Dear Commissioner:

It is my privilege to submit to you the Annual Report
of the Division of Fruit & Vegetable Inspection for
the 1980-1981 season.

During this season, we have continued the automa-
tion program in our Test Rooms at processing
plants. This program should be completed during
the coming season. In my opinion, the automation
program is one of the best things we have offered
the industry, because it takes the human element
out of determining the value of a given load of fruit.

On January 13 and 14 this industry had one of the
hardest freezes that we have ever experienced. Not
only was the fruit frozen, but we have a tremendous
amount of tree damage, especially in the northern
growing areas of the State.

With the good cooperation of the industry, and the
tremendous job our inspectors did, we have been
able to place good fruit on the market, with a
minimum number of complaints.

On the overall deal, with the cooperation we re-
ceived from the Fruit & Vegetable Industry and the
Nut Industry, we have been able to do an outstan-
ding job, I believe, for the growers and shippers of
the State of Florida.

REPORT OF THE BUREAU OF VEGETABLE INSPECTION
The 1980-81 season was one of the most unusual in recent
years for the Vegetable Bureau. Adverse weather conditions
were responsible for extreme highs and lows in vegetable sup-
plies which in turn was directly related to high and low prices.
The number of items inspected showed a slight increase
over the previous year with 55% of the products inspected
showing an increase over our 1979-80 season when we had a
record year.
We certified approximately 4,000 car lot equivalents less
this season than was certified in the 1979-80 season. This
reduction was chiefly due to the severe drought conditions in
the peanut growing areas, as well as a hard freeze in all areas
of the state in January, which caused a drastic shortage of
most crops for a period of about two months.
Vegetable Bureau personnel remains fairly constant with a
low of 45 people during the off season to a high of 119 people
during the peak season.

REPORT OF THE BUREAU OF CITRUS INSPECTION
Season 1980-81
The Bureau of Citrus Inspection is responsible for inspec-
ting and certifying all citrus fruit sold or shipped in fresh form,
both domestic and export. During the 1980-81 fruit season
more than 57 million 4/5 bushel boxes of fresh citrus were
packed and shipped from citrus packing houses throughout
the state. This total is down by approximately 15 million car-
tons from 1979-80 season because of the freeze in January
1981. Inspection of fresh citrus is extensive. Maturity testing is
handled under state citrus fruit laws. Grade and size is on the
basis of U.S. and Florida grade standards as regulated by the
Citrus Administrative Committee operating under Federal
Marketing Orders. Inspection also involves the application of
numerous regulations of the Florida Department of Citrus. The
work is carried out by approximately 200 trained field inspec-
tors who also are used interchangeably, as required, for pro-
cessed citrus, vegetables and various nut and grain crops.
The citrus bureau cooperates fully with the road guard
bureau where all truck passing are checked for proper cer-
tificates and loading manifests at highways leading out of
state and all westbound Suwannee river crossings.
During the 1980-81 season citrus inspectors *destroyed over
942,000 equivalent 1-3/5 bushel boxes of fruit, ('fruit which fail-
ed state maturity laws or fruit shown to be unwholesome is
normally diverted to cattle feed or other areas of non-human
consumption).
REPORT OF THE BUREAU OF PROCESSING PLANT
AND FUMIGATION INSPECTION
Season 1980-81
The Bureau of Processing Plant Inspection and Fumigation
has the responsibility for the inspection and certification of all
fresh citrus for processing, and the fumigation and certifica-
tion of all citrus for export to Japan. This season more than
5,000 trailer loads of citrus were fumigated at the two fumiga-
tion stations located in Winter Haven and Fort Pierce, for a
total of 6,493,522-4/5 bushel cartons. This was the third largest
season in volume size since fumigation started in 1974.
Fumigation is carried out over a twenty-four hour period
using eighteen trained department personnel during the peak
periods.
This past season 88% of all citrus was inspected and cer-
tified by trained field personnel at processing plants
statewide. This inspection is made initially for condition to
prevent the processing of unwholesome or decayed fruit, and
then for maturity and internal quality. The internal quality
analysis is used by processors for blending purposes, as well
as determining the value of the load to the growers. This
season some 438,175 load evaluations were made by trained
personnel under this Bureau. This Bureau works closely with
the Bureau of Technical Control to assure that the equipment
used in the extraction and testing process as well as the
sampling system is maintained in a satisfactory condition to
assure accuracy as well as uniformity.
An additional responsibility of this Bureau is monitoring the
staffing of all Fresh Fruit Packing Houses and Processing
Plants statewide. Staffing is based on man hours per box at
packing houses and man hours per load at processing plants.
Weekly tabulations are made for each packing house and pro-
cessing plant showing the order of effectiveness. An annual
report listing each packing house and processing plant in
order of effectiveness is given to appropriate personnel for
each packing house and processing plant. A substantial
reduction in personnel has been accomplished by using this
system of monitoring.

