I have the honor to submit the Annual Report of the
Division of Fruit and Vegetable Inspection for the 1962-
1963 season.
I sincerely appreciate and gratefully acknowledge the
work of each Section of the Division, all Departments, Dis-
tricts and above all every employee, for the job performed
during a season when problems at times seemed unsur-
mountable.
I further wish to acknowledge the cooperation given
the Division by the several organizations ot the fruit and
vegetable industries of Florida.

NOTE
The 1962-1963 season opened with veri bright pros-
pects tonnage-wise; but on December 12th and 13th the
most severe freeze in history struck a leveling blow, which
eliminated from utilization many million boxes of citrus
and destroyed practically all tender vegetables. The out-
look was ver) dark. The task before us seemed unsur-
mountable. Every move was made to give the citrus in-
dustry safe guards and to protect the consuming public.
January was record breaker for movement of citrus to
processing plants.
From month to month the picture was re-evaluated
and by early spring we could foresee the utilization of ap-
proximately 2/3 of the original estimate of citrus and a
very bright picture for the best spring vegetable deal in
several seasons. (Belle Glade was an all time record
breaker on vegetable tonnage).
The season finished early. We certified through fresh
channels 22,484,665 boxes (1 3/5 bu. equiNalent); at pro-
cessing plants 79,273,720 boxes (pounds equivalent 90 lbs.
per box or oranges. 85 lbs. per box grapefruit); total of
canned pack of 124,163.264 cases (equivalent 24 No. 2's).
Through the vegetable section we certified a total of 441 V2
thousand car lot equivalent, which was actually a couple
thousand in excess of previous season.
The graph on page 6 depicts the best picture of our
season's operation, reference to tonnage and man power
balance.
With an early finish we were fortunate in having calls,
from states north of us. for transfer assinments of pur
Florida field personnel.
While this report is chiefly statistical, there is a brief
report from each Section. (See index).









REPORT OF THE VEGETABLE SECTION

Season 1962-1963

Ihe severe free/es of Decemnber 1962 did a treCmendous amount
ol damage to all tender \egelta les in the central .tnd slightly south-
of-central sections of the stlt. Hlo vc\ er. tender vegetables such as
beans, squash. tomatoes, etc.. adong the coist froml Ft Pierce to
Homestead were onti slightly all ted by this disastrous weather.
Furthermore. the more hardy \vecilables such ais cabbage and celery
recovcied almost unbelievably etcn in Hastings. Snilord. Zellwood
and Oviedo sections. Most celery and cabbage "as onlI slightly'
allected in the Belle Gl,ide section. and clett mii the Sarasola area
recovered remarkably well.
The above explains that e\en lthoiltugh the outlook for the ege-
table deal in December 1962 looked ecxrenlei dark. ie ended the
fiscal year June 30. 1963 with a total carlot equtillent ot 44.542.
When we compare this total villh the 41.664 cars inspected lor the
fiscal year ending June 30. 1962. wce wonder how this increase was
possible. The main anIswer lies in the iact thait three conmmodities-
tomatoes, cabbage ed clery-were shipped in volume immediately
after the )ccember 1962 freezes. Furthermore. it appears that ship-
ments of vegetables in March. April. May and June 1961 wecre heavier
than normal. Of course. the percentage ot inspections likewise was
reflected.
As usually celery. toImatoes. corn lld potatoes led the list. \ol-
ume-wise. ol vegetabless inspected. No one commodity during the
past fiscal lear showed an\ appreciable increase or decrease in \ol-
iume inspected. Other than a imnes. avocados and pealnults there were
no marketing agreements or state or federal regulations requiring
compulsory inspection.

ROAD GUARDS


The Florida Department of Agriculture maintains
eleven Inspection Stations on leading highways out of
Florida to check truck passing of fruits and vegetables.
These Stations are now a Section under the Division of In-
spection, with headquarters in Tallahassee. All Stations
are manned twenty-four hours, daily, with regular inspec-
tors under supervision of patrolmen and Chief of Road
Guards, with headquarters in Trenton, Florida. All trucks
carrying citrus fruit are stopped for proper clearance papers
and citrus passing are reported to this office daily.

