LETTER OF TRANSMITTAL

Sir:

I have the honor to submit the 1960-1961 Annual
Report of the Fruit and Vegetable Inspection Division.
I wish to gratefully acknowledge the work and co-
operation of each Section of the Division and all employees.
Further acknowledgement and appreciation is extended
to all industry organizations and each individual shipper
and processor of citrus and vegetables for their cooperation.



The citrus season opened immediately following hur-
ricane 'Donna' which took a toll of 20 million boxes from
the crop.
Certification of citrus through canning and concentrat-
ing plants totaled 86,814,966 boxes fruit received and
160,537,737 cases finished pack (24 No. 2 cans equivalent).
We certified 28,310,435 boxes as fresh fruit shipments.
The pack of frozen concentrated orange juice continues
to lead in utilization (84.3 million gallons). Disposition
through all channels is shown on page 11.
A detailed report of the Bond and License Section
is shown on pages 46 to 74 and is worthy of review.
See page 5 for tonnage certified through the Vegetable
Section of the Division, 95% of which was on seven (7)
commodities.
The Technical Section's report is on pages 43, 44 & 45.
The graph on page 6 gives a ready and clear picture
of the past season's work of the Division. Note the balance
maintained between tonnage and personnel. This could
not have been accomplished without the contacts we main-
tain with other states and the cooperation we receive from
those using our personnel during off-season for fruits and
vegetables in Florida.
Weather conditions and market demands play such
a role in fluctuating tonnage by commodities and through
utilization channels that the Division's financial picture is
not properly reflected in any one season.

ROAD GUARDS
The Florida Department of Agriculture maintains elev-
en Inspection Stations on leading highways o'ut of Florida
to check truck passing of fruits and vegetables. These Sta-
tions are now a Section under the Division of Inspection,
with headquarters in Tallahassee. All Stations are manned
twenty-four hours, daily, with regular inspectors under su-
pervision of patrolmen and Chief of Road Guards, with
headquarters in Trenton, Florida. All trucks carrying cit-
rus fruit are slopped for proper clearance papers and cit-
rus passing are reported to this office daily.

Report of the Citrus Technical Section
Season 1960-61

1. General. The Citrus Technical Section is concerned
with all technical duties in connection with the admin-
istration of the Citrus Code. These duties include, but
are not limited to, routine analyses and testing of fruit
treatment materials, preparation of standard testing
solutions, supply of inspection equipment and materials
to the field force, the arsenical spray enforcement pro-
gram. certain field work as outlined below, and, under
the Division's policy of cooperation with the industry,
the monitoring of pesticide residues and food additives
on citrus and in citrus products. This latter program
has been in progress for just one season. In addition,
all technical advisory and consulting work of the Divi-
sion is handled through this section, including such
matters as technical papers, meetings with the industry,
lectures and demonstrations to students at the Univer-
sity of Florida and elsewhere.
2. Arsenical Sprays. In connection with the arsenical
spray provisions of the Code, field inspectors who find
traces of arsenic on leaves from orange and tangerine
trees during the summer months, submit samples of
both leaves and fruit to the laboratory for analysis.
When arsenic is found in violation of the Code, the af-
fected fruit cannot be used for human consumption.
(Most of the violations are caused by carelessness due
to improper cleaning of spray tanks after spraying oth-
er fruits, the use of high-pressure sprayers too near
orange and tangerine trees, and spraying or dusting
when the wind is blowing.) Several thousand boxes of
oranges and tangerines were found to contain arsenic
in violation of law and withheld from utilization, most-
ly through voluntary elimination upon notice to the
owner.
3. Processing. Additional duties of the Technical Section
include both laboratory and technical field work under
Citrus Commission regulations in connection with the
setting up and carrying out of the maturity testing, con-
dition, and load evaluation programs at all citrus pro-
cessing plants; and furnishing liaison personnel in the
coordination of fresh fruit inspection at all canning and
concentrating plants with the finished product inspec-
tion. This work may be summarized as follows:
(a) Condition Inspection. Condition inspection of
all citrus fruit received at processing plants is main-
tained to prevent the processing of decomposed, un-
sound, or stale fruit. Daily reports are filed covering
all fruit received and processed at each plant.
(b) Maturity & Internal Quality Inspection. Under
the Florid'i Citrus Code of 1949 as amended, all citrus
fruit canned or concentrated is subject to the maturity
requirements throughout the entire season. Represent-
tative samples were drawn, generally mechanically,
from each load received, accurately analyzed, and cer-
tificates issued thereon. Information thus obtained
not only insured compliance with the Code. but was
used extensively by the industry in maintaining uniform
quality by proper blending, and also as impartial data
on all lots received.
When gallons or pounds of juice per box was re-









quested by the processor on an optional basis for the
determination of pounds solids, commercial juice ex-
tractors, modified to suit inspection needs, were em-
ployed in the testing procedure.
Forty-one plants used this extra service during the
season, with approximately 98% of all oranges being
inspected on this basis.
As a further service, comprehensive records of av-
erage percent acid, solids, and juice content, by weeks,
are compiled by this section for the information and
use of the industry. A summary of this information is
included with the cannery data.
It is necessary during each season to work contin-
uously towards improvements in testing procedures and
equipment. Extraction and finishing equipment is be-
ing standardized. Small scales are being replaced by
printing-type platform scales. An electronic "Brixo-
meter" is being developed for greater efficiency in de-
termining amount of solids in the sample. With as-
sistance from industry and the various citrus machinery
companies, the entire testing operation is continuously
being modernized.
(c) Grade Inspection of Finished Pack. Close liai-
son was maintained with the Agricultural Marketing
Service, United States Department of Agriculture, who
by contract with the Florida Department of Agriculture
performed the grade inspection and certification of the
finished pack and other controls necessary under the
Code. Irregularities reported by the United States De-
partment ot Agriculture inspectors were promptly fol-
lowed up by this section, and necessary corrective meas-
ures taken to insure compliance with the Code.
4. Fruit Treatment Materials. Under the provisions of
the Citrus Code relating to the use of color-add mater-
ials, and other fruit treatment materials such as soaps,
waxes, etc., the following individuals or firms were is-
