It is my honor to submit to you the Annual Report
of the Citrus and Vegetable Inspection Division for the
1957-58 season.

I gratefully acknowledge the excellent work of all
departments of the Division in their administrative duties
which this season were most noteworthy. Summarized
reports of each are included herewith.

SEASONAL COMMENTS
CITRUS
The 1957-58 citrus season began two or three weeks
early. Favorable weather conditions, during the growing
season, made it possible for the industry to move a couple
million boxes of the new crop in September, about equally
divided between fresh shipments and receipts to canning
plant,.
The USDA estimate reported 36 million boxes of
grapefruit, 102 million boxes oranges and 41/2 million
boxes tangerines. Everything pointed to a good season.
On December 12 and 13 freezing temperatures oc-
curred in most of the citrus producing areas. Immediately,
a serious problem confronted all phases of the industry.
On December 17 the Florida Citrus Commission envoked
a one week embargo on fresh shipments and, in an effort
to protect frozen orange concentrate quality, passed regu-
lations which virtually amounted to an embargo on fruit
to be used for this product. Further protection was
afforded by the Growers Administrative Committee's action
evoking a shipping holiday just prior to termination of
the Florida (itrus Commission's week embargo on fresh
fruit. By January 1, 1958. the above restrictions had
been either lifted or modified and heavy utilization at








processing plants was under way. All fresh fruit shipments
continued under restrictions requiring US No. 1 quality.
This Division was confronted with the necessity of
additional man power at citrus plants which was readily
available from the vegetable force due to the freeze.
Further freezing temperatures in January and February
did additional damage to remaining citrus. However, the
prolonged cold weather permitted salvaging of the major
portion of the wholesome and sound oranges and grape-
fruit.
By the middle of February, with weather beginning
to moderate, the utilization of "drop" fruit had become
quite a problem, and with the concurrence of the Florida
Citrus Commission, we assigned special inspectors to spot
check loading operations at grove road-side and to closely
check all assembly stations, to further curb the utilization
of unwholesome, unsound, or immature late type oranges.
On March 1, 1958, the Florida Citrus Commission
envoked regulations which changed our procedure from
cutting fruit, to determine the extent of damage, to a
minimum juice yield which resulted in a more satisfactory
and uniform procedure for us to evaluate each load of
citrus received at processing plants. We were most care-
ful in making our analyses and determining juice yield
since the industry used our figures in evaluating fruit,
chiefly, on a pounds-solids basis. By the first of June all
volume operation was practically over.

PROCESSED PACK
Inspection of the processed and finished pack of citrus
(handled by the USDA under contract with the Florida
Department of Agriculture) likewise was proportionately
reduced due to the freezes, yet, the regulations promulgated
by the Florida Citrus Commission and the standards under
the Florida Citrus Code, made it possible to give the con-
sumer a satisfactory product throughout the season.

Seasonal utilization of fresh fruit through both fresh
and processed channels was 29,464,177 boxes grapefruit,
79,279,272 boxes oranges*, 1,955,867 boxes tangerines.
(Processing plants imported over 300,000 boxes of late
type oranges from Cuba which were routinely inspected.)

VEGETABLES
Freezing temperatures this past season in three con-
secutive months cut in heavily on our potential vegetable
tonnage. Naturally, the damage from a utilization stand-
point was much more severe, proportionately, on vegetables
than on citrus; however, the closing of the season revealed
that we had inspected and certified 20,587,483 packages
of vegetables, 57,735 tons of peanuts and 7,387,547
(6141 car lots) watermelons, or a total of 60,642 equiva-
lent car loads of produce.

SUMMARY
With the reduction in tonnage, as noted above, this
Division suffered a great loss of revenue. However, the
graph on the following pages readily shows that we did
a good job in keeping tonnage and field personnel in a
reasonable balance under the circumstances.

