the Division of Fruit and Vegetable Inspection
for the 1967-1968 season.

of the vegetable, fruit, nut, and grain industries.

RO\1) GUARDS


The Florida Department of Agriculture maintains twelve Inspection
Stations on leading highways out of Florida to check truck passing of
fruits and vegetables. These Stations are now a Section under the
Division of Inspection, with headquarters in Tallahassee. All Stations
are manned rwenty-four hours daily, with regular inspectors under
supervision of patrolmen and Chief of Road Guards, with headquarters
in Trenton, Florida. All trucks carrying citrus fruit are stopped for
proper clearance papers and citrus passing are reported to this
office daily.

REPORT OF THE CITRUS TECHNICAL SECTION

Season of 1967-68

1. GENERAL. The Citrus Technical Section is concern-
ed with all technical duties in connection with the
administration of the Citrus Code. The laboratory
work includes routine analysis and testing of fruit
treatment materials, preparation of standard testing
solutions, supply of inspection equipment and ma-
terials to the field force, the arsenical spray en-
forcement program; and under the Division's policy
of cooperation with the industry, a limited program
of monitoring of pesticide residues and food addi-
tives on citrus and in citrus products. In addition,
effective this past season, more than 800 fresh fruit
samples were analyzed for fungicide content under
a new regulation requiring the use of approved
fungicides on fresh fruit.
The administrative responsibilities of this Section
include extensive field work in connection with both
packing house and processing plant inspection, as
outlined under (3) and (4) below, and all technical
advisory and consulting work of the Division, in-
cluding such matters as technical papers, meetings
with the industry, and lectures and demonstrations
at industry meetings, civic groups, and elsewhere.

2. ARSENICAL SPRAYS. In connection with the ar-
senical spray provisions of the Code, field inspec-
tors who find traces of arsenic on leaves from
orange and tangerine trees during the summer
months, submit samples of both leaves and fruit to
the laboratory for analysis. When arsenic is found
in violation of the Code, the affected fruit cannot
be used for human consumption. (Most of the viola-
tions are caused by carelessness due to improper
cleaning of spray tanks after spraying other fruits,
the use of high-pressure sprayers too near orange
and tangerine trees, and spraying or dusting when
the wind is blowing.)
Approximately 7,500 boxes of oranges were found
to contain arsenic in violation of law and withheld
from utilization, mostly through voluntary elimina-
tion upon notice to the owner.

3. FRESH FRUIT. The Section's work in fresh fruit
continued to emphasize improvements in the ma-
turity testing equipment. Beginning with the 1967-
68 season, the Florida Citrus Commission permitted
the optional use of the AMC Model 2701 single-head
extractor for maturity testing to replace hand-ream-
ing. Some 42 of the larger packing houses made use
of the new extractor.
(a) Condition Inspection. Condition inspection of
all citrus fruit received at processing plants is main-
tained to prevent the processing of decomposed, un-
sound, or stale fruit. Daily reports are filed covering
all fruit received and processed at each plant. The





Technical Section is concerned with interpretation
of the applicable regulations.
(b) Maturity & Internal Quality Inspection. Under
the Florida Citrus Code of 1949, as amended, all
citrus fruit canned or concentrated is subject to the
maturity requirements throughout the entire season.
Representative samples are drawn, generally me-
chanically, from each load received, accurately
analyzed and certificates issued thereon. Informa-
tion thus obtained not only insured compliance with
the Code, but was used extensively by the industry
in maintaining uniform quality by proper blending,
and also as impartial data on all lots received. The
Technical Section furnishes equipment, and tech-
nical, but not administrative, supervision.

Pounds of juice determination is required for all
oranges by Commission regulations as part of the
citrus industry's seven-point program to improve
quality through control of yield. In March of 1967
the FMC Model 091B extractor was adopted as the
official testroom extractor for the 1967-68 season
by Florida Citrus Commission regulation. In ad-
dition to oranges, practically all other citrus fruit
was tested using this new extractor.
As a further service, comprehensive records of
average per cent acid, solids, and juice content, by
weeks, are compiled by this Section for the infor-
mation and use of the industry. A summary of this
information is included with the cannery data.
Improvements in testing procedures and mainten-
ance of new equipment continued to be a major
portion of the Section's work in the processing
field, mostly in conjunction with the pounds of
solids testing program. Much effort was placed on
checking the new extractors by means of a mobile
extractor control unit, in the interest of uniform-
ity of inspection at all plants.
(c) Auditing Inspection for Yield. Each plant
processing oranges was required by Commission
regulation to certify weekly that the yield of orange
products for the preceding week did not exceed five
per cent more than the calculated yield based on the
oranges received. This same regulation further re-
quired that the Department audit plant records for
verification purposes. The Technical Section hand-
led the auditing as an added responsibility.

(d) Grade Inspection of Finished Pack. Close
liaison was maintained with the Consumer and
Marketing Service, United States Department of
Agriculture, who by contract with the Florida De-
partment of Agriculture performed the grade in-
spection and certification of the finished pack and
other controls necessary under the Code. Irregular-
ities reported by the United States Department of
Agriculture inspectors were promptly followed up
by this Section, and necessary corrective measures
taken to insure compliance with the Code.






5. FRUIT TREATMENT MATERIALS. Under the pro-
visions of the Citrus Code relating to the use of
color-add materials, and other fruit treatment ma-
terials such as soap, waxes, etc., the following in-
