Sir:

It is my honor to submit the annual report of the Division
of Fruit and Vegetable Inspection for the 1975-76 season.

In observing our bicentennial year, we have illustrated the
national colors in the covers of this annual booklet. Oddly
enough, this bicentennial year was a record year, with an
increase of 3,895,331 boxes of fresh fruit and 13,077,419
boxes of cannery fruit over the previous year.

The over-all deal, so far as rendering a service to our
growers and shippers is concerned, was a success. A large
part of that success is due to the good work done by the
employees of the Division. Also contributing to the success
was the excellent cooperation we received from every
segment of the fruit, vegetable, nut and grain industries.

REPORT OF THE BUREAU OF VEGETABLE INSPECTION

The Bureau of Vegetable Inspection inspects and certifies
approximately thirty different commodities.
About 65 percent of total inspections are made under Federal
Marketing agreements. Commodities covered under these
agreements are peanuts (which are under the Federal Price Support
program) tomatoes, limes, and avocados.
Our grain inspection program has increased in the past year. We
now have grain inspection laboratories in Tampa, Live Oak and
Graceville.
In a state that produces 80 percent of all vegetables consumed in
the United States in the winter months, the Vegetable Bureau is a
very important part of the Consumer Services inspection program.
The Bureau protects the grower, as well as the consumer.

ROAD GUARDS
During the 1975-76 season, the Florida Department of
Agriculture maintained sixteen inspection stations on leading
highways out of Florida to check truck passing of fruits and
vegetables. These Stations are now a Bureau under the Division of
Inspection, with headquarters in Tallahassee. All Stations are
manned twenty-four hours daily, with regular inspectors under
supervision of patrolmen and Chief of Road Guards, with
headquarters in Trenton, Florida. All trucks carrying citrus fruit are
stopped for proper clearance papers and citrus passing are reported
to this office daily.

REPORT OF THE BUREAU OF TECHNICAL CONTROL


Season 1975-76



1. GENERAL. This Bureau is responsible for all technical duties in
connection with the administration of the Citrus Code. The
laboratory work includes routine analysis and testing of fruit
treatment materials, preparation of standard testing solutions,
supply of inspection equipment and materials to the field force,
the arsenical spray enforcement program, and the monitoring of
pesticide residues and food additives on citrus and in citrus
products. For the second consecutive season, major efforts went
into the analysis of fresh fruit samples for fungicide content,
involving more than 1,000 separate determinations. The monitor-
ing of export shipments of fumigated grapefruit for ethylene
dibromide residues and other additives likewise increased, with
laboratory facilities and personnel stretched to a critical point.
The administrative responsibilities of this Bureau include
extensive field work in connection with both packing house and
processing plant inspection, as outlined under (3) and (4) below,
and most of the technical advisory and consulting work of the
Division, including such matters as technical papers, meetings
with the industry, and lectures and demonstrations at industry
meetings, technical conferences, and elsewhere.

2. ARSENICAL SPRAYS. In connection with the arsenical spray
provisions of the Code, field inspectors who find traces of arsenic
on leaves from orange and tangerine trees during the summer
months, submit samples of both leaves and fruit to the
laboratory for analysis. When arsenic is found in violation of the
Code, the affected fruit cannot be used for human consumption.
(Most of the violations are caused by carelessness due to
improper cleaning of spray tanks after spraying other fruits, the
use of high-pressure sprayers too near orange and tangerine trees,
and spraying or dusting when the wind is blowing.)
Approximately 61,000 boxes of oranges and tangerines were
found to contain arsenic in violation of law and withheld from
utilization, all through voluntary elimination upon notice to the
owner.

3. FRESH FRUIT. By Department of Citrus regulation, all packing
houses shipping more than 200,000 boxes (4/5 bu.) of citrus
fruit during the preceding season are required to install AMC
Model 2700 single-head extractors in the testrooms. More than
100 such extractors have been leased from the Automatic
Machinery Corporation, and individually released to packing
houses. The Technical Bureau handled setting, maintenance and
servicing in order to insure uniformity of testing procedures.

4. PROCESSING. These responsibilities of the Bureau involve both
laboratory and technical field work under Department of Citrus
rules in conjunction with the setting up and carrying out of the
maturity testing, condition, and load evaluation programs at all
citrus processing plants; and furnishing liaison personnel in the
coordination of fresh fruit inspection at all canning and






concentrating plants with the finished product inspection. This
work may be summarized as follows:
(a) Condition Inspection. Condition inspection of all citrus
fruit received at processing plants is maintained to prevent the
processing of decomposed, unsound, or stale fruit. Daily reports
are filed covering all fruit received and processed at each plant.
The Technical Bureau is concerned with interpretation of the
applicable regulations.

