ROAD GUARDS


The Florida Department of Agriculture maintains
twelve Inspection Stations on leading highways out of
Florida to check truck passing of fruits and vegetables.
These Stations arc now a Section under the Div sion of In-
spection, with headquarters in Tallahassee. All Stations
are manned twenty-lour hours daily, with regular inspec-
tors under supervision of patrolmen and Chief of Road
Guards. with headquarters in Trenton. Florida. All trucks
carrying citrus fruit are stopped for proper clearance papers
and citrus passing are reported to this office daily.

Report of the Citrus Technical Section

Season 1964-65

1. General. The Citrus Technical Section is concerned
with all technical duties in connection with the admin-
istration of the Citrus Code. The laboratory work in-
cludes routine analyses and testing of fruit treatment
materials. preparation of standard testing solutions,
supply of inspection equipment and materials to the
field force, the arsenical spray enforcement program;
and, under the Division's policy of cooperation with the
industry, a limited program for monitoring of pesticide
residues and food additives on citrus and in citrus
products.
The administrative responsibilities of this Section in-
clude extensive field work in connection with both pack-
ing house and processing plant inspection, as outlined
under (3) and (4) below, and all technical advisory and
consulting work of the Division, including such matters
as technical papers, meetings with the industry, lectures
and demonstrations to students at the University of
Florida and elsewhere.
2. Arsenical Sprays. In connection with the arsenical
spray provisions of the Code, field inspectors who
find traces of arsenic on leaves from orange and
tangerine trees during the summer months, submit
samples of both leaves and fruit to the laboratory for
analysis. When arsenic is found in violation of the
Code, the affected fruit cannot be used for human con-
sumption. (Most of the violations are caused by care-
lessness due to improper cleaning of spray tanks after
spraying other fruits, the use of high-pressure sprayers
too near orange and tangerine trees, and spraying or
dusting when the wind is blowing.)
Approximately 25 hundred boxes of oranges and
tangerines were found to contain arsenic in violation of
law and \withheld from utilization, mostly through
voluntary elimination upon notice to the owner.
3. Fresh Fruit. The Section's work in fresh fruit con-
tinued to emphasize improvements in the maturity test-
ing equipment. All old burettes were replaced by direct-
reading ones. Plastic pans, jugs, and cylinders were in-
troduced. Iour of the five new mechanically-operated
juice extractors which were tested during the previous
season were made available to packing houses for
familiarization work with their own and with inspection
personnel. However, no further action has been taken
towards possible adoption of the extractors.
4. Processing. These responsibilities of the Section involve
both laboratory and technical field work under Citrus
Commission regulations in conjunction with the setting
up and carrying out of the maturity testing, condition.
and load evaluation programs at all citrus processing
plants: and furnishing liaison personnel in the coordi-
nation of fresh fruit inspection at all canning and con-
centrating plants with the finished product inspection.
This work may be summarized as follows:
(a) Condition Inspection. Condition inspection of all
citrus fruit received at processing plants is maintained







to prevent the processing of decomposed, unsound, or
stale fruit. Daily reports are filed covering all fruit
received and processed at each plant. The Technical
Section is concerned with interpretation of the applic-
able regulations.
(b) Maturity & Internal Quality Inspection. Under
the Florida Citrus Code of 1949, as amended, all citrus
fruit canned or concentrated is subject to the maturity
requirements throughout the entire season. Rcpresenta-
tive samples ire drawn, generally mechanically, from
each load received, accurately analyzed, and certificates
issued thereon. Information thus obtained not only
insured compliance with the Code, but was used ex-
tensively by the industry in maintaining uniform quality
by proper blending, and also as impartial data on all
lots received. The Technical Section furnishes equip-
ment, and technical, but not administrative, super-
vision.
When pounds of juice per box was requested by the
processor on an optional basis for the determination of
pounds solids, commercial juice extractors, modified
to suit inspection needs, were employed in the testing
procedure.
Forty-seven plants used this extra service during the
season, with more than 99% of all oranges for proces-
sing being inspected on this basis.
As a further service, comprehensive records of aver-
age percent acid, solids, and juice content, by weeks,
are compiled by this Section for the information and
use of the industry. A summary of this information is
included with the cannery data.
Improvements in testing procedures and equipment
continued to be a major portion of the Section's work
in the processing field, mostly in conjunction with the'
Citrus Commission's research project on pounds of
solids. A new sampling system was placed in opera-
tion at two plants. Personnel were furnished for field
testing of one new type of extractor at two plants, and
for an adaptation of a conventional extractor at an-
other. Much effort was placed on modernizing test
room facilities, in addition to procedures and equip-
ment. in the interests of uniformity of inspection at
all plants.
(c) Grade Inspection of Finished Pack. Close liaison
was maintained with the Consumer and Marketing
Service, United States Department of Agriculture, who
by contract with the Florida Department of Agriculture
performed the grade inspection and certification of
the finished pack and other controls necessary under
the Code. Irregularities reported by the United States
Department of Agriculture inspectors were promptly
followed up by this Section, and necessary corrective
measures taken to insure compliance with the Code.
5. Fruit Treatment Materials. Under the provisions of
the Citrus C(ode relating to the use of color-add mate-
rials, and other fruit treatment materials such as soaps,
waxes, etc., the following individuals or firms were
