A mercer of all the services of inspection of fruits and vegetables
in Florida was made at the beginning of the 1949-50 season, through
contractual agreement between the Florida Department of Agriculture
and the United States Department of Agriculture, operative through
the Citrus and Vegetable Inspection Division. In this agreement
arrangements were made for the United States Department of Agri-
culture Processed Foods inspection staff in Florida to inspect and
certify all processed citrus required under the Florida Citrus Code.
Mr. A. R. Pobjecky supervises the processed citrus inspection with
headquarters adjoining us in the Florida Citrus Building in Winter
Haven. The Florida Department of Agriculture maintains a man as
Cannery Coordinator to assist the Federal Department in carrying
out any and all irregularities that may occur pertaining to the
application of requirements under the Florida Citrus Code.

Sir:
I have the honor to present the 1951-1952 annual re-
port of the Citrus and Vegetable Inspection Division.
Again, we exceeded all past records in certification of
citrus, vegetables, melons and nuts.
Fresh citrus certification reached .an all time high of
47,322,614 boxes: and we certified 61,700,647 boxes of
fresh fruit for utilization at canning and concentrating
plants. The processed foods department PMA USDA, with
whom we have a contract to certify canned and concen-
trated citrus, cleared a total of 95,969,330 cases. (This fig-
ure includes concentrated juice reconstituted, and all in
terms of 24 No. 2 cans.)
The two significant figures are the over 47 million
boxes in fresh form; and the gallons of frozen concentrated
orange juice increase of approximately 131/4 million gal-
lons, reaching the total of 44,030,633 gallons.
l.imes stepped up 100,000 boxes for this season.
The increase of vegetables certified was from 55,597
to 63,591 equivalent cars during this past season.
One need not draw a conclusion that these figures may
continue on a proportionate increase in the future. The
industries have had what one could well term "satisfactory"
weather conditions for both citrus and vegetables.

is shown on pages 61-77.
A detailed breakdown of the disposition of the total
115.682.760 boxes of citrus is shown on page 7.
To conduct all of this work, on a seasonal basis, brings
about proportionately a greater problem from the stand-
point of field personnel as we must keep the personnel
balanced with the tonnage.
I wish to gratefully acknowledge the work and co-
operation of every individual of this Division in rendering
this tremendous service.
I further acknowledge, with appreciation, the cooper-
ation of all industry organizations, shippers, canners and
concentrators of both citrus and vegetables.

Report of the Cannery Department

1951-52 Season

The work of this department consists of condition and
maturity inspection of all fresh fruit received at the proc-
essing plants, and grade inspection of the finished pack
through contractual agreement with the United States De-
partment of Agriculture.

Condition Inspection
Condition inspection of all citrus fruit received at
processing plants is maintained to prevent the processing
of decomposed, unsound, or stale fruit. Daily reports are
issued covering all fruit received and processed at each
plant.

Maturity Inspection
Under the Florida Citrus Code of 1949, all citrus
fruit canned or concentrated is subject to the maturity
requirements throughout the entire year. Representative
samples were drawn, generally mechanically, from each
load received, were accurately analyzed, and certificates
issued thereon. Information thus obtained not only in-
sured compliance with the Code, but was used extensively
by the industry in maintaining uniform quality by proper
blending, and also as impartial data on all lots received.
After December I, when minimum juice content require-
ments were no longer in effect, that information was fur-
nished on an optional basis. A commercial juice extractor
was modified to suit inspection needs and several machines
were used this season. Comprehensive records of average
acid, solids, and juice content, by weeks, are compiled by
the department for the information and use of the industry.

Grade Inspection of Finished Pack
Close liaison was maintained with the Production and
Marketing Administration. United States Department of
Agriculture, who by contract with the Florida Department
of Agriculture, performed the grade inspection and certi-
fication of the finished pack and other controls necessary
tinder the Code. Irregularities reported by the United
States Department of Agriculture inspectors were prompt-
ly followed tip by this department, and necessary corrective
measures taken to insure compliance with the Code.

ROAD GUARD STATIONS AND PATROL

Nine Road Guard Inspection Stations were maintained
on all roads leading out of Florida or into the northwest-
ern part of the State, where all trucks carrying citrus fruits
were checked for proper inspection papers, inspection and
advertising fees, and fruit itself. All stations were suffi-
ciently manned to operate 24 hours daily and regular
station inspectors were supplemented by three patrolmen
who were on duty, or subject to call, at all times to main-
tain contact with stations and patrol highways against eva-
sion, and to assist with administering the Federal-State
Marketing Agreement in prohibiting the movement of
restricted fruit. The stations furnish copies of their Daily
Passing Reports of citrus fruit to the Growers Administra-
tive Committee in Lakeland who in turn passes this infor-
mation on to the Federal-State Marketing News Service for
use in their Marketing News Reports. These stations also
check truck passing for vegetables and report these pass-
ings to the State Marketing Bureau at Jacksonville. In
addition these stations examine incoming trucks and report
the passing of eggs to the Florida Inspection Bureau at
Tallahassee.

Arsenic Spray Law Enforcement
1951-52 Season

Twenty-one field inspectors, under supervision of the
chief laboratory inspector and arsenic supervisor, made
40,405 arsenic tests of spray or dust residue on leaves from
orange and tangerine groves over the entire citrus belt.
Where traces of arsenic were found on the leaves to
indicate any grove had been arsenated, samples of both
leaves and fruit were submitted to our Winter Haven
Laboratory for analysis.
The shipment of approximately 7,527 boxes of oranges
and tangerines that contained arsenic in violation of the
law was prohibited.
The majority of violations were caused from use of
spray tanks and duster hoppers after spraying or dusting
other fruits with arsenical sprays and dusts without prop-
erly washing the spray tanks or duster hoppers, and
spraying or dusting while the wind was blowing.

Report of the Laboratory Department
1951-52 Season

The regular work of the laboratory department consists
of analytical regulatory duties in connection with, and
technical investigations relating to, the provisions of the
Citrus Code concerned with arsenical sprays and dusts,
citrus maturity, and color-add and other processing ma-
terials. A further portion of the laboratory work is the
preparation and maintaining of field supplies for inspec-
tors, which is continuous throughout each season.
Additional duties of the laboratory department in-
volve the necessary laboratory and field work under the
regulations in setting up and assisting in carrying out the
maturity testing program at all citrus processing plants:
and furnishing liaison personnel in the coordination of
fresh fruit inspection at processing plants with the finished
product inspection by United States Department of Agri-
culture inspectors. Further reference to this work will be
found in the report of the Cannery Department.
Under the provisions of the Florida Citrus Code relat-
ing to the use of color-add materials, and other fruit
treatment materials such as oils, soaps, cleaners, gases,
waxes, etc., the following individuals or firms were issued