ROAD GUARDS
During the 1980-81 season, the Florida Department of Agri-
culture maintained sixteen inspection stations on leading
highways out of Florida to check truck passing of fruit and
vegetables. These Stations are a Bureau under the Division of
Inspection, with headquarters in Tallahassee. All Stations are
manned twenty-four hours daily, with regular inspectors under
supervision of patrolmen and Chief of Road Guards, with head-
quarters in Trenton, Florida. All trucks carrying citrus fruit are
stopped for proper clearance papers and citrus passing are
reported to this office daily.

REPORT OF THE BUREAU OF TECHNICAL CONTROL

Season 1980-81

1. GENERAL. This Bureau is responsible for all technical duties in con-
nection with the administration of the Citrus Code, including extensive
laboratory, administrative, and field duties. The laboratory program in-
volves but is not limited to routine analysis and testing of fruit treatment
materials, preparation of standard testing solutions, supply of inspec-
tion equipment and materials to the field force, the arsenical spray en-
forcement program, and the monitoring of pesticides residues and food
additives on citrus and in citrus products. Approximately 500 samples
were analyzed thru sophisticated equipment for pesticide and specific
fungicide residues. The monitoring of export shipments of fumigated
grapefruit for ethylene dibromide residues and other additivies con-
tinued also, and with excellent industry cooperation, has assured im-
porters of compliance with their particular regulatory requirements. In
addition, over 600 samples of FCOJ and orange washed pump solids
were analyzed using high sophisticated instrumental analytical techni-
ques in a program initiated to monitor both FCOJ and single strength
orange juice for adulteration.

The administrative responsibilities of this Bureau include extensive field
work in connection with both packing house and processing plant in-
spection, as outlined under (3) and (4) below, and most of the technical
advisory consulting work of the Division, including such matters as
technical papers and technical conferences and meeting with the in-
dustry.

2. ARSENICAL SPRAYS. In connection with the arsenical spray provi-
sions of the Code, field inspectors who find traces of arsenic on leaves
from orange and tangerine trees during the summer months, submit
samples of both leaves and fruit to the laboratory for analysis. When
arsenic is found in violation of the Code, the affected fruit cannot be
used for human consumption. (Most of the violations are caused by
carelessness due to improper cleaning of spray tanks after spraying
other fruits the use of high-pressue sprayers too near orange and
tangerine trees, and spraying or dusting when the wind is blowing.)
Approximately 500 boxes of oranges and tangerines were found to con-
tain arsenic in violation of law and withheld from utilization, mostly
through voluntary elimination upon notice to the owner

