Report of the Cannery Department

1953-1954 Season

The work of this department consists of condition and
maturity inspection of all fruit received at the processing
plants, and grade inspection of the finished pack through
contractual agreement with the United States Department
of Agriculture.

Condition Inspection
Condition inspection of all citrus fruit received at pro-
cessing plants is maintained to prevent the processing of de-
composed, unsound, or stale fruit. Daily reports are issued
covering all fruit received and processed at each plant.

Maturity Inspection
Under the Florida Citrus Code of 1949 as amended,
all citrus fruit canned or concentrated is subject to the ma-
turity requirements throughout the entire season. Repre-
sentative samples were drawn, generally mechanically, from
each load received, accurately analyzed, and certificates is-
sued thereon. Information thus obtained not only insured
compliance with the Code, but was used extensively by the
industry in maintaining uniform quality by proper blend-
ing, and also as impartial data on all lots received. After
December 1, when minimum juice content requirements
were no longer in effect, that information was furnished on
an optional basis. In addition to the official juice extrac-
tor, several commercial extractors which were modified to
suit inspection needs, were used this season. As a further
service, comprehensive records of average percent acid and
solids, and juice content, by weeks, are compiled by the
department for the information and use of the industry.

Grade Inspection of Finished Pack
Close liason was maintained with the Agricultural
Marketing Service, United States Department of Agri-
culture, who by contract with the Florida Department
of Agriculture, performed the grade inspection and certifi-
cation of the finished pack and other controls necessary
under the Code. Irregularities reported by the United
States Department of Agriculture inspectors were promptly
followed up by this department, and necessary corrective
measures taken to insure compliance with the Code.

ROAD GUARD STATIONS AND PATROL
Ten Road Guard Inspection Stations were maintained
on all roads leading out of Florida or into the northwest-
ern part of the State, where all trucks carrying citrus fruits
were checked for proper inspection papers, inspection and
advertising fees, and fruit itself. All stations were suffi-
ciently manned to operate 24 hours daily and regular
station inspectors were supplemented by three patrolmen
who were on duty, or subject to call, at all times to main-
tain contact with stations and patrol highways against eva-
sion, and to assist with administering the Federal-State
Marketing Agreement in prohibiting the movement of
restricted fruit. The stations furnish copies of their Daily
Passing Reports of citrus fruit to the Growers Administra-
tive Committee in Lakeland who in turn passes this infor-
mation on to the Federal-State Marketing News Service for
use in their Marketing News Reports. These stations also
check truck passing for vegetables and report these pass-
ings to the State Marketing Bureau at Jacksonville. In
addition these stations examine incoming trucks and report
the passing of eggs to the Florida Inspection Bureau at
Tallahassee.

Report of the Laboratory Department
1953-54 Season

The routine duties of the laboratory department con-
sist of analytical regulatory work in connection with, and
technical investigations relating to, the provisions of the
Citrus Code having to do with maturity, color-add and
other processing materials, and arsenical sprays and dusts.
A further portion of the laboratory work is the preparation
and maintaining of field supplies for inspectors, which is
continuous throughout each season.
In connection with the arsenical spray provisions of
the Code, field inspectors who find traces of arsenic on
leaves from orange and tangerine trees during the sum-
mer months, submit samples of both leaves and fruit to
the laboratory for analysis. When arsenic is found in
violation of the Code, the affected fruit cannot be used for
human consumption. Most of the violations are caused
by carelessness due to improper cleaning of spray tanks
after spraying other fruits, the use of high-powered spray-
ers too near orange and tangerine trees, and spraying or
dusting other near-by trees when the wind is blowing.
Several thousand boxes of oranges and a few boxes of
tangerines were found to contain arsenic in violation of
law and withheld from utilization, mostly through volun-
tary elimination upon notice to the owner. There were
two cases of violations settled through the courts.
Additional duties of the laboratory department include
both laboratory and field work under the regulations in
setting up and carrying out the maturity testing and load
evaluation program at all citrus processing plants; and fur-
nishing liaison personnel in the coordination of fresh
fruit inspection at all canning and concentrating plants
with the finished product inspection. Further reference to
this work will be found in the Report of the Cannery De-
partment.

the use of color-add materials, and other fruit treatment
materials such as soaps, waxes, etc., the following indivi-
