Report of the Cannery Department
1959-1960 Season
This department assists the field force in the
application of condition inspection and maturity and
internal quality inspection of all fruit received at the
processing plants, and grade inspection of the finished
pack through contractual agreement with the United
States Department of Agriculture.

CONDITION INSPECTION
Condition inspection of all citrus fruit received
at processing plants is maintained to prevent the pro-
cessing of decomposed, unsound, or stale fruit. Daily
reports are issued covering all fruit received and pro-
cessed at each plant.

MATURITY & INTERNAL QUALITY INSPECTION
Under the Florida Citrus Code of 1949 as
amended, all citrus fruit canned or concentrated is
subject to the maturity requirements throughout the
entire season. Representative samples were drawn,
generally mechanically, from each load received, ac-
curately analyzed, and certificates issued thereon. In-
formation thus obtained not only insured compliance
with the Code, but was used extensively by the in-
dustry in maintaining uniform quality by proper blend-
ing, and also as impartial data on all lots received.
When gallons or pounds of juice per box was
requested by the processor on an optional basis for the
determination of pounds solids, commercial juice ex-
tractors, modified to suit inspection needs, were em-
ployed in the testing procedure.
Thirty-eight plants used this extra service dur-
ing the season, with approximately 95', of all oranges
being inspected on this basis.
As a further service, comprehensive records of
average percent acid, solids, and juice content, by
weeks, are compiled by the department for the infor-
mation and use of the industry. A summary of this
information is included with this report.
It is necessary during each season to work con-
tinuously towards improvements in testing procedures
and equipment. Extraction and finishing equipment is
being standardized. Small scales are being replaced by
printing-type platform scales. An electronic "Brixo-
meter" is being developed for greater efficiency in de-
termining amount of solids in the sample. With as-
sistance from industry and the various citrus ma-
Lhinery companies, the entire testing operation is con-
tinuously being modernized.

GRADE INSPECTION OF FINISHED PACK
Close liaison was maintained with the Agri-
cultural Marketing Service, United States Department
of Agriculture, who by contract with the Florida De-
partment of Agriculture, performed the grade inspec-
tion and certification of the finished pack and other
controls necessary under the Code. Irregularities re-
ported by the United States Department of Agriculture
inspectors were promptly followed up by this depart-
ment, and necessary corrective measures taken to in-
sure compliance with the Code.

ROAD GUARD STATIONS AND PATROL

Eleven inspection stations were maintained on
all roads leading out of Florida to check trucks carry-
ing fruits and vegetables. All stations were manned
to operate twenty-four hours daily; and regular sta-
tion inspectors were supplemented by patrolmen who
were on duty, or subject to call at all times to main-
tain contact with stations, and patrol highway against
evasions and assist in prohibiting the movement of
restricted grades and sizes under Federal Marketing
Agreement. These stations checked passing of vege-
tables, making reports directly to the State Marketing
Bureau at Jacksonville. Citrus passing are reported
to this office daily. In addition, incoming trucks are
checked and reports made on passing into Florida on
eggs and livestock with reports going directly to the
Tallahassee office.

Report of the Laboratory Department
Season 1959-1960
The Laboratory Department is concerned with
all technical duties in connection with the administra-
tion of the Citrus Code, including, but not limited to,
routine analyses and testing of fruit treatment ma-
terials, preparation of standard testing solutions, sup-
ply of inspection equipment and materials to the field
force, and, under the Division's policy of cooperation
with the industry, the monitoring of pesticide residues
and food additives on citrus and in citrus products.
This latter program is just getting started. In ad-
dition, all technical advisory and consulting work of
the Division is handled through this Department, in-
cluding such matters as technical papers, meetings with
the industry, lectures and demonstrations to students
at the University of Florida and elsewhere.
In connection with the arsenical spray pro-
visions of the Code, field inspectors who find traces of
arsenic on leaves from orange and tangerine trees dur-
ing the summer months, submit samples of both leaves
and fruit to the laboratory for analysis. When arsenic
is found in violation of the Code, the affected fruit
cannot be used for human consumption. (Most of the
violations are caused by carelessness due to improper
cleaning of spray tanks after spraying other fruits,
the use of high-pressure sprayers too near orange and
tangerine trees, and spraying or dusting when the
wind is blowing.) Several thousand boxes of oranges
and tangerines were found to contain arsenic in vi-
olation of law and withheld from utilization, mostly
through voluntary elimination upon notice to the
owner.
Additional duties of the laboratory department
include both laboratory and field work under Citrus
Commission regulations in setting up and car-
rying out the maturity testing and load evaluation
programs at all citrus processing plants; and fur-
