the guilty with full rigour.
And I warn you that if you do not do so, what may be
fitting will be provided.
