Report of the Cannery Department

1952-53 Season

The work of this department consists of condition and
maturity inspection of all fruit received at the processing
plants, and grade inspection of the finished pack through
contractual agreement with the United States Department
of Agriculture.

Condition Inspection
Condition inspection of all citrus fruit received at proc-
essing plants is maintained to prevent the processing of
decomposed, unsound, or stale fruit. Daily reports are is-
sued covering all fruit received and processed at each plant.

Maturity Inspection
Under the Florida Citrus Code of 1949 as amended,
all citrus fruit canned or concentrated is subject to the ma-
turity requirements throughout the entire season. Repre-
sentative samples were drawn, generally mechanically, from
each load received, accurately analyzed, and certificates is-
sued thereon. Information thus obtained not only insured
compliance with the Code, but was used extensively by the
industry in maintaining uniform quality by proper blend-
ing, .and also as impartial data on all lots received. After
December 1, when minimum juice content requirements
were no longer in effect, that information was furnished on
an optional basis. In addition to the official juice extrac-
tor, three different types of commercial juice extractors
were modified to suit inspection needs, and several ma-
chines were used this season. As a further service, com-
prehensive records of average percent acid and solids, and
juice content, by weeks, are compiled by the department
for the information and use of the industry.

Grade Inspection of Finished Pack
Close liason was maintained with the Production and
Marketing Administration, United States Department of
Agriculture, who by contract with the Florida Department
of Agriculture, performed the grade inspection and certifi-
cation of the finished pack and other controls necessary
under the Code. Irregularities reported by the United
States Department of Agriculture inspectors were promptly
followed up by this department, and necessary corrective
measures taken to insure compliance with the Code.

ROAD GUARD STATIONS AND PATROL

Nine Road Guard Inspection Stations were maintained
on all roads leading out of Florida or into the northwest-
ern part of the State, where all trucks carrying citrus fruits
were checked for proper inspection papers, inspection and
advertising fees, and fruit itself. All stations were suffi-
ciently manned to operate 24 hours daily and regular
station inspectors were supplemented by three patrolmen
who were on duty, or subject to call, at all times to main-
tain contact with stations and patrol highways against eva-
sion, and to assist with administering the Federal-State
Marketing Agreement in prohibiting the movement of
restricted fruit. The stations furnish copies of their Daily
Passing Reports of citrus fruit to the Growers Administra-
tive Committee in Lakeland who in turn passes this infor-
mation on to the Federal-State Marketing News Service for
use in their Marketing News Reports. These stations also
check truck passing for vegetables and report these pass-
ings to the State Marketing Bureau at Jacksonville. In
addition these stations examine incoming trucks and report
the passing of eggs to the Florida Inspection Bureau at
Tallahassee.

Arsenic Spray Law Enforcement

1952-53 Season
Twenty-two field inspectors, under the supervision of
the arsenic supervisor, made 31,436 arsenic tests of spray
or dust residue on leaves from orange and tangerine groves
over the entire citrus belt.
Where traces of arsenic were found on the leaves to
indicate any grove had been arsenated, samples of both
leaves and fruit were submitted to the Winter Haven labo-
ratory for analysis.
The shipment of approximately 8,390 boxes of oranges
and tangerines that contained arsenic in violation of law
was prohibited.
The majority of violations were caused by the use of
spray tanks without proper cleaning following the spraying
of other fruits with arsenical spray, by the use of high-
powered sprayers too near orange and tangerine trees, and
by spraying when the wind was blowing.


Report of the Laboratory Department

1952-53 Season
The regular work of the laboratory department consists
of analytical regulatory duties in connection with, and tech-
nical investigations relating to, the provisions of the Citrus
Code having to do with maturity, color-add and other proc-
essing materials, and arsenical sprays and dusts. A further
portion of the laboratory work is the preparation and main-
taining of field supplies for inspectors, which is continuous
throughout each season.
Additional duties of the laboratory department include
both laboratory and field work under the regulations in
setting up .and carrying out the maturity testing and load
evaluation program at all citrus processing plants; and
furnishing liaison personnel in the coordination of fresh
fruit inspection at processing plants with the finished prod-
uct inspection by United States Department of Agriculture
inspectors. Further reference to this work will be found in
the report of the Cannery Department.

the use of color-add materials, and other fruit treatment,
materials such as soaps, waxes, etc., the following individu-