Report of the Cannery Department
1957-1958 Season

This department assists the field force in the application
of condition inspection and maturity and internal quality
inspection of all fruit received at the processing plants, and
grade inspection of the finished pack through contractual
agreement with the United States Department of Agricul-
ture.


CONDITION INSPECTION
Condition inspection of all citrus fruit received at
processing plants is maintained to prevent the processing
of decomposed, unsound, or stale fruit. Daily reports are
issued covering all fruit received and processed at each
plant.


MATURITY & INTERNAL QUALITY INSPECTION
Under the Florida Citrus Code of 1949 as amended,
all citrus fruit canned or concentrated is subject to the
maturity requirements throughout the entire season. Repre-
sentative samples were drawn, generally mechanically, from
each load received, accurately analyzed, and certificates
issued thereon. Information thus obtained not only in-
sured compliance with the Code, but was used extensively
by the industry in maintaining uniform quality by proper
blending, and also as impartial data on all lots received.
When gallons or pounds of juice per box was requested by
the processor on an optional basis for the determination of
pounds solids, commercial juice extractors, modified to suit
inspection needs, were employed in the testing procedure.
A total of thirty six plants used this extra service during
the season. As a further service, comprehensive records of
average percent acid and solids, and juice content, by
weeks, are compiled by the department for the information
and use of the industry. A summary of this information
is included with this report.


GRADE INSPECTION OF FINISHED PACK
Close liaison was maintained with the Agricultural
Marketing Service, United States Department of Agriculture,
who by contract with the Florida Department of Agricul-
ture, performed the grade inspection and certification of the
finished pack and other controls necessary under the Code.
Irregularities reported by the United States Department of
Agriculture inspectors were promptly followed up by this
department, and necessary corrective measures taken to
insure compliance with the Code.

ROAD GUARD STATIONS AND PATROL

Eleven inspection stations were maintained on all roads
leading out of Florida to check trucks carrying fruits and
vegetables. All stations were manned to operate twenty-
four hours daily; and regular station inspectors were sup-
plemented by patrolmen who were on duty, or subject to
call at all times to maintain contact with stations, and patrol
highway against evasions and assist in prohibiting the move-
ment of restricted grades and sizes under Federal Marketing
Agreement. These stations checked passing of vegetables,
making reports directly to the State Marketing Bureau at
Jacksonville. Citrus passing are reported to this office
daily. In addition, incoming trucks are checked and reports
made on passings into Florida on eggs and livestock with
reports going directly to the Tallahassee office.

Report of the Laboratory Department
1957-58 Season

The routine duties of the laboratory department con-
sist of analytical regulatory work in connection with, and
technical investigations relating to, the provisions of the
Citrus Code having to do with maturity, color-add and
other processing materials, and arsenical sprays and dusts.
A further portion of the laboratory work is the preparation
and maintaining of field supplies for inspectors, which is
continuous throughout each season.
In connection with the arsenical spray provisions of
the Code, field inspectors who find traces of arsenic on
leaves from orange and tangerine trees during the summer
months, submit samples of both leaves and fruit to the
laboratory for analysis. When arsenic is found in viola-
tion of the Code, the affected fruit cannot be used for hu-
man consumption. (Most of the violations are caused by
carelessness due to improper cleaning of spray tanks after
spraying other fruits, the use of high-pressure sprayers too
near orange and tangerine trees, and spraying or dusting
when the wind is blowing.) Several thousand boxes of or-
anges and tangerines were found to contain arsenic in
violation of law and withheld from utilization, mostly
through voluntary elimination upon notice to the owner.
Additional duties of the laboratory department include
both laboratory and field work under Citrus Commission
regulations in setting up and carrying out the maturity test-
ing and load evaluation programs at all citrus processing
plants; and furnishing liaison personnel in the coordination
of fresh fruit inspection at all canning and concentrating
plants with the finished product inspection. Further ref-
erence to this work will be found in the Report of the
Cannery Department.

the use of color-add materials, and other fruit treatment
materials such as soaps, waxes, etc., the following individ-
