ROAD GUARDS


The Florida Department of Agriculture maintains twelve
Inspection Stations on leading highways out of Florida to check truck
passing of fruits and vegetables. These Stations are now a Section
under the Division of Inspection, with headquarters in Tallahassee. All
Stations are manned twenty-four hours daily, with regular inspectors
under supervision of patrolmen and Chief of Road Guards, with head-
quarters in Trenton, Florida. All trucks carrying citrus fruit are
stopped for proper clearance papers and citrus passing are reported
to this office daily.

Report of the Citrus Technical Section

Season 1965-66

1. GENERAL. The Citrus Technical Section is concerned with all
technical duties in connection with the administration of the Citrus
Code. The laboratory work includes routine analyses and testing of
fruit treatment materials, preparation of standard testing solutions,
supply of inspection equipment and materials to the field force, the
arsenical spray enforcement program; and, under the Division's
policy of cooperation with the industry, a limited program of moni-
toring of pesticide residues and food additives on citrus and m cit-
rus products.
The admlnistriatve responsibilities of this Section include ex-
tensive fieic work in connection with both packing house and proces-
sing plant inspection, as outlmed under (3) and (4) below, and all
technical advisory and consulting work of the Division, including
such matters as technical papers, meetings with the industry, lec-
tures and demonst rations to students at the University of Florida
and elsewhere.

2. ARSENICAL SPRAYS. In connection with the arsenical spray pro-
visions of the Code, field inspectors who find traces of arsenic on
leaves from orange and tangerine trees during the summer months,
submit samples iof both leaves and fruit to the laboratory for anal-
ysis. When arsenic is found in violation of the Code, the affected
fruit cannot be used for human consumption. (Most of the violations
are caused by carelessness due to improper cleaning of spray tanks
after spraying other Iruits, the use of high-pressure sprayers too
near orange and tangerine trees, and spraying or dusting when the
wind is blowing.)
Approximately 5,000 boxes of oranges were found to contain
arsenic in lolaticn of law and withheld from utilization, mostly
through voluntary elimmiation upon notice to the owner.

3. FRESH FRUIT. The Section's work in fresh fruit continued to em-
phasize improvements in the maturity testing equipment. However,
the use of mechanically-operated juice extractors did rot material-
Ize, since tie industry decided to complete action on cannery ex-
tractors for inspection first.

4. PROCESSING. These responsibilities of the Section involve both
laboratory and technical field work under Citrus Commission regu-
lations in conjunction with the setting up and carrying out of the
maturity testing, condition, and load evaluation programs at all cit-
rus processing pi; nts and furnishing liaison personnel in the co-
ordination l fresh fruit inspection at all canning and concentrating
plants with the finihlec product inspection. This work may be sunm-
marized as follow s:
(a) Condition Inspection. Condition inspection of all citrus fruit
received at processing plants is maintained to prevent the proces-
sing of decomposed, unsound, or stale fruit. Daily reports are filed
covering all fruit received and processed at each plant. The Tech-
nical Section is concerned with interpretation of the applicable reg-
ulations.
(b) Maturity & Internal Quality Inspection. Under the Florida
Citrus Code of 19-), as amended, all citrus fruit canned or concen-
trated is subject tc the maturity requirements throughout the entire
season. Representative samples are drawn, generally Irechanlcally,
from each load received, accurately analyzed, and certificates is-
sued thereon. Information thus obtained not only insurec compliance
with the Code, but was used extensively by the industry in maintain-
ing uniform quality by proper blending, and also as impartial data
on all lots received. The Technical Section furnishes equipment,
and technical, but not administrative, supervision.
When pounds of juice per box was requested by the processor on
an optional basis or required by Commission regulations for the
determination of pounds solids of oranges, commercial juice extrac-
tors, modified to suit inspection needs, were employed in the testing
procedure.
Pounds of juice determination was required for all oranges as of
December 1 ny Ccmmission regulations as part of the citrus mdus-
try's seven-point program to improve quality through control of
yield.








As a further service, comprehensive records of average percent
acid, solids, and juice content, by weeks, are compiled by this Sec-
tion for the information and use of the industry. A summary of this
information is included with the cannery data.
Improvements in testing procedures and equipment continued to
be a major portion of the Section's work m the processing field,
mostly m conjunction with the Citrus Commission's research pro-
ject on pounds of solids. A new sampling system was placed in
operation at six plants, and by Commission regulation, this new
samplerwill be required at all plants for the next season. Personnel
were furnished for field testing of one new type of extractor, and for
an adaptation of a conventional extractor, all at the same plant.
Much effort was placed on modernizing test room facilities, in ad-
dition to procedures and equipment, in the interest of uniformity of
inspection at all plants.
(c) Auditing Inspection For Yield. Beginning with December,
each plant processing oranges was required by Commission regula-
tion to certify weekly that the yield of orange products for the pre-
ceding week did not exceed five percent more than the calculated
yield based on the oranges received. This same regulation further
required that the Department audit plant records for verification
purposes. The Technical Section handled the auditing as an added
responsibility.
(d) Grade Inspection of Finished Pack. Close liaison was
maintained with the Consumer and Marketing Service, United States
Department of Agriculture, who by contract with the Florida De-
partment of Agriculture performed the grade inspection and certi-
fication of the finished pack and other controls necessary under the
Code. Irregularities reported by the United States Department of
Agriculture inspectors were promptly followed up by this Section,
and necessary corrective measures taken to insure compliance with
the Code.

5. FRUIT TREATMENT MATERIALS. Under the provisions of the
Citrus Code relating to the use of color-add materials, and other
fruit treatment materials such as soaps, waxes, etc., the following