Report of the Citrus Technical Section
Season 1962-63
1. General. The Citrus Technical Section is concerned
with all technical duties in connection with the admin-
istration of the Citrus Code. These duties include, but
are not limited to, routine analyses and testing of fruit
treatment materials, preparation of standard testing
solutions, supply of inspection equipment and materials
to the field force, the arsenical spray enforcement pro-
gram, certain field work as outlined below; and, under
the Division's policy of cooperation with the industry, a
limited program for monitoring of pesticide residues
and food additives on citrus and in citrus products. In
addition, all technical advisory and consulting work of
the Division is handled through this section, including
such matters as technical papers, meetings with the in-
dustry. lectures and demonstrations to students at the
University of Florida and elsewhere.
2. Arsenical Sprays. In connection with the arsenical spray
provisions of the Code, field inspectors who find traces
of arsenic on leaves from orange and tangerine trees
during the summer months, submit samples of both
leaves and fruit to the laboratory for analysis. When
arsenic is found in violation of the Code. the affected
fruit cannot be used for human consumption. (Most
of the violations are caused by carelessness due to im-
proper cleaning of spray tanks after spraying other
fruits, the use of high-pressure sprayers too near orange
and tangerine trees, and spraying or dusting when the
wind is blowing.) Approximately three thousand boxes
of oranges and tangerines were found to contain ar-
senic in violation of law and withheld from utilization,
mostly through voluntary elimination upon notice to
the owner.
3. Fresh Fruit. For three seasons the Technical Section
has been testing new juice extractors for fresh fruit
testing at packing houses to improve this portion of the
inspection program. A new mechanically-operated sin-
gle-fruit extractor has shown the most promise, and
five such machines have been ordered for delivery this
fall. It is expected that this work may be completed
by the end of the 1963-64 season and recommendations
made to the fresh fruit industry.
4. Processing. Additional duties of the Technical Section
include both laboratory and technical field work under
Citrus Commission regulations in connection with the
setting up and carrying out of the maturity testing,
condition, and load evaluation programs at all citrus
processing plants; and furnishing liaison personnel in
the coordination of fresh fruit inspection at all can-
ning and concentrating plants with the finished product
inspection. This work may be summarized as follows:

(a) Condition Inspection. Condition inspection of
all citrus fruit received at processing plants is main-
tained to prevent the processing of decomposed, un-
sound. or stale fruit. Daily reports are filed covering
all fruit received and processed at each plant.

(b) Maturity & Internal Quality Inspection. Under
the Florida Citrus Code of 1949 as amended, all citrus








fruit canned or concentrated is subject to the maturity
requirements throughout the entire season. Represen-
tative samples were drawn, generally mechanically.
from each load received, accurately analyzed, and cer-
tificates issued thereon. Information thus obtained not
only insured compliance with the Code, but was used
extensively by the industry in maintaining uniform
quality by proper blending, and also as impartial data
on all lots received.
When gallons or pounds of juice per box was re-
quested by the processor on an optional basis for the
determination of pounds solids, commercial juice ex-
tractors, modified to suit inspection needs. were em-
ployed in the testing procedure.

Forty-three plants used this extra service during the
season, with approximately 99'; of all oranges being
inspected on this basis.

As a further service, comprehensive records of av-
erage percent acid, solids, and juice content, by weeks,
are compiled by this section for the information and
use of the industry. A summary of this information
is included with the cannery data.

It is necessary during each season to work contin-
uously towards improvements in testing procedures
and equipment. Extraction and finishing equipment is
being standardized. Small scales are being replaced
by printing-type platform scales. An electronic "Brix-
ometer" is now being perfected for greater efficiency
in determining amount of solids in the sample. Even
more complex systems are under study. With assist-
ance from industry, the citrus machinery companies,
and the various research organizations, the entire test-
ing operation is continuously being modernized. All
of this work is coordinated with the Citrus Commis-
sion' research program on pounds of solids.

(c) Grade Inspection of Finished Pack. Close li-
aison was maintained with the Agricultural Marketing
Service. United States Department of Agriculture, who
by contract with the Florida Department of Agriculture
performed the grade inspection and certification of the
finished pack and other controls necessary under the
Code. Irregularities reported by the United States De-
partment of Agriculture inspectors were promptly fol-
lowed up by this section, and necessary corrective meas-
ures taken to insure compliance with the Code.

5. Fruit Treatment Materials. Under the provisions of
the Citrus Code relating to the use of color-add ma-
terials, and other fruit treatment materials such as
soaps, waxes, etc., the following individuals or firms
were issued licenses for the 1962-63 season to manu-
facture, sell and/or distribute the types of materials
listed below:
