Sir:
I have the honor to submit herewith report of
the Citrus Inspection Bureau for the season 1939-40,
containing a record of shipments of grapefruit,
oranges and tangerines from September 1, 1939,
through June 30, 1940, also other phases of the work
done by this bureau. It is with pride and pleasure
that I wish to point out the fine record of loyal and
efficient service of the Bureau, including the office
personnel, the inspectors in the field, the road
guards, the laboratories and the Federal-State
service,
The credit, for whatever degree of satisfactory
results obtained, is due the citrus industry for its
willingness to use the services of the Citrus Inspec-
tion Bureau through cooperation on every phase of
the work for which we are responsible. I have
reference here particularly to: The Florida Citrus
Commission, Marketing Agreement Committees,
Florida Citrus Growers, Inc., United Growers and
Shippers Association and the Florida Citrus Produce
Trade Association; and wish to gratefully acknowl-
edge their cooperation. I wish above all to thank
my predecessor, State Chemist, J. J. Taylor, for his
counsel and advice.

The January Freeze

Below freezing temperatures were recorded in
every section of the citrus belt on one or two, and
in many sections, three dates, January 26, 27, and
28; thermometers registering below 20 degrees in
many localities for short periods of time.
Due to the highly dormant condition of trees the
wood damage was not severe. Foliage loss was
heavy and the damage to fruit while severe, varied
greatly.
The factors contributing most greatly to minim-
ize the freeze damage were:
1-Continued cool to cold weather t h r o g h
practically all of December and January.
2-Elevation and air drainage.
3-Lakes and other natural protections.
4-Improved fertilizing practices where minor
elements were used to balance food supply thereby
increasing cold resistance.
5-Heating of grove properties.
The results were that the freeze was not nearly
so disastrous as predicted immediately following the
cold, or as damaging as the low temperature read-
ings would indicate.








Summary of Shipping Record for 1938-39 Season


The shipping records appearing in the Annual Report of the
Citrus Inspection Bureau for the 1938-39 season were neces-
sarily closed as of June 30, 1939. During July and August, the
remaining months of the 1938-39 season, 216,769 boxes of

grapefruit, 888,542 boxes of oranges and 500 boxes of tanger-
ines were certified and shipped, of which 488,025 boxes of
oranges were "Color Added."
This brought the grand total for the 1938-39 season to:

Road Guard Stations and Patrol


Eight stations were maintained on all highways leading out
of Florida or into the Northwestern part of the State where all
trucks carrying citrus fruit were checked by Inspectors, who
remained on duty twenty-four hours daily at all stations during


the entire shipping season. In addition to the regular stations,
Patrol men were on duty at all times to see that no trucks
carrying citrus fruit evaded station inspection.

Report of The Bond and License
Department

There were 543 Licenses issued to Dealers, as
follows:

Total amount of bonds posted - $726,850.00
Seventy-eight (78) complaints were filed under
the provisions of Section 7, of the Bond and License
Act, and handled by this Department. Hearings
were held and orders entered by the Commissioner
of Agriculture on sixteen (16) of these complaints,
twenty-nine (29) complaints were satisfied by the
Citrus Fruit Dealer involved without a hearing,
seventeen (17) complaints were dismissed or with-
drawn for various causes, and sixteen (16) com-
plaints were pending at the close of the season. As
a result $13,217.75 was collected and distributed to
growers.

pro rata basis to grower claimants:

Arsenical Spray Law Enforcement
1939-40 SEASON
Field Inspectors made over 31,200 arsenic tests
of spray or dust residue on leaves from orange and
tangerine groves over the entire citrus belt.
When traces of arsenic were found on the leaves
to indicate any grove had been arsenated, samples of
both leaves and fruit were submitted to our Winter
Haven Laboratory and were analyzed for arsenic
under supervision of the State Chemist, or his as-
sistant.
Approximately 3,250 boxes of oranges and tan-
gerines, that contained arsenic in violation of the
law, were condemned and destroyed. I am glad to
report very few violations of the Arsenical Spray
Law during the 1939-40 Season, and hope to have
less next season.

Report of Laboratory Department

The work of the laboratory department consisted
of analytical work in connection with the enforce-
ment of the Arsenical Spray Law, the Citrus Proc-
essing Laws, the Marking and Labelling Act for
Canned Citrus, the Maturity Law, chemical investi-
gations relative to all these laws, and the prepara-
tion and issuance of field supplies for inspectors.
Under the Citrus Processing Laws, licenses based
upon laboratory findings were issued to the follow-
ing manufacturers and include the designated ma-
