of the Division of Fruit and Vegetable In-
spection for the 1972-1973 season.

The over-all deal, so far as rendering
a service to our growers and shippers is
concerned, was a success. A large part
of that success is due to the good work
done by the employees of the Division.
Also contributing to the success was the
excellent cooperation we received from
every segment of the fruit, vegetable, nut,
and grain industries.

.ROAD GUARDS

The Florida Department of Agriculture maintains seventeen Inspec-
tion Stations on leading highways our of Florida to check truck passing
of fruits and vegetables. These Stations are now a Bureau under the
Division of Inspection, with headquarters in Tallahassee. All Stations
are manned twenty-four hours daily, with regular inspectors under
supervision of patrolmen and Chief of Road Guards, with headquarters
in Trenton, Florida. All trucks carrying citrus fruit are stopped for
proper clearance papers and citrus passing, are reported to this
office daily.

REPORT OF THE BUREAU OF TECHNICAL CONTROL
Season 1972-73



1. GENERAL. This Bureau is responsible for all technical
duties in connection with the administration of the Citrus
Code. The laboratory work includes routine analysis and
testing of fruit treatment materials, preparation of
standard testing solutions, supply of inspection equip-
ment and materials to the field force, the arsenical
spray enforcement program, and the monitoring of pest-
icide residues and food additives on citrus and in citrus
products. In addition, during this past season more than
500 fresh fruit samples were analyzed for fungicide con-
tent under a Department of Citrus regulation requiring
the use of approved fungicide on fresh fruit.

The administrative responsibilities of this Bureau
include extensive field work in connection with both pack-
ing house and processing plant inspection, as outlined
under (3) and (4) below, and all technical advisory and
consulting work of the Division, including such matters
as technical papers, meetings with the industry, and
lectures and demonstrations at industry meetings, tech-
nical conferences, and elsewhere.

2. ARSENICAL SPRAYS. In connection with the arsenical
spray provisions of the Code, field inspectors who find
traces of arsenic on leaves from orange and tangerine
trees during the summer months, submit samples of both
leaves and fruit to the laboratory for analysis. When
arsenic is found in violation of the Code, the affected
fruit cannot be used for human consumption. (Most of the
violations are caused by carelessness due to improper
cleaning of spray tanks after spraying other fruits, the
use of high-pressure sprayers too near orange and tan-
gerine trees, and spraying or dusting when the wind is
blowing).

Approximately 2,000 boxes of oranges and tangerines
were found to contain arsenic in violation of law and
withheld from utilization, mostly through voluntary elim-
ination upon notice to the owner.

3. FRESH FRUIT. By Department of Citrus regulation, all
packing houses shipping more than 200,000 boxes (4/5 bu.)
of citrus fruit during the preceding season are required
to install AMC Model 2700 single-head extractors in the
testrooms. More than 100 such extractors have been
leased from the Automatic Machinery Corporation, and
individually released to packing houses. The Technical
Bureau handled setting, maintenance and servicing in
order to insure uniformity of testing procedures.

4. PROCESSING. These responsibilities of the Bureau in-
volve both laboratory and technical field work under
Department of Citrus regulations in conjunction with the
setting up and carrying out of the maturity testing, con-
dition, and load evaluation programs at all citrus pro-
cessing plants; and furnishing liaison personnel in the
coordination of fresh fruit inspection at all canning and
concentrating plants with the finished product inspection.
This work may be summarized as follows:






(a) Condition Inspection. Condition inspection of all
citrus fruit received at processing plants is maintained
to prevent the processing of decomposed, unsound, or
stale fruit. Daily reports are filed covering all fruit
received and processed at each plant. The Technical
Bureau is concerned with interpretation of the applicable
regulations.

(b) Maturity & Internal Quality Inspection. Under the
Florida Citrus Code of 1949, as amended, all citrus fruit
canned or concentrated is subject to the maturity re-
quirements throughout the entire season. Representative
samples are drawn, generally mechanically, from each
load received, accurately analyzed, and certificates is-
sued thereon. Information thus obtained not only insured
compliance with the Code, but was used extensively by
the industry in maintaining uniform quality by proper
blending, and also as impartial data on all lots received.
The Technical Bureau furnished equipment and technical,
but not administrative, supervision.

As a further service, comprehensive records of aver-
age percent acid, solids, and juice content, by weeks, are
compiled and distributed by this Bureau, for the infor-
mation and use of the industry. A summary of this in-
formation is included with the cannery data.

Improvements in testing procedures and maintenance
of equipment continued to be a major portion of the
Bureau's work in the processing field in conjunction with
the pounds of solids testing program. All FMC Model
091B testroom extractors are set, maintained, serviced,
and checked for uniformity of operation against a mobile
extractor control unit, all of which is an added responsi-
bility of the Technical Bureau.

The new program to automate testroom procedures and
equipment, in its third year this past season, included a
pilot testroom with experimental facilities to record and
print-out all weighing, percent acid, degrees Brix, and
with all calculations and certification performed through
a computer and teletypewriter. All of the new equipment,
with additional and improved features, functioned well
except for the Brix reader. Hopefully, only one more
year will be required to complete this program.

(c) Auditing Inspection for Yield. Each plant proc-
essing oranges is required by the Department of Citrus
regulation to certify weekly that the yield of orange
products for the preceding week did not exceed four per-
cent more than the calculated yield based on the oranges
received. This same regulation further requires that the
Inspection Service audit plant records for verification
purposes. The Technical Bureau handles the auditing as
an added responsibility, and has employed a special
highly trained inspector for field work in this area.

(d) Grade Inspection of Finished Pack. Close liaison
was maintained with the Agricultural Marketing Service,
United States Department of Agriculture, who by contract
with the Florida Department of Agriculture performed the
grade inspection and certification of the finished pack and
other controls necessary under the Code. Irregularities
reported by the United States Department of Agriculture






inspectors were promptly followed up by this Section, and
necessary corrective measures taken to insure compli-
ance with the Code.


5. FRUIT TREATMENT MATERIALS. Under the provi-
sions of the Citrus Code relating to the use of color-add
materials, and other fruit treatment materials such as
soaps, waxes, etc., the following individuals or firms
