A complete merger of the services of inspection of fresh fruit
and vegetables in Florida, through agreement between Flor-
ida Department of Agriculture and the U. S. Department of
Agriculture was made about two years ago. The vegetable
branch of the Division is continued in Orlando and is also
the point at which about one-half of all certificate typing is
handled.

LETTER OF TRANSMITTAL

Sir:
In submitting the annual report of the Citrus and
Vegetable Inspection Division for the 1948-1949 season, I
am sincerely grateful to the individual employees, the staff
of co-workers and to the citrus and vegetable industries we
serve, for whatever measure of success we have attained.
Florida's production of fruits and vegetables, this sea-
son, was the highest on record. Keeping pace with this
record, even though all vegetables, melons, and 13 million
boxes of citrus received in the canneries were on a voluntary
basis, we inspected and certified the greatest volume of ton.

With record tonnage this season, it goes without say-
ing that our field force of inspectors, on both citrus and
vegetables, reached a new high. However, it should be
pointed out that since our operating funds are derived
solely from inspection fees, it is necessary to keep person-
nel and tonnage at a balance, or in direct ratio. The av-
erage period of employment of men in the field on citrus
inspection was seven and one-half months per man, rang-
ing from 287 men on November 1, to 33 men on July 1.
Men on vegetable assignments were in like proportions,
ranging from 6 in August to 182 in May.
As to citrus, there were 1068 licensed dealers, 396
registered packing houses, 36 registered canning plants, and
39 houses registered to ship limes. (See Bond and License
report)
The 1948-1949 citrus season got under way early and
continued in a pattern similar to the two previous seasons
until around the first of the year. The pessimistic to opti-
mistic 'about-face' was brought about chiefly by freezes in
California and Texas, our citrus competitive states. Cali-
fornia's low temperatures were from January 3-11 and
Texas' on January 30-31.
Florida enjoyed a mild winter and a near monopoly
in merchandising a crop of the highest quality of citrus
ever produced. Fresh citrus shipments (43% million
boxes), plus express and local consumption, came back in
the lead over the canned and concentrated pack, which
utilized 44 million boxes. (See utilization of crop on
page 6 of this report)
Most significant was the increased output of frozen
orange concentrate from around 1 3/4 million gallons last
season to about 9 million gallons this season.
Lime shipments were 25% higher this season. (Over
200,000 boxes)
Road Guard Stations show that transportation by truck
was up 21/2 times last season. Trucks moved over 1/3 of
the total volume.
The vegetable branch of this division had a very suc-
cessful season and also had a record of tonnage, certifying
approximately 37,000 car lots equivalent of vegetables and
watermelons. (Detailed report on page 7).

Report of Cannery Department
1948-1949 Season

The work of this Division consists of condition in-
spection, sanitation inspection, maturity inspection, and
volume and quality analysis of juice.
Condition Inspection
Condition inspection is a service of periodic and rep-
resentative inspection of fruit received at canneries to pre-
vent the canning of decomposed, unsound, or stale fruit.
Daily reports are issued covering all fruit received during
the period the inspector is on duty at each cannery.
Sanitation Inspection
The Citrus & Vegetable Inspection Division, in con-
junction with the Florida Canners Association, furnishes
the service of a trained sanitary inspector who makes rou-
tine visits to all canneries to assist in maintaining good
sanitary conditions in the plants.
Maturity Inspection
In accordance with the Citrus Laws of Florida, all
citrus fruit canned between August 31 and December 1,
1948 was inspected and certified as to maturity. During
this period a total of 6,371,090 boxes of fruit was certi-
fied, consisting of 3,125,852 boxes of grapefruit, 2,934,715
boxes of oranges, and 310,523 boxes of tangerines.
Volume and Quality Analysis of Juice
Beginning December 1st, 1948 a new service was made
available to the canners and concentrators. This was the
certification of juice content, acid and solids of fruits re-
ceived at the plant. This type of service was offered only
after considerable work had been done to prove the ac-
curacy and workability of the procedures involved.
Samples used in determining analyses were drawn me-
chanically throughout the unloading of the truck by cups
fashioned in the elevator system. Fruit so collected were
from all parts of the load and were representative of the
various sizes and blooms therein contained. The collected
sample was then weighed and the juice extracted by motor-
driven reamer. The juice and pulp was strained by a
small commercial motor-driven finisher. After weighing
the screened juice, and gallons per box determined, the
juice was subjected to the standard acid and solids de-
termination, plus aspiration of the juice to further reduce
the possibility of error and to speed up operations. Re-
sults were recorded on a work sheet, a copy of which was
made available to the plant, and then transferred to an
Official Certificate Memorandum.
Analyses thus obtained were used extensively in the
mixing or blending of the several loads to obtain a high
degree of uniformity in the finished pack. Eight hour
comparisons of load tests on fruit received, and those ob-
tained on the juice extracted from the entire loads, were
maintained at one plant throughout the season. The cor-
relations were satisfactory, variances being well within work-
ing tolerances.
In addition to working information furnished the op-
erator, the Certificate was bona fide evidence of the quality
and condition of the fruit as received, thereby eliminating
practically all questions of these factors arising between
producer and processor.
While only five plants availed themselves of this serv-
ice this season, the fruit certified under this program ex-
ceeded 13,500,000 boxes.









Arsenical Spray Law Enforcement

Season 1948-49
Twenty-one field inspectors, under the supervision of
the chief laboratory inspector and arsenic supervisor, made
over 17,855 arsenic tests of spray or dust residue on leaves
from orange and tangerine groves over the entire citrus
belt.
When traces of arsenic were found on the leaves to in-
dicate any grove had been arsenated, samples of both
leaves and fruit were submitted to our Winter Haven
laboratory for analysis.
The shipment of approximately 1,754 boxes of oranges
and tangerines that contained arsenic in violation of the
law, was prohibited.
The majority of violations were caused from use of
spray tanks and duster hoppers after spraying or dusting
other fruits with arsenical sprays and dust without proper-
ly washing the spray tanks or duster hoppers.


Report of Laboratory Department

The routine laboratory work during the 1948-49 season
consisted principally of analytical regulatory work in con-
nection with the enforcement of the Arsenical Spray Law,
the Citrus Maturity Law, the Color-Added Law, the Law
Regulating the Use of Soaps, Oils, Waxes, Gases, etc.;
technical investigations relative to these laws; and the prep-
aration and issuance of field supplies for inspectors.
Extensive laboratory and field work was conducted in
conjunction with the load-testing program which was in
operation at five canning plants. Further reference to this
work will be found in the Report of the Cannery Depart-
ment.
Under the Color-Added Law and the Law Regulating
the Use of Soaps, Oils, Waxes, Gases, etc., the following

ROAD GUARD STATIONS AND PATROL
Nine Road Guard Inspection Stations were maintained
on all roads leading out of Florida or into the northwestern
part of the State, where all trucks carrying citrus fruits
were checked for proper inspection papers, inspection and
advertising fees, and fruit itself. All stations were suffi-
ciently manned to operate 24 hours daily and regular sta-
tion inspectors were supplemented by three patrolmen who
were on duty, or subject to call, at all times to maintain
contact with stations and patrol highways against evasion,
and to assist with administering the Federal-State Market-
ing Agreement in prohibiting the movement of restricted
fruit. The stations furnish copies of their Daily Passing
Reports of citrus fruit to the Growers Administrative Com-
mittee in Lakeland who in turn passes this information on
to the Federal-State Marketing News Service for use in their
Marketing News Reports. These stations also check truck
passing for vegetables and report these passing to the
State Marketing Bureau at Jacksonville. In addition these
stations examine incoming trucks and report the passing of
eggs to the Florida Inspection Bureau at Tallahassee.
