Sir:
I am honored to submit another annual report of the
Citrus Inspection Bureau.
With unseasonable weather the dominating factor in the
1946-1947 citrus deal, one might well ask if there is any
relation between temperature and price. Temperatures
were of record highs through January of this season and of
freezing lows in February. (5 6 9 10 and 11) So,
it took another act of Nature to pull the deal out of a
"tailspin" reducing the record crop a few million boxes.
(Government estimate October 1, 1946, 101 million boxes
to 88 million boxes on May 1, 1947.)
From an inspection angle, the road was rugged in
spots, yet, we reached a second high for fresh fruit ship-
ments but the total fruit to canning plants was less than
last season by a few million boxes.
Licensed dealers and registered packing and processing
plants reached new high this season with a record figure in
surety bonds. (See report of Bond and License Division).
I gratefully acknowledge the services of each and every
individual affiliated with the Bureau this season. I most
heartily thank the Associated Industry Organizations, every
Shipper and Canner, for the splendid cooperation we re-
ceived throughout the season in our effort to render a
service to the Citrus Industry of Florida.

total of certified fresh citrus fruit shipments, it is necessary to add shipments of July and August.

ROAD GUARD STATIONS AND PATROL

Eight road guard inspection stations were maintained on all roads leading out of Florida or into the northwestern part of the state
where all trucks carrying citrus fruits were checked for proper inspection papers, inspection and advertising fees and fruit itself. All stations
were manned by sufficient Inspectors to operate shifts twenty-four hours daily. Regular station Inspectors were supplemented by patrol men
who were on duty at all times to maintain contact with stations and to see that no trucks carrying citrus fruits evaded station inspection. In
addition, these inspection stations and road patrol were important factors in assisting with the administering of the Federal-State Marketing
Agreement by exercising vigilance regarding restricted fruit and furnishing daily records of truck movements to the Growers Administrative
Committee.

Canning Plant Condition Inspection


Chapter 598, Laws of Florida, Acts of 1943, prohibits the
canning of unwholesome or decomposed citrus fruit. Under
Florida Citrus Commission regulation the Commissioner of
Agriculture through the Inspection Bureau applies this law.
The Bureau maintains inspection at all citrus canning
plants within the State, requiring daily reports covering pe-
riodic and representative inspections during the entire oper-
ation of each plant. This work is in addition to that re-
quired at canning plants during maturity period which ex-
pired December 1st. However, following the freeze, we
received official requests from the Canners' Association and
the Industry at large to take every precaution against the
canning of unwholesome fruit due to freeze injury.
This called for an additional outlay of expense as it
was necessary to maintain full time service at many of the
canning plants.
The inspection fee of 1/10c per box has fallen far short
of providing sufficient revenue to defray the expense of
this service.
The practice most greatly attributing to improving the
quality of fruit used at canning plants has been that of
weighing back to the trucker that portion of his load which
was not up to standard, or, with the cooperation of the
canning plant, an outright rejection of the load until satis-
factorily graded.
The final record of total volume of fruit utilized by
canning plants in the State this season was a few million
boxes below that of the previous season which was a record
high.

Report of Laboratory Division

The laboratory work during the 1946-47 season con-
sisted almost entirely of analytical regulatory work in
connection with the enforcement of the Arsenical Spray
Law, the Citrus Maturity Law, the Color-Added Law, the
Law Regulating the Use of Soaps, Oils, Waxes, Gases, etc.;
technical investigations relative to these laws; and the prep-
aration and issuance of field supplies for inspectors.
Under the Color-Added Law and the Law Regulating the
Use of Soaps, Oils, Waxes, Gases, etc., the following in-
dividuals or firms held active licenses during the 1946-47
season to manufacture and/or distribute more than 80 dif-

Arsenical Spray Law Enforcement


Season 1946-47

Field inspectors made over 43,776 arsenic tests of spray
or dust residue on leaves from orange and tangerine groves
over the entire citrus belt.
When traces of arsenic were found on the leaves to in-
dicate any grove had been arsenated, samples of both
leaves and fruit were submitted to our Winter Haven Labor-
atories and were analyzed for arsenic under the supervision,
of Geo. F. Westbrook, chemist.
Stopped shipment of approximately 8,602 boxes of
oranges and tangerines that contained arsenic in violation
of the law.
The majority of violations were caused from using spray
tanks and duster hoppers after spraying or during other
fruits with arsenical sprays and dust, which is considered
pure carelessness. (Spray crews should always wash spray
tanks and duster hoppers before spraying oranges and
tangerines, and not spray or dust with arsenic near orange
and tangerine trees when the wind is blowing.)
I was assisted through the summer months by twenty-
three field inspectors.