(b) Maturity & Internal Quality Inspection. Under the
Florida Citrus Code of 1949, as amended, all citrus fruit canned
or concentrated is subject to the maturity requirements through-
out the entire season. Representative samples are drawn,
generally mechanically, from each load received, accurately
analyzed, and certificates issued thereon. The resulting internal
quality analysis insured compliance with the Code and was used
extensively by the industry in maintaining uniform quality
through proper blending, but its principal use is to determine the
value of the load to both supplier and processor. The Technical
Bureau furnished equipment and technical, but not administra-
tive supervision.
As a further service, comprehensive records of this load
evaluation data (average percent acid, solids, and juice content),
are compiled and distributed by the Bureau each week to the
industry. A summary of this information is included with the
cannery data.
Improvements in testing procedures and maintenance of
equipment including the Kinsey samplers, are a major portion of
the Bureau's work in conjunction with the internal quality
(pounds of solids) testing program. The 55 FMC Model 091B
testroom extractors were set, maintained, serviced and checked
for uniformity of operation against the mobile (truck-mounted)
extractor control unit, which is a continuing responsibility of the
Technical Bureau.
The new program to automate testroom procedures and
equipment, including determination and printout of all weigh-
ings, percent acid, degrees Brix, with all calculations and
certification performed through a mini-computer and teletype-
writer, which had operated successfully at one commercial plant
for two seasons, was installed at 5 plants. Some problems remain
to be worked out, and final lease agreements are still under
consideration. It is anticipated that at least one more season's
experience will be required before proceeding further with
automation in all testrooms.

(c) Auditing Inspection for Yield. Each plant processing
oranges is required by the Department of Citrus regulation to
certify weekly that the yield of orange products for the
preceding week did not exceed four percent more than the
calculated yield based on the oranges received. This same
regulation further requires that the Inspection Service audit
plant records for verification purposes. The Technical Bureau
handles the auditing as an added responsibility, and employs a
special highly trained inspector for field work in this area.

(d) Grade Inspection of Finished Pack. Close liaison was







maintained with the Agricultural Marketing Service, United
States Department of Agriculture, who by contract with the
Florida Department of Agriculture & Consumer Services per-
formed the grade inspection and certification of the finished
pack and other controls necessary under the Code. Irregularities
reported by the United States Department of Agriculture
inspectors were promptly followed up by this Bureau, and
necessary corrective measures taken to insure compliance with
the Code.

5. FRUIT TREATMENT MATERIALS. Under the provisions of
the Citrus Code relating to the use of color-add materials, and
other fruit treatment materials such as soaps, waxes, etc., the

REPORT OF THE BUREAU OF
CITRUS LICENSE AND BOND

Season 1975-76

The Citrus Bond and License Bureau is concerned with those
sections of the Florida Citrus Code pertaining to citrus fruit dealer's
bond requirements, issuance of citrus fruit dealer's licenses, citrus
fruit dealer's agent registrations, packing house and cannery
registrations and field box mark or brand certificates. A complete
listing of all citrus fruit dealers and their agents is compiled several
times each season.
Administrative responsibilities include extensive field work in
the investigation of purchases or sales of citrus fruit in all forms.
Complaints involving citrus fruit are filed with the Commissioner of
Agriculture and handled as provided for in the Citrus Code and
other applicable Statutes.
The appropriate order, based on sworn testimony, is entered in
the matter by the commissioner with provision for suspension of
license for failing to comply.
All interested parties are served with the Order and the file is
closed upon compliance.

REPORT OF THE BUREAU OF
CITRUS INSPECTION
Season 1975-76

The Bureau of Citrus Inspection has the responsibility of
inspecting and certifying all citrus fruit shipped in fresh form, both
interstate and intrastate. During the 1975-76 citrus fruit season
more than 75 million 4/5 bushel boxes of fruit were processed and
shipped from packing houses throughout the state.
Inspectors were assigned to packing houses on the basis of need
and varied from eight to ten inspectors to over two hundred during
the peak of the shipping season.
In cooperation with the Department of Citrus, the bureau also
makes routine spot inspections of all citrus fruit roadside stands and
all gift fruit shipments-a total of more than 35,500 such
inspections being made during this shipping season.
Administrative responsibilities of the bureau include coordina-
tion of the field supervision, disseminating written instructions to all
field personnel regarding regulations, grade standards, inspection
procedures and citrus fruit laws; also, maintaining a cooperative
working relationship with the public and the industry through
attendance to meetings, radio talks, and dissemination of
information through the news and market media.

REPORT OF THE BUREAU OF
PROCESSING PLANT INSPECTION
AND FUMIGATION
Season 1975-76

The Bureau of Processing Plant Inspection and Fumigation has
the responsibility for the inspection and certification of all fresh
citrus for processing, and the fumigation and certification of all
citrus for export to Japan. This past season more than 5,000 trailer
loads of citrus were fumigated in the two fumigation stations
located in Winter Haven and Fort Pierce for a total of 5,600,000 4/5
bushel cartons. This was an increase of approximately 500,000 over
the previous season and indications are for a further increase for the
coming year. Fumigation is carried out over a twenty-four hour
period using twenty trained department personnel during the peak
periods.
Approximately 85% of all citrus is inspected and certified by
trained field personnel at processing plants statewide. This
inspection is made initially for condition to prevent the processing
of unwholesome or decayed fruit, and then for maturity and
internal quality. The internal quality analysis is used by processors
for blending purposes as well as for determining the value of the
load to the grower. This past season some 454,000 load evaluations
were made by trained personnel under this Bureau. This Bureau
works closely with the Bureau of Technical Control to assure that
the equipment used in the extraction and testing process as well as
the sampling system is maintained in a satisfactory condition to
assure accuracy as well as uniformity.
An additional responsibility of this Bureau is monitoring the
staffing of all Fresh Fruit Packing Houses and Processing Plants
statewide. Staffing is based on man hours per box at packing houses
and man hours per load at processing plants. Weekly tabulations are
made for each packing house and processing plant showing the order
of effectiveness. An annual report listing each packing house and
processing plant in order of effectiveness is given to appropriate
personnel for each packing house or processing plant. A substantial
reduction in personnel has been accomplished over a two year
period.
