Sir:

It is my honor to submit the annual report of the
Division of Fruit and Vegetable Inspection for the
1968-69 season.

The citrus deal was the second largest in history. The
over-all deal, so far as rendering service to our growers
and shippers is concerned, was a success. A large part of
that success is due to the good work done by the
employees of the Division. Also contributing to the
success was the excellent cooperation we received from
every segment of the fruit, vegetable, nut, and grain
industries.

ROAD GUARDS


The Florida Department of Agriculture maintains twelve
Inspection Stations on leading highways out of Florida to check
truck passing of fruits and vegetables. These Stations are now a
Section under the Division of Inspection, with headquarters in
Tallahassee. All Stations are manned twenty-four hours daily,
with regular inspectors under supervision of patrolmen and Chief
of Road Guards, with headquarters in Trenton, Florida. All
trucks carrying citrus fruit are stopped for proper clearance
papers and citrus passing are reported to this office daily.

REPORT OF THE CITRUS TECHNICAL SECTION

Season of 1968-69


1. GENERAL. The Citrus Technical Section is concerned with
all technical duties in connection with the administration of
the Citrus Code. The laboratory work includes routine
analysis and testing of fruit treatment materials, preparation
of standard testing solutions, supply of inspection equipment
and materials to the field force, the arsenical spray enforce-
ment program: and under the Division's policy of coopera-
tion with the industry, a limited program of monitoring of
pesticide residues and food additives on citrus and in citrus
products. In addition, during this past season, approximately
600 fresh fruit samples were analyzed for fungicide content
under a recent regulation requiring the use of approved
fungicides on fresh fruit.

The administrative responsibilities of this Section include
extensive field work in connection with both packing house
and processing plant inspection, as outlined under (3) and (4)
below, and all technical advisory and consulting work of the
Division, including such matters as technical papers, meetings
with the industry, and lectures and demonstrations at
industry meetings, civic groups, and elsewhere.

2. ARSENICAL SPRAYS. In connection with the arsenical
spray provisions of the Code, field inspectors who find traces
of arsenic on leaves from orange and tangerine trees during
the summer months, submit samples of both leaves and fruit
to the laboratory for analysis. When arsenic is found in
violation of the Code, the affected fruit cannot be used for
human consumption. (Most of the violations are caused by
carelessness due to improper cleaning of spray tanks after
spraying other fruits, the use of high-pressure sprayers too
near orange and tangerine trees, and spraying or dusting when
the wind is blowing.)

Approximately 12,000 boxes of oranges and tangerines were
found to contain arsenic in violation of law and withheld
from utilization, mostly through voluntary elimination upon
notice to the owner.

3. FRESH FRUIT. By Citrus Commission regulation, all pack-
ing houses shipping more than 100,000 boxes of oranges
and/or grapefruit during the preceding season were required
to install AMC Model 2700 single-head extractors in the
testrooms. Approximately 100 such extractors were leased
from the Automatic Machinery Cooperation, and individually
re-leased to packing houses. The Technical Section handled
setting, maintenance and servicing in order to insure unifor-
mity of testing procedures.

4. PROCESSING. These responsibilities of the Section involve
both laboratory and technical field work under Citrus
Commission regulations in conjunction with the setting up







and carrying out of the maturity testing, condition, and load
evaluation programs at all citrus processing plants; and
furnishing liaison personnel in the coordination of fresh fruit
inspection at all canning and concentrating plants with the
finished product inspection. This work may be summarized
as follows:

(a) Condition Inspection. Condition inspection of all
citrus fruit received at processing plants is maintained to
prevent the processing of decomposed, unsound, or stale
fruit. Daily reports are filed covering all fruit received and
processed at each plant. The Technical Section is concerned
with interpretation of the applicable regulations.

(b) Maturity & Internal Quality Inspection. Under the
Florida Citrus Code of 1949, as amended, all citrus fruit
canned or concentrated is subject to the maturity require-
ments throughout the entire season. Representative samples
are drawn, generally mechanically, from each load received,
accurately analyzed, and certificates issued thereon. Infor-
mation thus obtained not only insured compliance with the
Code, but was used extensively by the industry in maintain-
ing uniform quality by proper blending, and also as impartial
data on all lots received. The Technical Section furnishes
equipment, and technical, but not administrative, super-
vision.

Pounds of juice determination is required for all oranges by
Commission regulations as part of the citrus industry's
seven-point program to improve quality through control of
yield. This was the second season of operation under
Commission regulation requiring the use of the FMC Model
091B test-room extractor in all processing plants.

As a further service, comprehensive records of average per
cent acid, solids, and juice content, by weeks, are compiled
by this Section for the information and use of the industry.
A summary of this information is included with the cannery
data.

Improvements in testing procedures and maintenance of new
equipment continued to be a major portion of the Section's
work in the processing field, mostly in conjunction with the
pounds of solids testing program. All testroom extractors are
set, maintained, serviced, and checked for uniformity of
operation against a mobile extractor control unit, all of
which is an added responsibility of the Technical Section.

(c) Auditing Inspection for Yield. Each plant processing
oranges is required by Commission regulation to certify
weekly that the yield of orange products for the preceding
week did not exceed five per cent more than the calculated
yield based on the oranges received. This same regulation
further requires that the Department audit plant records for
verification purposes. The Technical Section handles the
auditing as an added responsibility.

(d) Grade Inspection of Finished Pack. Close liaison was







maintained with the Consumer and Marketing Service, United
States Department of Agriculture, who by contract with the
Florida Department of Agriculture performed the grade
inspection and certification of the finished pack and other
controls necessary under the Code. Irregularities reported by
the United States Department of Agriculture inspectors were
promptly followed up by this Section, and necessary correc-
tive measures taken to insure compliance with the Code.

5. FRUIT TREATMENT MATERIALS. Under the provisions of
the Citrus Code relating to the use of color-add materials, and
other fruit treatment materials such as soap, waxes, etc., the
