ROAD GUARDS


The Florida Department of Agriculture maintains
twelve Inspection Stations on leading highways out of
Florida to check truck passing of fruits and vegetables.
These Stations are now a Section under the Division of In-
spection, with headquarters in Tallahassee. All Stations
are manned twenty-four hours daily, with regular inspec-
tors under Mupelvision of patrolmen and Chief of Road
Guards. with headquarters in Trenton, Florida. All trucks
carrying citrus fruit are stopped for proper clearance papers
and citrus passing are reported to this office daily.

Report of the Citrus Technical Section
Season 1963-64

1. General. I he Citrus Technical Section is concerned
uith all technical duties in connection with the admin-
istration of the Citrus Code. The laboratory work
includes routine analyses and testing of fruit treatment
materials, preparation of standard testing solutions,
supply of inspection equipment and materials to the
field force, the arsenical spray enforcement program;
and, under the Division's policy of cooperation with
the industry, a limited program for monitoring of pesti-
cide residues and food additives on citrus and in citrus
products. [he administrative responsibilities include
extensive field work in connection with both packing
house and processing plant inspection, as outlined
under (3) and (4) below. In addition, all technical
advisory and consulting work of the Division is han-
dled through this section, including such matters as
technical papers, meetings with the industry, lectures
and demonstrations to students at the University of
Florida and elsewhere.

2. Arsenical Sprays. In connection with the arsenical
spray provisions of the Code, field inspectors who find
traces of arsenic on leaves from orange and tangerine
trees during the summer months, submit samples of
both leaves and fruit to the laboratory for analysis.
When arsenic is found in violation of the Code, the af-
fected fruit cannot be used for human consumption.
(Most of the violations are caused by carelessness due
to improper cleaning of spray tanks after spraying other
fruits, the use of high-pressure sprayers too near
orange and tangerine trees, and spraying or dusting
when the wind is blowing.) Approximately five thou-
sand boxes of oranges and tangerines were found to
contain arsenic in violation of law and withheld from
utilization, mostly through voluntary elimination upon
notice to the owner.
3. Fresh Fruit. Most of the Section's work in fresh fruit
has been placed on improved juice extraction equipment.
During this past season, five new mechanically oper-
ated single-head extractors were tested extensively in
different packing houses through the citrus area. A
favorable report was made to the fresh fruit industry
on this extractor early in March, but possible adoption
of the machines has been postponed because of high
initial cost and the fresh fruit industry's request for
a familiarization program with the extractors.
4. Processing. These responsibilities of the Section in-
volve both laboratory and technical field work under
Citrus Commission regulations in conjunction with the
setting up and carrying out of the maturity testing,
condition, and load evaluation programs at all citrus
processing plants; and furnishing liaison personnel in
the coordination of fresh fruit inspection at all can-
ning and concentrating plants with the finished product
inspection. This work may be summarized as follows:
(a) Condition Inspection. Condition inspection of
all citrus fruit received at processing plants is main-

gained to present the processing of decomposed, un-
sound, or stale fruit. Daily reports are filed covering
all fruit received and processed at each plant. The
Technical Section is concerned with interpretation of
the applicable regulations.
(b) Maturity & Internal Quality Inspection. Under
the Florida Citrus Code of 1949 as amended, all citrus
fruit canned or concentrated is subject to the maturity
requirements throughout the entire season. Repre-
sentative samples are drawn, generally mechanically,
from each load received, accurately analyzed, and
certificates issued thereon. Information thus obtained
not only insured compliance with the Code, but was
used extensively by the industry in maintaining uniform
quality by proper blending, and also as impartial data
on all lots received. The Technical Section furnishes
equipment, and technical, but not administrative, super-

When pounds of juice per box was requested by the
processor on an optional basis for the determination of
pounds solids, commercial juice extractors, modified to
suit inspection needs, were employed in the testing
procedure.
Forty-one plants used this extra service during the
season, with approximately 99% of all oranges being
inspected on this basis.

As a further service, comprehensive records of
average percent acid, solids, and juice content, by weeks,
are compiled by this section for the information and
use of the industry. A summary of this information
is included with the cannery data.

It is necessary during each season to work con-
tinuously towards improvements in testing procedures
and equipment. Sampling procedures and extraction
and finishing equipment are being standardized. Small
scales are being replaced by printing-type platform
scales. An electronic "Brix-ometer" is now being per-
fected for greater efficiency in determining amount
of solids in the sample. Even more complex systems
are under study. With assistance from industry, the
citrus machinery companies, and the various research
organizations, the entire testing operation is continu-
ously being modernized. All of this work is co-
ordinated with the Citrus Commission's research pro-
gram on pounds of solids, with personnel and financial
support being contributed to that research.

(c) Grade Inspection of Finished Pack. Close
liaison was maintained with the Agricultural Market-
ing Service. United States Department of Agriculture,
who by contract with the Florida Department of Agri-
culture performed the grade inspection and certification
of the finished pack and other controls necessary under
the Code. Irregularities reported by the United States
Department of Agriculture inspectors were promptly
followed up by this Section, and necessary corrective
measures taken to insure compliance with the Code.

5. Fruit Treatment Materials. Under the provisions of
the Citrus Code relating to the use of color-add mate-







rials, and other fruit treatment materials such as
soaps. waxes, etc., the following individuals or firms
