Sir:
At the close of another season I am honored to submit
the Citrus Inspection Bureau's Annual Report for the Sea-
son 1942-43. This has been an outstanding season in many
respects. It has been a good one even for us.
With pride, pleasure and sincere appreciation I wish to
commend the personnel of the Bureau for the efficient
services rendered. Also, to point out the splendid degree of
loyalty displayed throughout the organization which has
made it possible for us to retain the high percentage of ex-
perienced help when, due to general conditions, there were
so many inducments for employees to leave us for other
fields of endeavor.
We now have a total of fifty (50) men with the armed
forces of the United States and no requests for deferments
have been made.
I wish further to gratefully acknowledge the cooperation
of every organization of the citrus industry with whom we
have worked this season.
The scope of activities of the Bureau this season were
practically the same as last, a brief outline of which may be
found in the letter of transmittal in the 1941-42 report.

Each Annual Report of the Citrus Inspection Bureau is closed at the end of the respective fiscal year (June 30). To arrive at the "crop total" of
certified commercial citrus shipments for a given season, it is necessary to add shipments of July and August.

Arsenical Spray Law Enforcement
Season 1942-1943

Field inspectors made over 24,350 arsenic tests of spray or
dust residue on leaves from orange and tangerine groves
over the entire citrus belt.
When traces of arsenic were found on the leaves to indi-
cate any grove had been arsenated, samples of both leaves
and fruit were submitted to our Winter Haven Laboratories
and were analyzed for arsenic under the supervision of
Frank E. Morgan, chemist.
Approximately 1088 boxes of oranges and tangerines, that
contained arsenic in violation of the law, were condemned
and destroyed.
The majority of violations were caused from using spray
tanks and duster hoppers after spraying or dusting other
fruits with arsenical sprays and dust, which is considered
pure carelessness. (Spray crews should always wash spray
tanks and duster hoppers before spraying oranges or tan-
gerines.) There was also some 'blow over' from the dust-
ing of cotton, ferns and peppers which should not be planted
adjoining orange or tangerine groves.

Report of Laboratories

The Laboratory work during the 1942-1943 season con-
sisted mostly of analytical work in connection with the en-
forcement of the Arsenical Spray Laws, the Marketing and
Labelling Act for Canned Citrus, the Maturity Law, the
Citrus Processing Laws; chemical investigations relative to
all of these laws and the preparation and issuance of field
supplies for inspectors.
The Internal Quality Survey of Florida citrus fruits.
started in 1941, in cooperation with the Florida Citrus Com-
mission, was continued this season with the determination
of Vitamin C being an added factor. All factors are recorded
on cards for International Business Machine tabulation
whereby desired information may be obtained. The project
this season was financed (except for supervision and statis-
tical recordings) from the Research Fund of the Florida
Citrus Commission.
Under the Citrus Processing Laws the following manufac-
