Sir:

It is my honor to submit the annual report
of the Division of Fruit and Vegetable In-
spection for the 1966-1967 season. The
equivalent of 413,641 cars of fruit, vege-
tables, nuts, and grain were inspected. This
is the largest, and one of the most success-
ful deals ever handled in the history of the
Division.

Credit for the success of the deal is due to
the good work done by the employees of the
Division. Also contributing to the success
of the deal was the excellent cooperation
received from every segment of the vege-
table, fruit, nut, and grain industries.

ROAD GUARDS


The Florida Department of Agriculture maintains twelve Inspection
Stations on leading highways out of Florida to check truck passing of
fruits and vegetables. These Stations are now a Section under the
Division of Inspection, with headquarters in Tallahassee. All Stations
are manned twenty-four hours daily, with regular inspectors under
supervision of patrolmen and Chief of Road Guards, with headquarters
in Trenton, Florida. All trucks carrying citrus fruit are stopped for
proper clearance papers and citrus passing are reported to this
office daily.

Report of the Citrus Technical Section

Season 1966-67

1. GENERAL. The Citrus Technical Section is concerned with all
technical duties in connection with the administration of the Citrus
Code. The laboratory work includes routine analyses and testing
of fruit treatment materials, preparation of standard testing solu-
tions, supply ot inspection equipment and materials to the field
force, the arsenical spray enforcement program; and, under the
Division's policy of cooperation with the industry, a limited pro-
gram of monitoring of pesticide residues and food additives on
citrus and in citrus products.
The administrative responsibilities of this Section include ex-
tensive field work in connection with both packing house and pro-
cessing plant inspection, as outlined under (3) and (4) below, and all
technical advisory and consulting work of the Division, including
such matters as technical papers, meetings with the industry,
lectures and demonstrations to students at the University of Florida
and elsewhere.

2. ARSENICAL SIPRAYS. In connection with the arsenical spray pro-
visions of the Code. field inspectors who find traces of arsenic on
leaves from orange and tangerine trees during the summer months,
submit samples of both leaves and fruit to the laboratory for an-
alysis. When arsenic is found in violation of the Code, the affected
fruit cannot be used for human consumption. (Most of the violations
are caused by carelessness due to improper cleaning of spray
tanks after spraying other fruits, the use of high-pressure sprayers
too near orange and tangerine trees, and spraying or dusting when
the wind is blowing).
Approximately 12,000 boxes of oranges, tangelos, and tangerines
were found to contain arsenic in violation of law and withheld from
utilization, mostlv through voluntary elimination upon notice to the
OWnIer.

3. FRESH FRUIT. The Section's work in fresh fruit continued to em-
phasize improvements in the maturity testing equipment. However,
the use of mechanically-operated juice extractors was postponed
till the 1967-68 season, since the industry decided to complete
action on cannery extractors for inspection first.

4. PROCESSING. These responsibilities of the Section involve both
laboratory and technical field work under Citrus Commission regu-
lations in conjunction with the setting up and carrying out of the
maturity testing, condition, and load evaluation programs at all
citrus processing plants; and furnishing liaison personnel in the co-
ordination of fresh fruit inspection at all canning anc concentrating
plants with the Iinished product inspection. This work may be sum-
marized as follows:
(a) Condition Inspection. Condition inspection of all citrus Iruit
received at processing plants is maintained to prevent the process-
ing of decomposed, unsound, or stale fruit. Daily reports are filed
covering all fruit received and processed at each plant. The Tech-
nical Section is concerned with interpretation of the applicable
regulations.

(b) Maturity & Internal Quality Inspection. Under the Florida
Citrus Code of 1949, as amended, all citrus fruit canned or concen-
trated is subject to the maturity requirements throughout the entire
season. Representative samples are drawn, generally mechanically,
from each load received, accurately analyzed, and certificates
issued thereon. Information thus obtained not only insured com-
pliance with the Code, but was used extensively by the industry in
maintaining unniorm quality by proper blending, ard also as im-
partial data on all lots received. The Technical Section furnishes
equipment, and technical, but not administrative, supervision.
When pounds of juice per box was requested by the processor on
an optional basis or required by Commission regulations for the
determination of pounds solids of oranges, commercial juice ex-
tractors, modified to suit inspection needs, were employed in the
testing procedure.
Pounds of juice determination was required for all oranges by
Commission regulations as part of the citrus industry's seven-point
program to improve quality through control of yield.








As a further service, comprehensive records of average percent
acid, solids, and juice content, by weeks, are compiled by this Sec-
tion for the information and use of the industry. A summary of this
information is included with the cannery data.

Improvements in testing procedures and equipment continued to
be a major portion of the Section's work in the processing field,
mostly in conjunction with the Citrus Commission's research
project on pounds of solids. A new sampling system was placed in
operation at all plants by Commission regulation. Personnel were
furnished for field testing of one new type of extractor, and for an
adaptation of a conventional extractor, all at the same plant. Finally,
in March, the FMC Model 091B extractor was adopted as the oi-
ficial test room extractor for the 1967-68 season, by Commission
regulation. Much effort was placed on modernizing test room facil-
ities, in addition to procedures and equipment, in the interest of
uniformity of inspection at all plants.
(c) Auditing Inspection For Yield. Each plant processing or-
anges was required by Commission regulation to certify weekly
that the yield of orange products for the preceding week did not ex-
ceed five percent more than the calculated yield based on the
oranges received. This same regulation further required that the
Department audit plant records for verification purposes. The
Technical Section handled the auditing as an added responsibility.
(d) Grade Inspection of Finished Pack. Close liaison was main-
tained with the Consumer and Marketing Service, United States
Department of Agriculture, who by contract with the Florida De-
partment of Agriculture performed the grade inspection and cer-
tification of the finished pack and other controls necessary under
the Code. Irregularities reported by the United States Department
of Agriculture inspectors were promptly followed up by this Sec-
tion, and necessary corrective measures taken to insure compli-
ance with the Code.

5. FRUIT TREATMEN I MATERIALS. Under the provisions of the
Citrus Code relating to the use of color-add materials, and other
fruit treatment materials such as soaps, waxes, etc., the following