3. FRESH FRUIT. By Department of Citrus rule, all packing houses
shipping more than 200,000 boxes (4/5 bu.) of citrus fruit during the
preceding season are required to install AMC Model 2700 single-head ex-
tractors in the testrooms. Some 128 such extractors have been leased
from the Automatic Machinery Corporation, and individually released to
licensed dealers. The Technical Bureau handled setting, maintenance
and servicing in order to insure uniformity of testing procedures

laboratory and technical field work under Department of Citrus rules in
conjunction with the setting up and carrying out of the maturity testing.
condition, and load evaluation programs at all citrus processing plants;
and furnishing liaison personnel in the coordination of fresh fruit inspec-
tion at all canning and concentrating plants with the finished product in-
spection This work may be summarized as follows
(a) Condition Inspection. Inspection for wholesomeness is handled
by field processing plant inspectors. The Technical Bureau is concerned
with adequacy of sampling and interpretation of applicable re-
quirements.







(b) Maturity & Internal Quality Inspection. This is the basic program
carried out by processing plant inspectors. The Technical Bureau fur-
nishes equipment and technical but not administrative supervision.

Comprehensive records of the load evaluation data (average percent
acid, solids, and juice content), are compiled and distributed by the
Bureau each week to the industry. A summary of this information is in-
cluded with the cannery data.

Improvements in testing procedures and maintenance of equipment, in-
cluding the Kinsey samplers, are a major portion of the Bureau's work in
conjunction with the load evaluation (pounds of solids) testing program.
The 55 FMC Model 091B leased testroom extractors were set, maintain-
ed, serviced and checked for uniformity of operation against the mobile
(truck-mounted) extractor control unit, which is a continuing respon-
sibility of the Technical Bureau.

The new program to automate testroom procedures and equipment, in-
cluding determination and printout of all weighing, percent acid,
degrees Brix, with all calculations and certification performed through a
mini-computer and teletypewriter, was operated very successfully at 29
commercial plants. The industry and this Division have agreed that the
systems will produce uniformity of operation and labor-saving, and have
1 additional unit for the 1981-82 season.

(c) Auditing Inspection For Yield. Each plant processing oranges is re-
quired by the Department of Citrus regulation to certify weekly that the
yield of orange products for the preceding week did not exceed four per-
cent more than the calculated yield based on the oranges received. This
same regulation further requires that the Inspection Service audit plant
records for verification purposes. The Technical Bureau handles the
auditing as an added responsibility, and employed a special highly-
trained inspector on a part-time basis for field work in this area.

(d) Grade Inspection of Finished Pack. Close liasion was maintained
with the Food Safety & Quality Service, United States Department of
Agriculture, who by contract with the Florida Department of Agriculture
& Consumer Services performed the grade inspection and certification
of the finished pack and other controls necessary under the Code Ir-
regularities reported by the United States Department of Agriculture in-
spectors were promptly followed up by this Bureau, and necessary cor-
rective measures taken to insure compliance with the Code.

5. FRUIT TREATMENT MATERIALS. Under the provisions of the
Citrus Code relating to the use of color-add materials, and other fruit






treatment materials such as soaps, waxes, etc., the following individuals

REPORT OF THE BUREAU OF
CITRUS LICENSE & BOND

Season 1980-81
The Citrus Bond and License Bureau is concerned with those sections of
the Florida Citrus Code pertaining to citrus fruit dealer's bond re-
quirements, issuance of citrus fruit dealer's licenses, citrus fruit dealer's
agent registrations, packing house and cannery registrations and field
box mark or brand certificates. A complete listing of all citrus fruit
dealers and their agents is compiled several times each season.

Administrative responsibilities include extensive field work in the in-
vestigation of purchases or sales of citrus fruit in all forms. Complaints
involving citrus fruit are filed with the Commissioner of Agriculture and
handled as provided for in the Citrus Code and other applicable Statutes.
The appropriate order, based on sworn testimony, is entered in the mat-
ter by the Commissioner with provision for suspension of license for fail-
ing to comply. All interested parties are served with the Order and the file
is closed upon compliance. In cooperation with the Department of
Citrus, the Bureau makes regular inspections of gift fruit shipments and
all citrus roadside stands.
