Sir:

I have the honor to submit the report of the Citrus
Inspection Bureau for the 1945-1946 season.
I gratefully acknowledge the cooperation of the entire
citrus industry through the organizations with whom the
Bureau is so closely associated, chiefly, the Federal-State
Inspection Service, the Florida Citrus Commission, and the
Committees of the Marketing Agreement. In particular,
I wish to express my thanks to each employee of the Bureau
and give especial recognition of the commendable work of
the individual inspector.
Field assignments, with our usual range, reached a peak
of 270 inspectors this season. The Bureau's average em-
ployment for this number was seven months. Our annual
handicap-namely, seasonal employment-was greatly over-
come by the demand and request for experienced inspection
personnel from the several other States moving commodities
during off-season for Florida citrus.
The opening of the 1945-1946 shipping season gave
promise of operation extending rather late, due to such a
great volume of the crop developing from pronounced late
bloom. However, the unusual demand for supply in fresh
and canned form cut this prediction short and the season
was practically over June 30th.
Urgent requests from the industry that we exercise every
effort in delaying the movement of fruit from pronounced
late bloom beyond the expiration of the maturity periods,
required additional work on the part of the Bureau, as com-
pared with a normal season.
It will be noted that this season, for the first time, fruit
for canning exceeded that of certified fresh fruit shipments;
accounted for, chiefly, in the demand for more oranges and
tangerines at canning plants. (See page 7) Licensed cit-
rus fruit dealers increased 200 over last season reaching a
record of 1100.

With a record breaking production, prices were main-
tained at higher levels throughout the season than were
probably ever before experienced.

Arsenical Spray Law Enforcement


Season 1945 1946

Field inspectors made over 31,794 arsenic tests of spray
or dust residue on leaves from orange and tangerine groves
over the entire citrus belt.
When traces of arsenic were found on the leaves to
indicate any grove had been arsenated, samples of both
leaves and fruit were submitted to our Winter Haven Lab-
oratories and were analyzed for arsenic under the super-
vision of Frank E. Morgan, chemist.
Stopped shipment to fresh fruit market of approxi-
mately 2,130 boxes of oranges and tangerines that con-
tained arsenic in violation of the law.
The majority of violations were caused from using
spray tanks and duster hoppers after spraying or dusting
other fruits with arsenical sprays and dust, which is con-
sidered pure carelessness. (Spray crews should always wash
spray tanks and duster hoppers before spraying oranges
and tangerines).

field inspectors.

ROAD GUARD STATIONS AND PATROL

Eight road guard inspection stations were maintained on all roads leading out of Florida or into the northwestern part of the state
where all trucks carrying citrus fruits were checked for proper inspection papers, inspection and advertising fees and fruit itself. All stations
were manned by sufficient Inspectors to operate shifts twenty-four hours daily. Regular station Inspectors were supplemented by patrol men
who were on duty at all times to maintain contact with stations and to see that no trucks carrying citrus fruits evaded station inspection. In
addition, these inspection stations and road patrol were important factors in assisting with the administering of the Federal-State Marketing
Agreement by exercising vigilance regarding restricted fruit and furnishing daily records of truck movements to the Growers Administrative
Committee.

CANNING PLANT CONDITION INSPECTION

Chapter 598, Laws of Florida, Acts of 1943, prohibits the canning of unwholesome or decomposed citrus fruit. Under Florida Citrus
Commission regulations the Commissioner of Agriculture through the Inspection Bureau enforces compliance of this Law.
The Bureau maintains inspection at all citrus canning plants within the State, requiring daily reports covering periodic and representative
inspections during the entire operation of each plant. This work is in addition to that required at canning plants during maturity period
which expired December 1st. However, for the season just finished, we were requested by the industry to continue close inspection beyond this
date in order to hold back the movement of fruit from pronounced late bloom until such time as it would more reasonably meet with satis-
factory use for canning.

The inspection fee of 1/10c per box has fallen far short of providing sufficient revenue to defray the expense of this service.
The number of men necessary to perform this work depends upon the cooperation of the individual plant as well as the volume of
fruit handled. Generally speaking, we have received exceptional cooperation from the processing plants.
The practice most greatly attributing to improving the quality of fruit used at canning plants has been that of weighing back to the
trucker that portion of his load which was not up to standard.
We are not in possession of the final records of the total volume of fruit used by canning plants in the State as this report is made dir-
ectly to the Florida Citrus Commission. Yet, it can be said that receipts of fruit at canning plants this season has exceeded, for the first time,
by around two million boxes the total of certified fresh fruit shipments (39,625,563 boxes).







CANNING PLANT MATURITY INSPECTION

Under the provisions of existing Florida Citrus Laws, all grapefruit and oranges canned between August 31 and December 1, 1945, were in-
spected and certified as to maturity. Although tangerines are subject to the same inspection law, none was canned during this period.

Report of Laboratory Division

The laboratory work during the 1945-46 season con-
sisted mostly of analytical work in connection with the en-
forcement of the Arsenical Spray Law, the Citrus Maturity
Law, the Color-Added Law, the Law Regulating the Use of
Soaps, Oils, Waxes, Gases, etc.; chemical investigations re-
lative to these laws; and the preparation and issuance of
field supplies for inspectors. As a result of extensive lab-
oratory investigations, we now have a reamer-type juice
extractor which replaces both hand-extraction and the out-
moded screw press.

Under the Color-Added Law and the Law Regulating
the Use of Soaps, Oils, Waxes, Gases, etc., the following
