Sir:

It is my honor to submit another annual report of
the Citrus Inspection Bureau.
First I wish to acknowledge the services of each
member of the Bureau and express my thanks to
every individual and to the organizations within the
Citrus Industry for their cooperation.
The 1944-45 season opened with a hurricane which
crossed the citrus belt on October 19; dry weather
was experienced from November until June and on
June 23 another tropical storm crossed the northern
part of the state and broke the prolonged drought.
The October hurricane of severe intensity re-
duced the once predicted hundred million box crop
to three-fourths that amount, and with the drought
brought about the earliest closing on record for the
Bureau. However, the drought most greatly affected
the new crop. The June storm without high winds,
brought a bountiful supply of rain and forced a heavy
late bloom.
So Mother Nature played a great role this season,
all of which should leave no question as to Supreme
control. With these acts of Nature the Industry has
enjoyed the most satisfactory season on record in
gross returns. The tonnage was within ten million
boxes of the record of the proceeding season. The
number of licensed citrus fruit dealers was increased
fifteen per cent over last season, showing a new
high of 898 approximately half of which were regis-
tered as shippers and processors requiring inspection
and certification.
The expense of operation of the Bureau this season
was greatly reduced by the early closing of the
shipping season and the ready demand for transfers
of personnel to other shipping point assignments on
the eastern seaboard. The balance between volume of
fruit moving and the number of Inspectors was kept
at a close margin. The week of December 11-17 shows
an all time record of 1,900,000 boxes of fresh fruit
shipments and 1,475,000 boxes to canneries for pro-
cessing. The number of men in the field ranged from
a total of 250 during peak movement to a minimum
of 30 men during July and August to check groves
for arsenical sprays and to inspect and certify Persian
limes. The field force is to be highly commended for
the manner in which the inspection work was con-
ducted following the October hurricane, effects of
which continued throughout the season.

ROAD GUARD STATIONS AND PATROL

Eight road guard inspection stations were maintained on all roads leading out of Florida or into the northwestern part of the
state where all trucks carrying citrus fruits were checked for proper inspection papers, inspection and advertising stamps and fruit
itself. All stations were manned by sufficient Inspectors to operate shifts twenty-four hours daily. Regular station Inspectors were sup-
plemented by patrol men who were on duty at all times to maintain contact with stations and to see that no trucks carrying citrus fruits
evaded station inspection. In addition, these inspection stations and road patrol were important factors in assisting with the adminis-
tering of the Federal-State Marketing Agreement by exercising vigilance regarding restricted fruit and furnishing daily records of truck
movements to the Growers Administrative Committee.

CANNING PLANT CONDITION INSPECTION

Chapter 598, Laws of Florida, Acts of 1943, prohibits the canning of unwholesome or decomposed citrus fruit. Under Florida Citrus
Commission regulations the Commissioner of Agriculture through the Inspection Bureau enforces compliance with this Law.
The Bureau maintains inspection at all citrus canning or processing plants within the State, requiring daily reports covering periodic
and representative inspections during the entire operation of each plant. The number of men used is in direct ratio to the volume of fruit
handled, the largest plants requiring the services of three men while one man may police two of the smallest plants provided they are
t within reasonable distance.
Through the exceptional cooperation we have received from the canning and processing plants during the past season the volume
of fruit destroyed, as unwholesome, has been remarkably small. Constant vigilance is exercised on the part of the Inspector to prohibit
the unloading of any fruit at canning plants which cannot be accepted without heavy loss through grading. Canning plants have as-
sisted greatly in improving the quality of fruit used by weighing back to the trucker that portion of his load which is not up to standard.
Our daily reports do not show the volume of fruit processed, therefore, we have no final record, after the Maturity season each
year. As to the volume handled, canning plants report directly to the Florida Citrus Commission. However, the volume inspected at
canning plants this season has been in excess of 29,000,000 boxes.

Arsenical Spray Law Enforcement

Season 1944-45

Field inspectors made over 26,300 arsenic tests
of spray or dust residue on leaves from orange and
tangerine groves over the entire citrus belt.

When traces of arsenic were found on the leaves
to indicate any grove had been arsenated, samples
of both leaves and fruit were submitted to our Winter
Haven Laboratories and were analyzed for arsenic
under the supervision of Frank E. Morgan, chemist.

Stopped shipment to fresh fruit market of ap-
proximately 3,200 boxes of oranges and tangerines
that contained arsenic in violation of the law.

The majority of violations were caused from using
spray tanks and duster hoppers after spraying or
dusting other fruits with arsenical sprays and dust,
which is considered pure carelessness. (Spray crews
should always wash spray tanks and duster hoppers
before spraying oranges or tangerines).

I was assisted through the summer months by
twenty field inspectors.

Report of Laboratories


The Laboratory work during the 1944-45 season
consisted mostly of analytical work in connection with
the enforcement of the Arsenical Spray Laws, the
Marketing and Labelling Act for Canned Citrus, the
Maturity Law, the Citrus Processing Laws; chemical
investigations relative to all of these laws and the
preparation and issuance of field supplies for in-
spectors.
The Internal Quality Survey of Florida citrus fruits,
started in 1941, in cooperation with the Florida Citrus
Commission, was continued this season with the
determination of Vitamin C being an added factor.
All factors are recorded on cards for International
Business Machine tabulation whereby desired in-
formation may be obtained. The project this season
was financed (except for supervision and statistical
recordings) from the Research Fund of the Florida
Citrus Commission.
